Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

Indonesia is the largest archipelago country in the world and consists of 17,504 islands. In July 2017 through the Coordinating Ministry for Maritime Affairs (Kemenko Maritim), Indonesia launched a new map of the Republic of Indonesia. Changes and improvements have occurred in some parts of the Natuna waters into the North Natuna Sea which is still included in the Indonesian Exclusive Economic Zone (EEZ). This study aims to provide an understanding of the impact of the North Natuna Sea policy on Indonesia-China Bilateral Relations and provide an explanation of how Indonesia's bilateral relations are related to violations and overlapping territories that occur in the North Natuna Sea. This research uses qualitative research methods with descriptive research type. Furthermore, this study uses the concepts of International Relations, Bilateral Relations and Diplomacy. The results of this research in the political field are that Indonesia and China agree to jointly maintain the stability of the LCS dispute area by strengthening each other's military. While in the economic field, both agreed not to include conflicts over regional sovereignty, which might disrupt bilateral relations in both investment and trade.

Abstract

This study aims to determine the persistence of counterfeiting in China which is also calledshanzhai in Hu Jintao regime. This study also provides an overview of the factors thataffect the persistence of counterfeiting or shanzhai in China. This study uses the theory ofconstructivism, which draws conclusions and from the data collected in the field. Theresults of this study indicate that in the regime of Hu Jintao, a change in the role of newidentity in China is a capitalist communist who will create a policy that gave birth shanzhaiin China. And the norm adopted by the Chinese community is Confucianism which latercan affect the counterfeiting in China. In the norms of Confucianism adopted by thisChinese society, do not prohibit the existence of counterfeiting due to counterfeiting issomething that does not violate the norm. Thus, both of these have an effect on the lessefficient and less effective enforcement of intellectual property rights in China.

Abstract

Technology has been present and has become an essential part of every human activity. The magnitude of the involvement of technology creates dependency and encourages countries to make technology one of the critical elements of the state. Today, most modern services rely on space-based technology to operate, which makes space an essential domain for the country. Although the United States still dominates space, China's emergence as a new power is causing concern for the United States. The accumulation of power as proof of state competency took place between these two countries. This article uses a literature study method where the data source is obtained from primary and secondary data. The result of this study is to present evidence that the United States' fear of China's rise in space is the result of US policy itself. This paper highlights three key moments that show how US policy has contributed significantly to the rise of its rival, namely China.

Abstract

Dolphin hunting, or commonly called 'Taiji Drive Hunt' which is done massively in Taiji Region, Wakayama Prefecture, Japan occurred every year. Present the role of the IWC as an International Organization that can regulate the hunting of dolphins belonging to the cetacean’s category. Based on this background, the formulation of the problem that arises is "how effective is the organization of the International Whaling Commission (IWC) in the case of dolphin hunting in Taiji Japan?". This research aims to examine the effectiveness of the IWC which can also be said as an international regime that focuses on hunting cetaceans especially dolphins in 2013 to 2017. The results of this research are that state behavior is very crucial and culminates in the level of compliance within IWC organization, as well as the ambiguity in the International Convention for the Regulation of Whaling (ICRW) which causes misinterpretation among IWC members. In dealing the challenges of the effectiveness of IWC in the future, the author has several suggestions regarding cetaceans hunting, so that IWC further enforce the rules which have been previously agreed, so this organization can become better in carrying out their duties and functions. As for suggestions for the Japanese Government, it is expected to use a humane hunting method by not using dangerous tools in carrying out hunting practices for cetaceans, chiefly dolphins.

Abstract

Hollywood has become the mainstream of globalization and the standard for cinema in various parts of the world. Not infrequently, Hollywood films can also convey messages about human life problems, including in terms of human rights. On the basis of fighting for and spreading human rights values, many films in the Hollywood film industry have started to act as a medium to spread human rights values into their film productions. Thus, this paper aims to answer and further examine how the roles of Hollywood films they give to the delivery of messages of universal human rights values. The scope of this research will focus on the value of human rights, films in the politics of international relations, as well as Hollywood films that have story content that adheres to human rights values and messages. The author will collect data using the literature study method with data sources referring to films, journals, books, websites, and international news. The data analysis technique will use Discourse Analysis because of its suitability with the theory, in this case post-structuralism, and to reveal every message in each film sample. This research allegation shows that some filmmakers, through their films which are thick with language and representation, can become media to disseminate values and understandings about human rights that they want to spread, and have a direct impact on the wider community.

Abstract

Taxes are one of the largest sources of state revenue, so the state is vying to optimize itstax revenues. However, there are some companies that make tax avoidance schemes andtax planning aggressively so that the state loses. Google Tax is a tax avoidance methodwith Double Irish and Dutch Sandwich schemes. Indonesia and India are equallydisadvantaged by Google in terms of Taxes, but India has stepped forward with the regimeor law that has been made equalization levy. This study aims to provide an understandingof the formulation of the Google Tax regime in India and Indonesia. Policy MakingTheory is used to analyze the comparison of policies in India and Indonesia whenovercoming Google Tax. This study uses a descriptive-comparative method to explain howthe comparison of Google Tax policy planning in India and Indonesia based on thePolitical will of the policy makers in each country. The result of this research is that thereare similarities and differences of political will which is owned by the decision makers ofthe two countries, where the intention in building the infrastructure, but in Indonesia ishindered by bureaucracy complex.

Abstract

Reopening of migrant workers' departures during the covid pandemic presents a contrast to the various protection policies that have been made before. This research aims to answer the research question: "why is the Indonesian government issuing a PMI departure policy during the Covid-19 pandemic?". To answer the formulation of the problem, the theory used is to combine rational actors with policy formulations. This research is explanatory using the content analysis method. This study uses the framework of rational actor by Graham Allison and Philip Zelikow as well as Jonathan Bendor and Thomas H. Hammond was used to find out how much influence the rational thinking style of a policymaker has when a policy is formed. The formation of a new policy by the government regarding the redeployment of PMI during a pandemic is considered a rational policy.Keywords: Indonesian migrant workers', rational actor, policy formulation, foreign exchange, economy

Abstract

In 2013, China announces a mega project called Belt and Road Initiatives (BRI). This megaproject contain an investment up to US$ 1,6 trillion, in a bid to increase connectivity betweenAsia, Europe, and Africa. This research aims to review one of BRI projects in Laos, which isHSR (High Speed Rail). The HSR run between Kunming and Vientiane, with investment up toUS$ 6 billion. Many views that this project is nothing but a waste and unnecessary. Theburden of debt that Laos had from this project alarmed several entities, such as the WorldBank, and Asian Development Bank. For this project, Laos must contribute in a staggeringamount of US$715 million, many were acquired with loans from China. It is not mentioned ifLaos can’t repay the debt. Nowadays, China is Laos’s biggest trading partner. In thepresence of a rail connection, it is possible that Laos fall into economic dependency withChina. This research aims to prove Laos using bandwagoning as a strategy to gain economicbenefits. This is a qualitative research, with congruent method. The hyphotesis of thisresearch is Laos doing bandwagoning for economic gain. Laos is considered as Jackals inSchweller’s category. Laos take such big risk to increase what it achieved, a big economicgrowth. The result of this research is the hyphotesis is not fully true, as Laos considered asFox, not Jackals.

Abstract

Geo-economy in Gulf of Guinea threatened by high number of maritime piracy in region.ECOWAS as a regional actor in Gulf of Guinea has responsible to keep its maritime areasecure. For combating maritime piracy in Gulf of Guinea, ECOWAS has cooperatedinternally among the members even with other regional actor (ECCAS) and internationalactors. This research aims to analyze the effectiveness of of ECOWAS, regional andGlobal cooperations in combating maritime piracy. This research uses Regional SecurityComplex theory and States, Powers and Security theory for analyzing the high number ofmaritime piracy in Gulf of Guinea. This research also uses qualitative method withdescriptive-explanative through interview and literature research. However, based frompiracy attacks which has not been decreasing yet, huge financial loss from combatingpiracy, even victims numbers which still on high level, indicating that ECOWAScooperations for combating piracy in region is not effective yet. Abstract

In recent years, transnational advocacy networks as actors in international relations have brought global action in an effort to construct global discourse on the issue of racism. The existence of global civil society in grassroots movements tends to be less seen as active in its involvement in international politics. This thesis aims to examine the role of the transnational advocacy network Football against Racism in Europe (FARE) in the football industry in Europe regarding its involvement in the construction of anti-racism discourse. FARE is a transnational advocacy network that accommodates anti-racism campaigns and social movements in European football to increase the influence of civil society advocacy in international politics. This research will be structured using the norm cycle theory in the constructivism paradigm which is arranged in qualitative explanative research through congruent analysis techniques. Constructivism provides an explanation of how a norm can emerge, spread, and be adopted through the norm cycle theory. FARE's anti racial discrimination discourse in the football industry in Europe will be analyzed based on the norm emerge, norm casade, and norm internalization as new elements from previous research. The hypothesis of this study is that the FARE transnational advocacy network succeeded in raising the idea of anti-racism in the international community, influencing the process of discourse construction within FIFA and UEFA in shaping policies, until these norms are internalized by clubs, countries and national football associations in Europe. The FARE movement shapes the function of global society and individuals who are involved in the FARE campaign as advocates in the form of solidarity support for marginalized voices for anti-racism human values in the football industry in Europe.
