Abstract

This research aims to find out the forms, impacts, and challenges in implementing Open Government at the Industrial Human Resources Development Agency (BPSDMI) in DKI Jakarta province, Indonesia. A case study approach with data collection through interviews, observations, and literature review was used to explore the forms, impacts, and challenges of implementing Open Government at BPSDMI. The results of this research are interpreted through NVivo as a tool to analyze the research data. Referring to the context of the current digital era that makes it easier for people to compare government performance around the world, it is important to massively implement Open Government at BPSDMI to ensure that it continues to gain legitimacy and public support. Given that Open Government can encourage transparency, accountability, and public participation in government, it can indirectly improve the quality of BPSDMI's performance in managing public information as a democratic government institution.

Abstract

This study aims to investigate the inmate assimilation policy implemented at Class IIA Sidoarjo Penitentiary as well as to evaluate the effectiveness of the policy. The analysis in this study was conducted using the Six Sigma (DMAIC) approach which consists of the steps define, measure, analyze, improve, and control. The results showed that when viewed from the context of constraints, there was a lack of public involvement from the families of prisoners and the community as service users and policy beneficiaries, a comparison of the number of service officers lacking in providing services, lack of effectiveness and efficiency in the evaluation process and monitoring mechanism. However, in terms of implementation, the policy of assimilation of prisoners has succeeded in reducing the number of overcapacity, saving the budget for food for prisoners and accelerating the process of proposing prisoner release services from 2 months to only 14 days. This assimilation policy is proven to have an easy process and provide satisfaction with correctional services for prisoners.

Abstract

This research aims to identify and analyze the dynamics of policy formulation in the development of special interest tourism villages in the mentally retarded village of Karangpatihan Village, Ponorogo Regency, where there are problems with the mentally retarded community which causes them to be unable to fulfill their daily needs, resulting in poverty in the community. The aim of this research is to provide an alternative or policy solution for tourist villages that can be adapted to basic human needs, namely special interest tourism. The results of this research show that there is tourism potential that needs to be developed by looking at four factors that influence the formulation of alternative tourism village policies, namely the first is an idea where an idea is used to strengthen strategies and innovations to stabilize and improve the function and role of social areas by fostering mentally retarded communities, second is the government's interest To increase the income of the mentally retarded community, the third is an institution involved in developing special interest tourism villages that coordinate with each other in empowering the mentally retarded community. fourth is the individual aspect that supports the development of tourist villages. Through these four aspects, a new idea emerged regarding sharing tourism villages which was promoted with the concept of special interest tourism, namely special interest sharing tourism which had never been initiated in various regions before.

Abstract

The terminology of policy failure is potentially rejected by the government. Because the consequences of policy failure will have a negative impact on the image of the government itself. The concept of policy failure is a broad and useful concept policy analysis. Policy anomaly is a concept born of policy failure. The aim of this article, to review several research literature related to the concept and indicators of policy anomalies, to clarify the extent and through what mechanisms policy anomalies can be recognized in the public policy process. Several relevant literature related to policy anomalies have been reviewed. Based on the findings article, policy anomalies provide clues to learn from past mistakes by releasing the wrong way in managing and implementing public policies. As well, to understand more effectively the rules and procedures that hinder by focusing on analysis of policy failures. The main emphasis on management, program, and political anomalies analysis, and two dimensions of anomaly: bad formulation and bad implementation. Furthermore, anomaly analysis must address political debates on policy processes, often under-discussed. Because, can help develop an understanding of how governments fail in some ways, but not in other. So the policy solution given will be more targeted.

Abstract

Digital transformation impacts various sectors of life, including business, government, and society. The implementation of electronic-based government is the focus, supported by various regulations to produce improved quality of public services through the Bali Smart Island Innovation Program launched by the Bali Provincial Government. This study aims to describe and analyze the Bali Smart Island innovation program in improving the quality of public services in Bali Province and analyze the supporting and inhibiting factors by using a   qualitative method   with  a  descriptive  research The results of the study, the Bali Smart Island innovation program in improving the quality of public services has optimally fulfilled the assurance indicator which is assessed from security and no data leakage. Supporting factors consist of political push, pressure for economy and improved efficiency, and pressure for economy and improved efficiency. While the inhibiting factors show that of the eight factors only two factors occur in the Bali smart Island innovation program in improving the quality of public services, namely; short-term budget and planning, and administrative pressures and obstacles.

Abstract

This research examines the integration of spiritual intelligence in public administration and its impact on service innovation. Conducted in Malang City, East Java, the study employed a survey method targeting residents aged 18 years and above who have utilized public services from the local government. A stratified sampling method was utilized to select a sample of 355 individuals. The independent variables investigated encompass social intelligence, cultural intelligence, emotional intelligence, and intellectual intelligence, while service innovation serves as the dependent variable, with spiritual intelligence acting as a moderating variable. Data were gathered through closed questionnaires, subsequently validated and assessed for reliability using the Karl Pearson method and the Cronbach Alpha test. Subsequent data analysis was performed employing SPSS to ascertain validity and reliability, and Smart-PLS for further analysis. This research aims to scrutinize the relationship between spiritual intelligence and service innovation within the realm of public administration, aiming to contribute novel insights into the integration of spiritual intelligence in the advancement of more comprehensive and efficacious public services. The findings underscore that the integration of spiritual intelligence in public administration exerts a positive influence on service innovation, underscoring the significance of incorporating the spiritual dimension in the development of inclusive public services.

Abstract

  Musrenbangdes is a tool for planning rural development by involving active community participation, encouraging initiative and their role in development planning (Bottom-Up Planning). This annual forum aims to develop community initiative and active role in development planning in Karduluk Village. The aim of this research is to analyze how strategic planning is integrated in Musrenbangdes using John M. Bryson's strategic planning theory. This type of research is descriptive qualitative. This research method includes data collection through interviews with relevant stakeholders, direct observation, and analysis of documents related to development planning. The results of this research show that strategic planning in the Musrenbangdes in Karduluk Village is running quite effectively, but the results of the 2023 Musrenbangdes proposed program, which totals eight proposals, none of which have been realized, one of the program proposals that has a high level of urgency is asphalting village roads, but the proposal This was not realized the same as the previous year. The key role of village officials in identifying development priorities, overcoming problems and challenges and increasing the involvement of the Karduluk village community in the Musrenbangdes forum still needs to be strengthened. Efforts are needed to strengthen the ability of village officials to carry out development in villages more effectively, and community involvement can be increased in the development planning process through the Musrenbangdes forum.

Abstract

The downtown area is used as a benchmark in assessing the development of a city, including the downtown area of Lamongan Regency. However, the downtown area of Lamongan Regency has not been able to optimize the potential of public green spaces as a support for the city center according to the policy. The research aims to examine the implementation of spatial planning policies in the utilization of public green spaces in the downtown area of Lamongan Regency. This research uses a descriptive-qualitative method. The results show that the implementation of the policy on the utilization of public green spaces in the development of new public green spaces has a total development percentage of 7.7%, which does not align with the policy. Maintenance of public green spaces is carried out according to the maintenance standard operating procedure (SOP). It is recommended that the Environmental Agency of Lamongan Regency provide training based on the competence of employees, manage available funds efficiently, request additional needed budget, and conduct public awareness campaigns on public green spaces through information in mass media and social media

Abstract

Sugihwaras Village is a village located in Ngancar Subdistrict, Kediri Regency. A well-known agricultural commodity is pineapple with a typical mainstay product, namely "Kelud honey pineapple". In practice, Kelud honey pineapple traders are part of Micro, Small and Medium Enterprises (MSMEs) and as an aspect of Tourism Amenities to support tourism activities in the Mount Kelud Tourism Area. However, the government's objectives are still not in line with the management conditions of Kelud honey pineapple traders' MSMEs. Therefore, this research will describe how Kelud honey pineapple traders are managed as supporters of the Mount Kelud Tourism Area. This research uses a qualitative method with an exploratory descriptive approach. Data collection techniques use interviews, observation and documentation. Data analysis consists of data collection, data condensation, data presentation, and drawing conclusions. The results of the research show that (1) The management of Kelud honey pineapple traders is considered to be quite good in terms of potential, personal, operational, relationship and interaction management, (2) The obstacles encountered by Kelud honey pineapple traders are related to the provision of facilities, high purchasing prices and sales decreasing. (3) Efforts made by the government include organizing festivals and community training, but there is a need for capital assistance for traders.

Abstract

This study investigates the implementation of the Social Welfare Implementation Policy on the handling of vagrants and beggars in Sukabumi City by referring to the six perspectives of successful policy implementation according to Van Metter and Van Horn which include Policy Standards and Objectives, Utilization of Resources, Communication between Organizations that play a role, Characteristics of Implementing Agents, Attitudes of Implementers, Economic, Social and Political Environment in creating success. The method used was a qualitative study by conducting interviews with 3 informants from the Sukabumi City Social Service and then the results of the interviews were written descriptively in the form of words in accordance with the problems studied and the situation that was happening. The results showed that the implementation of this policy was considered quite good. Policy standards and objectives were followed in accordance with the Minimum Service Standards (MSS), while resource utilization, especially funding sources, still required more attention. Inter-organizational communication, characteristics of the implementing agents, and attitudes of the implementers are considered positive, with maximum support from the economic and social environment of the community. Nonetheless, communication complexity and some constraints, such as multiple commitments and program complexity, became barriers to implementation. The conclusion states that a supportive external environment can contribute greatly to successful implementation.
