Abstract

Almost all parts of the world, in the last 2 years, have been faced with the spread of COVID-19 originating from Wuhan, China, which then developed rapidly to various countries, including Indonesia. COVID-19 has an impact on all sectors, especially the tourism sector in Batu City. As an effort to protect its citizens, the Batu City Government issued a policy in the form of Mayor Regulation Number 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 2019 in the Transitional Status of Emergency to Recovery. The results of the study show that the implementation of the Mayor's Regulation Number 56 of 2020 concerning Guidelines for the Prevention and Control of Corona Virus Disease 19 (COVID-19) in the Transitional Status of Emergency to Recovery, especially for the tourism sector in Batu City, has been carried out well from the policy implementation model. Van Matter and Van Horn. The collaboration process of Penthahelix stakeholders in the implementation of Perwali 56/2020 takes place in synergy and mutually reinforcing which involves government actors up to the village level, RW and RT, entrepreneurs, communities, academics and the media.

Abstract

Nganjuk Regency is one of the areas that has shallot producing centers in East Java. It even ranks 5th out of the top 10 shallot producing regions in Indonesia. Shallot is one of the leading horticultural commodities in Nganjuk Regency and has good prospects for meeting national consumption, a source of income for farmers, and foreign exchange. The problem is, shallot farmers still have low income due to limited access to business services and capital. The purpose of this study is to describe the process and phases of empowering farmers in the Sukomoro Municipality in processing shallot agricultural products as an effort to increase their ability and competitiveness. This research uses descriptive qualitative method. The results showed that the empowerment carried out resulted in the processing of shallot agricultural products in the form of seeds and fried shallot products. The processing is supported by the awareness phase, the transformation phase, and the improvement phase from the farmers. The inhibiting factors are capital and the Covid-19 pandemic, so that protection from stakeholders is needed.

Abstract

The research aims to describe the role of Penta Helix model actors in the development of Agro Petik Kelengkeng, Jambu Tourism Village, Kediri Regency and to describe the supporting and inhibiting factors of the role of Penta Helix model actors in the development of Agro Petik Kelengkeng, Jambu Tourism Village, Kediri Regency. Type of this research is a descriptive and qualitative approach. Data collection techniques are interviews, observations, and documentations. Data analysis used interactive analysis models from Miles, Huberman, and Saldana (2014). The results of the study only four actors in the form of academic, community, media and government played a role in the development of Agro Petik Kelengkeng. The conclusion obtained in the form of Penta Helix actors did not run optimally because there was no role of business actors. Research suggestions are conducting CSR programs, Non-governmental organizations (NGOs) can be involved in the development of Jambu Tourism Village, forming publication media teams, and involvement of Government actors to conduct social media publication training.

Abstract

Reclamation is a business activity that is categorized as a high-risk level. Currently, Indonesia has 2 (two) standards for implementing coastal reclamation that is set by the Ministry of Marine Affairs and Fisheries (KKP) and the Ministry of Transportation (Kemhub). KKP sets reclamation standards outside the port area based on Law Number 27 of 2007 (UU Number 27 of 2007) and the Ministry of Transportation determines reclamation standards in port areas based on Law Number 17 of 2008 (UU Number 17 of 2008). This study uses a qualitative method through a literature review to compare the two reclamation standards which can help simplify business permits according to Perppu Number 2 of 2022. Based on a comparison of the reclamation standards used by the KKP it can be applied to all area inside and outside the port because it regulates standards in more detail thereby reducing potential impacts of reclamation that may occur.

Abstract

This study focuses on 3 main aspects of the implementation of ecotourism development policies in Gombengsari Village, Banyuwangi Regency. This research limits the implementation study before the Covid 19 pandemic. From the theoretical aspect, this study uses Edward III's theory as the main reference theory and ecotourism theory. This research uses qualitative-descriptive research methods. Primary data sources are interview results and secondary data sources are documents. data analysis techniques using Miles and Huberman data analysis. The results obtained show that there are several obstacles such as the absence of monitoring and evaluation of training programs by Dinas Kebudayaan dan Pariwisata of Banyuwangi Regency and low operational budgets in regional tourism development. But in general, the implementation that occurs is good, manifested in the form of tourism development in both tourist destinations and tourism support industries.

Abstract

The management of the Osing Kemiren Traditional Tourism Village implements a Community Based-Tourism system which aims to provide the widest opportunity for communities to explore and develop their potential, but the management is still not optimal because there are still many people who are not aware of the tourism potential that they have. This study aims to explain the management of village tourism based on Community Based-Tourism in the Osing Kemiren Traditional Village and its challenge. The type of research is qualitative. The results of the study, there is community participation in the management of tourism village. Then, the environment is better maintained due to the development of tourist villages. There is cultural preservation which is also implemented. Income distribution from the results of tourism activities is also applied. The conclusion is community-based tourism is good, but in terms of the principle of income distribution, can be  developed. Income distribution for the community in managing tourism in the Osing Kemiren Traditional Village based on their role in tourism activities.

Abstract

The Background of this research is by the existence of Undang-Undang Number 23 of 2014 concerning local Government. The purpose of this study is to determine the relationship and influence between the implementation of the principles of good governance on organizational performance at Dinas Kependudukan dan Pencatatan Sipil Kabupaten Magetan. This research is quantitative research. The variables in this study are the principles of Good Governance (X) and Organizational Performance (Y). The results of the product moment correlation analysis show that the implementation of the Good Governance Principles has a positive and significant relationship to Organizational Performance (Y) and the results of a simple linear regression analysis show that the implementation of the Good Governance Principles has a positive and significant impact on Organizational Performance (Y). Based on this research, suggestions that can be submitted are opening scheduled electronic-based discussion forums so that people's aspirations can be conveyed also open tenders and choose vendors with the lowest price offers but still pay attention to the quality of goods/ services.

Abstract

The quality of public services is a manifestation of government performance, and measuring based on people's preferences. This study measured the quality of public services in Sumenep Regency using a quantitative descriptive method with five dimensions of measuring the quality of public services, namely reliability, responsiveness, assurance, empathy, and tangible that operate by  nine elements of measuring community satisfaction of public service from the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 14 of 2017 concerning Guidelines for Compiling Public Satisfaction Surveys for Public Service Provider Units. The results of the study show that the quality of public services is still not optimal, where there are still many service elements that require quality improvement. Some elements that show a low index value are the quality-of-service facilities and infrastructure, the services time, service procedures, the suitability of standards, and the competence of personnel. Recommendations for improving service quality in Sumenep Regency are prioritized based on the ranking of all service elements. Another finding is there is a gap in the quality of public service delivery between mainland and island regions, with the island regions having lower quality, thus requiring special attention from the Sumenep Government

Abstract

The population and Civil Registration Agency of Magetan Regency met a variety of unresolved issues in the population administration service process, including centralized service sites, restricted queue numbers, long queues, and the rise of the broker phenomenon. The Anjungan Dukcapil Mandiri (ADM) machine is employed as a solution, making it the first local government in Indonesia to take action. Even though it has been demonstrated that it can solve a variety of issues, the adoption of these technologies in Indonesia is still quite restricted. The goal of this research is to determine how the process of utilizing the ADM machine in Magetan Regency from the beginning of planning to its stability, as well as the supporting and inhibiting variables, so that the successful use of the ADM machine in Magetan Regency may be copied by other local governments. The research approach employed is qualitative research utilizing narrative methodologies. The study's findings indicate that Magetan Regency started preparing for the ADM machine as long as it was implemented. In 2023, the Magetan Regency Dispendukcapil has three ADM machines located at the Public Service Mall, the Barat District Office, and the Kawedanan District Office.

Abstract

The COVID-19 pandemic in June 2023 is declared to be over in Indonesia. Through Press No. 17 of 2023, President Joko Widodo declared the 2019 Corona Virus Disease (COVID-19) pandemic status over. To cope with an endemic era, governments need to adapt and formulate clear strategies. The local government has an important role to play in the transition from pandemic to endemic. The Regional Government, the Government of Surabaya City, has prepared a transition mechanism for endemics. The role of the actor and the coordination system have awakened well. The use of ICTs is also one of the instruments used in the endeavour of transitioning to endemic. The readiness of the government of Surabaya is a reflection of the government's readiness in the face of this transition. The aim of this study is to find out the readiness of the government of Surabaya to implement the pandemic-to-endemic transition from an adaptive governance perspective.  This research uses a soft system methodology to analyse data. The results of the study show that the government of Surabaya has implemented an adaptive system of government in which the mayor of Surabaya is the chief commander. Coordination and collaboration between actors are supported by ICT. The distribution of roles between planners and executives is clearly depicted.
