Abstract

General Background: Notary protocols constitute official legal archives that preserve authentic records of civil transactions and agreements, forming a foundation for legal certainty and public trust in notarial services. Specific Background: When a notary dies, these protocols—classified as state archives—must be safeguarded and transferred according to statutory procedures, yet in practice they may be left in deteriorated conditions that complicate administrative handling. Knowledge Gap: Limited clarity persists regarding the legal duties of heirs in managing, reporting, and transferring damaged protocols, particularly when archives have been destroyed by environmental factors or other uncontrollable events. Aims: This study examines the obligations of heirs concerning damaged notary protocols and analyzes the associated legal consequences using a normative-empirical legal approach supported by statutory review and interviews with the Regional Supervisory Council. Results: Findings indicate that heirs are required to report the existence of protocols within a prescribed period, coordinate with supervisory authorities, and facilitate transfer to an appointed notary; failure to do so may lead authorities to assume control to prevent legal uncertainty and protect parties who relied on the original deeds. Novelty: The study integrates doctrinal legal analysis with field evidence to clarify procedural responsibilities of heirs in post-mortem protocol management. Implications: Strengthening compliance with reporting and transfer procedures is essential to safeguard clients’ rights, maintain archival integrity, and preserve public confidence in the notarial institution. Highlights: Heirs must promptly notify supervisory authorities and arrange document transfer after the notary’s death. Authorities may intervene and appoint a custodian when families fail to act within statutory time limits. Proper handling of archives is necessary to protect parties connected to authentic deeds and avoid disputes. Abstract

General Background: Scientific reasoning is a fundamental component of science learning and a key competency in 21st-century education, particularly in elementary school science. Specific Background: In IPAS learning on light properties, students are expected to observe phenomena, formulate hypotheses, analyze evidence, and draw logical conclusions, yet classroom practices often do not fully facilitate these reasoning processes. Knowledge Gap: Limited empirical descriptions exist regarding elementary students’ scientific reasoning profiles specifically on the topic of light properties within authentic classroom contexts. Aims: This study aims to analyze and describe the scientific reasoning abilities of elementary school students in learning about light properties. Results: The findings indicate varied levels of reasoning across indicators, including observation, classification, hypothesis formulation, and conclusion drawing, with some students demonstrating partial understanding and others showing difficulties in connecting evidence to explanations. Novelty: The study provides a focused qualitative profile of scientific reasoning on light properties using structured observation indicators in an elementary classroom setting. Implications: The results suggest the need for instructional strategies that systematically engage students in inquiry-based and evidence-based learning to strengthen scientific reasoning in IPAS. Abstract

General Background: Public organizations in developing countries face mounting pressures to improve service quality, transparency, and legitimacy. Specific Background: Iraq’s electricity sector exemplifies this challenge, where persistent service failures have eroded citizen trust and highlighted the need for organizational reform. Knowledge Gap: Although prior research has examined organizational readiness, behavior, and public value separately, little is known about how readiness translates into citizen-centered outcomes through employee behaviors in fragile governance contexts. Aims: This study investigates how organizational readiness influences public value creation in the Iraqi Ministry of Electricity, with organizational behavior as a mediating factor. Results: Using survey data from 120 employees and mediation analysis, findings show that readiness dimensions—leadership commitment, resource availability, and change efficacy—significantly enhance public value. This relationship is partially mediated by organizational behavior, particularly organizational citizenship and innovative work behaviors. Novelty: The study integrates readiness theory with public value governance, offering a comprehensive framework that links structural readiness with discretionary employee actions. Implications: The results provide actionable insights for policymakers, emphasizing the importance of strengthening leadership support, resource sufficiency, and a culture of innovation to restore citizen trust and improve public sector outcomes in Iraq.Highlight : Readiness plays an important role in enhancing public value. Organizational behavior is the main mediator. Leadership commitment and change efficacy are the most influential factors. Abstract

General Background: Access to education for Indonesian migrant children in Malaysia remains limited due to immigration restrictions and socio-economic barriers, making non-formal education a vital alternative. Specific Background: The Sentul Guidance Center (Sanggar Bimbingan Sentul) serves as a Community Learning Center (PKBM) under the Indonesian Embassy, providing literacy, numeracy, and religious habituation to children without formal school access. Knowledge Gap: Previous studies have examined program effectiveness but rarely explored long-term sustainability, especially the interplay of institutional support, parental involvement, and spiritual practices. Aims: This study investigates the factors sustaining non-formal education, analyzing how institutional, pedagogical, and community elements ensure continuity despite limited resources. Results: Using a qualitative case study, findings reveal that sustainability depends on embassy-backed institutional support, adaptive teacher strategies, parental moral encouragement, and high student motivation. Religious activities, particularly the duha prayer, enhance discipline and learning focus. Novelty: Unlike prior research, this study highlights the combined influence of state educational diplomacy, collaborative community engagement, and the integration of spiritual practices as critical to program resilience. Implications: The results provide a model for policy development and program design, demonstrating that multi-stakeholder collaboration and the inclusion of spiritual dimensions can sustain non-formal education for migrant children in challenging contexts. Abstract

General Background: Higher education services are recognized as key drivers of human capital formation, innovation, and socio-economic progress. Specific Background: In Uzbekistan, ongoing reforms such as curriculum modernization, institutional expansion, and international partnerships highlight the state’s prioritization of higher education in improving societal well-being. Knowledge Gap: However, limited empirical insight exists on how higher education services translate into measurable welfare outcomes, such as employment, income, social participation, and life expectancy. Aim: This study investigates the economic and social significance of higher education services in shaping population welfare, with emphasis on their efficiency, labor market implications, and contribution to sustainable development. Results: Findings reveal that higher education fosters job creation, increases income, enhances innovation, and improves quality of life. Comparative evidence also demonstrates that developed countries with robust higher education systems enjoy higher life expectancy and lower unemployment. Novelty: The study introduces methodological approaches combining GDP share, employment rates, investment levels, and life expectancy indicators to systematically measure the welfare impact of higher education. Implications: The results underscore that advancing Uzbekistan’s higher education system in line with international standards and principles of social justice is essential for strengthening human capital, sustaining economic growth, and ensuring long-term population welfare.Highlight : Higher education directly supports income, jobs, and living standards. Abstract

General Background: Standard form contracts are widely used in service industries, including vehicle rental, to streamline transactions and reduce administrative burdens. Specific Background: In car rental practices, these contracts frequently contain adhesion clauses drafted unilaterally by business operators, potentially creating disparities in rights and obligations between providers and consumers. Knowledge Gap: Previous legal studies have largely addressed contractual justice in general terms, leaving limited empirical examination of how adhesion clauses operate in actual car rental agreements and how they relate to consumer protection norms. Aims: This study analyzes the juridical implications of adhesion clauses in a car rental contract in Tanggulangin, Sidoarjo, focusing on contractual balance, legal compliance, and consumer rights. Results: Using a normative-empirical approach supported by document analysis and interviews, the study finds that several clauses transfer risks disproportionately to consumers, impose strict penalties without flexibility, require extensive personal guarantees, and conflict with statutory consumer protection provisions and principles of good faith. Novelty: The research provides a direct field-based evaluation of specific contractual provisions, highlighting structural inequalities embedded in real operational practices rather than theoretical models. Implications: The findings underscore the necessity for regulatory reform, standardized contract drafting, and stronger oversight to ensure fairness, transparency, and legal certainty in consumer transactions within the vehicle rental sector. Abstract

General Background: Social media platforms function as strategic channels for political communication and candidate image construction in electoral campaigns. Specific Background: TikTok is increasingly used by political candidates to deliver symbolic messages and engage voters during regional elections. Knowledge Gap: Limited research examines local political candidate branding strategies on TikTok using phenomenological approaches. Aims: This study analyzes the personal branding of Mas Rusdi as a Pasuruan Regent candidate through the TikTok account @masrusdi.official using personal branding theory. Results: Using a qualitative phenomenological method, findings indicate that Mas Rusdi presents an image as a progressive young leader through consistent brand positioning, displays religious political jargon as brand identity, demonstrates concern for public issues including regional football development as brand personality, and applies brand communication through TikTok trends using fast-paced visuals and light narrative storytelling. Informants perceive brand identity as the dominant component shaping public perception during the 2024 regional election campaign. Novelty: This study provides a concise phenomenological description of local political branding practices through TikTok content. Implications: The findings contribute to political communication studies by providing insights into culturally contextualized digital campaign strategies in regional elections. Abstract

General Background: Character education has become a central concern in elementary education due to increasing moral degradation among students in school environments. Specific Background: At SDN Cemeng Bakalan 1 Sidoarjo, observations aligned with national child protection reports indicate declining social character reflected in impolite communication, conflicts, and low empathy among students. Knowledge Gap: Previous studies primarily examined the moral messages contained in the Nussa and Rara animated film, yet limited research has analyzed supporting and inhibiting factors in the real implementation of these values within school contexts. Aims: This study aims to analyze the moral values presented in selected Nussa and Rara episodes and to examine supporting and inhibiting factors in their implementation for developing children’s social character. Results: Using a qualitative descriptive approach with observation, interviews, and documentation analyzed through the Miles and Huberman model, findings reveal that episodes such as Jangan Kalah Sama Setan, Adab Menasihati, Maaf, and Tolong dan Terima Kasih convey values of empathy, tolerance, politeness, forgiveness, and cooperation. Positive behavioral changes were observed gradually among students, supported by engaging visuals, relatable storylines, and student enthusiasm, while limited parental involvement and unsupportive social environments emerged as barriers. Novelty: The study highlights implementation dynamics beyond content analysis by identifying contextual facilitators and constraints. Implications: Findings suggest that animated Islamic media can support social character formation when reinforced by parental guidance and positive school environments. Abstract

General Background: Coffee has evolved from a mere beverage into a cultural lifestyle symbol, particularly among Indonesia’s urban youth, fueling the rapid growth of mobile coffee businesses. Specific Background: URBN Contemporary Mobile Coffee in Surabaya exemplifies this shift, operating in a competitive market where brand image, pricing, and experiential strategies are vital for sustaining customer loyalty. Knowledge Gap: Despite extensive research on brand loyalty in traditional coffee shops, limited empirical evidence addresses how these factors influence loyalty within mobile coffee enterprises. Aims: This study aims to analyze the effects of brand image, price, and experiential marketing on brand loyalty among URBN Mobile Coffee consumers in Surabaya. Results: Using a quantitative associative design with 100 respondents, multiple linear regression revealed that brand image and experiential marketing significantly enhance brand loyalty, while price has a positive but insignificant effect; collectively, these variables explain 51% of loyalty variance. Novelty: This research extends brand loyalty theory to the mobile coffee sector by highlighting the dominance of intangible elements—perception and experience—over price. Implications: The findings suggest that cultivating a strong brand image and creating memorable customer experiences are more effective strategies for fostering sustainable loyalty in highly competitive coffee markets. Highlights:  Brand image and experiential marketing significantly strengthen customer loyalty. Price plays a minor role compared to perception and experience. Abstract

General Background Vocabulary mastery is a fundamental component of English language learning, particularly at the junior high school level where lexical knowledge supports broader communicative competence. Specific Background In Indonesian secondary classrooms, vocabulary instruction often relies on rote memorization and textbook-centered methods that may limit engagement and retention. Digital platforms such as Duolingo offer gamified and interactive learning environments aligned with Mobile-Assisted Language Learning practices. Knowledge Gap Despite its global popularity, systematic classroom-based evidence regarding Duolingo integration in Indonesian junior high schools remains limited. Aims This study aims to examine whether the use of the Duolingo application is associated with differences in vocabulary mastery among seventh-grade students at SMP Muhammadiyah 8 Tanggulangin. Results Using a pre-experimental one-group pre-test and post-test design with 23 students, the findings indicate an increase in mean scores from 55.87 to 82.61, with paired-sample t-test results showing statistical significance (p = 0.000). Novelty The study provides empirical evidence from a local Indonesian junior high school context regarding structured Duolingo classroom integration. Implications The findings suggest that gamified mobile applications can serve as complementary tools in formal English instruction, particularly for vocabulary practice, while highlighting the need for controlled designs and longer intervention periods in future research.
