Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

UK is one of the countries that requires wood for the purpose of using both for structural and non-structural buildings. The high demand for wood has forced UK to ask Indonesia to continue to supply its wood needs. However, illegal logging has become a problem for the forestry sector in Indonesia which has caused many losses, ranging from the unstable timber market industry, the deteriorating economy, and the increasingly unsustainable state of the forest. This made the UK formulate a foreign policy for Indonesia by creating a cooperation scheme through the Multistakeholder Forestry Program. Based on this, the author aims to explain the UK's interest in establishing cooperation with Indonesia through the Multistakeholder Forestry Program in combating Illegal Logging. This paper will focus to explain and analyze the cooperation formed between UK and Indonesia in minimizing the illegal timber trade. This study uses qualitative methods with data collection through secondary sources. This study uses the theory of Neoclassical Realism by looking at the internal and external factors of the UK. The results of this study indicate that the cooperation between the UK and Indonesia has been able to improve forest governance in Indonesia and the UK can easily obtain legal and safe timber.Keywords: Illegal Logging, Cooperation, MFP, Indonesia, UK.

Abstract

The United States and Pakistan have decided to establish a counter terrorism cooperation since the 9/11 incident. This cooperation was initiated by President George Bush as an effort to fight the terrorists. The United States uses drone attacks in counter terrorism operations because they considered drone as a very effective weapon to reduce the number of victims in an arm conflict. The counter terrorism operations was implemented again during the administration of President Barack Obama. Since elected as president, President Barack Obama increased the number of drone attacks in counter terrorism with a targeted killing strategy. The cooperation which initially went well then experienced high tensions due to drone attacks that killed thousands of people in Pakistan. Drone attacks really affected the relations between the United States and Pakistan during the President Barack Obama’s administration. The result of this research indicated that drone attacks affected the relations between the two countries, the tensions between the United States and Pakistan were generated by the high number of drone attacks.

Abstract

The deforestations and forest degradations in Indonesia have a global impact as they havebeen held responsible in increasing the amount of world carbon emissions. Thegovernment of Indonesia actively participates in many efforts combating the problem, oneof which materialiazed throughthe initiation of bilateral cooperation between Norway andIndonesia under the scheme of REDD+ (Reducing from Deforestations and ForestDegradations), where Norway plays role as donor and Indonesia becomes the recipientcountry.This particular cooperation could be well explained by utilizing the approach ofConstrutivism. Following the constructivists’ stand point, the Norwegian action in givingdonor to Indonesia isseen inseparable from Norway’s identity as a ‘green actor’ whoincludes environment as one of the primacies among her foreign policy priorities.

Abstract

This research aims to explain Germany’s compliance with the ICERD in its efforts to eradicate racial discrimination in Germany. Racial discrimination is one of the problems that has ingrained in Germany. An increase in immigration flows in the past few decades has led Germany to a fear of an increase in racial discrimination activities in Germany. This prompted the Federal Government of Germany to take efforts in eliminating racial discrimination through the ICERD where these efforts have been regulated in the indicators that are listed in the ICERD. This research uses compliance theory in analysing Germany’s compliance with the ICERD. This research tries to explain the relevance of ICERD in Germany’s efforts to eradicate racial discrimination. This research also tries to explain the efforts of the Federal Government of Germany in complying with the ICERD and its compliance level. At the end of this paper, the author presents the results of this research which reveals that ICERD is still relevant in the fight against racial discrimination in Germany. Moreover, this study also reveals the Federal Government of Germany’s treaty-induced compliance with the ICERD.

Abstract

The theme of this research is the effort and effectiveness of BNP2TKI role in Preventing Human Trafficking TKI in Malaysia 2010-2013. This research uses the concept of human trafficking to describe human trafficking of Indonesian migrant workers in Malaysia. This research, found that the efforts of BNP2TKI in preventing human trafficking of Indonesian migrant workers in Malaysia 2010-2013 are conducted by advocacy and law enforcement, labor protection in pre-placement, placement and post-placement period. In addition, BNP2TKI conducted computerization, as well as coordination with domestic agencies and cooperation with various international actors, including INCB, ILO and IOM. The role of BNP2TKI in dealing with Indonesian human trafficking issues in Malaysia has shown good achievement, although it can not be a fundamental solution. This is marked by decrease in cases, optimization of service standardization to system automation.

Abstract

Bride trafficking is a phenomenon in China where women from outside of China, such as Myanmar, Vietnam, Cambodia, Laos, even Indonesia become the victims of human trafficking to become brides against their will. The traffickers, disguised as marriage brokers lure the victims by promising them a well-paid jobs and better life compared to their life and job at home countries. A question then rises: how is the Chinese’s government effort in tackling bride trafficking? This research seeks to answer how is the Chinese’s government effort in tackling bride trafficking with the theory of International Cooperation. The argument of this research, the efforts done by Chinese’s government are cooperating in bilateral, multilateral and regional levels. The result of this research shows that the efforts taken by Chinese government to tackle bride trafficking are cooperating in bilateral level with Indonesia and Vietnam; acceeded UN Trafficking in Persons Protocol in multilateral level; and signed the MoU with Mekong countries in regional level. This research suggests for the Chinese government to strengthen the cooperations in order to narrow the space for the bride traffickers. Another suggestion, aimed for the future research is to pay more attention on the efforts to save the trafficked brides and their welfare after being released from the trafficking situation. This research uses qualitative research methods and data collection is done through literature study, from books, journals, articles, and websites.

Abstract

Japan's participation in World War II against allies encouraged Japan to carry out aggression in East Asian and Southeast Asian countries, including Indonesia. After the Japanese landing in Indonesia on 1942, the Japanese military carried out various policies, one of it was sexual slavery or jugun ianfu. Thousands of Indonesian women were made into Japanese military sex slaves. Women's International War Crimes Tribunal (WIWCT) on Japan's Military Sex Slavery was held in 2000, which judge 10 Japanese war crimes defendants. Jugun ianfu is a systemic crime organized by the Japanese military. This study aims to explain the driving factors of the Japanese Military in committing war crimes against Indonesia in the form of sexual slavery during World War II 1942-1945. This study using historical research method and the library search for data collection. Organizational Culture theory of Constructivism will be used to explain the driving factors of Japanese military commit sexual slavery. This study found that what prompted the Japanese military to commit sexual slavery in Indonesia was influenced by two factors. First, the Japanese military doctrine that is the Imperial Rescript Armed Forces which demanded military compliance with all orders from the Japanese Emperor. Secondly, the doctrine of the Japanese Emperor who ordered the establishment of the jugun ianfu system itself, so that the Japanese military carried out the establishment of a jugun ianfu system in its occupying countries, including Indonesia.

Abstract

Aksi terorisme pada 11 September 2001 yang menelan 3000 korban jiwa di AmerikaSerikat dan bom Bali di Indonesia pada 12 Oktober 2002 telah mengubah pandanganmasyarakat terhadap terorisme. Terorisme identik dengan agama khususnya Islam. Tidaklain karena teror-teror tersebut diklaim dilakukan oleh kelompok Islam Al Qaeda danJamaah Islamiyah. Selain bom Bali, pada periode tahun 2000 hingga 2009 juga terjadirangkaian aksi terorisme di Indonesia yang dilakukan oleh kelompok Islam. Namun,memasuki tahun 2010 hingga 2015, terjadi aksi-aksi teror yang berbeda dari periodesebelumnya, baik dari segi sasaran maupun pelaku-pelaku yang terlibat. Oleh sebab itu,rumusan masalah dalam penelitian ini adalah untuk mengetahui apakah telah terjadipergeseran orientasi gerakan terorisme di Indonesia dan apakah orientasi saat ini tetappada orientasi agama atau telah berubah menjadi berorientasi lain. Teori yang digunakandalam penelitian ini, yaitu The Four Wave of Modern Terrorism, Teori PemberontakanManusia, Teori Kemunduran Terorisme dan The Lone Wolf Terrorism. Penelitian inibersifat eksplanatif dengan metode observasi, wawancara dan dokumentasi di lapanganterhadap mantan teroris sebagai data primer, dan didukung sumber data sekunder berupastudi literatur sebagai bahan pendukung. Hasil yang diperoleh dari penelitian inimenunjukkan bahwa telah terjadi pergeseran orientasi gerakan terorisme di Indonesiaberupa munculnya lone wolf terrorism dan merebaknya paham takfiri yang memecah belahkelompok teror di Indonesia.

Abstract

Countries in East Asia have fluctuating relationships. Various issues cause conflict betweenthese countries and their allies such as the United States. One of the issue that remain becomea problem is historical issue related to comfort women. This problem involves South Koreaand Japan as the main actors. Often there are tensions between the two countries because ofthis issue. The comfort women issue has also caused several agreements to fail. South Koreanvictims, government, and activists continue to seek official recognition and requests from theJapanese government. Park Geun Hye, has actively criticized and pressured the JapaneseGovernment just as the previous presidents had done. However, Park changed his attitude byagreeing to the “final and irreversible” 2015 Agreement on the issue of comfort women. Thisraises pros and cons among both the government and the people of South Korea itself. Thepurpose of this study was to determine what influenced Park's changes in attitude and policy.To analyze the effect of the policies taken, this study uses an international systems approachand offensive realism theory.

Abstract

Qatar as a small and wealthy country in the Persian Gulf was being hit by serious diplomatic crisis in the past 2017. The Crisis began when Saudi Arabia, Uni Arab Emirat, Bahrain, and Egypt (named as anti Qatar-quartet) accused Qatar for supporting terrorist group and Its alliance with Iran by doing blockade and terminated their diplomatic relations to Qatar. Some resolution efforts have been made to solve the conflict which happened inside the GCC. It was failed, included mediation from Kuwait. This conflict resolution efforts were leaving 13 demands from anti-Qatar Quartet that hurting the independence and sovereignty of Qatar, especially the demand of shutting down Al-Jazeera, to cut relations with Ikhwanul Muslimin and Iran. The real problem started when Qatar rejected those 13 demands and contrary has strengthening  its alliance with Iran. The purpose of this research is to explain what are the driving factors of Qatar to take the political risk by strengthening its alliance with Iran rather than recovering its diplomatic relations with anti-Qatar Quartet by comply the 13 demands. The main argument of this research believes that Qatar as a small country is being weakened by the strong power of quartet. It causes the imbalance of power between them so Qatar choose to strengthens its alliance with Iran to increase its power in the crisis to confront the power of anti-Qatar Quartet threats. This research is analyzed using the concept of bandwagoning in the theory framework of neo-realist’s balance of power with qualitative descriptive research methods by using interview and literature review. The Qatar’s alliance strengthening with Iran will be explained by four factors based on theory analysis, such as: security factor, the inefficiency of GCC’s factor, The Trump’s factor and the LNG’S factor. The result is proved that the bandwagon effort of Qatar to Iran in the diplomatic crisis 2017 became the strategic solution for Qatar. In the end Qatar were able to survive and obtain its own security.Together with Iran, Qatar managed to increase its power to face the threats of Anti-Qatar Quartet and keep surviving in the regional structure.
