Cakrawala Pendidikan (CP) merupakan jurnal ilmiah kependidikan. Jurnal ini menerbitkan berbagai artikel tentang kajian ilmiah dan hasil penelitian pendidikan baik dalam pengertian luas (pendidikan secara umum) maupun khusus (menunjuk pada bidang-bidang studi tertentu). Pemuatan suatu artikel diharapkan dapat memberikan kontribusi pada pengembangan konsep keilmuan dan aplikasinya atau pada pemahaman pendidikan di Indonesia. Jurnal CP terbit tiga kali dalam satu tahun, yaitu edisi Februari, Juni, dan November, diterbitkan oleh LPPMP Universitas Negeri Yogyakarta

Abstract: Developing a Model of a Science Practicum for Blind Students Through the Constructivist Approach and Its Application in the Inclusive Education. This study aims to develop a model of a science practicum for blind students through the constructivist approach for both schools running inclusive education and those for the handicapped. The research stages included: (1) developing practicum devices for realistic science, i.e. voice equipment, (2) developing a practicum model using the constructivist approach, and (3) developing an evaluation model for the sclence learning process and product. The study employed a spiral model by Cennamo and Kalk (2005:6), consisting of (1) definition, (2) design, (3) demonstration, (4) development, and (5) presentation. The products include: (1) voice equipment to measure temperature and electricity voltage that the students use in the science practicum, (2) a realistic practicum model that motivates and trains the students to be active and autonomous as suggested by the constructivist approach, and (3) the improvement of the students discussion activities based on the eveluation model. Abstract: Several surveys conducted by non-governmental organizations indicated the decline of nationalism sense in Indonesia and a real threat of separatist movements insisting to separate from Indonesia. To anticipate it, schools as the guard of education need to be the agents of nationalism through the learning process. This study aims to explore the information, activities and constraints faced by schools in nurturing nationalism character values at school as well as to formulate the problem solving model. This study employed qualitative descriptive approach. The sample of the study was taken from some rural and urban schools in Jayapura district. These schools have been appointed as the role model for character education reinforcement by the Ministry of Education and Culture of the Republic of Indonesia. Jayapura District was chosen since several studies revealed that Papua still indicated active separatist movements. This research began with a secondary data analysis about nationalism in some countries and some regions in Indonesia. Focus group discussion was subsequently conducted with some local teachers and officials to verify and validate the data. The information obtained was then analyzed step by step. The result of the study shows that schools have done possible and creative programs to nurture nationalism character values at school as well as involving their neighbourhood in the reinforcement of nationalism values.Keywords: nationalist, school, education, character PENUMBUHAN NILAI KARAKTER NASIONALIS PADA SEKOLAH DASAR DI KABUPATEN JAYAPURA PAPUA Abstrak: Dari hasil beberapa survei yang dilakukan oleh lembaga swadaya masyarakat mengindikasikan adanya penurunan rasa nasionalisme di Indonesia dan masih nyata adanya ancaman gerakan separatis yang ingin memisahkan diri dari Indonesia. Guna mengantisipasi hal tersebut, sekolah sebagai garda terdepan pendidikan harus bisa menjadi agen penjaga nasionalisme melalui proses pembelajaran. Penelitian ini bertujuan untuk menggali informasi dan aktivitas serta kendala sekolah dalam upaya menumbuhkan nilai-nilai karakter nasionalis sekaligus memformulasikan dalam sebuah model. Penelitian dilakukan dengan menggunakan pendekatan deskriptif kualititatif. Sampel penelitian adalah Kabupaten Jayapura yang terdiri atas beberapa sekolah yang berada di perkotaan dan perdesaan yang telah menjadi role model penguatan pendidikan karakter oleh Kementerian Pendidikan dan Kebudayaan. Kabupaten Jayapura terpilih karena berdasarkan hasil dari beberapa penelitian Papua masih terindikasi sebagai daerah yang masih cukup aktif gerakan separatisnya. Penelitian ini diawali dengan analisis data sekunder terkait nasionalisme di beberapa negara, beberapa daerah di Indonesia yang kemudian dilanjutkan dengan diskusi kelompok terpumpun dengan guru-guru dan aparat daerah setempat dalam rangka verifikasi dan validasi data. Informasi yang didapat kemudian dianalisis secara bertahap. Hasil penelitian ini memperlihatkan bahwa sekolah sudah berupaya semaksimal mungkin dan sekreatif mungkin dalam menumbuhkan nilai karakter nasionalis di sekolah maupun dengan mengikutsertakan lingkungan di sekitar sekolah.Kata Kunci: nasionalis, sekolah, pendidikan, karakter

Abstrak: Penelitian ini bertujuan menemukan kebutuhan pengembangan model evaluasi untuk mengembangkan manajemen berbasis pengetahuan pada pembangunan pendidikan daerah kabupaten/ kota. Asesmen kebutuhan ini dilakukan di lima kabupaten/kota di Daerah Istimewa Yogyakarta, menggunakan teknik survei dan FGD. Sumber informasi adalah jajaran Dinas Pendidikan Kabupaten/Kota. Kesimpulan penelitian ini: (1) umumnya jajaran dinas pendidikan melaporkan bahwa kinerja dinas dalam manajemen berbasis pengetahuan masih pada posisi kurang dan cukup; (2) pada kasus tertentu asesmen diri cenderung overestimate sehingga pada aspek yang lebih sederhana justru lebih rendah dibandingkan dengan aspek yang rumit. Untuk itu, disarankan perlunya peningkatan pemahaman wawasan mengenai manajemen berbasis pengetahuan dan peningkatan kinerja dinas pendidikan kabupaten/ kota yang dimulai dengan bantuan model asesmen diri kelembagaan yang objektif. Kata Kunci: manajemen berbasis pengetahuan, pembangunan pendidikan daerah NEEDS ASSESSMENT ON THE IMPLEMENTATION OF THE KNOWLEDGE-BASED MANAGEMENT IN THE DISTRICT EDUCATION DEVELOPMENT Abstract: This study aimed to assess the needs for establishing an evaluation model on knowledgebased management (KBM) in the district education development. This needs assessment was carried out in five districts in the Special Region of Yogyakarta, using a survey method, and focused group discussion. This study concluded that: (1) District Education Office (DEO) performances were at the poor and fair levels. (2) To a certain extent, the self-assessment tended to overestimate so that some simple aspects tended to be lower than the complicated ones. Therefore, it is strongly recommended: (1) to improve the DEO officials’ understanding on KBM; and (2) to strengthen the DEO performance in local education development, by providing a better and objective institutional assessment model. . Tahun 1986 berlaku kurikulum Sekolah Dasar yang disempurnakan,yang mengutamakan pendekatan keterampilanproses. Keterampilan proses dalam bidang studi IPA mengembangkankemampuan dalam ranah kognitif, ranah psikomotordan ranah afektif. Pemerintah telah berusaha rnelengkapisarana pendidikan beripa kit IPA agar terlaksana tujuanbidang studi IPA di Sekolah Dasar. Evaluasi bidang studi IPAdi Sekolah Dasar yang berupa tes hasil belajar (THB), ~anevaluasi belajar tahap akhir nasional (EBTANAS), sernuanyahanya mengukur kemampuan dalam ranah kognitif. EBTANASdijadikan standar untuk memasuki jenjang pendidikan· yanglebih tinggi. Timbul kesenjangan antara tujuan pengajaranIPA yang dicapai melalui pendekatan keterampilan proses danevaluasi iPA. Agar kesenjangan ini tidak berkepanjangan,perlu adanya evaluasi yang mengukur kemampuan dalamranah kogniti~, psikomotor maupun ranah afcktif.

Nowadays, many yunior and senior high school teachers who have achieve "guru Pembina" IVa rank face a difficulty to get promotion to IV b rank and above. This occurs since to get promotion to IVb rank and above, they must have 12 credit points ofprofession development. They are little know about profession development. The purpose ofthis stud~are: to know degree ofcomprehension, degree ofdifficulty, and yunior and senior high school teacher's attitude to'profession development. The population ofthis study are juniorand senior high school teachers in Yogyakarta Special Territory. Multistage random sampling is employed in this study. Data collection methods are quesioner, documentation, and interview while data collecting instrument is quesioner. Data analysis methods used are differentiation and correlation technique using SPSS 10.0 Based on data analysis, some conclusion can be dra\VTI. Firstly, 58% of teachers have low degree ofcomprhension, 80% ofteachers have moderate degree ofdifficulty and 69% ofteachers have low attitude to profession development. Secondly, there is no significant difference in teacher's attitude to profession development between teachers holding graduate and under graduate degree, junior and senior high school teachers, III rank and IV rank teachers and who have everjoined in training course and who have not everjoined. Thirdly, here is significant difference in degree ofcomprehention ofprofession development between teachers holding graduate and under graduate degree. Fourtly, there is no significant correlation between degree ofcomprehention and degree of difficulty with attitude to profession development. Abstract: School Counselor Roles in Character Education. Character educationwas one of the focuses in the system of national education. Therefore, educatorsmust not neglect this. A school counselor, as one of the educators, has to play a rolein character education. Referring to guidance and counseling responsibilities inrelation to students personal, social, academic, and career aspects, a schoolcounselor must not escape from the main duties. Considering that charactereducation is the responsibility of all parties, a school counselor can, independentlyand in collaboration with all school components, play a role in character education.Individually, a school counselor can provide services, such as individual services,individual planning services, and responsive services. Abstract: This study aimed to develop a valid Four Tier Misconception Diagnostic Test about Kinematics that is intended to describe high school physics teacher’s misconception profile. This research and development study involved high school physics teachers in Surakarta as the research subjects. The research was conducted in the following stages: literature review to prepare initial draft; qualitative test of validity by two experts; a quantitative test of the content validity using the Lawshe formula; an initial field trial (6 subjects); and a main field trial (30 subjects) to explore the reliability of the test using the Cronbach Alpha formula. The result from the try out was subsequently revised to create the final product. A questionnaire was used to collect the data. Both quantitative and qualitative descriptive analyses were performed. The quantitative test results indicated that both the items and instruments meet the criteria of good content validity and high reliability. This research has developed an instrument consisting of 30 items that can be used to describe high school physics teacher’s misconception. Keywords: four tier, diagnostic test, misconception profilePengembangan Tes Diagnostik Miskonsepsi Empat Tahap Tentang Kinematika Abstrak: Penelitian ini bertujuan untuk mengembangkan instrumen Tes Diagnostik Miskonsepsi Empat Tahap Tentang Kinematika (TDMET-K) yang dapat mendeskripsikan profil miskonsepsi guru fisika SMA dengan kriteria baik. Penelitian menggunakan metode penelitian pengembangan dengan guru fisika SMA di Surakarta sebagai subjek penelitian. Tahapan penelitian terdiri atas kajian literatur untuk menyusun draf awal; uji validitas secara kualitatif oleh dua ahli; uji validitas isi secara kuantitatif menggunakan formula Lawshe; uji coba lapangan awal (6 subjek); uji coba lapangan utama (30 subjek) sebagai bahan untuk menguji reliabilitas menggunakan formula Alpha Cronbach. Hasil uji menjadi bahan revisi sehingga dihasilkan TDMET-K final. Instrumen pengambilan data yang digunakan berupa angket. Analisis data dilakukan secara kuantitatif dan deskriptif kualitatif. Hasil uji kuantitatif menunjukkan bahwa baik item maupun instrumen memenuhi kriteria validitas isi yang baik dan reliabilitas instrumen termasuk kategori tinggi. Penelitian ini telah berhasil mengembangkan instrumen TDMET-K sebanyak 30 butir yang dapat mendeskripsikan profil miskonsepsi guru fisika SMA dengan kriteria baik.Kata Kunci: empat tahap, tes diagnostik, profil miskonsepsi

Drama (lakon) merupakan 5uatu cipta sastra yang sengaja ditulis oranguntuk dipergelarkan. Drama merupakan hidup yang dilukiskan dengan gerak.menyuguhkan cerita dengan gerak.Pendidikan nasional yang berupaya mewujudkan tujuan nasional mempunyaitujuan mencerdaskan kehidupan bangsa dan mengembangkan manusiaIndonesia seutuhnya.Drama sandiwara. teatcd sangat baik disajikan kepada siswa-siswakarena di dalamnya terkandung nilai-nilai kependidikan .yang sangat luas dantinggi. Sesuai. dengan prinsip bahwa drama (sandiwara) memberikan pengajarandengan perlambang, maka nilai-nilai kependidikan tersebut dapat mencapaisasarannya dengan tanpa disadari.Berhubung siswa umumnya baru mampu melihat karya drama dad sisikenyataan lahimya. menjadi tugas para pembina (guru) drama untuk mengajaksiswa berdiskusi begitu suatu pementasan drama usai. Dengan diskusi yangtujuan utamanya membahas pekerti dan watak tokoh-tokoh yimg hidup dalamlakon. siswa akan berhasil masuk secar'a l~bih dalam lagi.
