Abstract

The purpose of this research is to find out the FUNCTIONAL EFFECTIVENESS OF THE WORKFORCE TRANSMIGRATION DINAS IN REDUCING THE UNEMPLOYMENT RATE IN SUKABUMI DISTRICT. Unemployment is someone who does not have a job, is looking for work, or is preparing for work. Generally, the cause of unemployment is the imbalance between population growth and employment, meaning that the number of workers is greater than the number of jobs. Based on the termination of employment recorded at the Sukabumi District Manpower and Transmigration Office by the Indonesian Employers Association (APINDO) for 19,700 people from 2019 to 2022, in the 2018–2019 period, the Sukabumi Open Unemployment Rate was in the range of 7-9%. Whereas in 2020, the Sukabumi Regency Open Unemployment Rate increased to 9.60%, in addition to the Sukabumi Regency Open Unemployment Rate in 2021 of 9.51%. (BPS West Java, 2022). This research used qualitative research methods that were analyzed with a descriptive approach. Descriptive research is conducted to determine independent variables without making comparisons or connecting one variable to another. Data collection techniques used by researchers include observation, interviews, and documentation. The results of research on the effectiveness of the function of the Manpower and Transmigration Office in reducing unemployment in Sukabumi Regency can be measured using the three dimensions proposed by Duncan in Sterrs (2020: 53) regarding organizational effectiveness, namely: goal achievement, integrity, and adaptation.Keywords: Effectiveness, Function, and Unemployment of the Department of Manpower and Transmigration (Disnakertrans) of Sukabumi District

Abstract

Indonesian people on average have an interest in the world of sports, especially football, which is in the massive category. Even though the standard of football quality is below average, each club has a large number of fans. This article aims to analyze the Development of the Jakarta International Stadium and Clientelism Practices Toward The Jakmania by Anies Baswedan. The Jakarta International Stadium was a political promise made by Anies Baswedan during his candidacy for Governor of DKI Jakarta in 2017, which was eventually realized in 2019. With the implementation of this development, it undoubtedly serves as Anies Baswedan's political capital in the democratic contest of 2024 as a presidential candidate. This study employs qualitative research methods with structured interviews conducted with officials and members of The Jakmania. The interviewed officials of The Jakmania include the Secretary-General and Treasurer-General, who stated that Anies Baswedan is the Governor closest to The Jakmania among his predecessors. This article also explores the impact of the Jakarta International Stadium development on Anies Baswedan's presidential candidacy. Findings indicate that the Jakarta International Stadium built by Anies Baswedan has had a positive impact in terms of The Jakmania's political perspective. The results of the research align with the theoretical framework underlying this study. This research can be used as material to evaluate the level of community participation in the decision-making process regarding stadium construction.

Abstract

Disaster Resilient Village is a manifestation of the government's responsibility to provide protection to the community from the threat of disaster. The purpose of this research is to find out how effective the Disaster Resilient Village program by the Sukabumi City Regional Disaster Management Agency is. This research uses Duncan's theory. This research method uses qualitative research methods. Data collection techniques used observation, interviewing, and documentation techniques. Data validation methods used were source triangulation, technique triangulation, and time triangulation. The data analysis used is from Miles and Huberman, using data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the Disaster Resilient Village program has been running in accordance with the established regulatory guidelines, but its implementation is still not running effectively, as there should be empowerment for the village to upgrade the criteria class of the village as stated in the Regulation of the Head of the National Disaster Management Agency Number 2 of 2012 regarding the implementation of the Disaster Resilient Village program, and the facilities and infrastructure are also not enough to maximize the workforce in supporting the Disaster Resilient Village program.

Abstract

Agricultural land conversion is a crucial issue in facing the challenges of food security and natural resource conservation. Sidrap District, as one of the agricultural regions in Indonesia, faces significant pressure related to agricultural land conversion. Therefore, the implementation of local government supervision policies is very important. This research aims to analyse the implementation of local government supervision policies on agricultural land conversion in Sidrap Regency. This research uses a qualitative method with data sources from interviews, documentation, and observation. The data of this study used Nvivo 12 Plus to obtain relevant analyses. The findings of this study show that in the implementation of the policy to monitor the conversion of agricultural land in Sidrap District, there are two main approaches, namely preventive and repressive approaches, which work together to maintain the integrity of agricultural land. The preventive approach focuses on prevention efforts, while the repressive approach aims to enforce regulations with appropriate sanctions. In addition, determinant factors such as communication, resources, disposition and bureaucratic structure also play a crucial role in this overall process. With a holistic effort involving effective coordination between relevant agencies and improvements to these determinant factors, Sidrap district has the potential to maintain agricultural sustainability and food security in the future.

Abstract

Tompo Bulu Village, located on the slopes of Mount Bulusaraung, is a village bordering Maros Regency, especially Camba District, and is part of the Bantimurung-Bulusaraung National Park area.  Tompo Bulu is one of the villages that has been designated as a tourist village with a variety of tourism potential but has not been maximally utilised in accordance with community expectations. This research aims to find out: (1) how the community empowerment of Tompo Bulu tourism village in Pangkep Regency; and (2) how the marketing of Tompo Bulu tourism village in Pangkep Regency. This research is an applied research with a qualitative approach and the data is analysed descriptively. The results showed that the community empowerment of Tompo Bulu Tourism Village has not been maximised because the understanding and benefits of tourism village development have not been imprinted on the community. The promotion strategy carried out has used social media which has been widespread. However, because the facilities to the location of the tourist village are not good, the implication is that the encouragement of the wider community to visit the village is lacking.

Abstract

Public assessments determine the quality of public services, so public complaints are needed to improve service quality. In making the management of public complaints more effective as expected by the government in Presidential Regulation no. 76/2013, the Sidenreng Rappang Regency Government has utilized technology, by creating. public aspirations and complaints information system (SIAPP), but until now, the complaint service is still experiencing problems. The socialization of program innovations and complaint procedures through the SIAPP program is not evenly distributed at every level of society. In addition, the SIAPP admin is less responsive in responding to public complaints. Based on this, this research was carried out to analyze the quality of public complaint services in Sidenreng Rappang Regency through the SIAPP application to support the creation of quality public services. Qualitative research methods, with a descriptive approach, were the researcher's choice. Research data was obtained through interviews, which were also strengthened from observations and literature studies. The data that has been obtained is analyzed by referring to the interactive model. The research results show that the quality of public complaints in Sidenreng Rappang Regency cannot be improved by using the SIAPP application because the standard operational procedures for SIAPP are not yet complete. Regional apparatus organizations are slow in following up on community complaints, and community data security is still weak when using the SIAPP application.

Abstract

The purpose of this study is to analyse the implementation of the Regional Regulation Policy on Parking Management in the Braga area of Bandung city. This research is based on the fact that there are often parking arrangements that interfere with traffic flow so the functions and responsibilities of the government to overcome parking problems are questioned. The type of research in this study is descriptive qualitative, while the data is collected from interviews, observation, and documentation. The data was then analysed using the Nvivo 12 Plus application. The results showed that the implementation of public parking management policies in the braga area of Bandung City has not been fully implemented because there are still violations committed by parking officers in the field. In serving the public in and out of vehicles in the parking lot has not been implemented properly, and many people do not fully understand the parking machine because the parking limit that should be used is sometimes there and sometimes not. Arranging parked vehicles so as not to interfere with traffic flow, is still not implemented because officers in the field are still parking officers who arrange vehicles on the edge of public roads exceeding one shap / one shap, the parked community is well implemented. The use of evidence (carcis) that has been corporatized by the Department of Transportation, Financial Management and Assets parking officers in using evidence (carcis) has not been implemented optimally because there are still parking officers who are dishonest and lack of socialising the e-parking policy to the community which results in a decrease in parking fees and illegal parking which makes illegal parking more and more.

Abstract

This article discusses the implementation of self-governance using customary law within the Baduy-Dalam Traditional Law Community (KMHA). The author's interest in studying the Baduy-Dalam stems from the bias in understanding between the KMHA, Villages, and Traditional Villages due to the regulation of Law No. 6 of 2014. One of the causes of this bias is the government's misunderstanding in treating and respecting the Baduy-Dalam KMHA, such as the General Election Commission's outreach in Baduy to encourage the participation of indigenous peoples in elections. This article aims to examine the existence and constitutionality of the Baduy-Dalam Tribe as a self-governing KMHA using customary law, including the legality if they do not participate in elections. The data used in this study are empirical facts about the characteristics of the KMHA, verified using a descriptive method with a qualitative approach. The study results show that the Baduy-Dalam Tribe meets the characteristics of a KMHA, making them suitable for self-governance with customary law, including celebrating democracy according to their customs. The novelty found is the full recognition of their unique customary governance system. In conclusion, the Baduy-Dalam Tribe remains constitutional as a self-governing KMHA using customary law. As a solution, the state must genuinely recognize, respect, and preserve their existence.

Abstract

The village head has a key role in developing his village with various leadership styles in order to improve the village economy. One popular leadership style is transformational leadership. Therefore, this research aims to identify the implementation of transformational leadership in village institutions in improving the village economy. This research is descriptive research with a qualitative approach. This research was conducted using in-depth interviews with four village heads including village officials and business actors in Jombang Regency, including Ngampungan Village, Galengdowo Village, Wonomerto Village, and Carangwulung Village. This village was chosen because it has a fairly developed rural tourism in Jombang Regency. The research results show that the Head of Galengdowo Village has the highest level of application of transformational leadership among other village heads, followed by the Heads of Wonomerto and Carangwulung Villages who have similar characteristics.

Abstract

This study aims to develop exit protocols that promote the autonomy of conservation farmers by applying a Flood Management model in specific river basins within Pandeglang Regency. The present work utilizes the C.I.P.P. (Context, Input, Process, Product) and U.S.G. (Urgency, Seriousness, Growth) methodologies to assess the long-term viability of land conservation initiatives executed by farmers. Contextual input, process, and outcome analysis of implementing the flood management model is conducted using C.I.P.P. At the same time, the Urgency, Severity of the challenges, and prospective growth resulting from this program are assessed using U.S.G. A study revealed that when applied in specific river basin regions, the flooding management program can improve farmers' capacity to adapt and mitigate against flood hazards. Successful application of community-based conservation measures has demonstrated favourable outcomes in land administration and the improvement of food security. However, the long-term viability of the initiative relies on an exit strategy that ensures farmers' autonomy without necessitating external support. This approach entails enhancing the capabilities of farmers, broadening their sources of income, and enhancing their ability to reach markets and employ technology. The findings of this study will likely function as valuable policy suggestions to improve the sustainability of land protection and flood management within the Pandeglang Regency.
