Abstract

This article discusses the issue of people with disabilities related to the quota system policy for hiring people with disabilities in Indonesia by referring to Law No. 8/2016 Article 53 stipulates the responsibility of the quota policy for hiring workers with disabilities, which is 1% for private companies and 2% for the government and state-owned enterprises.  However, many current programs and services have not achieved their goal of assisting all persons with disabilities. Policies, programs, and services for persons with disabilities are not yet fully inclusive, integrated (across sectors), and adequate due to the many data issues and characteristics of persons with disabilities. Increasing the involvement of people with disabilities in development is therefore a challenge.

Abstract

The aim of this research is to highlight the importance of Evidence-Based Policy (EBP) in public policy, especially in the creative economy sector. The aim of the research is to explore the role of the Malang Creative Center (MCC) in advancing the creative economy in Malang City. The research method uses a descriptive qualitative approach, with qualitative data analysis techniques involving interactive and continuous activities until the data is deemed to have included all the required information. This process involves steps such as data reduction, presenting data, and concluding results/verification. The analysis results show that MCC has made a positive contribution after operating since December 2022. The cross-sector partnership shows a commitment to encouraging creative economic growth in Malang City. The discussion underlines the importance of MCC in the context of Evidence-Based Policy (EBP). Data analysis includes a holistic picture of EBP implementation in MCC. The conclusion confirms that MCC, with the implementation of EBP, is the key to improving the creative economy in Malang City. As a result, this research provides an understanding of the implementation of EBP, especially in supporting the creative economy sector.

Abstract

Since the COVID-19 pandemic, the digital healthcare system has been a prominent element of e-government agendas. JakSehat emerged to implement e-government in Indonesia's health service system. This study aims to evaluate the adaption of e-government services on JakSehat, using digital service evaluation criteria from Alshawi & Alalwany (2010), namely technical, economic, and social issues. The evaluation is significant due to the enormous investment put in by governments to deliver the best public services. This research used a digital qualitative approach to collect data from the Google Play Store. The data was analyzed using a word cloud to map and assess the evaluation criteria. The results show that digitalization in the JakSehat application has yet to provide effectiveness and efficiency in healthcare services from the public perspective.

Abstract

The JAKI (Jakarta Kini) application as a form of realization of smart governance during its management experienced several problems including a decrease in the number of application users, user privacy was not fulfilled, and the integration concept was not yet optimal. This research aims to analyze and describe the implementation of smart governance and identify inhibiting and driving factors in the JAKI (Jakarta Kini) application. The type of research used is descriptive qualitative. Primary data sources were obtained from interviews and secondary data from articles, books and previous research. The data analysis technique uses the Miles and Huberman model. The research results show that the digital innovation transformation of the JAKI (Jakarta Kini) application in realizing smart governance has been realized by the DKI Jakarta government. In the dimensions of leadership, cooperation or partnership, accountability and transparency have been fulfilled. However, the dimensions of participation, communication, data exchange, services and application integration have not been fulfilled due to the management of quite a lot of Regional Apparatus data and the lack of even socialization by the management, namely the Jakarta Smart City Regional Public Service Agency.

Abstract

This study investigates the execution of internal audits for the Occupational Safety and Health Management System (SMK3) in upstream oil and gas businesses. Literature studies are employed to elucidate the application of SMK3 in companies, particularly in the upstream oil and gas sector. The findings of this study demonstrate that the application of the Occupational Safety and Health Management System (SMK3) in upstream oil and gas companies can be effectively executed by adhering to the Plan-Do-Check-Action (PDCA) principles. The objective is to ensure that the implementation of SMK3 progresses as planned, is executed in accordance with the plan, includes adequate control and supervision, and incorporates measures to enhance K3 performance. In addition, internal audits are necessary to assess and analyze K3 policies and enhance organizational processes, with the ultimate goal of attaining zero accidents. The implementation of Oil and Gas SMK3 necessitates the active involvement of all employees within an organization or enterprise.

Abstract

This study examines the typology of public sector innovations for the Maritime On The Spot (MOTS) program to lessen the interference to aviation radio frequencies that fishing communities cause by using unauthorized radio communication equipment. 35 Technical Implementation Units of the Directorate General of Postal and Informatics Resources of the Ministry of Communication and Information Technology provide ball pick-up public services to fishing communities at fishing ports. This program aims to address the 95% of the fishing sector that still lacks radio communication permits for fishing and awareness of radio communication procedures at sea. Socialization and technical assistance are necessary to get Fisheries Radio Communication Permits (IKRAN). Using a qualitative methodology to collect data through interviews, documentation, and literature studies, this research finds that MOTS innovation can help the fishing sector and fishermen overcome interference related to fishermen's radio communications with the aviation service. It was carried out in 2023.

Abstract

The OECD research highlights the effectiveness of whistleblowing systems in preventing corruption, prompting the Malang City Government to implement Mayor Regulation (Peraturan Walikota) No. 76 of 2015. Despite this effort, instances of corruption persisted. To assess the whistleblowing system at the Malang City Inspectorate, the research employed Robert E. Stake's Countenance Stake evaluation model, encompassing antecedents, transactions, and outcome indicators. Employing a descriptive qualitative approach, the study utilized semi-structured interviews, non-participant observation, and documentation studies for data collection. Findings reveal that, in terms of antecedents, the whistleblowing system aligns with guidelines, except for facilities and infrastructure. Transaction indicators mostly adhere to guidelines, with a suggested separation between handling Whistleblowing System (WBS) and public complaint (DuMas). Outcome indicators demonstrate a significant positive impact on the assessment of Integrity Zone-Bureaucratic Reform in several local government agencies of Malang City, underscoring the system's efficacy in fostering a corruption-free environment.

Abstract

This study explains the implementation of the Gamak program in West Lombok Regency, which has succeeded in reducing the number of child marriages in the 2019-2022 period. This success is a contradiction amidst the increasing proportion of child marriages in the West Nusa Tenggara region and the COVID-19 pandemic, which should increase the risk of child marriage.  The aim of the research is to determine the implementation process of the Gamak program which is carried out interorganizationally through implementing units at the district, sub-district, and village levels. The implementation approach uses the Van Meter & Van Horn (1975) - Model of the Policy Implementation Process. The research results show that the Gamak has been supported by aims, targets, instruments, and implementing units which are fully defined in West Lombok Regent Regulation Number 30 of 2018 and the Technical Instructions for Gamak. In its implementation, procedural adjustments occur to increase the effectiveness of program implementation.

Abstract

This research aims to present an evaluation of the policy for implementing e-commerce applications (the Bebaya Mart application in Samarinda City) and determine the impact of this policy. This research focuses on policy evaluation through the approaches of effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. This type of research is descriptive qualitative with purposive sampling and snowball sampling techniques. The primary data used in this research is data from interviews with Perumda Varia Niaga Samarinda City and supported by secondary data. The research was carried out at Perumda Varia Niaga Samarinda where the research results showed that this policy had been implemented well in terms of efficiency, responsiveness, alignment and accuracy. However, if we look at the effectiveness and adequacy of this policy, it is still not implemented well because people prefer conventional shopping rather than online shopping through the Bebaya Mart application.

Abstract

Transportation essential to people's lives because it drives the economic, social, and development. Bogor has the nickname of a million angkots because angkots fill the roads and leading cause of congestion. Biskita is the answer to the congestion problem. This research uses descriptive qualitative methods with the theory of Agile Governance. Data collection is done through interviews and documentation. Determination of informants with purposive, data validation with data triangulation, data analysis using data reduction, data presentation, and conclusion drawing. The results showed Agile Governance of the Bogor City Government has been successful, as seen from the fulfillment of five existing indicators, namely Business Operations with the existence of local regulations, Moderator Effect with the procurement of BISKITA, Governance Capabilities with the implementation of SOPs on BISKITA, Agile Capabilities with education and training, Value Delivery with plans to develop BISKITA. An increase in the Impact of Environmental Factors is needed, which has not been fulfilled due to decreased public interest in using BISKITA. The conclusion is the performance of the Bogor City Government in developing Biskita can be improved. Seeing that the level of public participation in using Biskita is still low, the number of angkot has not decreased, service counters at bus stops have not yet operated, congestion still occurs in Bogor City, two bus stop corridors are still not operating from a total of 6 planned bus stop corridors.
