Abstract

This study aims to evaluate and provide recommendations for improvements in the implementation of the stunting intervention program in 2023 by the local government, using the program evaluation criteria developed by the OECD. The government of XYZ Regency is selected as the unit of analysis, considering that the prevalence of stunting in XYZ Regency has not yet reached the RPJMN target for the period of 2020 to 2024. Additionally, there were findings from the BPK (Audit Board of Indonesia) regarding the budgeting for stunting handling. This research uses a qualitative method with a case study approach to thoroughly study the organization over a specified period. This study utilizes an evaluation case study (Ellet, 2018) to assess the effectiveness of the stunting intervention program and provide suggestions for improvements. The analytical method used to answer the research questions is descriptive analysis. This research method is expected to facilitate understanding and evaluation of the program according to the OECD Evaluation Criteria (2021). The analysis results can be used to draw conclusions, identify obstacles, and offer solutions. The evaluation of the specific stunting intervention program in XYZ Regency shows that the program has not yet met the OECD-DAC criteria. Therefore, improvements are needed to ensure that the intervention program can effectively contribute to the acceleration of stunting reduction.

Abstract

The Regional House of Representatives (DPRD) plays a strategic role in safeguarding local democracy through the implementation of legislative, budgeting and supervisory functions. However, reality shows that the effectiveness of the implementation of official functions is often constrained by the limited technical and substantive capacity of council members. In this context, the existence of experts becomes a vital instrument as a provider of scientific and technocratic support. This study aims to analyze the strategic role of DPRD experts in supporting the implementation of official functions and formulate strategies to optimize their utilization. Using a juridical-normative approach, the results show that the existence of experts has not been institutionalized optimally due to three main problems, namely a recruitment system that is not based on meritocracy, a lack of professional capacity building schemes, and a weak institutional framework that systematically regulates their duties and functions. In an effort to strengthen the role of DPRD experts, the reformulation of recruitment policies, the preparation of competency standards, and the establishment of expert management units under the DPRD Secretariat are key strategies to ensure the professionalism and substantive contribution of experts to the implementation of official functions. With adequate regulative and institutional strengthening, experts can act as a strategic partner to improve the quality of legislation and accountability of local government.

Abstract

This research seeks to examine the application of the restorative justice ideology in customary law in Indonesia and the obstacles it encounters in merging with the national legal framework. Restorative justice within Indonesian customary law emphasizes mending relationships among offenders, victims, and the community via community-oriented methods like customary discussions and social ceremonies. The study employs a legal-formative method to analyze pertinent legal rules and customary law practices that endorse the restorative justice model. The results suggest that applying restorative justice in traditional communities could speed up conflict resolution and lessen the pressure on formal legal systems. Nevertheless, the research also uncovers challenges, including the variance of regulations among various customary communities and scarce formal acknowledgment in the national legal framework. Through enhanced regulations and clearer guidelines, restorative justice is anticipated to be implemented more uniformly and aligned with human rights standards, thus fostering a justice system that prioritizes social restoration and inclusivity.

Abstract

Regulatory Impact Analysis (RIA) is a method to ensure that policies made are effective and efficient and can minimize negative impacts on society. In this regard, this study aims to analyze alternative financing receipts in the DKI Jakarta Provincial Government using the RIA method. This study uses a qualitative data collection method with interviews and document studies. Interviews were conducted with policy makers at the Regional Financial Management Agency as the Regional Work Unit that has the authority to make decisions regarding alternative financing receipts. The results of the study indicate that based on the Regulatory Impact Analysis method, the alternative financing receipt that should be used by the DKI Jakarta Provincial Government is the Disbursement of Regional Reserve Funds. Other alternatives such as the use of the remaining budget from the previous year, the proceeds from the sale of separated regional assets, receipt of regional loans, and re-receipt of regional loans have several shortcomings compared to the alternative Disbursement of Regional Reserve Funds.

Abstract

Infrastructure development, particularly railway lines, plays a crucial role in accelerating economic growth, improving connectivity, and driving regional development. This study aims to analyze the impact of the Trans Sulawesi railway construction (Makassar–Parepare) on the economy of the community in South Sulawesi Province. The research uses a qualitative method with in-depth interviews with various stakeholders, including local communities, business actors, and government officials. The data obtained were analyzed using NVivo software to identify patterns and key themes arising from the interviews. The results show that the railway development has a positive impact on the local economy, such as improved accessibility, goods mobility, and the creation of new business opportunities. However, the main challenges faced are land acquisition and the need for improvements in supporting infrastructure. Overall, the railway project is expected to enhance regional economic competitiveness and accelerate the integration process between areas in Sulawesi.

Abstract

This study aims to analyze the determinants of public welfare, measured by the Human Development Index (HDI), in Central Sulawesi Province. The data used are secondary data from the Central Bureau of Statistics (BPS) and the Ministry of Finance for the period 2017-2023. The study analyzes the impact of the open unemployment rate, population size, government capital expenditure, poverty rate, and inflation on the HDI using the Fixed Effect Model (FEM) panel data regression method. The relationship among these variables is conceptually supported by Human Capital Theory, Keynesian Consumption Theory, and Endogenous Growth Theory, which explain how unemployment, inflation, and investment affect development outcomes. The results show that the open unemployment rate, poverty rate, and inflation have a significant negative effect on the HDI. On the other hand, population size and government capital expenditure have a positive but insignificant effect on the HDI. These findings confirm existing research while also offering context-specific insights: the ineffectiveness of capital expenditure indicates suboptimal policy implementation in improving education, health, and infrastructure outcomes related to HDI.

Abstract

This study aims to analyze the actors involved in the implementation of quarry mining business licensing policies, understand their respective roles and interests, and the interactions between actors in influencing policy effectiveness. This study uses a qualitative method with a case study approach, relying on primary data from semi-structured interviews, indirect observation, documentation, and secondary data analysis. The Power-Interest Grid model is used in stakeholder analysis. The results of the study identify thirteen stakeholders involved, dominated by the “subject” type. Most stakeholders have high interests but low power. Two main actors, namely the Aceh Investment and Integrated Services Agency and the Aceh Energy and Mineral Resources Agency, have dominant power in licensing and supervision. The main findings indicate an imbalance of authority between the provincial and district governments, which has led to weak supervision, high risks of environmental damage, and reduced policy implementation effectiveness due to a lack of coordination and low participation of local stakeholders. This study recommends strengthening cross-stakeholder coordination, increasing local stakeholder participation, improving data transparency, and establishing fair, effective, and sustainable policies.

Abstract

This study examines the effect of job demands on work engagement by considering the mediating roles of work-life balance and perceived organizational support (POS) among employees at the Audit Board of Indonesia (BPK) Representative Office in South Kalimantan Province. Using a quantitative approach and census method, 125 respondents participated in this survey. Data analysis was conducted using Partial Least Squares Structural Equation Modelling (PLS-SEM) via SmartPLS. The findings reveal that job demands, POS, and work-life balance all have a significant effect on work engagement. However, work-life balance and POS do not mediate the relationship between job demands and work engagement. These results suggest that employees respond directly to job demands in a highly professional and demanding work environment, such as BPK, by enhancing their engagement without relying heavily on work-life balance or organizational support.

Abstract

The Ameroro Dam in Konawe Regency, Southeast Sulawesi, was constructed to improve irrigation systems, control floods, and support agricultural productivity. This study uses qualitative content analysis based on secondary data including statistical reports, development planning documents, and environmental impact assessments from 2018–2023. The dam successfully provides irrigation for 3,363 hectares of farmland, leading to a 20% increase in rice productivity and a similar increase in farmers’ incomes. However, 375.86 hectares of forest were flooded, and 50 families were relocated, leading to socio-environmental challenges. While the dam enhances agricultural output and mitigates flood risks, issues such as loss of biodiversity and inadequate community involvement demand further policy attention. The Ameroro Dam policy yields positive agricultural and economic outcomes, but future development must integrate inclusive planning and ecological rehabilitation.

Abstract

Accountability is an essential control mechanism in ensuring the achievement of optimal results in the process of providing public services. This process includes understanding tasks and functions, planning, implementation, and evaluation of achievements, all of which can influence the activities of other parties, especially service recipients. This research aims to evaluate the implementation of accountability principles at the "Nakula" Ampah Cooperative during the 2021–2024 Financial Year period, by referring to the Permenkop dan UKM No. 20 /Per/M.KUMK/IX/2015. The research focus is directed at three main dimensions of accountability in cooperatives, namely organizational accountability, service management accountability, and financial accountability. The method used is a descriptive qualitative approach with data collection techniques in the form of direct observation and analysis of cooperative annual report documentation. The research results illustrate that although cooperatives have tried to implement accountability principles according to regulations, there are still a number of weaknesses, especially in low member participation and the delivery of information from management to members. One indicator of weak accountability is the decrease in the value of Remaining Business Results of 37.66% in the last financial year compared to the previous year. This decline shows that there are problems in the efficiency of cooperative business management and the lack of periodic performance evaluations, coupled with the lack of awareness among members to commit to repaying loans on time. This research recommends increasing the management capacity of administrators, digitizing financial reports, and strengthening internal and external monitoring mechanisms to increase accountability and sustainable performance of cooperatives.
