Abstract

Background: Ethical violations by government personnel remain a persistent challenge that undermines legal integrity and public trust. Specific background: Cases involving corruption, abuse of authority, and narcotics misuse within military environments reveal the complexity of administrative and disciplinary mechanisms. Knowledge gap: Limited studies address how State Administrative Law functions when ethical violations occur within military institutions. Aims: This study analyzes the application of administrative legal instruments in responding to severe ethical violations committed by government personnel, including military officers. Results: The findings show that administrative law provides a structured framework for ensuring accountability through sanctions, supervision, and adherence to legality and professional standards, although its implementation is hindered by weak oversight, permissive bureaucratic culture, and political intervention. Novelty: This research integrates ethical perspectives with administrative legal mechanisms in cases involving military actors, offering an administrative viewpoint beyond conventional military criminal analysis. Implications: Strengthening technical guidelines, institutional coordination, and ethical culture is necessary for reinforcing administrative accountability and promoting principled governance within public institutions. Abstract

Background: Transparency in regional budgeting serves as an essential foundation for accountable governance and encourages public involvement in financial oversight. Specific background: In Tanjungpinang, the regional government has provided budget information through digital platforms to support public access to planning and expenditure documents. Knowledge gap: Despite the availability of this information, community participation is not yet optimal due to varied levels of fiscal literacy, limited technological access, and insufficient outreach. Aims: This study examines how regional budget transparency is implemented in Tanjungpinang and how accessible budget information corresponds with community participation. Results: The findings show that while budget documents are available online, public use remains limited. Low financial understanding, irregular data updates, and digital access barriers reduce community involvement, with higher participation found among groups with stronger digital access and education. Novelty: This research offers contextual evidence from a region with diverse literacy levels, illustrating that transparency alone does not ensure active participation. Implications: Strengthened public outreach, clearer information presentation, and improved fiscal literacy are essential to support more inclusive community participation in regional budgeting. Abstract

Design and optimization of PID controller for Arduino Uno-based DC motor with encoder feedback and signal conditioning using LM324 op-amp. The method used is Ziegler–Nichols (ZN) to obtain the initial parameters Kp, Ki, and Kd from the measurement of ultimate gain (Ku) and oscillation period (Pu). The plant model uses a digital implementation of a DC motor including anti-windup, first-order filtered derivatives, and PWM voltage limiting. The test data in the form of step response, disturbance rejection, and sensitivity to noise are analyzed using rise time, overshoot, settling time, IAE, and ISE indicators. The analysis results of Ku≈11.3 and Pu≈0.3 s produce Kp≈6.80, Ki≈45.31, Kd≈0.25, with fast response and acceptable overshoot; fine-tuning reduces oscillation and accelerates steady-state time. The conclusion is that the LM324 encoder improves feedback accuracy, while ZN is effective as a starting point for tuning for stable and robust performance. Highlights: Accurate tuning using Ziegler–Nichols method provides effective initial PID parameters. LM324 signal conditioning enhances encoder feedback precision. Abstract

General Background: The rapid development of digital technology in the Industry 4.0 era has transformed educational practices, including Islamic Religious Education, which is increasingly required to adapt to technology-mediated learning environments. Specific Background: Social media platforms provide flexible and participatory learning spaces that are particularly suitable for adult learners when aligned with andragogical principles, although challenges remain in maintaining instructional quality and Islamic values. Knowledge Gap: Despite widespread use of social media in education, limited scholarly attention has been given to its integration with andragogy within Islamic Religious Education. Aims: This study aims to examine the integration of social media-based learning with an andragogical approach in Islamic Religious Education in the digital era. Results: The findings indicate that social media platforms such as Instagram, YouTube, and WhatsApp facilitate self-directed, experience-based, and problem-centered learning, while challenges include low digital literacy, misinformation, and the preservation of Islamic values. Novelty: This study presents a novel synthesis of andragogical theory and social media application specifically within Islamic Religious Education. Implications: The results provide practical guidance for educators to formulate clear social media usage guidelines, promote interactive learning environments, and strengthen digital literacy while adhering to Islamic teachings. Abstract

General Background: Indonesia's rapid digital transformation has reshaped the creation, distribution, and use of copyrighted works, intensifying the urgency for adaptive legal protection. Specific Background: Despite the 2014 Copyright Law addressing digital elements, its provisions remain insufficient to manage algorithm-driven, cross-border infringements proliferating on user-generated content platforms. Knowledge Gap: Existing regulations have not fully anticipated technological developments nor clearly defined the responsibilities of digital platform operators, especially after the Constitutional Court’s reinterpretation of liability under Article 10. Aims: This study examines the legal politics underlying the amendment of the Copyright Law to strengthen protection mechanisms in the digital environment. Results: Findings reveal the need for more responsive regulation, expanded obligations for digital platforms, harmonized protection of moral and economic rights, and enhanced enforcement tools, including integrated digital surveillance and more effective access-blocking procedures. Novelty: The study offers a conceptual model that links legislation theory with legal protection theory to propose an adaptive copyright protection framework suited to digital-era challenges. Implications: These insights provide strategic direction for policymakers in formulating reforms that ensure legal certainty, fairness, and public benefit within Indonesia’s evolving digital copyright ecosystem. Abstract

Tourist decision-making in competitive coastal destinations is increasingly shaped by digital exposure, experiential perceptions, and logistical convenience. This study investigates how electronic word of mouth (e-WOM), destination attractiveness, brand image, and accessibility influence tourist visiting intention at a major coastal destination in Indonesia. Using a quantitative ex post facto design, data were collected from 100 purposively selected respondents aged 18 years and above who had visited the destination at least twice and completed a validated Likert-scale survey. Multiple linear regression, supported by t-tests, F-tests, and adjusted R² analysis, reveals that e-WOM, destination attractiveness, brand image, and accessibility each exert a significant positive effect on tourist visiting intention. Collectively, these predictors explain approximately 76.6% of the variance in visiting intention, confirming that digital word of mouth, experiential quality, perceived brand reputation, and travel convenience function as integrated behavioral determinants rather than isolated stimuli. This study contributes empirical evidence to tourism behavior literature by demonstrating that destination competitiveness is strongly anchored in digital influence and multimodal experience rather than physical attraction alone. The findings indicate that enhancing the digital communication ecosystem, strengthening experiential attributes, improving brand positioning, and accelerating access infrastructure are strategic priorities for destination managers seeking to stimulate sustained tourist intention and market resilience. The study offers practical implications for tourism policy, destination marketing organizations, and stakeholders in designing targeted interventions that align with post-pandemic travel patterns and data-driven visitor expectations. Abstract

General Background: The integration of Artificial Intelligence (AI) in education offers new opportunities for personalized and adaptive learning, yet its application in Arabic language education remains underexplored. Specific Background: While AI has been widely studied for English and other major languages, research focusing on Arabic—particularly from user-experience perspectives—is still limited. Knowledge Gap: Few studies qualitatively examine how students and teachers perceive AI’s role, challenges, and pedagogical relevance in Arabic language learning, especially in regions with unequal digital infrastructure such as Lombok. Aims: This study investigates perceptions of students and teachers regarding the implementation of AI in Arabic language learning and identifies key factors influencing its success or limitations. Results: Findings reveal that AI enhances learning interactivity, flexibility, and basic language skills; however, cultural-contextual understanding still relies heavily on teacher interaction. Implementation challenges include insufficient digital infrastructure, limited training, and varied student digital readiness. Novelty: This study offers a holistic qualitative analysis integrating pedagogical theory, technological readiness, and socio-cultural factors in the use of AI for Arabic learning. Implications: The results highlight the need for stronger infrastructure investment, continuous teacher training, and inclusive digital literacy programs to optimize AI-supported Arabic language education. Abstract

General Background Warehouse operations play a critical role in maintaining supply chain continuity, particularly within bonded logistics centers subject to strict customs regulations. Specific Background At the bonded logistics center warehouse of PT XYZ, frequent operational errors in receiving and picking processes have resulted in customer claims and potential customs penalties. Knowledge Gap Despite the operational risks, structured risk prioritization and systematic error-prevention mechanisms in bonded warehouse contexts remain insufficiently documented. Aims This study aims to identify, prioritize, and mitigate operational errors in receiving and picking activities using Failure Mode and Effect Analysis and Poka Yoke. Results The analysis reveals that the highest risk in receiving arises from failure to inspect sampling goods across different raw material types, while incorrect item retrieval constitutes the most critical risk in picking, both indicated by elevated Risk Priority Number values. Novelty This study integrates FMEA-based risk prioritization with control and warning-based Poka Yoke mechanisms specifically tailored to bonded warehouse operations. Implications The proposed revisions to work instructions, automated barcode input, pick-to-light systems, and priority rack arrangements provide a structured approach to reducing recurring errors, supporting customs compliance, and strengthening warehouse reliability within bonded logistics environments. Highlights: Critical risks were concentrated in inspection omissions and order retrieval mismatches. Risk Priority Number analysis enabled clear prioritization of operational failures. Abstract

General background: The regulation of property assets in Indonesian marriage law operates within a dual framework involving the Civil Code and the Marriage Law, each establishing different principles on ownership and control. Specific background: These differences create practical ambiguity in marriages concluded without a prenuptial agreement, particularly when determining the status of separate and marital property upon dissolution. Knowledge gap: Despite substantial jurisprudence, limited scholarly analysis examines how both legal regimes interact in real disputes, especially in cases where property acquired before marriage becomes contested inheritance. Aims: This study analyzes the status and distribution of property assets in marriages without a prenuptial agreement by comparing the Civil Code and the Marriage Law, using Supreme Court Decision No. 2981 K/Pdt/2024 as a case reference. Results: The findings show that during marriage, property classification follows the Marriage Law, but upon dissolution—especially by death—the distribution of assets reverts to the parties’ respective legal system, resulting in the Civil Code governing inheritance for those subject to civil law. Novelty: This research clarifies the normative intersection between marital property and inheritance law in the absence of prenuptial agreements. Implications: The study highlights the need for harmonization between the Marriage Law and the Civil Code to ensure legal certainty and prevent interpretive inconsistencies in future marital property disputes. Abstract

Background: Indonesia’s growing energy demand and dependence on fossil fuels necessitate renewable alternatives such as biomass-based biopellets. Specific Background: Coffee grounds and sawdust are abundant organic wastes with complementary thermal and mechanical properties suitable for pelletization. Knowledge Gap: However, limited studies have clarified how varying proportions of these materials influence biopellet quality relative to SNI 8021:2020 standards. Aims: This study evaluates the effects of four ratios of coffee grounds–sawdust mixtures (80:20, 70:30, 60:40, 50:50) on physical and proximate characteristics of biopellets. Results: One-way ANOVA and Tukey HSD (p < 0.05) showed significant differences across all parameters. Formulations A and B produced the highest calorific values (4674–4689 cal/g) meeting SNI requirements, while B achieved the highest density (560.34 kg/m³). Moisture and ash contents also met standards; however, density and fixed carbon fell below SNI thresholds due to the absence of torrefaction. Novelty: This study demonstrates that optimizing coffee grounds–sawdust mixtures alone cannot meet all quality indicators without thermal pretreatment. Implications: Incorporating torrefaction and enhanced pressing conditions is essential to improve energy density and combustion stability, supporting the development of high-quality waste-based biofuel in Indonesia. Highlights: The optimal calorific value is achieved with higher proportions of coffee grounds (80:20 and 70:30). Density and fixed carbon remain below SNI standards due to the absence of torrefaction. Thermal pretreatment is essential to improve combustion stability and overall pellet quality.
