Abstract

Permasalahan pokok penelitian adalah rendahnya kinerja pegawai pada Satuan Polisi Pamong Praja Kota Bogor, diduga belum dilaksanakannya implementasi kebijakan sesuai dengan faktor implementasi kebijakan. Indikasi kinerja pegawai rendah  dilihat dari ketepatan waktu pegawai dan kualitas kerja pegawai rendah. Metode penelitian yang digunakan oleh peneliti adalah explanatory survei. Kesimpulan penelitian secara simultan mengungkapkan bahwa variabel implementasi kebijakan secara empirik telah memberikan pengaruh besar terhadap kinerja pegawai Satuan Polisi Pamong Praja Kota Bogor. Secara partial implementasi kebijakan melalui faktor ukuran dasar dan tujuan kebijakan, sumber-sumber kebijakan, ciri-ciri atau sifat badan atau instansi pelaksana, komunikasi antar organisasi terkait dan kegiatan pelaksanaan, kecenderungan pelaksana dan lingkungan ekonomi, sosial politik telah memberikan pengaruh terhadap kinerja pegawai  Satuan Polisi Pamong Praja Kota Bogor.

Abstract

Permasalahannya bahwa Implementasi dari Program-program Kepemudaan tersebut belumlah cukup untuk membangun Kepemudaan Kota Bogor, hal tersebut disebabkan beberapa faktor, yang pertama kegiatan yang dilaksanakan belum maksimal dikarenakan partisipasi dari pemuda Kota Bogor minim dan tidak sebanding dengan jumlah pemuda Kota Bogor yang lebih dari Seperempat Penduduk Kota Bogor. Tujuan Penelitian yaitu : mengajak generasi muda yang lain untuk ikut ambil peran guna membantu negeri ini dalam pencarian jati dirinya. Karena pemuda merupakan lambang kekuatan dan satu-satunya alasan untuk suatu negara dapat dikatakan sebagai negara beradidaya atau tidak. Pemuda juga merupakan tombak kebesaran suatu negara. Karena pemuda memiliki inovasi, kreatifitas dan semangat yang tidak dimiliki oleh generasi lain. Untuk itu, peran penting pemuda sangat dibutuhkan sebagai pelopor kesadaran berbangsa dan bernegara demi eksistensi Indonesia dan demi kehidupan bernegara yang lebih baik sehingga Indonesia layak untuk dapat dikatakan sebagai bangsa yang bermartabat.Metodelogi Penelitian metode Kualitatif dengan pendekatan studi kasus, yaitu penelitian dimana didalamnya peneliti menyelidiki secara cermat suatu program, peristiwa, aktivitas, proses, atau sekelompok individu. Peneliti mengumpulkan informasi secara lengkap dengan menggunakan prosedur observasi, wawancara, studi literature, serta dokumen-dokumen pendukung lainnya.Hasil dari Penelitian Dengan adanya kegiatan Pemuda Pelopor diharapkan menajdi pemacu dalam pembangunan pemuda khususnya dalam aspek peningkatan kapasitas sumber daya manusia pemuda. Kesimpulan : Merupakan upaya Pemerintah Kota Bogor dalam memberdayakan pemuda yang berorientasi pada peningkatan kepeloporan pemuda di Kota Bogor, melalui program ini diharapkan dapat mengurangi permasalahan pemuda, serta mampu mendorong peran pemuda dalam masyarakat yakni pemuda sebagai kekuatan moral, sebagai control sosial masyarakat dan sebagai agen perubahan.

Abstract

The number of street vendors in the city of Bogor continues to increase every year, namely 4.129 in year 2018. Its existence causes problems including security, comfort, cleanliness, beauty and order. For this reason, the need for structuring by implementing the Bogor city regulation number 13 in 2005. This study aims to determine the implementation of Bogor City regulation number 13 in 2005 concerning the arrangement of street vendors in the city of Bogor. The policy implementation theory used is theory according  to edward III there are four dimensions of policy implementation, namely communication (communication), resources (resources), attitude (disposition or attitude), and bureaucratic structure ( bureaucratic structure). The methode used is qualitative. The analysis use used is descriptive  using the weight mean scorefomula (WMS). The sampling technique is by purposive sampling. Those who are in zonning30 street vendors and outside zonning 10 street vendors, beside that, the saturated sampling technique is used for sample employees in the cooperatives and SME offices of Bogor city. The results of the study obtained a value of 3.671 with GOOD interpretation criteria. However, the facility indicator scored 3.40 with a GOOD ENOUGH interpretation. So the authors give advice, structuring street vendors is increased especially in terms of facilities and also the budget. So that from an adequate budget an increase in facilities, both electricity, water and extensiveand is created to sell.

Abstract

Service is one of the government's main tasks, which is to provide services as a manifestation of the general duty of government to realize public welfare. However, in reality, in this service, there are still problems that occur in building permits, such as the industrial land used island that is not suitable for building construction. This study aimed to determine the quality of service for Building Construction Permits (IMB) of residential houses in the One-Stop Service and Integrated Services in Bogor city in West Java. This study uses the theory of service quality from Zeithaml, Parasuraman & Berry, which consists of 5 dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. The research method uses descriptive methods using Quantitative. Observation, interviews, and questionnaires do data collection. The sample in this study was 63 respondents consisting of the community and service officers. The results obtained an average number of 4.27 with outstanding ratings. It means that overall service quality has been excellent. However, there are still some indicators and dimensions whose value is still lacking, namely the responsiveness dimension of service speed indicators and indicators of the accuracy of the issuance of both. Finally, the researcher suggested that there should be improvements in the speed of service and the accuracy of the letters.

Abstract

This study aims to analyze the implementation of infrastructure development programs and map out what factors influence infrastructure development programs. This research took place in Ciawi Sub-District, Bogor Regency, West Java Province, Indonesia. The research method used a descriptive analysis method with a qualitative approach. The determination of informants was carried out by purposive sampling, namely people who knew the infrastructure development program in Ciawi District. Data collection used observation and in-depth interviews. Data analysis used qualitative descriptive analysis. The results of this study indicate that the implementation of Participatory Development in Ciawi Sub-District, Bogor Regency, West Java Province, has been implemented well, as indicated by the community's participation in the development planning and implementation of infrastructure development. Support factors that influence participatory infrastructure development are community awareness, community participation, and local governments, while the inhibiting factors for participatory infrastructure development are the quality of public education, the level of community income, and development facilities/equipment.

Abstract

Testing of Motor vehicle transportation is a form of public service that aims to inspect roadworthy vehicles. This public service is vital because it determines road safety. This study aims to find the quality of periodic testing services in city transportation. This research uses a descriptive method with a quantitative approach. The population in this study was 377 vehicle owners who received testing services. Determination of the sample using the formula Yamane. The result was 79 respondents. Also, the sample of this study was 18 testing staff. Data collection techniques used literature study, observation, interviews, and questionnaires. Data analysis uses Weight Mean Score (WMS) calculations. This study produces an average data score of 3.93 (out of the highest score of 5) for assessing the quality of public services testing motor vehicles, which it showed proper criteria. It means that the quality of service already done well. However, there are still complaints from the public regarding parking areas and waiting rooms, which the community assesses as still lacking, so the facilities need to be improved.

Abstract

This study aims to analyze the implementation of one of the regional regulations concerning the Placement and Protection of Indonesian Workers Abroad. This study used a convergent parallel mixed approach. The research used a policy research method with a descriptive explanation level. The data analysis techniques used are data reduction, data presentation, verification, and weight mean score. This study produces data findings that the Local Government has implemented the Regional Regulation on Protection of Indonesian Workers overseas well. It evidenced by the acquisition of an average score of 2.98 with the interpretation criteria in the profer category. However, the results of the interviews showed that the implementation of the policy still experienced several obstacles. There are many inhibiting factors of implementation, namely inadequate budget, inadequate number of employees, incompatible mechanism of implementation of the protection of Indonesian Workers, the absence of vocational training center, and some of the prospective workers falsified identities. Local Government has made efforts to overcome the problem. It had to provide information about the protection of Indonesian workers (TKI) through print media and online media, giving direction to sub-districts to conduct entrepreneurship training activities for post-TKI and proposing additional staff to the regional employment agency.

Abstract

This study aims to seek and analyze the performance of PPSU employees at kelurahan level in order to optimize public services, and the background of formation’s PPSU employees, particularly in Kelurahan Balekambang, Kramat Jati, East Jakarta. The research method which was applied in this research was descriptive with a qualitative approach. The data used were the results of observations, interviews, and documents studies carried to PPSU employees and Balekambang societies. The theory used in this research was performance theory from Kumorotomo. He argued that there are four indicators : Efficiency, Effectiveness, Justice, and responsiveness to scaling performances. Thus, this research found that the performance of the PPSU employees in Kelurahan Balekambang has been optimum since the first time the policy was implemented. It was based on the Governor’s Regulation of DKI Jakarta Number 7 of 2017 regards to Handling Public Infrastructure and Facilities in kelurahan level. However, the research also found that the society has not participated as stated in the Governor’s Regulation, as they have provided food from money which they collected. It can be concluded that the PPSU’s performances have been corresponded with the Governor’s Regulation, nevertheless what has not been fulfilled is the society’s participation. The participation which was stated in the regulation is actually in physical form, but the society agreed to participate in the other form. of money that is accommodated in the form of objects during community service.

Abstract

This study aims to determine how the Quality of KTP-el Service Making in the Population and Civil Registration Office of Bogor City. The increasing need in various lines of life and the need for documents of every citizen is a must. The service provided by the government to the public is to serve the State Administration, namely taking care of the official identity that must be owned by every citizen who is domiciled in Indonesia. The method used in this research is a descriptive method that is a description in the form of a description to explain the answers given by respondents in the questionnaire, the data obtained through interviews, literature studies and observations. The results of this study indicate that the quality of KTP-el services at the Department of Population and Civil Registration of Bogor City according to respondents is included in the criteria quite well. This is explained that the completion of KTP-el services is not optimal in terms of speed in printing which must wait for blanks from the center to inadequate facilities, the unavailability of benches to accommodate the public and the attitude of officers towards people who are not friendly to the community.

Abstract

Permasalahan dalam penelitian ini adalah masih terdapat pegawai tidak tepat waktu dalam melaksanakan tugas, adanya pegawai yang bekerja jika pimpinan/camat di tempat, kurangnya disiplin kerja, kurangnya kemampuan dalam menyelesaikan pekerjaan; kemampuan kerja yang kurang baik, berdampak pada penyelesaian pekerjaan, kurang semangat untuk meningkatkan kinerja. Tujuan penelitian ini adalah menganalisis pengaruh gaya kepemimpinan camat terhadap kinerja pegawai, dan menjelaskan pegawai yang tidak tepat waktu menyelesaikan tugasnya. Metode yang digunakan dalam penelitian ini adalah deskriptif analitik yaitu menjelaskan peran kepemimpinan camat terhadap peningkatan kinerja pegawai. Penelitian ini dilakukan di salah satu Kecamatan Kabupaten Bogor Provinsi Jawa Barat, Indonesia. Sampel dalam penelitian ini adalah 29 orang. Hasil penelitian menunjukkan bahwa fungsi kepemimpinan yang dilakukan oleh Camat diperoleh 3,70 yang menunjukan kriteria baik, sedangkan 3,37 pada kategori cukup baik yaitu indikator partisifatif. Sementara itu, kinerja pegawai berada pada kategori cukup baik dengan penilaian 3,34. Analisa  Pengaruh antara kepemimpinan dengan kinerja melalui Product Moment menunjukan taraf kesalahan 10% nilai Rho 0,917 dengan kategori sangat kuat, dan uji signifikan t = 29,775.
