Abstract

(General Background) Public service quality is a fundamental aspect of building public trust in government institutions, particularly in administrative services such as the issuance of driving licenses (SIM) managed by SATPAS. (Specific Background) However, despite the government’s efforts, the public often perceives the service as inefficient, with long queues, inconsistent procedures, and unprofessional staff attitudes. (Knowledge Gap) Previous studies have not specifically identified which service attributes most influence customer satisfaction and how these can be systematically improved. (Aims) This study aims to evaluate the quality of SATPAS services using the Importance Performance Analysis (IPA) method and to formulate improvement strategies through the 5W+1H approach. (Results) The findings show an average satisfaction score of 3.29 and a conformity level of 83%, indicating a service quality gap. Six attributes were identified as main improvement priorities: service punctuality, speed, staff readiness, information clarity, cost transparency, and staff politeness. (Novelty) The integration of IPA and 5W+1H provides a structured and practical framework for prioritizing and implementing service improvements. (Implications) The proposed model can be applied in other public institutions to enhance accountability, efficiency, and citizen satisfaction in public service delivery. Highlights: Identifies six key priorities for improving SATPAS service quality. Combines IPA and 5W+1H methods for targeted service enhancement. Abstract

General background: Reading comprehension is a fundamental skill that significantly influences students’ academic success, yet many elementary learners still face challenges in developing it effectively. Specific background: In Indonesian primary schools, conventional teaching methods often limit students’ active engagement, thereby reducing opportunities for deeper comprehension. Knowledge gap: Limited empirical studies have examined the effectiveness of Cooperative Integrated Reading and Composition (CIRC) in enhancing reading comprehension within this context. Aims: This study aimed to investigate the impact of the CIRC approach on improving reading comprehension among fourth-grade students at SDN 100/II Muara Bungo during the odd semester of 2025/2026. Results: Conducted as a two-cycle classroom action research with 28 participants, findings showed progressive improvement: teacher activity increased from 85% in cycle I to 95% in cycle II, student activity from 64% to 96%, and reading comprehension achievement from 75% to 92%. Novelty: The study highlights the adaptability of CIRC in Indonesian elementary settings, demonstrating its ability to foster both active participation and comprehension. Implications: These findings suggest that integrating CIRC into reading instruction can significantly enhance learning outcomes, offering educators an effective pedagogical model for strengthening literacy skills in primary education. Highlights: CIRC significantly improved students’ reading comprehension. Teacher and student activity increased across cycles. The approach is adaptable to Indonesian elementary schools. Abstract

General Background: Land administration in Indonesia involves diverse documentary evidence, particularly for uncertified land where formal titles are absent. Specific Background: Among commonly used administrative documents are IPEDA (Regional Development Contribution) records and Letter C village registers, both historically employed to document land control and fiscal obligations. Knowledge Gap: Despite frequent use in disputes, the comparative legal standing and evidentiary role of these two documents within the national land law framework remain insufficiently clarified. Aims: This study analyzes the juridical proof value of IPEDA and Letter C as evidence of land ownership in Indonesian land disputes. Results: Using a normative legal method with statutory, historical, and case approaches, the study finds that neither document constitutes formal proof of ownership under the national land registration system; however, both possess significant administrative and historical evidentiary value. Letter C records local land control and ownership history at the village level, while IPEDA demonstrates a fiscal legal relationship between individuals and the state regarding land utilization. When supported by continuous, legitimate, and undisputed possession, these documents may serve as initial evidence in first land registration or dispute resolution. Novelty: The research provides a comparative juridical evaluation of two non-certificate documents simultaneously, highlighting their complementary roles in evidentiary practice. Implications: The findings underscore the continued legal relevance of traditional administrative records as a bridge between customary land tenure and the formal modern land system, particularly amid ongoing digital transformation of land administration. Highlights: Village land registers document hereditary control history at the local level. Fiscal payment records indicate a state–individual legal relationship over land use. Both documents function as preliminary proof in registration or dispute processes when supported by continuous possession. Abstract

General Background: Student motivation and learning outcomes in mathematics at the elementary level remain a persistent challenge. Specific Background: At SDN 05/II Air Gemuruh, Grade IV students demonstrated low engagement and achievement in mathematical sentences and calculations due to monotonous, teacher-centered instruction. Knowledge Gap: Few studies have systematically examined interactive strategies such as the Index Card Match model in improving both the learning process and outcomes in mathematics. Aims: This study aimed to enhance mathematics learning motivation and achievement by implementing the Index Card Match model through Classroom Action Research (CAR). Results: Conducted in two cycles with 20 students, findings revealed significant improvements in teaching quality, student engagement, and mastery. Teacher performance scores rose from 61.11% to 88.89%, the number of students in the “very good” category increased from 20% to 45%, and mastery learning outcomes improved from 55% to 80%. Novelty: This research provides empirical evidence of the Index Card Match model’s effectiveness in fostering active participation and sustained motivation in mathematics learning. Implications: The findings suggest that integrating interactive models can transform learning environments, making mathematics more engaging and effective for primary school students. Highlights: Improved teacher performance and student engagement. Significant increase in mastery of mathematics. Index Card Match proven effective in primary education. Abstract

General Background: Volleyball requires strong physical conditioning, particularly explosive jumping ability, to execute effective smashes. Specific Background: Many female players at Club Bungo Indah struggle with insufficient leg strength and jump height, limiting their smash performance. Knowledge Gap: Previous studies have shown the benefits of strength and plyometric training, but limited evidence exists on its application in female club-level athletes with short training durations. Aims: This study aimed to examine whether structured strength and explosive power training improves jumping ability during smashes in volleyball. Results: Using an experimental pretest-posttest design with 15 female players, vertical jump measurements analyzed with a paired sample t-test showed a significant improvement (t = 6.883, p < 0.05). The average jump height increased by 5.53 cm after 14 training sessions. Novelty: This study highlights the effectiveness of a relatively short-duration program specifically applied to female volleyball players in a local club context. Implications: Findings provide practical guidance for coaches to incorporate strength and explosive power training into regular programs, demonstrating that even with simple facilities and short periods, meaningful performance gains can be achieved. Highlight: Training improved players’ jump height by 5.53 cm. Strength and explosive power training benefits female volleyball athletes. Practical program can be applied with simple facilities. Abstract

General background: Peatland ecosystems such as Paya Nie hold strategic ecological and socio-economic value as carbon sinks, biodiversity habitats, and community livelihood sources. Specific background: Despite these roles, Paya Nie faces degradation due to land conversion and weak enforcement of conservation norms. Customary law historically guided sustainable use, but its oral nature and reliance on social sanctions reduce its effectiveness in the face of modernization. Knowledge gap: Previous studies have emphasized either the ecological or legal dimensions but have rarely examined the synergy of customary law, social capital, and national law in peatland governance. Aims: This study employs a normative juridical method enriched with a socio-legal perspective to analyze the position of customary law in Indonesia’s legal system and its integration with social capital for ecological sustainability. Results: Findings confirm that while customary law is constitutionally recognized, its enforcement is limited, requiring revitalization through codification, strengthened social capital, and harmonization with national regulations. Novelty: The study introduces a governance model that integrates customary law, social capital, and state law as a synergistic framework for sustainable peatland management. Implications: This model contributes theoretically to socio-legal discourse and practically to policymaking, offering adaptive, participatory, and sustainable solutions for environmental conservation and community empowerment. Abstract

General Background: Early childhood represents a critical period for rapid development, particularly in language acquisition, which underpins communication, social interaction, and cognitive growth. Specific Background: Play-based learning approaches, especially structured role-play activities within learning centers, provide opportunities for children to practice verbal expression in meaningful contexts. Knowledge Gap: Despite widespread adoption of role-play centers in early childhood classrooms, limited qualitative evidence documents how their implementation supports language development and what contextual factors facilitate or hinder success. Aims: This study analyzes the implementation of a role-play center learning model in developing young children’s language abilities and identifies supporting and inhibiting factors in its application at TK Aisyiyah 38 Driyorejo. Results: Using a qualitative narrative approach with interviews, observations, and documentation, the findings indicate noticeable progress in vocabulary acquisition, speaking confidence, sentence formation, and social communication. Contributing conditions include a well-prepared learning environment, active teacher facilitation, parental involvement, and institutional support, while constraints involve limited materials, diverse child characteristics, and insufficient parental understanding. Novelty: The study offers an in-depth contextual description of daily role-play center practices and their relationship to expressive and receptive language use in authentic classroom interactions. Implications: These findings suggest that structured role-play environments, supported by collaborative school–family engagement and adequate resources, can serve as a practical pedagogical framework for fostering early language development in preschool settings. Highlights: Children demonstrated expanded vocabulary, clearer utterances, and greater willingness to communicate during thematic simulations. Successful implementation depended on environmental readiness, educator guidance, and family participation. Resource limitations and varied learner traits posed practical challenges to classroom application. Abstract

General Background Sentencing disparity is a persistent concern in criminal justice because unequal punishments for comparable offenses raise questions about fairness, proportionality, and legal certainty, including within military jurisdictions. Specific Background In the Indonesian military context, cases of indecency committed by members of the armed forces against the Extended TNI Family (KBT) fall under military court authority, where sanctions may include imprisonment and dismissal from service. Knowledge Gap Despite existing regulations and internal directives governing moral violations, limited research has systematically examined patterns of inconsistent sentencing and the judicial considerations underlying such differences in Military Court III Surabaya. Aims This study analyzes patterns of sentencing disparity and identifies factors shaping judicial reasoning in indecency cases involving TNI personnel against KBT within this jurisdiction. Results Normative legal analysis of four decisions shows variations in principal and additional punishments, including increases, reductions, consistency across appellate levels, and cases without dismissal due to prior discharge, reflecting differing emphases on retributive, corrective, and rehabilitative justice. Novelty The study provides a focused comparative examination of multiple case trajectories within a single military court region while assessing the application of internal TNI regulations and judicial discretion. Implications The findings indicate a need for clearer sentencing guidelines to ensure consistency, strengthen legal certainty, and maintain confidence in military justice processes. Highlights: Comparable misconduct received unequal prison terms and administrative sanctions across cases. Appellate review sometimes altered punishments while other cases remained unchanged through all levels. Judicial reasoning reflected different orientations toward punishment philosophies and case-specific conditions. Abstract

Background: Education is a key driver in shaping students’ knowledge and character, with Indonesian language literacy being crucial at the elementary level. Specific Background: Many fifth-grade students at SDN 224/II Sijau struggled with reading comprehension and failed to meet the Minimum Completion Criteria, showing low motivation and participation. Knowledge Gap: Although the Course Review Horey (CRH) model has been studied, few works explicitly examined its structured use in improving reading comprehension for low-participation students. Aims: This study aimed to describe how CRH could strengthen reading comprehension and participation in Indonesian language lessons. Results: Through two cycles of classroom action research, teacher performance improved (82.5% to 92.5%), student engagement increased (68.5% to 90.6%), and mastery learning rose from 62.5% to 94%. Novelty: The research applied CRH systematically across two action cycles, creating a lively, game-like, student-centered environment. Implications: Findings suggest CRH can be adopted widely to support literacy development and active participation in elementary language learning. Abstract

Background: The ability to solve problems is an essential 21st-century skill but remains limited in elementary science learning. Specific Background: At SDN 127/II Sungai Arang, students demonstrated difficulty in understanding science concepts, low participation, and low mastery of learning outcomes. Knowledge Gap: Conventional teaching methods were teacher-centered and failed to provide opportunities for students to actively explore solutions to real-world problems. Aim: This research aimed to describe how Problem-Based Learning (PBL) can improve the learning process, students’ problem-solving skills, and their science learning achievements. Results: This classroom action research was conducted in two cycles involving 19 students. Teacher activity scores improved from 64%–72% in Cycle I to 80%–92% in Cycle II. Student engagement rose from 57.89% to 89.48%, and learning mastery increased from 63.16% to 84.21%. Novelty: The study demonstrates the practical application of PBL in a resource-limited school setting, highlighting its potential to transform passive learning into an interactive experience. Implications: Findings suggest that PBL can serve as a model for curriculum development and teacher training to foster active learning and problem-solving culture in elementary education. Highlights: Students’ participation and confidence in solving problems increased in Cycle II. Teacher performance improved, shifting towards more student-centered facilitation.
