Abstract

This study aims to describe and analyze the governance of village government affairs in Kuwolu and Pandanajeng Villages, Malang Regency. The concepts of Governance, Local Government, and Public Services are used in this study. The method employed is qualitative with interactive analysis. The results indicate that in decision-making processes regarding government affairs impacting basic needs, infrastructure, and village community empowerment, the regional government dominates, while the community and village government act as supporters. Furthermore, transparency and accountability tend to be administrative, demonstrated more to higher levels of government rather than to the affected village communities. This occurs because the Village Government has stronger compliance towards the regional and central government as task assigners rather than towards the village community. This condition influenced by the pseudo-government status and structure of the village administration. In conclusion, the governance of village government affairs is currently in transition and can be optimally implemented if the status and structure of the village government change to a small local autonomous.

Abstract

This research focuses on the governance of collaboration between government, private sector and civil society. In the process of social reintegration of children in conflict with the law (ABH) in Yogyakarta City. ABH have 3 (three) classifications, namely perpetrators, victims, and witnesses and all three are handled by different institutions. The research method used is descriptive qualitative. The research instruments were secondary data collection, interviews and focus group discussions. Secondary data collection is in the form of data processing of tasks and functions of stakeholders, Yogyakarta Decree No. 446 of 2022, and KPAID 2022 Year-End Report. In-depth interviews were conducted with DP3AP2KB, KPAID, and other institutions. While the data collection technique in the form of Focus Group Discussion was conducted at the SPPA Forum of Yogyakarta City. The purpose of this research is to describe the process of social reintegration and the collaborative governance process for ABH in Yogyakarta City. Broadly speaking, the collaboration dynamics of each stakeholder have been systematized, but the collaboration process still focuses on ABH perpetrators, while ABH victims and witnesses do not yet have a structured handling scheme.

Abstract

This study aims to analyze the effectiveness of the Direct Administration Service Program (Pelangi Adminduk) in Tegal Harum Village, West Denpasar District. This study uses a quantitative method, with a population of all households in Tegal Harum Village totaling 3,325 households. A simple random sampling technique was used, resulting in 357 households as the sample. Data were analyzed using research instrumentation tests and descriptive/efficiency. The research results indicate that: (1) The Pelangi Adminduk program in Tegal Harum Village is already effective, as demonstrated by organizational factors and high service recipient satisfaction; (2) The constraints affecting the effectiveness of the Pelangi Adminduk program include existing regulations and employee awareness; (3) Solutions to address these constraints involve (a) improving existing regulations to make them easier to understand and apply, and (b) enhancing employee awareness through intensive socialization.

Abstract

The aim of this article is to analyse and assess the impact of social assistance, economic diversification in poverty alleviation through public welfare. This type of research is exploratory quantitative. By using the PLS-SEM analysis technique in the SMARTPLS application, the analysis technique used is PLS Alogarithm, Boostripping, and Blindfolding. researchers investigate the impact between exogenous latent variables on endogenous latent variables. The results showed that there was an influence of exogenous latent variables on endogenous latent variables. It is known that the P-value is smaller than the value of 0.50 and the T-statistic value is greater than the T-Table value of 1.663 so that all hypotheses are accepted. The magnitude of the effect of government social assistance and economic diversification on poverty alleviation is 50.2% while the effect of government social assistance, economic diversification and poverty alleviation on community health is 60.7%. It can be concluded that social assistance, economic diversification plays a role in helping coastal communities in Palopo city to overcome poverty.

Abstract

The implementation of Satu Data Indonesia (SDI) is currently considered not to have reached the optimal levels of success. The primary focus of the research is on the Analysis of Collaborative Governance theory by Ansell and Gash in the implementation of SDI, with details divided into four sub-chapters of study aspects: (1) starting conditions, (2) facilitative leadership, (3) institutional design, and (4) the collaboration process. The research findings show that at the initial stage, the limitation of roles cause an imbalance of influence and power, which hinders commitment and participation between parties. Facilitative leadership in SDI is considered too narrow and not yet effective. This is due to the limited involvement between SDI sectors, restricted to intergovernmental collaboration without involving the private sector and universities. The institutional design shows that the implementation of SDI has been supported by various regulations. However, in practice, regulatory obstacles still exist in data exchange, especially to individual data, thus it is necessary to strengthening the SDI regulatory framework through legislation.  the involvement of the non-government sector in the collaboration process enhances the role of the private sector and universities in producing and processing data. This reduces the exclusivity of the role that the government has in SDI so that there is a balance of influence and increased participation between parties.

Abstract

The implementation of the COBIT (Control Objectives for Information and Related Technologies) framework is one of the effective approaches to improve the quality of Electronic Based Government Systems (EBS). This study aims to evaluate the implementation of COBIT 2019 in Tangerang Regency to optimize the quality of SPBE. The methodology used is a descriptive study with qualitative methods, involving interviews and observations as primary data collection techniques, and analysis of related documents as secondary data. The results showed that the implementation of COBIT 2019 was able to improve the efficiency and effectiveness of public services through better risk management, system integration, and improved information security. However, some aspects such as adjustments to the scale of the organization and technology adoption strategies still require further improvement. Thus, this study provides recommendations for improving technology adoption strategies and adjusting IT procurement models to suit operational and business needs in Tangerang Regency.

Abstract

This research tries to examine the possibility of central local fiscal dependency as the result of fiscal decentralization in Indonesia by revealing the influence of Vertical Fiscal Imbalance (VFI) on the fiscal sustainability at local government budgeting. It applies VFI, GDRP Percapita, Poverty, Human Development Index, and Unemployment Rate as independent variables and Fiscal Sustainability as dependent variables through the fixed effect model (FEM). The result of this research points out that the implementation of a sharing revenue mechanism under fiscal decentralization policy will provide particular beneficial for the region with plenty fiscal resources, however it would be a drawback for the rest region with less potential for fiscal revenue. The primary implication of this phenomenon is the high dependency between local governments especially with limited fiscal revenue potential to the central government transfer. In addition to the result, this research also identifies the possibility of moral hazard at the local government level due to the escalating amount of intergovernmental grants over the years.

Abstract

The Child-Friendly City (CFC) initiative aims to promote children’s well-being. Malang City has implemented the CFC program and received multiple awards for its efforts. However, public access to information on CFC-related literacy remains limited. This study analyzes the inclusiveness of CFC governance in Malang City using UNICEF's inclusive Good Governance indicators through a descriptive qualitative method. The findings reveal that Malang's CFC meets the required indicators, with evident participation from the government, private sector, media, NGOs, and the community. Nonetheless, challenges persist, including child marriage, malnutrition, and suboptimal use of children’s forums. These issues result from weak coordination and collaboration among institutions and stakeholders, highlighting the need for broader involvement to enhance the program’s effectiveness.

Abstract

Hospital pharmaceutical supplies account for 40% to 50% of total hospital revenue.High quality pharmaceutical services in hospitals can be used as quality and cost controls in hospital performance assessment.  The lean concept is one of the hospital management approaches to provide high-quality services. How is lean implemented in pharmacy installation? Based on this literature study, it was found that the most common waste in outpatient pharmacies was waiting, followed by overprocessing, defects, and motion. In inpatient pharmacy, the dominant wastes are defects and waiting. Lean tool interventions that can be used in this case include value stream mapping (VSM), 5S, spaghetti diagrams, and kanban. Some studies also recommend taking into account the number of human resources in pharmacy services and optimizing the use of SIM-RS. Kaizen in the hospital service process can be done by creating a PDSA cycle. This study concluded that lean management can improve the performance of outpatient pharmacy installations in hospitals in Indonesia. However, the exact effect of lean management on inpatient pharmacy installations is unknown due to limited literature sources.

Abstract

The gap between policy and reality in waste management in Makassar City is the main obstacle in achieving effective waste management goals. This research aims to analyze gaps in the implementation of waste management policies in Makassar City, with a focus on the differences between government motivation as outlined in laws or regulations and the reality of implementation in the field. A qualitative approach with a case study method was used to collect data through interviews, observation and documentation. The research results show that the performance of implementers in waste management in Makassar City is still far from the targets set in Government Regulation number 4 of 2011. The Environmental Service as a regulator is still lacking in implementing policies and supervision. Lack of public awareness, 3R-based waste management (Reduce, Reuse, Recycle) has not been implemented. The research found that there is a significant gap between policy and reality in waste management in Makassar City. The reasons include a lack of government commitment and capacity, low public awareness, and a less than optimal waste management system.
