Abstract

Official vehicles are crucial assets in ensuring the effectiveness and efficiency of government institutions. However, manual borrowing systems often cause problems such as inaccurate records, overlapping schedules, tracking difficulties, and limited transparency. Similar issues occur at the Industrial Pollution Prevention Standardization and Service Center (BBSPJPPI) Semarang, which still relies on Google Forms for vehicle borrowing, leading to suboptimal monitoring and weak data integration. This study develops a web-based vehicle borrowing information system using the Research and Development (R&D) method. The system provides integrated features including schedule management, vehicle availability tracking, borrower information, and usage history. The implementation of this system is expected to improve administrative efficiency, enhance data accuracy, and strengthen transparency in asset management, thereby enabling institutional operations to run more effectively, accountably, and in a more organized manner.

Abstract

Social Network Analysis (SNA) is a crucial quantitative methodology for mapping relationships and identifying connectivity structures within a group. This research specifically explores the use of the NetworkX library in Python as an effective tool for analyzing social networks. The primary objective of this study is to apply the Degree Centrality method to measure the level of connectivity and identify the most popular actors in a social network. The methodology employed is the quantitative analysis of an undirected graph modeled from the us_edgelist.csv dataset, which contains a list of relationships among political figures in an edge list format. Data processing utilized pandas, and the graph object was constructed using NetworkX. Degree Centrality was calculated for each node, with the results being normalized to provide a relative value. This normalization allows for a direct comparison of how active each actor is within the network. The centrality results were then visualized, with node sizes adjusted based on their Degree Centrality score. The results of the analysis indicate that figures like Bush and Obama possess the highest Degree Centrality score, 0.25, suggesting they have the greatest number of direct connections in this network. This high value confirms their role as the most active or central actors in the exchange and interaction within the political network studied. This finding validates the effectiveness of Degree Centrality as an indicator of high involvement. The study concludes that the implementation of Social Network Analysis using NetworkX provides a robust framework for understanding political relationship structures. Therefore, Degree Centrality is a reliable metric for quantifying actor activity and accurately identifying individuals who form the center of connections within the network.

Abstract

This study provides an in-depth analysis of the implementation of e-government in Semarang City, driven by Mayor Decree No.50/571 of 2023 concerning the establishment of the Electronic-Based Government System (SPBE) framework. The research evaluates the alignment of Semarang City's e-government strategies with national regulations, including PerPres No.95/2018 on SPBE, PermenPANRB No.5/2018 on SPBE evaluation criteria, and PerPres No.132/2022 on national SPBE architecture. Employing qualitative methods through literature reviews, interviews, surveys, and observations, this study examines e-government readiness, smart governance, digital service integration, and benchmarking practices. The results highlight significant progress in enhancing public service efficiency and transparency, though challenges such as system interoperability, cybersecurity risks, and public engagement remain. Recommendations include strengthening infrastructure, improving human resource capacity, and fostering citizen involvement for sustainable e-government development.

Abstract

The rapid growth of digital news, such as that from the BBC, presents challenges for readers in absorbing dense information within limited time. This research proposes an automated text summarization system using a hybrid BiLSTM Transformer architecture to produce concise yet contextually accurate summaries. The model integrates BiLSTM to capture local sequential relationships and Transformer’s self-attention mechanism to handle global context, overcoming the computational limitations of standalone Transformers. Utilizing a self-embedding approach, the system processes text in an unsupervised manner, making it suitable for datasets without ground truth summaries. Evaluation was conducted using 50 samples from the Xsum dataset and 25 live BBC news links, with performance measured via cosine similarity to assess contextual preservation. The results demonstrated a consistent average cosine similarity of 0.7959 for dataset samples and 0.7877 for new data. These findings indicate that the hybrid model effectively maintains semantic integrity and provides reliable summaries for complex news articles.

Abstract

The Inventory Information System is a computerized system designed to manage and monitor incoming and outgoing goods data, thereby facilitating informed decision-making and effective stock control. Berkah Abadi Mart is a retail and wholesale store that sells daily necessities. In managing inventory, Berkah Abadi  Mart still uses a manual system with paper-based recording. This naturally causes various problems, such as stock discrepancies and recording errors in monitoring the flow of incoming and outgoing goods. The purpose of this observation is to design a web-based inventory data processing information system using the FIFO method that can assist Berkah Abadi Mart in connecting stock data and managing incoming and outgoing goods data. The development method employed is the Research and Development (R&D) method, a research approach designed to develop and produce new products or enhance existing ones through a systematic and tested research process. The result of this study is a system that can be accessed by authorized users to facilitate the inventory management process.

Abstract

E-learning systems have become the backbone of modern education, but suboptimal performance can hinder the teaching and learning process. This study analyzes the performance of Pamulang University's e-learning system to identify potential barriers and ensure service stability. The main problem is the lack of in-depth evaluation regarding the system's capability to handle high user loads. The research objective is to measure and evaluate the e-learning system's performance under varying loads and provide improvement recommendations. The load testing method using Apache JMeter was applied to simulate real usage scenarios by 100 to 1000 concurrent users, with testing parameters including response time, throughput, and transaction failure rate. Results show significant performance degradation starting at 300 concurrent users with an average response time of 1486.66 ms. At 500 concurrent users, response time surged to 8407.28 ms and throughput decreased drastically to 38.52 req/s. At 1000 concurrent users load, the system demonstrated inability to scale with response time of 10860.18 ms, 90% percentile of 78840.30 ms, and error rate of 3.13%. In conclusion, the critical performance point of the system lies around 300-500 concurrent users, which serves as a basis for Pamulang University to enhance infrastructure capacity and codebase to ensure the sustainability of reliable digital education services.

Abstract

The focus of this research is to address crucial issues related to the maintenance and accessibility of archives of historical and cultural significance, particularly Intangible Cultural Heritage (ICH). Although archives are physically classified as tangible cultural heritage, their information content often serves as an essential record of ICH practices, traditions, and knowledge, making them a vital foundation for their preservation. The approach applied in this research is the Research and Development (R&D) method, with an emphasis on the design and implementation of a Website-Based E-Catalog. The research process includes four main stages: (1) identification and description of archives related to ICH; (2) formulation of a metadata model relevant to cultural dimensions and digital challenges; (3) construction of an e-catalog system through a website platform; and (4) validation of the system in terms of usability and ease of access for users. The research findings demonstrate that the resulting e-catalog design successfully provides a secure, organized, and accessible digital medium for archives. This e-catalog not only serves as an effective information retrieval tool, but also fundamentally transforms the archiving process from merely passive physical conservation to a proactive knowledge dissemination activity. Therefore, archives containing WBTB information can be widely accessed by scientists, academics, and the general public, directly supporting efforts to preserve, educate, and transfer WBTB to future generations. A significant contribution of this research is the realization of an integrated concept that combines modern archival technology with cultural heritage preservation efforts.

Abstract

Business competition in the Food & Beverages (F&B) industry, particularly cafes, is highly competitive, requiring business owners to implement effective marketing strategies to maintain customer loyalty. Café Kovilla in South Tangerang faces this challenge, where discount offerings are still subjective, incidental, and do not optimally utilize customer transaction data.This research aims to design and build a web-based intelligent system as a Decision Support System (DSS) to optimize the discount eligibility process. The system development method used is Research and Development (R&D), with the Simple Multi-Attribute Rating Technique (SMART) approach as the core of decision-making. The system’s feasibility was evaluated using Black Box Testing, White Box testing, and User Acceptance Test (UAT). The results show the system was successfully built and is functional, covering the management of alternatives, criteria, and automated ranking calculations. The SMART method proved effective in ranking customers. Black Box testing results showed all functionalities were VALID, and White Box testing on the login function with a Cyclomatic Complexity of 3 also passed. UAT testing on 20 respondents yielded a feasibility percentage of 87%, falling into the “Very Good”category. The system is concluded to be feasible for implementation to support more objective, data-driven decision-making at Café Kovilla.

Abstract

This study presents the development of an interactive educational game built using the Unity engine to enhance children’s mathematical abilities. The research was motivated by the low engagement and effectiveness of conventional mathematics learning methods. The Multimedia Development Life Cycle (MDLC) was employed, consisting of concept definition, interface design, asset collection, system assembly, testing, and distribution. The resulting game, Smart Adventure, provides arithmetic challenges (addition and subtraction) integrated into a 2D adventure environment with real-time feedback. System testing demonstrates high performance, including response times below 150 ms and 100% scoring accuracy based on confusion matrix evaluation. These findings indicate that interactive game-based media can significantly increase student motivation, focus, and conceptual understanding.
