Abstract

The purpose of this study is: 1) To determine the strengths, weaknesses, opportunities, and threats in the development of Bhulem Mokho and Bhanjibey Hill tourism, 2) To develop an effective development strategy to maximize the tourism potential of Bhulem Mokho and Bhanjibey Hill, 3) To see the activeness of the local community in the development of the two hills. This study uses qualitative data obtained through direct interaction with the research object. The analysis method used in this study is SWOT data analysis, namely Strengths, Weaknesses, Opportunities, and Threats. The results of the study show that: 1) The SWOT Cartesian quadrant of the Bhulem Mokho Hill Tourism Object in Ifar Besar Village, in Quadrant 1 shows an aggressive growth strategy pattern, the strategy implemented in quadrant 1 is to support an aggressive growth policy, through the development of the Bhulem Mokho Hill Tourism Object which is profitable, has strengths and opportunities. 2) The SWOT analysis of the Bhanjibey Hill tourist attraction in Hobong Village, in Quadrant II, shows a strategic pattern indicating a diversification policy. The strategy implemented in Quadrant II is to support diversification policies, the development of the Bhanjibey Hill tourist attraction, indicating a situation where the Bhanjibey Hill tourist attraction has internal weaknesses, but there are external opportunities that can be utilized to overcome these weaknesses. 3) The local communities of Ifar Besar and Hobong villages have implemented the development of the Bhulem Mokho and Bhanjibey Hill tourist attractions related to several development aspects according to the local economy and Creative Economy Development Regulation No. 24/2022 of 2022, including: location, workforce, security, and social capital. Although still minimal, the commitment and initiative of the local community, community leaders, land rights owners, and village government officials have become the seeds for the realization of the Bhulem Mokho and Bhanjibey Hill tourist attraction. Abstract

The influence of investment and government spending on income inequality in Jayapura City from 2016 to 2023. The research method used was multiple linear regression. The analysis results showed that investment actually has a significant negative impact on income inequality. This finding indicates that the benefits of investment are felt more by high-income groups, thus widening the gap between the rich and the poor. Meanwhile, low-income groups experience a wider gap due to the inequity in the allocation of investment benefits. On the other hand, government spending has been shown to make a significant positive contribution to increasing the income of low- and middle-income groups. Through social programs and appropriate budget allocation, government spending helps improve the standard of living of these groups and thus can reduce income inequality. These findings suggest that inclusive and welfare-oriented government policies can be an effective tool in addressing inequality issues. This study highlights the importance of the government's role in formulating policies that not only encourage investment but also ensure that the benefits of such investment are felt by all levels of society. Therefore, increasing budget allocations for social programs and equitable infrastructure development is essential to create a better balance in income inequality. Abstract

This study aims to analyze the influence of local government policy regarding the cultural wisdom of noken usage by civil servants (ASN) on the productivity and income of mama-mama Papua—women artisans who craft noken—in Mimika Baru District, Mimika Regency. The background of this study stems from the dual effort to preserve local cultural heritage and to empower the economic capacity of communities, especially Papuan women, through the traditional craft of noken, which has been recognized by UNESCO as an intangible cultural heritage of humanity. This research employed a quantitative method with a survey approach, involving 35 respondents selected through accidental sampling from an estimated total population of 350 artisans. Data were collected through questionnaires, interviews, and observations, and analyzed using Path Analysis with the support of SPSS software. The findings indicate that the policy of noken use among ASN has a positive and significant effect on both the productivity and income of artisans. The path coefficient was 0.3524 for productivity and 0.2846 for income, with p-values of 0.0379 and 0.0442 respectively, at a 95% confidence level. These results show that the policy’s implementation effectively increases demand for noken products, which in turn encourages greater production, improved quality, and higher selling prices. Nevertheless, most artisans remain within the low-income category, with over 54% earning less than IDR 1,450,000 per month. Challenges such as limited market access, a lack of young artisan regeneration, and insufficient training persist. Therefore, this study recommends strengthening the policy with an integrated approach that includes entrepreneurship training, digital marketing, and the development of accessible sales and distribution facilities. It is hoped that this research will contribute to policymaking aimed at enhancing the role of the creative economy in local development rooted in cultural wisdom. Abstract

This study aims to analyze the influence of budget planning, budget implementation, and monitoring and evaluation on the level of budget absorption in the Mimika Regency Regional Secretariat. The problem of low budget absorption that often occurs at the end of the fiscal year is an important background, because it can cause suboptimal utilization of public funds and hinder the achievement of development targets. The research method used is a descriptive quantitative method with a survey approach through a questionnaire. The population in this study were all employees of the Mimika Regency Regional Secretariat involved in the process of budget planning, implementation, and monitoring. Data analysis was carried out using multiple linear regression analysis to test the effect of independent variables on the dependent variable. The R-Square (R²) on the Budget Absorption variable (Y) of 0.786 indicates that 78.6% of the variation in budget absorption can be explained by three independent variables, namely Budget Planning (X1), Budget Implementation (X2), and Monitoring & Evaluation (X3). The Adjusted R-Square value (0.765) which is close to R² indicates that the model does not experience overfitting, so that the three variables collectively have a significant influence on budget absorption. Theoretically, this research strengthens the literature in the field of public financial management, particularly regarding performance-based management models and the principles of good governance. Practically, the research findings provide recommendations for local governments to improve planning systems, increase implementation capacity, and strengthen oversight to promote effective regional budget utilization. Abstract

This study aims to identify base sectors and analyze the magnitude of the multiplier effect of these sectors on the economy of Biak Numfor Regency during the 2019–2023 period. The study employs a quantitative approach using secondary data in the form of Gross Regional Domestic Product (GRDP) of Biak Numfor Regency and Papua Province. The analysis applies the Location Quotient (LQ) method to determine base and non-base sectors, as well as multiplier effect analysis to measure the impact of base sectors on the regional economy. The results indicate that there are nine base sectors, namely agriculture, forestry and fisheries; mining and quarrying; manufacturing; electricity and gas supply; water supply and waste management; trade; transportation; financial services; and government administration. Meanwhile, eight sectors are classified as non-base sectors, including construction; accommodation and food services; information and communication; real estate; business services; education; health services; and other services. The average multiplier effect value of 1.3059 implies that every one-unit increase in base sector output contributes to an increase in total regional economic output. However, the declining trend of the multiplier effect during the 2020–2023 period indicates weak linkages between base and non-base sectors. Therefore, local governments need to promote the development of fishery-based processing industries and enhance the capacity of non-base sectors, particularly construction, education, and health services, in order to optimize the multiplier effect and support regional economic growth. Abstract

This study aims to analyze the influence of tourism budget optimization on the number of tourist visits and the revenue of Local Original Revenue (PAD) in Jayapura City for the period 2022–2024. The research method employs a quantitative approach using the Path Analysis model. Prior to the analysis, instrument testing and classical assumption testing were conducted. Hypothesis testing was carried out through partial tests, simultaneous tests, and the Sobel test to examine the mediating role. Primary data were collected through questionnaires distributed to 35 respondents from the Tourism Office, Bappeda, the Office of SMEs and Cooperatives, the Transportation Office, and travel agents. The results showed that tourism budget optimization has a positive and significant effect on both tourist visits and the contribution of tourism to PAD, with tourist visits acting as a significant mediating variable. Simultaneously, tourism budget optimization also significantly affects both indicators. Thus, the more optimal the management of the tourism budget, the higher the number of tourist visits and the greater the contribution of the tourism sector to PAD in Jayapura City. Practically, it is recommended that the local government formulate more effective, efficient, transparent, and sustainable tourism budget policies, as well as direct programs toward increasing tourist visits to maximize local revenue. Abstract

This study aims to analyze the effectiveness of village fund management and the level of community participation in development in Kampung Sereh, Sentani District, Jayapura Regency, Papua, as well as to identify inhibiting factors and strategies for improvement. The research method used a quantitative and qualitative approach involving 45 informants from village officials and community members from nine neighborhood units (RT). Data collection techniques included observation, interviews, and documentation, with quantitative data analysis using frequency distribution and qualitative analysis using the Miles-Huberman model. The results showed that community participation was fairly good, with an average positive response rate of 74.5%, but the effectiveness of village fund management remained less effective because only 40% of projects aligned with planning documents and only 45% of the community perceived economic benefits. The main inhibiting factors include the community's passive mindset, low synergy between the Village Head and Ondoafi (customary leader), lack of understanding by Regional Device Work Units (SKPD) regarding participatory planning, and the impact of the COVID-19 pandemic which cut the development budget from Rp597 million to Rp403 million. The strategies developed include strengthening community capacity, stakeholder coordination, transparency in fund management, strengthening bottom-up strategies, economic empowerment, and resolving customary land disputes. Abstract

The objectives of this study were to analyze the income level of freshwater fish farmer groups receiving government assistance in Wania District, Mimika Regency, and to analyze the strategy for utilizing assistance for freshwater fish farmers in the area. The research method used was descriptive method with quantitative and qualitative approaches. Data collection techniques included observation, questionnaires, and documentation. The research population consisted of 55 freshwater fish farmers, with a sample of 36 respondents calculated using the Slovin formula at a 10 percent error margin. Data analysis was conducted using two methods: income level analysis using the profit formula (TR minus TC) and SWOT analysis to formulate assistance utilization strategies. The results showed that the average gross income obtained by farmers per harvest was IDR 14,570,139, the average total cost incurred was IDR 5,073,611, thus the average net income of freshwater fish farmer groups in Mimika Regency was IDR 9,496,528. The SWOT analysis results indicated that the assistance utilization strategy was in Quadrant I, namely the SO (Strengths-Opportunities) strategy with coordinates (2.831; 2.838). The main strategy to be implemented is to utilize internal strengths to seize external opportunities aggressively. The strategies that need to be maintained include optimizing existing resources by utilizing government assistance, increasing fish production due to the relatively high selling value, ensuring the availability of adequate quality of broodstock and fish seeds, and optimizing training and information on the development of fisheries technology. Abstract

This study aims to analyze the effect of government assistance and business capability on financial performance, as well as the differences in capital, turnover, and profit before and after government assistance in the Indigenous Cooperative of Muara Tami District. The study employed a quantitative approach using multiple linear regression and paired sample t-test methods on 38 cooperative members. The results showed that simultaneously, government assistance and business capability have a significant effect on financial performance. Partially, government assistance has no significant effect, while business capability has a positive and highly significant effect. The paired sample t-test results indicated significant differences between before and after assistance for capital, turnover, and profit. This study concludes that business capability is the dominant factor in improving the financial performance of indigenous cooperatives. The recommendation for the government is not only to provide physical assistance but also to strengthen human resource capacity through intensive training and sustainable mentoring, as well as to improve the mentoring ratio to be more ideal. Abstract

This study aims to analyze the partial and simultaneous effects of electrification of industrial customers, household customers, and social customers on the economic development of the Micro, Small, and Medium Enterprises (MSMEs) sector in Mimika Regency. The method used in this research is an associative method with a quantitative approach using multiple linear regression analysis. The data used are secondary time series data over an eleven-year period sourced from the Central Statistics Agency of Mimika Regency and PT PLN UP3 Timika. Prior to regression analysis, classical assumption tests were conducted, including normality test, multicollinearity test, heteroscedasticity test, and autocorrelation test. Hypothesis testing was performed partially using the t-test and simultaneously using the F-test. The results showed that the regression model met all classical assumption tests, thus declared valid for further analysis. Partially, electrification of industrial customers had no significant effect on the GRDP growth of the MSME sector, while electrification of household customers and social customers had a significant effect. Simultaneously, all three electrification variables together had a significant effect on the GRDP growth of the MSME sector. The three types of electrification together were able to explain most of the variation in MSME GRDP. Based on these findings, it is concluded that household and social electrification are important factors in driving MSME growth in Mimika Regency, while industrial electrification has not yet provided a meaningful impact. As practical recommendations, the Mimika Regency Government and PT PLN are advised to prioritize the expansion of electricity networks to underserved areas, especially for household customers and social facilities such as schools and community health centers. Furthermore, it is necessary to encourage linkages between the large industrial sector and local MSMEs through partnership programs and local supply chains, as well as to provide affordable electricity programs for micro and small enterprises.
