Abstract

Ike Wahyu Septian, 2025 “Factors Causing Pending BPJS Health Inpatient Claims At RSUD Dr. Harjono S, Ponorogo Regency.” Scientific Paper, Supervisor: Dwi Nurjayanti, S.ST., M.Kes. Study Program of Diploma III in Medical Record and Health Information, STIKES Buana Husada Ponorogo. Pending inpatient BPJS Health claims pose a financial and operational challenge for hospitals. At RSUD Dr. Harjono S Ponorogo, 228 pending claims were identified in November 2024 out of 1,335 total claims. This issue was caused by incomplete supporting documents, coding errors, and non-specific medical diagnoses and procedures. This study used a descriptive qualitative approach through observation and interviews. The sample consisted of four claims officers and 228 inpatient pending claim files. The sampling technique used was purposive sampling. Data were analyzed through data reduction, presentation, and conclusion drawing. The study revealed several contributing factors: (1) Man – lack of accuracy and training among staff; (2) Method – suboptimal claim procedures; (3) Material – incomplete supporting documents; (4) Machine – information system disruptions; and (5) Money – delayed claim payments. The primary causes of pending inpatient claims are incomplete medical documentation and inaccurate coding. Improvements are needed in staff training, claim procedures, and system integration between hospitals and BPJS Health.

Abstract

Electronic Medical Records (EMR) are an important component in supporting the digital transformation of healthcare services, aiming to improve the effectiveness, efficiency, and accuracy of patient medical data management in hospitals. This study aims to determine the readiness of EMR implementation at Budi Asih Hospital Trenggalek using the Fishbone Diagram method as an analytical tool to identify factors influencing implementation readiness. This research employed a descriptive method with a qualitative approach to explore the EMR implementation process comprehensively. Data were collected through in-depth interviews and direct observations involving 20 informants who actively used the EMR system in their daily activities. The results showed that EMR implementation readiness at Budi Asih Hospital was influenced by five main factors: man (human resources), material (tools), machine (data), method (procedures), and money (budget). Healthcare workers and administrative staff were able to operate the EMR system effectively, supported by regular training and workshops. Supporting equipment and systems were available and maintained periodically to ensure stability. Data management was conducted accurately and timely through routine audits to maintain data quality. The hospital also had clear Standard Operating Procedures (SOPs) and budget allocation to support EMR sustainability. Overall, Budi Asih Hospital demonstrated good readiness in implementing EMR and is prepared to further develop the system to improve healthcare service quality.
