Abstract

The Indonesian nation (NKRI) is facing various national issues, both from external and internal sources, which inevitably affect the nation’s unity and integrity. This is especially evident among the younger generation of Indonesia, who are gradually losing their sense of national defense awareness and patriotism. Conflicts—whether political, social, economic, or cultural—along with demonstrations, mass unrest, and violent acts, all contribute to a potential national disintegration, ultimately leading toward radicalism and separatism movements. To anticipate these issues, an understanding of national defense values is essential. To strengthen national unity and integrity, there is a need to measure national defense readiness through a National Defense Index (NDI). The NDI is a personal assessment of the level of awareness among Indonesian citizens to defend their country, reflected in their attitudes, determination, behaviors, and actions, both individually and collectively. The index’s measurable variables include the five core elements of National Defense: love for the homeland, awareness of nationhood and statehood, loyalty to Pancasila, willingness to sacrifice for the nation and state, and basic capability for national defense. This study found that the National Defense Index (NDI) reached a level of 3.30. The highest-scoring element was willingness to sacrifice for the nation and state (with a score of 3.49), while the lowest was awareness of nationhood and statehood (with a score of 3.04). The implications of this study suggest the need for further cultivation, especially in areas scoring lower, such as awareness of nationhood and statehood.

Abstract

This study aims to analyze the current trends in social entrepreneurship, especially in social entrepreneurship education, using a bibliometric approach. This study is relevant considering the importance of social entrepreneurship in creating social change and supporting sustainable development goals. The main objectives of this study are to identify keywords that frequently appear in related literature, map relevant topics, and explore the geographical distribution of research worldwide in the 2019-2024 time frame. The method used involves collecting data through the Publish or Perish application from two major databases, namely Scopus and Google Scholar, then analyzing it using Mendeley to identify author keywords. Further bibliometric analysis was carried out using VOSviewer to map the relationships between keywords and distribute the research geographically. The results show that keywords such as "entrepreneurship education," "social entrepreneurship," and "social impact" dominate the literature, with the most research coming from countries such as India, the United States, and Europe. The contribution of this study lies in presenting a comprehensive picture of research trends in social entrepreneurship and their geographical distribution, which can provide new insights for researchers, educators, and policymakers to develop more effective and sustainable social entrepreneurship education policies.

Abstract

A fairly large and controversial reclamation project in Indonesia is the reclamation project at the Center Point of Indonesia (CPI), Makassar. The project aims to expand the city area and create a new business center in Makassar, the largest city in South Sulawesi. CPI reclamation is designed to increase tourist attractions, increase commercial areas, and overcome land limitations in urban areas. This study aims to determine the impact of reclamation in increasing tourism in Makassar. The type of research used in this study is descriptive research that aims to dig deeper into the impact of reclamation in increasing tourism in Makassar. Data collection is carried out by interviews and documentation. Interviews were conducted with 60 CPI visitors, and 60 MSMEs during Car Free Day. The data analysis used is data collection, data condensation, presentation, and conclusion. The results of the study show that CPI reclamation has increased Makassar tourism. This happens because CPI offers interesting places that can be enjoyed by the public.

Abstract

One of the most important things from the birth of Law Number 3 of 2024 concerning the Second Amendment to Law Number 6 of 2014 concerning Villages, namely rearranging the position, administration of government, principles and objectives of village regulation. One of the important points in this law is the existence of special rules regarding village funds. Nationally, the average per village has received Rp. 1.5 billion to 2 billion per village, including 109 villages in Bulukumba Regency, South Sulawesi, so that its use can reduce poverty rates and improve the welfare of people in villages. This study aims to examine and describe the management of village funds in realizing independent villages in Bulukumba Regency. This study uses a qualitative approach in the form of a case study to obtain a comprehensive explanation related to the leadership of the village head, related organizations, programs funded by village funds, and the social situation of the community after the existence of the village funds that are researched, and studied in depth. This research is expected to provide benefits both for the development of science in the field of public administration, as well as as as used as a policy basis to assist village governments in managing village funds in order to realize an independent village in Bulukumba Regency.

Abstract

This research aims to examine the implementation of the prosperous rice management program on the welfare of the poor in Macanre Village, Soppeng Regency. This type of research is descriptive quantitative. Data collection techniques were carried out using observation, questionnaires and documentation. Data collection techniques were carried out by means of observation, questionnaires and documentation. The data analysis techniques used consist of instrument validation and reliability tests, descriptive statistical analysis, data normality tests and inferential statistical analysis. The results of the research show that the implementation of the Prosperous Rice Management Program has been carried out well, with a percentage value of 75%, and the welfare of the Poor in Macanre Village, Soppeng Regency is in the good category with a percentage value reaching 62%. The implementation of the Prosperous Rice Management Program has had a significant influence on the welfare of the poor in Macanre Village, Soppeng Regency with an influence percentage of 14.3% in the Low category.

Abstract

The transformation of State Civil Apparatus (Indonesia: Aparatur Sipil Negara /ASN) in West Papua represents a crucial policy initiative aimed at improving public service efficiency, yet its specific impact on human resource development in the region remains underexplored, particularly given West Papua's unique socio-cultural and geographical challenges. This research examines how ASN transformation influences human resource development in West Papua, focusing on implementation processes and outcomes. Using a qualitative approach, the study collected data through semi-structured interviews with purposively selected ASN personnel and government officials, complemented by document analysis. The findings reveal significant progress in human resource development through the implementation of an integrated Strategic Plan (RENSTRA), comprehensive training programs, and modernized recruitment processes using computer-based testing (CAT). The establishment of performance assessment systems and career advancement opportunities has enhanced ASN effectiveness and transparency. However, challenges persist, including uneven civil servant distribution, incomplete merit-based placement, and limited budget utilization for competency development programs. The research demonstrates that successful ASN transformation requires a balanced approach between technological advancement and human capital development, while considering the region's distinct geographical and social landscape. Evaluation results indicate that while substantial groundwork has been laid for improving public service delivery, continued attention to implementation challenges and local context remains essential for future success.

Abstract

This study examines the implementation of the Online Single Submission (OSS) system in East Luwu Regency to improve the quality of public services, especially in licensing services, using descriptive qualitative. The research data used came from interviews, observations, and literature reviews. The research findings show that OSS has improved service efficiency in terms of ease of access, speed, and user experience. However, there are still challenges, especially related to unstable internet infrastructure, lack of complete information, and system integration problems. To maximize the potential of OSS, it is necessary to improve technology infrastructure and improve communication strategies. This study provides insight into the need for a more comprehensive digital service framework to ensure equitable access and user satisfaction in the provision of public services.

Abstract

This study aims to analyze the implementation of Collaborative Governance in basic social rehabilitation for the elderly in Sukabumi City. The focus of this research is to understand how collaboration among various stakeholders can enhance the effectiveness of services for the elderly. The research method used is qualitative with a case study approach, involving in-depth interviews with six informants from various institutions involved in elderly services, including the Social Affairs Office, the Health Office, and the Elderly Institutions (LLI). The results show that initial conditions, such as imbalances in resources and knowledge, affect the effectiveness of collaboration. Good institutional design, with clear basic rules and planning, has proven essential in guiding and facilitating collaboration. Facilitative leadership also plays a crucial role in ensuring the smooth process of collaboration, supported by related parties who help guide and motivate stakeholders. The collaborative process, involving intensive communication, trust-building, and joint strategic planning, yields tangible benefits for elderly services. These findings affirm that trust, a shared mission understanding, and strategic planning are key factors in the success of Collaborative Governance for the social rehabilitation of the elderly in Sukabumi City.

Abstract

Clean government or good governance is an important concept in public administration aimed at enhancing the quality of public services, improving government-citizen relations, and building public trust in government institutions. Implementing the principles of transparency, accountability, and public participation is essential to reduce corruption, increase bureaucratic efficiency, and encourage citizen involvement in government decision-making. Transparency provides citizens with clear access to information regarding decision-making processes and public policies. Accountability ensures that public officials are held responsible for their actions, while public participation enables citizens to take an active role in policy-making. However, several challenges hinder the implementation of clean government, including weak institutions, a lack of transparency and accountability, and limitations in infrastructure and human resources. Information and Communication Technology (ICT) holds potential to support clean governance by enhancing transparency and expediting administrative processes. Nonetheless, technology implementation is often constrained by inadequate infrastructure. Additionally, low public participation worsens policy quality. Achieving clean government requires institutional reform, strengthening transparency and accountability, and utilizing appropriate technology, supported by active public involvement in every aspect of governance

Abstract

The Regional Public Service Agency (BLUD) is a system implemented by the technical implementation unit of the agency/regional agency in providing services to the community who have flexibility in financial management as an exception to the provisions of regional financial management in general. The implementation of BLUD is carried out with the aim of improving public services and independence of self-financial management. The independence of BLUD financial management in this study focuses on the causes of BLUD's dependence on APBD subsidies and the problems behind it. The research method uses qualitative methods with an emphasis on document studies and interviews. The results of this study show that BLUD's financial dependence on APBD subsistence is caused by the lack of optimal BLUD financial management and administration process. For this condition, it is necessary to improve the BLUD thinking paradigm so that the performance of financial management and administration can increase so that BLUD's revenue receipts are better and the dependence on APBD subsidies can be further reduced
