Abstract

The aim of this research is to explore and analyze statistical data management and identify the role of Multi Helix in the statistical transformation process. This research uses a descriptive qualitative approach with 17 informants. to provide solutions to challenges in overcoming data problems at the national and sub-national levels as well as local government agencies. National Statistics Transformation aims to build national statistical governance and capabilities to produce quality national statistical data. The statistical data governance model used at BPS in managing BPS statistical data uses generic statistical business process model (GSBPM) to obtain quality data. At BPS, quality data and publications create a shared spirit of mutual trust that BPS is able to make publications that can be used by the wider community. Capacity for joint action requires strong understanding and harmonization between stakeholders. actors, as well as close relationships to determine the joint actions needed to achieve the desired goals.

Abstract

This study aims to evaluate the synchronization of the medium-term spatial utilization program in the Regional Spatial Planning (RTRW) of North Lampung Regency with the Regional Medium-Term Development Plan (RPJMD) of North Lampung Regency for the 2020-2024 period. The research method uses descriptive analysis and synchronization analysis of the five-year medium-term spatial utilization program with secondary data from the planning documents of the North Lampung Regency Government. The results indicate that the synchronization level of the medium-term RTRW program with the RPJMD during this period is relatively low, with 42% of the programs experiencing suboptimal synchronization. The primary causes of this low synchronization are the lack of socialization and the limited involvement of implementing agencies in the drafting process of spatial planning and development documents.  Policies that can be implemented by the Government of North Lampung Regency to improve this synchronization include conducting training for employees related to SPPR and providing an understanding of SPPR to regional heads.

Abstract

The policy on the utilization of State-Owned Assets (SOA) in the form of land and/or buildings opens up opportunities for the public to use these assets for business ventures. The policy for utilizing SOA is regulated under the Minister of Finance Regulation No. 115/PMK.06/2020 on the Utilization of SOA. Notably, there is a provision that offers a tariff reduction for the use of SOA for ultra-micro, micro, and small enterprises (UMMS). This research aims to examine how the policy on tariff reductions for SOA utilization is implemented for UMMS. The study was conducted using a qualitative method. The research reveal that the implementation of the policy is underway, though some improvements are needed. Analysis of four key factors for the successful implementation identifies three main challenges: tax compliance, a shortage of human resources, and limited access to information on the availability of SOA land and/or buildings that can be utilized.

Abstract

This research aims to explain how performance-based budgeting is implemented at Ditjen SDPPI. The Policy Implementation Model by Edward III (1980) is used as an analytical tool to describe the implementation of performance-based budgeting at Ditjen SDPPI using secondary data from the 2023 SPIP and SAKIP assessments. The results of this study show that in the implementation of performance-based budgeting at Ditjen SDPPI, there are significant challenges related to formulating objectives and performance indicators that comply with SMART criteria. The lack of integration between planning and budgeting, as well as the inability to utilize performance measurement results as a basis for budget adjustments, has caused gaps in achieving strategic goals. The 2023 SPIP and SAKIP assessments indicate that although there has been progress in planning and performance management, improvements in communication, bureaucratic restructuring, and enhancement of human resource competencies are needed to optimize the implementation of performance-based budgeting at Ditjen SDPPI.

Abstract

The difficulty of handling waste in Indonesia can be found in big cities such as Yogyakarta.  Thus, there is an urgent problem in waste handling and management. This research aims to explore the dynamics of waste problems in Yogyakarta Province as well as alternative solutions using Multiple Perspective Analysis. The method used is qualitative, using secondary data sources and literature studies. The results found are the waste problem in Yogyakarta caused by many factors ranging from conflicts between policy implementers, poor synchronization between governments, lack of budget, technology, adequate facilities, and public awareness to be responsible for the waste produced. Additionally, Yogyakarta local government has not been able to take firm action against companies that produce products with plastic materials that are difficult to decompose. Therefore, implications of this study for a sustainable waste management system that requires effective leadership from the government, efficient infrastructure, and coordination between multi-stakeholders.

Abstract

The development of historical tourism areas such as Kampung Peneleh in Surabaya, which includes notable sites like the Peneleh Dutch Cemetery and the Birthplace of Bung Karno, has become a strategic priority to preserve cultural heritage and promote local economic growth. This area has been designated as a cultural heritage site through Surabaya City Regulation No. 1 of 2024. However, the implementation of development policies continues to face challenges, including limited funding, low community participation, and weak coordination among stakeholders. This study aims to analyze policy implementation using a literature review method based on Grindle's theory, with a PRISMA-based approach applied to 40 references. The findings identify four key factors for successful policy implementation: clarity of objectives, availability of resources, community involvement, and effective coordination. Nevertheless, the lack of adaptive local strategies and inadequate monitoring and evaluation mechanisms remain significant challenges. The study recommends formulating clear performance indicators, strengthening public-private partnerships, digitalizing promotional efforts, and enhancing community participation to support cultural preservation, economic growth, and sustainable development.

Abstract

The purpose of this study is to describe the accessibility of health services in the Kangean Islands so that they can be evaluated for local government. Researchers analyze the accessibility using 5 (five) components, namely availability, accommodation, affordability, acceptability, and distance. This research uses a qualitative descriptive approach by analyzing the related health services in the Kangean Islands from an accessibility perspective. Data collection was carried out by interview, observastion, and documentation. Some of the sources include important sources that are considered related, namely the Head of the Sumenep District Health Office, the Head of the Health Center, the local community and several parties involved in health services in the Kangean Islands. The results showed that: the availability of health services in Kangean Island is still limited. The challenge of health services in the Kangean Islands is related to geographical conditions, which causes limitations for the community to provide health services. So far, insurance services, especially BPJS, have not covered the entire population. The provision of health services in the Kangean Islands has been carried out as much as possible, but in the end the efforts made did not meet the expectations of the people in the Kangean Islands due to the existing limitations.

Abstract

This article reviews various forms of public policies in the agricultural sector that have been implemented, along with the factors influencing their implementation in several regions of Indonesia. Referring to the provisions stipulated in Pasal 23 Ayat 1 of Undang-Undang Nomor 6 Tahun 2023, the central and regional governments, in accordance with their respective authorities, are mandated to sustainably increase productivity in the agricultural sector to achieve food security. Based on the literature review, the forms of public policies implemented by the government include: (1) Food estate, (2) Kostratani, (3) LP2B, (4) AUTP, (5) Subsidized fertilizers, and (6) Millennial farmer programs. The factors influencing the implementation process are: (1) communication, (2) interests, (3) socialization, (4) resources, and (5) the environment. It is recommended that future policy formulation processes prioritize analysis based on regional suitability, strengthen communication between stakeholders through socialization efforts, focus group discussions (FGDs), and public hearings, improve the quality and quantity of implementing human resources, and provide training and guidance for target groups (farmers) to enhance their understanding and perceptions.

Abstract

This study examines public perception of the Free Lunch program in Indonesia using Text Network Analysis (TNA). This research method uses a qualitative approach using the Infranodus platform. The use of Text Network Analysis helps identify key themes, relationships between ideas, and emotional patterns that emerge from audience responses. By analyzing public perception from the YouTube platform, this study found that perceptions of the free lunch program were divided between neutral, positive and negative. The results of the analysis through the Infranodus platform show that the majority of people on the media stated that they were neutral towards this program, namely 78%, with positive sentiment of 16% coming from social and health benefits, while negative sentiment of 6% was related to concerns about implementation and transparency. The majority of people in the comments column stated that they were neutral towards this program, namely 76%, with positive sentiment of 13% coming from the fields of direct benefits, social, education and health. While negative sentiment of 11% was related to concerns about the sustainability of the program and potential problems in its implementation. The results of this study are expected to help open insights in improving communication and strict monitoring for efficient and effective implementation.

Abstract

This research was motivated by the devastating impact of Covid-19 global pandemic towards the daily lives of transgender individuals in North Sumatra. The aim of this research is to capture the reality of how far the government has protected and aided transgender people through various policies that have been launched from April 2020 to October 2021. By using a qualitative approach this research combines data collection from in-depth interviews and literature studies. The authors find that transgender people in North Sumatra are heavily relying on the evident solidarity and meaningful initiatives from their respective communities in order to survive during this horrible pandemic. Therefore, we argue that the so-called public policies from the North Sumatran government at all levels, including Covid-19 vaccination distribution scheme, have failed to fulfill the urgent needs of the transgenders.
