Journal of International Relations Diponegoro
Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Selat Malaka yang merupakan jalur strategis yang berada dibawah kedaulatan tiga negaradi Asia yaitu Indonesia, Malaysia dan Singapura, sangat rentan dengan berbagai aksikejahatan. Indonesia , Malaysia dan Singapura, yang merupakan littorial states atau dalamistilah lain dari negara pantai, yaitu negara- negara yang memiliki suatu kawasan yangsama, dan bertanggungjawab penuh terhadap segala hal yang terjadi di kawasan tersebut.Penelitian ini untuk mengetahui pengawasan wilayah laut di Selat Malaka dalam perspektifIndonesia pada kerjasama Malacca Strait Sea Patrols Tahun 2011 – 2013. Menggunakanpendekatan pilihan rasional yang dalam kerjasama MSSP terlihat melalui SingaporeStatement, barulah littoral state Selat Malaka dapat bekerja sama dalam satu kesepahamanframe untuk menjaga keamanan Selat Malaka. Apabila littoral state di Selat Malaka lalaiatau gagal untuk melaksanakan tanggung jawabnya menjaga keamanan, makamemungkinkan adanya intervensi dari negara lain yang berkepentingan (intervensiinternasional).

Since decades ago, space has been one of the final frontiers for any nation to promote their technological achievements. The race to reach the space, which started since the cold war, now has started to entering a whole new level. Right now, those nations not only competing on their own technological advancement, but also, they’ve started trying explore and exploits the Space itself. Many big nations have started to improve their tech to grab this new area fulfilled with lot of economic potential. Using the Offensive Realism as its theoretical foundation, this research tries to analyze United States policy regarding the Outer Space, especially seeing United States trying to be the key player. The establishment of Military instances which focused on outer space and also the creation of law about outer space commercialization become the main proof that United States trying to dominate the leadership on this new Space Race.

This research aims to explain role of the Directorate General of Customs and Excise inpreventing cross-country methamphetamine smuggling from Malaysia to Indonesia from2012-2016 at the cross-border post in Entikong Sub-district, Sanggau District, WestKalimantan Province (PLBN Entikong). The method used in this study is qualitative withthe type of descriptive research. The results of this study explain that the role of theDirectorate General of Customs and Excise in preventing cross-country methamphetaminesmuggling from Malaysia to Indonesia from 2012-2016 at the cross-border post inEntikong Sub-district, Sanggau District, West Kalimantan Province (PLBN Entikong) is asa border protector by implementing various preventive actions based on Indonesia'snational interests in the field of security, economy and health.

Data menunjukan hasil bahwa di tahun 2020 jumlah aktivitas terjadinya perkawinan anak di bawah umur di Indonesia berjumlah 1,781,000. Angka ini membawa peringkat Indonesia ke dalam sepuluh besar negara dengan keberadaan perkawinan anak terbanyak di dunia. Indonesia adalah salah satu negara yang turut meratifikasi Convention on The Rights of the Child. Penelitian ini berusaha mengangkat fenomena dan literatur menyangkut keberadaan aktor non-negara dan signifikansinya dalam politik internasional, serta proses aktivitas advokasi transnasional mengenai isu perkawinan anak. Yes I Do adalah program buatan oleh PLAN International dan Rutgers Indonesia yang dilaksanakan dalam periode waktu 2016 sampai 2020. Program ini dikenal dengan berbagai aktivitas yang dilakukan dalam bentuk kerja sama dengan berbagai aktor domestik lainnya dan prestasi yang diakui pemerintah setempat. Lombok Barat dikenal sebagai salah satu wilayah Indonesia dengan angka perkawinan anak yang tinggi terutama dengan keberadaan kebudayaan lokal ‘merariq’. Melalui Teori Transnational Advocacy Networks (TANs) penulis akan menganalisis strategi jaringan aktivisme di Yes I Do terhadap fenomena perkawinan anak di Lombok Barat, serta hasil pengaruh program ini dalam membawa tekanan kepada pemerintah daerah mengenai keamanan bagi anak dan aktor negara disekitarnya.Data has shown the result that in 2020, number of activities for child marriage in Indonesia make a total to 1,781,000. This figure brings Indonesia's ranking into the top ten countries with the most child marriage activities in the world. It is acknowledged that Indonesia has ratified Convention on the Rights of the Child. This study seeks to raise phenomenon and literature regarding the existence of non-state actors and their significance in international politics, as well as the process of trans-national advocacy in the issue of child marriage. Yes I Do is created by PLAN International and Rutgers Indonesia which was carried out from 2016 to 2020. This program is known for the various pursuit to build collaboration with various other domestic actors in addition of the achievements recognized by the local government. This program takes three regions of Indonesia one of it which is West Lombok. West Lombok is known as one of the regions of Indonesia with a high number of child marriages, especially with the presence of the 'merariq' culture. Through Transnational Advocacy Networks (TANs) theory, the author will analyze the strategy of advocacy networking in activism by Yes I Do with the phenomenon of child marriages in West Lombok, moreover is the implications of this program regarding security for children.

France is the fourth largest immigrant recipient in Europe and most of them areMuslim. Thus, France is currently ranked as the largest number of Muslim in Europe. Thiscauses domestic social and political conflict in the form of violence and discrimination knownas Islamophobia. This study aims to analyze on how the emerge of Islamophobia became adomestic threat through France immigration policy. Through the concept of linguisticconstructivism and securitization theory, this study try to analyze the development ofIslamophobia in France. This study argues that France pressure group and political eliteplay an active role in the process of politicizing Islamophobia as a security issue, so thatIslamophobia institutionalized by the France government into France immigration policysuch as prohibition of religious symbols and immigrant restriction. However, it is found abottom-up securitization process influenced by the public opinion.

The conflict between India and Pakistan has occurred before independent both of those countries, then continued until they involved in complex pattern of conflict. The development of information and communication technology has influenced on developments leading to cyber conflicts. This conflict makes the perception of India's national security needs to be revised again. In this study, writer discusses Indian cyber security after the Pakistani cyber attack, and looks at India's actions in the cyber attack. This research uses a qualitative method using descriptive. Using Barry Buzan's security theory where individuals and states can be subject and object of reference. The results showed that cyber attacks from Pakistan led to India's critical infrastructure (CI), the existential threats in this case not physical but as cyber. The perception of cyber threats from Pakistan regarded India as confrontation to deal with conflict. Based on this perception has a significant influence of act the of Indian cyber security. Then the writer also looks at Indian national security measures involving nonstate actors involved in cyber conflicts with Pakistan.

Since the last two decades in the 20th century, the European Union (EU) has presented itself as a leader in climate change issues. The leadership manifested in the formation of the European Union Emission Trading Scheme (EU ETS) as an effort to fulfill the commitments of the Kyoto Protocol to reduce emissions in the region. But the existence of the EU ETS has been challenged by the emergence of carbon credits hacking case in some national registration systems in the EU ETS. This study discusses the implementation of cyber security in the European Union which has not been able to prevent the occurrence of carbon credits hacking in 2010-2013. This study uses the collective identity and role identity concepts of constructivism. Collective identity explains the implementation of cyber security in the EU, while the role identity explains the effect of EU leadership on the issue of climate change. The results show that the collective identity of cyber security in the European Union has a systemic and strategic issue namely the lack of homogeneity of the implementation of the policies and the lack of perception of the cyber-attacks as a common threat. The EU itself tends to focus on achieving the emissions reduction commitments through the market mechanism in the EU ETS.

The normalization of diplomatic relations between the UAE and Israel in 2020 is an event that has shocked the international community. As we know that the UAE and Israel have a not good history in international relations. Therefore, the normalization of relations is a big step for the foreign policy of the two countries. The normalization of diplomatic relations between the UAE and Israel gave birth to an agreement known as the Abraham Accords. This agreement is the basis for relations between the two countries which contains points of cooperation that will be carried out. The change in policy made by the UAE in normalizing this relationship is a characteristic aspect of global political dynamics. The UAE's national interest is one of the factors considered the reason for the normalization of diplomatic relations to occur. So the purpose of this study is to analyze the UAE's national interest in normalizing relations with Israel and the level of urgency of these interests. This research will use the National Interest Concept in the form of a National Interest Matrix. Based on the research conducted, the main argument of the author is that the normalization of diplomatic relations carried out by the UAE with Israel cannot be separated from the national interests of the UAE.

This thesis discuss the phenomenon of Indonesian Female Migrant Worker in Hongkong who recruited and radicalised by ISIS group network in 2014 to 2016. This research aims to analyze why ISIS group network recruit and radicalise Indonesian Female Migrant Worker in Hongkong in 2014 until 2016. This research is an explanative research type that use qualitative method by collecting data from primary and secondary source by doing interview and collecting data from book, journal, report and mass media. The range of this thesis is from 2014 to 2016. This thesis elaborate recruitment and radicalisation concepts, New War Theory and woman and terrorism perspective as the tool of analysis. This thesis resulted in the factors that push ISIS to recruit and radicalise Indonesia Female Migrant Worker from 2014 to 2016. That factors including (i) social and environmental condition of the Indonesian Female Migrant Worker itself, (ii) internet convenience of Indonesia Female Migrant Worker in Hongkong, (iii) economic factor and (iv) gender factor.

Laos located in The Greater Mekong Sub-Region (GMS). Because of its nature of crosscountry, Mekong River flows through Laos used as a gate of entry and exit of humantrafficking in Laos. Laos is a source country of human trafficking for women and children.Lao Women and Children are trafficked for sexual and labor exploitation. Furthermore,Laos is a transit country for victims trafficked from Vietnam to Thailand. Laos also is adestination country for women who are trafficked from Vietnam for sexual exploitation.Because of that, Laos cooperates with Vietnam for combating human trafficking containedin “Agreement between the Government of the Lao People’s Democratic Republic and theGovernment of the Socialist Republic of Vietnam on Cooperation in Preventing andCombating Trafficking in Persons”. The purpose of this study is to determine thecooperation is effective or not. Explanative type is use on this research to explain theeffectiveness of the agreement between the Government of the Lao People’s DemocraticRepublic and the Government of the Socialist Republic of Vietnam on cooperation incombating human trafficking in Laos. The result of this research shows that this agreementis not effective in combating human trafficking in Laos because there are other factors thattake effect in reduction of human trafficking in Laos.
