Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. Abstract

The Xinjiang conflict is one of the internal conflicts that occurred in China. As a developed country, China is very vulnerable to conflict. This Xinjiang conflict is a conflict between ethnic Uyghurs and Han who later grew into a separatist movement. The ethnic Uyghurs escalated hostilities with the Chinese government and there were several separatist movements in Xinjiang that sparked the Chinese government's response. Meanwhile, the Chinese government will not release Xinjiang and will keep the territorial integrity. This study discusses to explain the main causes of the Xinjiang conflict and this conflict is still happening today. This study uses qualitative research methods, with the type of explanatory research because it is needed to explain why conflicts between Uyghurs and Han can occur. Using content analysis techniques that focus on Chinese government policies towards the Uyghur. By using the concept of Michael E. Brown about the causes of internal conflict. These causes are the underlying causes (Main Causes) and Proximate Causes (Additional Causes). Through this concept it was found that this conflict was not caused by just one factor which was released by four main factors relating to politics, economics, and culture. One of the reasons for this conflict is the Chinese state's interest in Xinjiang which is a potential region.

Abstract

The development of money laundering modus has begun to move into the digital and the internet world, which triggers the emerging of potential of new threats. One of these potentials is the potential threat of cyber laundering through online games. The world of entertainment market, especially in the field of online games that continues to grow has the potential to invite potential money launderers. In Indonesia, this market still does not have a strong regulation. It creates a gap for cyber laundering. This research seeks to see how big the potential threat is and whether the Indonesian government has realized about the potential threat, and how are the chances of the issue to be securitized by the Indonesian government. The research method used is quantitative and qualitative by collecting data and analyzing them to find out how big the potential of the threat and the securitization opportunities of the threat. The result of this research shows that there is a lack of securitization from the Indonesian government due to the related parties in the field of gaming and the government itself has not realized the potential of this threat, so there are gaps that can be entered by potential money launderers.

Abstract

The low quality standard pf education in Central Java in terms of standard of educators and ducation personel led to the initiation of the ITAC (International Training and Assessment Course) training program by Education and Culture Office with the Departement of Education and Training (DET), Queensland fpr vocational teachers in the Java Sister province cooperation. Central Java and Queensland are the background of this research. The problem that arises is how effective is the program in increasing the Sister province cooperation between  Central Java and Queensland in the vocational Education?The purpose of the study was to determine the effectiveness of the Sister province through the implemented program. The efforts to answer the problems and research objectives are carried out using paradiplomacy theory and effectiveness indicators to analyze the effectiveness of the Sister province cooperation relationship that exists between Central java and Queensland. And to measure the effectiveness of the 2019-2021 ITAC program. The object of the research is the teachers of the revitalization of ITAC training participants in Central Java. The result showed that the Sister province cooperation was not effective. Especially in the implementation of cooperation programs where indicators of effectiveness driving factors such as aggrement upon strategy, regular contact, clear purpose and result, and monitoring and evaluation. It is recommended that the vovational teachers training program can continue to be carried out alternately with other vocational school teachers in Central Java so all the vocational school teachers in Central Java can have good quality , with improvements in the implementation training programs, especially on indicators aggrement upon strategy, regular contact, clear purpose and result, and  monitoring and evaluation.

Abstract

Anime and manga have been objects to digital copyright infringement by its fans around the globe for years. Fansubbing and scanlation activities creates a huge economic loss for Japan every year. In an effort to protect the intellectual property rights of anime and manga, Japan’s Ministry of Economy, Trade, and Industry in collaboration with anime and manga publishers are starting the Manga Anime Guardian Project. The purpose of this research is to explain how the project used to protect the intellectual property rights of anime and manga. Using liberalism view of the property right and the concept of public policy, this study argues that it is Japan’s responsibility to protect anime and manga as it’s people economy product, and cooperation between goverment and publishers is essential to implement policy strategies. The results of this study indicate that cooperative efforts of intellectual property right protection is done by persuasive approach to the fans and begin to bans sites that listed as illegal sites sharing intellectual property products protected under Berne Convention of Intellectual Property Rights.

Abstract

Hazardous Child Labor is an important issue, because it violates the Internationalregulations and Human Rights. Hazardous Child Labor is divided into 4 types, namely:Debt bondage, Utilize a child to engage in prostitution and pornography, Work relating tonarcotics and psychotropic drugs, Work that threatens the health, safety, or morals ofchildren. Children have the potential to be developed in order to participate actively in thedevelopment, in the future. Thus, International cooperation needs to be done so that theelimination of Hazardous child Labour can be met because The existence of theinternational community is increasingly plural increasing interdependence amonginternational actors (Baylis, Smith & Owens). In this research collaboration undertakenby the ILO and Indonesia, as for the purpose of the study, is to examine the role ofIndonesia and ILO in terms of addressing the case of Hazardous Child Labor. To addressthis problem, the research method used is a qualitative method, with the type ofdescriptive analytical research, through research techniques literature and interviews. Theresults of this study, revealed that the cooperation between the ILO and Indonesia in2010-2013 in the removal of Hazardous Child Labor, is to implementing programs,namely: Combating Child Labour through Education, Preparing Youth Facing Transitionfrom School to Work and Entering the World of Work, Combating Child Labour throughTraining skills for children Achieve Minimum Working Age. The programshavedecreasedthe numbers of child workers in Indonesia, but still, there are other factorsinhibiting and motivating the elimination of hazardous child labor.

Abstract

The Syrian conflict that started from 2011 brings down civil casualties and creates the biggest refugee crisis in the world. Since then many Syrians are trying to go outside the border of their country to find and get protection from other countries. European countries become one of the most popular destination for the refugees and asylum seekers. Sweden get the most Syrian asylum applicant per capita in 2012. Sweden that governed by Alliance regime in 2013, decides to make a policy to give permanent residence permit for all of Syrian asylum seeker that come to their country. This research used qualitative methods alongside with ignoring and compromise approach in Foreign Policy Analysis theory to explain reason behind Sweden’s government decision to give permanent residence permit for Syrian asylum seeker in 2013. The result of this research indicated that the policy regarding permanent residence permit for Syrian asylum seeker were government’s strategies ( ignoring and compromise) for the existence of populist party Sweden Democrats for the first time in Sweden’s parliament after winning 2010 elections.

Abstract

Womenomics is a structural reform step carried out during the second term of Shinzo Abe’s government. This is surprising because Abe, who is considered convervative, dared to initiate policies that contrary to Japanese culture. This research aims to explain how Shinzo Abe's personality and leadership type have influenced womenomics policies and gender mainstreaming. This research uses qualitative research methods and data collection is done through literature study, from books, journal, articles, and websites. The result shows that Abe's idiosyncratic factors and leadership type had a significant influence on womenomics policy making. Family background, life experiences, relationships with political elites playing an important role in shaping Abe's mindset and interest on gender issues. Womenomics is one of the productions of knowledge owned by Shinzo Abe. Then the results of the analysis of Abe's leadership type shows that Abe is a conciliator type who emphasizes cooperation in achieving goals of womenomics through gender mainstreaming. This research suggest the further research on gender in Japan places more emphasis on the legacy of the womenomics policy to the new Prime Minister of Japan, Fumio Kishida.

Abstract

After collapse of the Soviet Union, two small republics in the Caucasus region named Armenia and Azerbaijan were involved in a bloody conflict to fight for an autonomous region called Nagorno-Karabakh. The ceasefire finally succeeded with the help of mediation by Russia in 1994. Nonetheless, efforts to reach a peace agreement through the mediation of the OSCE Minsk Group have still not succeeded in achieving doubled progress. Both countries were questioned again engaging in fierce fighting for several years. This study uses the Conflict Triangle theory as a substitute for analyzing the dimensions of the Nagorno-Karabakh conflict that is being developed with the process of mediation that has been carried out by the OSCE Minsk Group. The author assumes that currently the mediation carried out only focuses on repairing clothes. The results obtained from this study are that mediation carried out by the OSCE Minsk Group can focus on mediation at the government level only, meanwhile mediation at the community level (track-two diplomacy) relating to contributions related to cultural programs and climate change is not implemented at all , which resulted in a breakdown in the mediation of the reluctance of the public from both sides to compromise.

Abstract

In the past few decades, The Golden Triangle, consist of Myanmar, Thailand, and Laos,has been known as one of major drugs producers in the world. In 2000 ASEAN memberstates agreed to ratify the declaration of Drug-Free ASEAN 2015 as a mutual commitmentto eliminate the distribution and abuse of drugs in Southeast Asia. In Myanmar, the lack ofgovernment control and policy implementation during military regime had becameprimary factor that caused the stagnation of drugs policy in Myanmar. The military regimewhich ruled Myanmar for almost 50 years eventually ended and replaced by the civiliangovernment led by Thein Sein in 2011. Thein Sein carries reformative steps to solve sociopoliticproblems, including drugs policy at domestic level. This research aims to explainthis policy change. Using constructivist paradigm, this research argues that public policycan be affected by norms applied in the region. This research concludes that Myanmar’spolicy change under Thein Sein administration was influenced by the regional norm, thatis Drug-Free ASEAN 2015.

Abstract

This research was made to discuss the problem of forced labor in Uzbekistan which is forced labor systemized by the state. The purpose of this study was to find out how Islam Karimov's leadership style and its influence on forced labor policies that occurred in the Uzbekistan cotton industry sector through the formalistic leadership style and aggressive personality typology according to Margaret Hermann. This study discusses how in determining a policy, the factors that are within Islam Karimov and the environment in which he lives and Islam Karimov's politics have an influence which is analyzed using idiosyncratic theory. The author uses qualitative research methods with qualitative descriptive research. The results of the author's research conclude that Islam Karimov uses forced labor in Uzbekistan as an effort to stabilize the Uzbekistan economy and make Uzbekistan an independent country after separating from the Soviet Union.
