Abstract

The Merdeka Curriculum is a key component of the Ministry of Education, Culture, Research, and Technology's Merdeka Belajar policy, aimed at enhancing the quality of education in Indonesia. This study investigates the implementation of the Merdeka Curriculum in educational institutions, specifically describing and analyzing its execution, impact on teacher performance, and the factors that either hinder or support its implementation. The research was conducted at SMA Negeri 3 Prabumulih, utilizing a qualitative research approach with data collected through interviews, observations, and document analysis. Data were analyzed using the interactive model analysis technique from Miles and Huberman. The findings revealed that: (1) The implementation of the Merdeka Curriculum has been effectively carried out, transitioning from an independent choice model to a shared independent implementation model; (2) The successful implementation is supported by the roles of the principal, teachers, educational staff, and other stakeholders; (3) The Merdeka Curriculum is applied in grades X and XI, while grade XII continues to follow the 2013 Curriculum due to the transitional period; (4) The implementation process involves the planning of operational curriculum documents, organizing resources, mobilizing learning activities, and monitoring through direction, guidance, and assistance.

Abstract

This study analyses the application of the analysis of standards expenditure (ASB) in the preparation of the Regional Revenue and Expenditure Budget (APBD) for the 2023 Fiscal Year at BPKD DKI Jakarta Province. The research addresses the urgent need for effective and efficient budgeting in local governments, especially given current economic challenges and demands for transparent financial management. The main objective of this research is to evaluate the effectiveness and efficiency of budgeting and identify the factors that hinder its implementation. This study employs a post-positivism approach to understand the occurring phenomena and provide solutions to issues in the budget preparation. Apart from that, this research uses W. Dunn (2003) theory about evaluation. The author uses descriptive qualitative research methods. The triangulation data collection technique is by theory, qualitative interview and documentation. The findings are expected to significantly contribute to local government in achieving good governance and serve as a reference for future research in regional financial and asset administration

Abstract

This research analyzes the contextualization of indigenous community identity and the adaptation process resulting from the establishment of Adat Villages in Jayapura Regency. Using a qualitative approach as a foundation, the study applies social identity theory in the case study of Keitemung Adat Village. Data were collected through observation, interviews, documentation studies, and Focus Group Discussions (FGD), involving 14 informants from various levels of government and the indigenous community. Data analysis was conducted through data reduction, presentation, conclusion drawing, and verification. The findings show that the social structure based on customary norms and cultural values plays a crucial role in maintaining community integration and stability. Effective leadership, the practice of mutual cooperation, and conflict resolution based on deliberation strengthen the role of cultural norms as coordination tools. Despite organizational changes due to government policies, cultural values continue to function as the main pillars, supporting social harmony and reinforcing collective identity within the cultural and social framework.

Abstract

This research aims to find out how the implementation of the development ex-leprosy Community by the social services of Makassar city. Starts from standards and targets of resource policies, inter-organizational communication, characteristics of implementing agents and strengthening activities in economic, social and political conditions. The research method used in this study is to use a qualitative descriptive method, namely the data obtained will be analyzed and then poured into a series of words, this technique aims to systematically describe the facts and data obtained. The results of this study indicate that there are still obstacles in the implementation of handling of the excluded community based on Makassar Mayor Regulation No. 89 Years 2016 carried out by the social services of the city of Makassar. problems related to work programs, provision of skills training and basic food assistance to the community are not implemented actively and meet the needs of the ex-leprosy community in the city of Makassar.

Abstract

This study explores the challenges and solutions of education policy in border areas through a narrative literature review approach. Based on an analysis of 14 previous research articles, it was found that border areas face significant constraints in the education sector, including limited infrastructure, lack of qualified teaching staff and low community participation. Existing education policies are often inappropriate for the specific conditions of border areas, requiring adjustments that take into account local characteristics and the active involvement of all stakeholders. Proposed solutions include collaborative approaches, strengthening locally-based character education and improving educational infrastructure and resources. In addition, the government is expected to improve the quality and welfare of educators through special incentives and professional training. Effective education policies that are responsive to local needs are expected to improve the equity and quality of education in border areas, providing equal opportunities for all children to get a quality education. The results of this study emphasize the importance of regular policy monitoring and evaluation to ensure successful implementation.

Abstract

This study addresses the growing need for effective leadership in public organizations, particularly in the context of complex and dynamic environments. Ambidextrous leadership, characterized by the ability to balance exploration and exploitation, is crucial in fostering innovation while maintaining operational efficiency. The research aims to explore the role of ambidextrous leadership in public organizations in Palu City, with a focus on its impact on innovation, employee work behavior, and organizational performance. Employing a qualitative research methodology, the study involves in-depth interviews with key stakeholders, including leaders, employees, and organizational experts. Data is analyzed using thematic analysis to identify key patterns and themes related to leadership practices, innovation processes, and performance outcomes. The findings reveal that ambidextrous leadership significantly contributes to the enhancement of both innovation and organizational performance. This study highlights the critical role of ambidextrous leadership in balancing innovation and efficiency within public organizations in Palu, emphasizing its importance in creating an environment conducive to both exploration and operational stability. However, while some progress has been made, the full integration of ambidextrous leadership faces challenges such as resource constraints, resistance to change, and rigid policies, necessitating effective conflict management and a collaborative approach for sustainable organizational performance.

Abstract

Along with the development of village governance management and in an effort to realise excellent and quality services, as well as the great authority given to the village to plan development and manage its own budget, it is intended to empower and improve the welfare of the village community. This authority also provides opportunities for all village communities to participate in village planning and development. Integrated supervision between the prosecutor's office and the village government will bring various benefits. In addition, integrated supervision will also encourage transparency and community participation in the use of village funds. With a more effective supervision system in place, the community will feel more confident and involved in overseeing the use of village funds, thereby preventing and uncovering potential abuses. It is therefore important that we encourage and support the idea of a change in the supervision of the use of village funds that is integrated between the prosecutor's office and the village government. This can ensure transparent, accountable use of village funds, providing real benefits for the development and welfare of village communities. Then the Village Guard Information System (SI-JAGAD) was developed at the Bantaeng District Attorney's Office to optimise supervision of the use of the Village Fund. The data collection technique was carried out using a questionnaire instrument with closed and open question models. Respondents were asked to provide answers according to the conditions experienced. To determine the reliability coefficient of the questionnaire, Cronbach's Alpha was used.

Abstract

The Integrated Women's Role Enhancement Program towards Healthy and Prosperous Families (Indonesia: Program Peningkatan Peranan Wanita Menuju Keluarga Sehat Dan Sejahtera / P2WKSS) is a program aimed at enhancing the role of women by employing a coordinated cross-sectoral development approach, focusing on improving family welfare to achieve a better quality of life. This research uses a qualitative descriptive approach to explain various aspects of the implementation of gender mainstreaming policies in Pandeglang Regency. This research focuses on gender mainstreaming policies through integrated programs that enhance women's roles in creating healthy families. In addition, the researcher themselves act as the key instrument in this qualitative research. Researchers use tools such as HP Recorders and mobile cameras. By issuing this regulation, the local government, both executive and legislative, supports the implementation of Gender Responsive Planning and Budgeting (PUG) in Pandeglang Regency. Nevertheless, the General Guidelines for the Implementation of Gender Mainstreaming in Development were established in 2014 through the Regent Regulation of Pandeglang Number 7 of 2014, addressing gender disparities and development in Pandeglang Regency, particularly concerning the implementation of Gender Mainstreaming policies through the Integrated Program for Enhancing the Role of Women Towards Healthy and Prosperous Families (P2WKSS). Through this program, it is hoped that women's empowerment will enhance women's knowledge, skills, and confidence in various aspects of life, especially in education, health, and the economy. The goal of the P2WKSS Program in Pandeglang Regency is to improve family welfare, reduce poverty, and empower women. Through this program, it is expected that women's empowerment will enhance women's knowledge, skills, and confidence in various aspects of life, especially in education, health, and the economy.

Abstract

With that background, this research underscores the importance of a circular economy approach in addressing waste issues, in line with Law No. 5 of 2008 on waste management. This approach has the potential to create positive impacts on the economy, environment, and society, such as an increase in Gross Domestic Product (GDP), a reduction in waste volume, and the creation of jobs. This research aims to explore the urgency and potential of the circular economy approach in waste management in Banten Province, as well as to identify effective methods for implementing the 5R concept (Reduce, Reuse, Recycle, Recovery, and Repair) as an effort to close the waste cycle. Through an analysis of data from the Population Administration (Adminduk) and the National Waste Management Information System (SIPSN), as well as reports from The Indonesia Olefin, Aromatic & Plastic Industry Association (INAPLAS) and the Central Statistics Agency (BPS), this research notes an increase in waste volume in Indonesia, particularly plastic waste that pollutes the environment, including the sea. The proposed method to achieve this goal is the establishment of a waste bank as part of social engineering to raise public awareness about waste sorting and to utilize the economic value of waste. The waste bank is expected to serve as a collection and education point for the community in practicing the 5R concept. Additionally, the application of the 5R principles from the source of waste is also considered crucial in addressing the waste problem comprehensively and integratively. The aim of this research is to understand, identify, and analyze how the concept of "closing the loop" is applied in the circular economy model to minimize waste accumulation directly.It is hoped that this research can contribute to the understanding and implementation of the circular economy approach in waste management in Banten Province, as well as offer new perspectives in addressing the challenges faced in implementing the 5R concept.

Abstract

In the current VUCA (Volatility, Uncertainty, Complexity, Ambiguity) era, innovation in digital-based public services at the Population and Civil Registry Service (Disdukcapil) is a necessity because it supports increasing the efficiency and effectiveness of services and provides easy access for the public. The article resulting from this research explains the effectiveness of digital-based public service innovations that have been implemented at the Polewali Mandar District Dukcapil Office in improving service quality. The type of research used is qualitative with a case study approach to describe, analyze, and explain innovation at the research locus. Data, information, and knowledge were collected using observation, interview, and documentation techniques. The data was analyzed following the interactive model stages which include data collection, data condensation, data presentation, and conclusion drawing/verification. The research results show that the Population and Civil Registry Service in Polewali Mandar Regency implements digital-based public service innovations effectively because they are consistent with the demands and needs of the service user community. Systematic steps such as monitoring, evaluation, outreach, and analysis of service user satisfaction have also been carried out effectively and regularly to improve understanding and quality of services. Based on government commitment, community acceptance, and the selection of appropriate technology, this population's public service innovation can provide maximum benefits for all interested parties.
