Abstract

Harmonization of state administration and analysis of public services in the concept of good governance are very relevant topics in the context of public administration reform in many countries. Good governance emphasizes the importance of transparency, accountability, public participation, good rule of law, as well as efficiency and effectiveness in administering government. Harmonization of state administration refers to efforts to align various components of public administration so that they work efficiently and effectively in achieving government goals. This includes good coordination between government agencies, clear division of tasks, and integration of administrative processes to avoid overlap and promote optimal use of resources. Implementing the concept of good governance in public services requires commitment from the government and related parties to carry out reforms in the public administration system. This includes developing policies that support transparency and accountability, increasing the ability of institutions to provide quality services, and increasing community participation in decision making. Although the concepts of good governance and harmonization of state administration offer a strong framework for improving public service performance, their implementation is often faced with challenges such as corruption, lack of resources, and resistance to change from the parties involved. However, with a strong commitment from all relevant parties, it can be hoped that public administration reform can produce better, more efficient and more inclusive public services for all citizens.

Abstract

Unmanned Aerial Vihicle (UAV) is a tool used to monitor oil palm land, from the beginning of the growth period so that it can be monitored which parts of the plantation land have fertile (growing perfectly), less fertile (growing but not perfect), or not growing at all. The orthophoto image produced by this UAV can be processed using Matlab, to distinguish fertile, less fertile and non- growing oil palm plants using the Gray Level Co-Occurrence Matrix (GLCM) method based on four parameters with gray degree directions of 0°, 45°, 90°, and 135° with 30 image samples. The four parameters are Contrast, Correlation, Energy or Entropy and Homogeneity. The results of image processing using the GLCM method are recalculated with statistics to map fertile, less fertile and non-growing areas. From the statistical results, the range value for the 0o contrast area is 7.7635, 45o contrast is 14.2758, 90o contrast is 8.2313, 135o contrast is 12.5904. The 0o correlation range value is 0.1998, 45o correlation is 0.3625, 90o correlation is 0.1729 and 135o correlation is 0.7310. The value range for 0o energy is 0.1137, 45o energy is 0.0965, 90o energy is 0.0988, 135o energy is 0.4215. The value range for 0o homogeneity is 0.2964, 45o homogeneity is 0.2870, 90o homogeneity is 0.2553 and 135o homogeneity is 0.2755

Abstract

Corruption has been proven to weaken democracy, hinder access to justice, and undermine fairness and equality in society. Despite efforts to combat corruption, the global Corruption Perception Index (CPI) remains concerningly low, with Indonesia's CPI score stagnating at 34. A significant challenge in Indonesia's fight against corruption is the lack of criminalization of specific corrupt practices, such as illicit enrichment. Illicit enrichment, defined under Article 20 of the United Nations Convention Against Corruption (UNCAC), involves the significant increase in the assets of a public official that cannot be reasonably explained by lawful income. This research explores the harmonization of Pancasila principles with the formulation of illicit enrichment offenses to strengthen Indonesia's anti-corruption framework. This research utilizes normative legal methods by adopting statutory, conceptual, comparative, approaches. The nature of this research is descriptive-prescriptive. The data that has been collected is analyzed using the content analysis method. The analysis reveals that Indonesia's stagnation in the CPI score reflects deep-rooted systemic issues, including inadequate enforcement of anti- corruption laws and lack of transparency. The absence of specific legal provisions targeting illicit enrichment allows corrupt officials to amass unexplained wealth without facing legal repercussions. Aligning anti-corruption measures with Pancasila principles, such as justice, humanity, unity, democracy, and social justice, is essential. These principles support the need for stringent asset declaration regulations, transparency, and accountability. Criminalizing illicit enrichment would enhance legal frameworks, close loopholes, and promote integrity in public service. By integrating Pancasila values into anti-corruption legislation, Indonesia can create a more just, transparent, and equitable society.

Abstract

The issue of protecting children born outside of marriage is still a crucial legal problem in the legal system in Indonesia. This research aims to identify the philosophical, sociological, and juridical foundations for protecting the civil rights of children born outside of marriage and how Islamic law uses the principles of maqashid al-syariah to provide a comprehensive legal solution to increase legal protection efforts for the civil rights of children born outside of marriage. This research uses normative legal research methods and analyzes the legal problems of this research from the perspective of maqashid al-syariah. The findings show that the protection of the civil rights of children born outside of marriage does not yet have a strong philosophical, sociological, and juridical basis. As one of the legal systems in the legal system in Indonesia, Islamic law regulates that the absence of a birth relationship between children born outside of marriage and their biological father is a form of justice in maintaining the honor and sanctity of every child born. The negative stigma towards children born outside of marriage is only a domino effect from the view of society which considers the act of adultery committed by both parents as a depraved and vile act. Even though children born outside of marriage are not related by birth, their biological father still has a legal obligation to provide support and inheritance through a will or mandatory testament as a form of ta’zir punishment. This is following the principles of Maqashid al-Syariah to maintain religion (hifz al-din), soul (hifz al-nafs), and descendants (hifz al-nasl).

Abstract

In the era of globalisation and intense business competition, legal risk management is one of the main keys to ensuring the sustainability and success of a company. The study in this research uses the literature research method. The research found that the four strategies are interrelated and must be implemented simultaneously to achieve effective legal risk management. Firstly, the study revealed that the presence of a solid compliance programme is an important basis for identifying and managing legal risks. Next, it was found that technology integration helps in monitoring compliance and reacting to legal changes faster. Collaboration with legal and technology experts was found to not only provide access to specialised insights on the latest regulations, but also help in devising effective strategies to address legal risks. Finally, building a culture of compliance at all levels of the organisation is necessary to ensure successful implementation of legal strategies. The research concludes that, through the implementation of such a set of strategies, companies can reduce legal risks and their implications, help maintain reputation, and increase stakeholder trust. Hence, a comprehensive approach to legal risk management is necessary to facilitate sustainable business growth in an uncertain environment.
