Abstract

The existence of bureaucratic reform at the Supreme Court in general and the Research and Development Agency, in particular, requires more performance for the organization to achieve its goals. Bureaucratic Reform is divided into 3 (three) groups, namely: drivers (directors/controllers), system and enablers (systems and drivers), and results (results). Furthermore, the involvement of all organizational components is needed to support bureaucratic reform. The research objectives to be obtained in the research conducted by the author include: To determine the effect of leadership and remuneration on work effectiveness at the Research and Development Agency of the Supreme Court, either partially or simultaneously. The population in this study is the staff of the Supreme Court's Research and Development Agency, whose address is at Jalan Cikopo Selatan as many as 132 people. The number of samples was taken based on the Slovin formula. After calculating the sample obtained as many as 57 respondents. The data analysis tool uses multiple linear regression. The results of leadership research have a significant effect on the effectiveness of employees' work at the Supreme Court's Education and Training Research and Development Agency, the effect is positive, which means that if the leadership of the Supreme Court's Education and Training Research and Development Agency is improved, the work efficiency of employees will increase. Remuneration has a significant effect on the effectiveness of employees' work at the Research and Development Agency of the Supreme Court, the effect is positive, which means that if the remuneration on the effectiveness of employees' work at the Research and Development Agency of the Supreme Court is increased, the effectiveness of the employee's work will increase. Leadership and remuneration together have a significant effect on the effectiveness of employees' work at the Research and Development and Training Agency of the Supreme Court.

Abstract

The Indonesian government seeks to tackle poverty problems by issuing a policy, namely the Family Hope Program. The Family of Hope Program is a social protection program through the provision of cash assistance to poor families who meet the predetermined requirements in this case aiming to improve the quality of education, health and community welfare. The purpose of this study is to determine how the implementation of the Family Hope Program in Bojonggenteng District, Sukabumi Regency and the concept.of Implementing the Hope Family Program in Bojonggenteng District, Sukabumi Regency. The research method used is descriptive qualitative research method, the focus of the research is communication, resources, dispositions and bureaucratic structures. The technique of collecting data is through literature study, observation and interviews, using data validation using triangulation techniques. The results of this research suggest that the implementation of the Family.Hope Program in the District of Bojonggenteng has not been well implemented. Socialization problems and the existence of social disparities between communities are inhibiting factors in the family hope program in Bojonggenteng district. Therefore, the concept of implementing the family hope program in Bojonggenteng sub-district needs evaluation and re-supervision of all stakeholders involved so that an effective hope family program can be implemented.

Abstract

The level of discipline and quality of performance is an important factors in achieving organizational goals, a system or mechanism is needed in the framework of supervising the State Civil Apparatus (ASN) within the West Java Provincial Government, to realize this, the K-Mobile Online Presence application (K-Mob) was launched. in April 2019. The purpose of this study was to analyze how much influence the implementation of online attendance (K-Mob) had on improving the discipline and performance of high school teachers in Bogor Regency and to determine whether or not there was such an influence. This study uses a quantitative approach; the two variables studied, the independent variable and the dependent variable, are discussed, and then explained how the two are related or have an impact. The results showed that the implementation of K-Mob online presence improved the discipline and performance of SMAN teachers in Bogor Regency and that the effect of implementing K-Mob online attendance on SMAN teacher discipline was greater than the performance of SMAN teachers.

Abstract

Digital transformation brings significant changes where previously all activity processes used manual methods, now using digital methods. This transformation process must not only be applied to the private sector but to the government sector as well. One of the government sectors engaged in services is the Office of Manpower and Transmigration. This office has one of the programs, which is serving the making of AK-1 cards or job seeker cards. Knowing the Office of Manpower and Transmigration in Kab. Cianjur has carried out a digital transformation in the form of implementing online-based services which has attracted the attention of researchers to examine the quality of implementing this new service system. In this study, researchers used descriptive qualitative methods and data collection techniques for literature studies and observation. The results of this study indicate the quality of online-based AK-1 card-making services at the District Manpower and Transmigration Office. Cianjur is still not good in terms of the tangible dimension, which still lacks facilities in the process of making AK-1 cards. Even on the responsiveness dimension, there is still frequent miscommunication/clarity given by officers to the community. The assurance dimension has also not been implemented optimally, and there are still frequent problems/obstacles in the card-making registration process due to miscommunication and an inadequate online-based registration service system.

Abstract

Bureaucratic reform is something that needs to be done, especially in the public service sector, the development and transition of the era to an all-digital era has more or less an effect on the governance of the public service bureaucracy, such as the New Public Management (NPM) paradigm which is present to adjust the community's needs regarding renewable public services. This article describes the implementation of New Public Management (NPM) at the GRHA Tiyasa Public Service Mall, Bogor City. By using qualitative methods and literature study techniques to collect the necessary data and information and to find out more about the implementation of the New Public Management (NPM) implemented at the GRHA Tiyasa Public Service Mall, Bogor City.

Abstract

Organizations are required to have both adequate human resources and budget, in order to realize programs and activities so that the established budget planning can be absorbed. The problem is, there are still many governmental organizations which are unable to optimize budget absorption. This study aims to test the influence of budget planning and human resource quality on budget absorption in fisheries and livestock offices of Bogor Regency. The variables used in this study were budget planning and human resource quality as the independent variables and the budget absorption as the dependent variable. The author used an associative quantitative method as the method in this study. The data collection technique used was primary data which was directly obtained from the object of the study by disseminating questionnaires. The population in this study is all employees of the fisheries and livestock office of Bogor Regency. A random sampling technique was used in this study. The Slovin Formula was used to determine the number of samples which were taken from a certain modified population. There were 54 respondents in this study. Multiple regression analysis was used in this study.

Abstract

The organization of Government and Regional Development has been regulated in Law No. 32 of 2004 concerning Regional Government, which emphasizes the principle of decentralization in concrete, broad, and responsible forms, starting from planning, implementation, supervision, control, to program implementation evaluation. The performance of village officers in the area of West Bogor District, Bogor City, based on observation results, has not been optimal, and this is suspected to be due to weak organizational communication. The purpose of this research is to analyze the extent of the influence of organizational communication on the performance of village officers in the West Bogor District, Bogor City, and to explore theories and concepts related to organizational communication and employee performance, along with its aspects. Using the Survey Explanatory method, the population in this study consists of villages in the West Bogor District, Bogor City, totalling 16 administrative areas. The research sample was taken using a census sample of 35 employees. The data analysis technique used is Path Analysis. Based on the research results, it is known that simultaneously, the variable of organizational communication empirically has a significant influence on the performance of village officers in the West Bogor District, Bogor City, which is equal to 0.775 or 77.5%.

Abstract

A Human Resource Development in semi-governmental organizations such as MUI is very important in the context of regeneration of leadership and management in the future period. The purpose of this study was to analyze the development of human resources for the Bogor Regency MUI management. The method used in this study is a qualitative method with a descriptive analysis approach to the population of the MUI Kab. Bogor numbered 188 members, then samples were taken using the Disproportionate Stratified Random Sampling technique, the data collection technique was a questionnaire technique, participatory observation, and structured and in-depth interviews. Then analyzed using the Weight Mean Score (WMS). The results showed that the development of human resources at the MUI Bogor Regency amounted to 4.78 with a very good interpretation. This is based on the results of observations and interviews with respondents from the MUI board of directors who said that the process of forming the organizational structure of the Regency MUI was carried out in deliberation by involving all related elements and all of these elements had the opportunity to have a career at the Regency MUI referring to the needs of the institution, which was very appropriate and by what was expected. So that the credibility of the institution's objectivity is maintained.

Abstract

The Ministry of Environment and Forestry is innovative, the consequence is to have new ideas that are not yet known by the general public. Innovation is defined as a new method to improve the quality and quantity of a product and this is the focus of attention and improve its performance in the latest way. In a situation like this, a leader's role is needed in shaping his work culture. The objectives of the research are: To explain that transformational leadership styles can improve employee education; Analyzing transformational leadership styles can involve employees in skills training; Knowing the transformational leadership style implementing new ideas; Describe the transformational leadership style involving employees in various trainings. The research design is cross sectional using quantitative analysis. The population is all employees, while the sample is 30 people. Data was collected through questionnaires, and asked the respondents to answer them. Data were analyzed through dummy regression. The results showed that the correlation coefficient value was 0.731, meaning that it was very strong. The correlation coefficient value was 0.485, indicating that the relationship was not strong. The correlation coefficient value of 0.688 indicates that the relationship is not strong. The correlation coefficient value of 0.499 indicates a not strong relationship.

Abstract

Based on the preliminary exploration, the performance of employees in the Small and Medium Enterprises (SME) Cooperative Office of Bogor City is low, as evidenced by several problem indicators. The quality of work of employees in the Non-Formal Small Industry Section, particularly in fostering SMEs (Small and Medium Enterprises), is not adequate, as many of these SMEs have not shown improvement in terms of production or capital. This research aims to analyze the influence of bureaucratic behavior on the performance of employees in the SME Cooperative Office of Bogor City. The research method used in this study is explanatory survey. Based on the results of statistical tests, it was found that bureaucratic behavior, empirically, has a significant impact on the performance of employees in the SME Cooperative Office of Bogor City, accounting for 73.1%. The analysis of bureaucratic behavior through individual characteristics, group characteristics, and bureaucratic characteristics has partially influenced employee performance. Among the dimensions of bureaucratic behavior, the group characteristics, including hierarchy, tasks, authority, responsibility, reward system, and control system, have the most significant influence. On the other hand, the smallest influence comes from the principle of bureaucratic characteristics, such as communication within the group, cooperation within the group, and decision-making within the group.
