Abstract

The method of this research using qualitative approach. This research aims to explain the competency development efforts of apparatus undertaken by Regional Development and Planning Department of West Kalimantan Province Government as well as analyze the supporting factor and the restricting factors of competence development efforts. The research results indicate that Regional Development and Planning Department of West Kalimantan Province Government has been doing the competency development efforts through three study methods, namely education, training and development. The supporting factors of competence development efforts are high motivation of apparatus and the clarity of career level. While the restricting factors of competence development efforts are the lack of leader commitment, the lack of apparatus placement system, and the coordination between related department has not been going well.

Abstract

This study uses a qualitative approach, which aims to describe the implementation and results of capacity development in the framework of public services at the UPTD Laboratorium Lingkungan, using the dimensions of Grindle (1997). The result of this study indicate that the UPTD Laboratorium Lingkungan carries out under dimensions, human resources, organizational strengthening and institutional reform. Capacity building is an increase in competence, availability of facilities and infrastructure, organizational structure. Supporting factor of the capacity building of this environmental laboratory are developing industrialization in Pasuruan regency, strengths and weaknesses recognation, leadership support and joint commitment, and concern among members. On the other hand, the inhibiting factors are the number of human resources, budget, and chanes in government policies.

Abstract

The Ministry of Village released a training program aimed at increasing the capacity villagers as the subject of development. This study attempts to describe the planning of the training through critical events model, the challenges, and the strategy to overcome challenges. The method of this research using qualitative approach. Hence, the research indicated that the planning majorly equipped critical events model. The challenge is in the role of politicians in determining training policy; causing the use of top down approach. The alternative strategy consists of: identifying the basic necessities of villagers in relation to skills needed, leveling each identified training, and identifying learners-need to determine the level of training.

Abstract

This research describes indicator smart economy in South Tangerang City. This research purpose to give information for Mayor South Tangerang City how competitive her economic city is. The method is used by fishbone. The indicators for smart economy are innovation spirit, entrepreneurship, image and trademarks, productivity, international embedded and flexibility of labour market. The results are that Indicators smart economy South Tangerang city describes that the residences in South Tangerang city are low innovation, high entrepreneur, growth productivity, low flexibility, local product which only krupuk jengkol is favourite food, and economic image and trademarks which have not large market, and companies that have issued stock are available. In South Tangerang City, it does not put productivity (Manpower Agency) and international embedded (Tourism Agency) as smart economy, but manpower agency is smart social and tourism agency is smart brand.

Abstract

This study aims to examine the difference between Susilo Bambang Yudhoyono’s (known as SBY) administration and Joko Widodo’s (known as Jokowi) administration in managing the national road in Indonesia. A qualitative approach has been conducted by using primary and secondary data during 2005–2017. The result of this study has found that the pace of road development under the SBY presidency was relatively slower than the Jokowi presidency. The former focused more on the improvement of the quality of roads. Meanwhile, the Jokowi presidency focused more on constructing the new road network.

Abstract

This research was aimed to analyze the perception of financial keepers in school organization on whistleblowing intention and to understand this relationship through Theory of Reasoned Action (TRA). Population of research was 214 persons comprising of 24 principals, 97 vice-principals, 22 school administration heads, 32 treasurers, and 39 financial administration staffs in Public Senior/ Vocational/ Moslem High Schools in Malang City. Census sampling technique was used. Data were collected with questionnaire. There are 192 questionnaires were returned and were completely filled. Multiple regression analysis instrument was used in this research. Result of research indicated that attitude toward whistleblowing and subjective norm are positively affect whistleblowing intention.

Abstract

The growing trends in the conservation forest management opens up opportunities for the use of ecosystem services. Indonesia has 54 national parks that can be utilized for generating incomes as well as conserving the biodiversity to eliminate the financial gap of national park management. To support the financial needs of national park management, the Government of Indonesia needs to regulate the potential ecosystem services, improve the service delivery to the stakeholders, and consider new ecosystem services in addition to invite new investors and/or new grants and implement the economic instruments of environment.

Abstract

This study aims to see the innovation model of local government in an effort to provide public services online licensing field in Kabupaten Sragen, Central Java Province. Online-based licensing service implemented by the local government of Kabupaten Sragen is part of the government's efforts in realizing Smart City. The effort to realize Smart City in Kabupaten Sragen is the result of the synergy of all stakeholders, from the government, the public, the private sector and the international community. Therefore, this research tries to give an idea about ideal model of Smart City realization especially in the field of licensing service with dynamic system method approach. This methodology focuses on the modeling of local government innovations in viewing the behavior of problems and strategic issues of licensing services dynamically, so that later this model can serve as agrand design for the development of other areas in Indonesia that are heading towards the realization of Smart City.

Abstract

This research was motivated by Civil Servant Apparatus regulation whichdemanded changes in the bureaucratic system. The purpose of the research is to plan employee core capability in the skill and knowledge dimensions towards the ASN era. This type of research uses a description method with a qualitative approach. The results show that planning of employee core capability is done by analyzing organizational objectives, internal and external environment of Human Resources, forecasting Human Resources needs, and planning development strategies by merit system and knowledge management.

Abstract

The development of the religious field is believed to be an alternative solution to the choices of development strategies. Assuming that religion always leads to goodness, the offer of development based on religious values is always interesting to explore. The mosque as a religious institution turned out to have the potential as a community empowerment institution. With the function embedded in it, the mosque is not only used for the sake of worship but also carries out several social functions such as education, culture and even the economy. Mosques has discoveredto be a social capital to improve the development of Indonesian society. The aims of this research is the first, to describe the elements of mosque empowerment as an institution. Second, to determined mosque empowerment efforts carried out by the government.
