Abstract

This research aims to find out: 1) how the Mandar community cadre system improves Mandar women's skills in weaving; 2) what is the marketing system used in marketing Mandar silk products. This research is applied research with a qualitative approach. Data were analyzed descriptively. Research data was obtained from interviews, observation and documentation. The data analysis technique used in this research is descriptive data analysis technique. Observations were made in one of the sub-districts which has many weavers, especially in Karama village and Napo village as villages that produce a lot of Mandar silk weaving works. The results of the research show that: 1) The formation of young women is still carried out conventionally, not formally, such as through formal education in public schools. 2) The marketing system they use still uses conventional methods.

Abstract

Leaders must have the courage to take necessary action against members who are less productive or violate the rules, in order to maintain the interests and integrity of the organization. This research aims to evaluate the effectiveness of implementing the main leadership functions at the Sinjai Borong District Office, Sinjai Regency. In an organizational context, leadership factors have an important role in driving and directing goal achievement. The research method used was descriptive qualitative, with data collection through interviews, observation and documentation, involving 5 informants. Data analysis uses three stages, namely data reduction, data presentation, and drawing conclusions. The research results show that the implementation of the main leadership functions is not optimal, especially in the consultation and control functions. The limited time of sub-district leaders who hold concurrent positions outside the office hampers communication with their subordinates. Even though there are several indicators that show effectiveness, there are still several things that need to be improved so that the leadership function can run well and support the achievement of organizational goals.

Abstract

This study explores the social dynamics within public administration through a case study of local government in Indonesia. The research aims to understand how social interactions, relationships, and structures influence the effectiveness and efficiency of public administration at the local level. Utilizing a qualitative approach, data were collected through interviews, observations, and document analysis. The findings reveal that social dynamics, including community engagement, leadership styles, and inter-departmental cooperation, significantly impact policy implementation and public service delivery. Additionally, the study highlights the importance of social capital in fostering collaboration and trust among stakeholders. The implications of these findings suggest that local governments should prioritize social dynamics in their administrative processes to enhance governance outcomes. This research contributes to the broader discourse on the interplay between sociology and public administration, offering insights for policymakers and practitioners in Indonesia and beyond.

Abstract

The " Berkat Sayang" program is specifically for the elderly under the auspices of the Sidoarjo Regency Social Service. This article aims to analyze the accuracy of food assistance in reducing poverty in Sidoarjo using qualitative research methods and a descriptive approach. The results of the research explain that the “Berkat Sayang” program in Sidoarjo which is distributed to the elderly and people with disabilities is useful for reducing poverty rates has not been running properly. It requires (1) systematic and massive socialization regarding the " Berkat Sayang" program to recipients who meet the criteria of the Social Service (2) understanding of the benefits of the " Berkat Sayang" program by recipients is still relatively low so most are confused about why they received this assistance (3) quality food in the " Berkat Sayang" program needs to be evaluated by the Social Service (4) The distribution of the "Berkat Sayang”" program needs to be evaluated by the Social Service because it is not in accordance with planning

Abstract

This study aims to determine the effect between motivation and employee performance at the Sukabumi City Regional Disaster Management Agency. This research method uses a quantitative associative approach. This study's population were all Sukabumi City Regional Disaster Management Agency employees. The sampling technique in this study used nonprobability sampling with a saturated sample, namely employees at the Sukabumi City Regional Disaster Management Agency, totalling 49 employees. Data was collected using observation, documentation, questionnaire distribution and interview methods. Data analysis in this study was carried out by correlation coefficient test, coefficient of determination test, simple linear regression analysis test, and data processing using IBM SPSS Statistics 26. Based on the study's results, it is known that the correlation coefficient test obtained a positive correlation value which indicates a closeness with a high category. The coefficient of determination (R2) data results showed a positive influence between motivation and employee performance at the Sukabumi City Regional Disaster Management Agency of 0.594. This means that the magnitude of the influence of motivation on performance is 59.4%, while 40.6% is influenced by other factors not examined in this study.

Abstract

One of the Indonesian government's programs is building from the periphery. This study aims to find out development from the periphery or village through the management of village-owned enterprises (BUMDes), women's empowerment, and the use of information technology. This study uses a descriptive qualitative research method, with in-depth interviews with several key informants. The informant determination technique uses a purposive technique. Data analysis went through the stages of condensation, description and explanation, then finally interpretation. The results of the research are: first, village development through BUMDES. Second, empowering women by involving women in the structural management of BUMDES, and as MSME owners. Third, the use of social media as a promotion from the BUMDES business unit. In short, BUMDES is able to empower women and use information technology to improve rural development

Abstract

The Pelabuhan Ratu Beach area is a mainstay tourist spot for the people of Sukabumi Regency because it has a lot of interesting tourism potential. The purpose of this study is to determine the strategy of the Tourism Office in the management of tourist areas on Pelabuhan Ratu Beach. The problems identified related to its management are still not optimal in increasing the capacity of tourism resources and maintenance/procurement/rehabilitation of facilities and infrastructure so that the number of tourists coming to the Pelabuhan Ratu Beach area will decrease. This research uses qualitative research methods with a descriptive approach. and data collection techniques, namely observation, interviews and documentation. Then the data analysis stage by reducing data, presenting data and drawing conclusions. The results of this study are measured by three dimensions proposed by Dess & Miller, namely goals, policy, and plans. The results in this study show that in increasing tourist visits, related agencies are improving the arrangement of tourist areas around Pelabuhan Ratu Beach to make it even better. Such as paying attention to the 4A aspects (attaraction, accessbility, amenity, and ancilliary and improving tourism destination marketing strategies. Meanwhile, in increasing the capacity of tourism resources, monitoring and evaluation are carried out by conducting trainings. Then plans in the procurement/ maintenance/rehabilitation of facilities and infrastructure, namely by transferring and eliminating facilities and infrastructure.

Abstract

This research investigates the relationship between law enforcement and the protection of Human Rights in the context of public administration in Indonesia. Qualitative research methods were used to gain a deep understanding of policy implementation and the interaction between law enforcement and human rights protection. Data were collected through in-depth interviews with government officials, human rights activists, academics, and community members directly affected by public policies. The findings indicate that law enforcement continues to face significant challenges such as lack of resources, low institutional capacity, and corruption practices. On the other hand, while there have been improvements in recognizing basic rights, complexities remain in human rights protection, particularly concerning discrimination and abuse of power by authorities. Research recommendations suggest strengthening institutional legal capacity, enhancing transparency, fostering more active community participation, and engaging in cross-sector dialogues to strengthen fair law enforcement and inclusive human rights protection in public administration.

Abstract

This study aims to determine the strategy of Local Revenue Agency  (LRA) of Pekanabaru for increasing local tax revenue because there was a decrease in tax revenue in Pekanbaru City during the COVID-19pandemic. For governance funding to run effectively and efficiently and avoid overlapping funding, the government delegated authority to Bapenda Pekanbaru City as an extended branch. Therefore, RRA implemented strategies to increase taxes during the pandemic. This qualitative research uses a qualitative descriptive analysis method that uses data collection methods such as observation, interviews, and documentation. The benchmarks for assessing the success of the strategy, according to Burhan in Zuchri (2016), are through indicators concerning the future of a decision made now, the process that starts with making strategic plans, facilities, and policies in developing implementing plans; certain attitudes and ways of life because strategic plans determine work habits with consideration of the future; as well as linking three strategic plans at the same time, namely strategic plans, medium-term plans, and short-term budgets. Based on the results of research on the strategy of the Pekanbaru City Local Revenue Agency in increasing local original tax revenue (PAD) during the COVID-19pandemic, the strategy of digitizing services and payment methods is the right thing to increase local tax revenues. However, socialization regarding the strategies made has yet to be carried out evenly to the community, as well as the level of public awareness that still needs to be improved in paying taxes

Abstract

Sekolah Kopi Raisa, a hybrid organization that empowers and educates communities, has an institutional model that other similar organizations might use. Penta helix players affect organization creation and performance. With a penta-helix approach, this study builds a model of Sekolah Kopi Raisa's commitment and institutional capability in coffee company growth. This study employs descriptive qualitative methods. Penta-helix players must support research findings to increase organizational commitment and capability. Both components boost corporate productivity and impact society. Penta helix actors promote organizational commitment and capacity development models, including change goals, influence, normative commitment, emotional, and shared vision. Human resources, networks, and structural development are other entities.
