Abstract

This study aims to analyze the influence of Dana Perimbangan and Dana Otonomi Khusus (Special Autonomy Funds) on economic growth in Supiori Regency. Dana Perimbangan, which consists of the General Allocation Fund (DAU), Revenue Sharing Fund (DBH), and Special Allocation Fund (DAK), along with Special Autonomy Funds (Otsus), are transfers from the central government to support regional development and welfare. This research uses a quantitative approach with secondary data obtained from the Central Bureau of Statistics (BPS) and the Regional Financial and Asset Management Agency (BPKAD) of Supiori Regency for the period 2010-2023. Multiple linear regression analysis was used to examine the influence of the independent variables on the dependent variable, namely economic growth, which is measured by the Gross Regional Domestic Product (GRDP).The results of the study indicate that Dana Perimbangan has a positive and significant impact on economic growth in Supiori Regency, with an increase in Dana Perimbangan significantly raising the region's GRDP. Conversely, Special Autonomy Funds have a negative and significant impact on economic growth, indicating that increased Otsus funds do not optimally contribute to local economic growth. Collectively, Dana Perimbangan and Special Autonomy Funds have a significant influence on economic growth in Supiori Regency. These findings emphasize the need for improving the effectiveness of the allocation and management of Special Autonomy Funds to maximize their contribution to regional economic development. Abstract

This study aims to analyze the role of female noken craftspeople in fulfilling the socio-economic needs of Indigenous Papuan (OAP) families in Jayapura City, to identify the constraints faced by these craftspeople, and to formulate empowerment strategies that can help improve their economic capacity, particularly in terms of access to capital, raw materials, skills training, and technology-based marketing. To achieve these objectives, this study employed a qualitative research method. Data collection techniques included in-depth interviews with eight noken craftspeople as informants, direct observation at selling locations such as Hamadi Market, Padang Bulan, and Lingkaran Abe, as well as secondary data collection from policy documents and previous studies. The data analysis method adopted the technique from Miles and Huberman, which consists of three stages: data reduction, data display, and conclusion drawing or verification. The results showed that female noken craftspeople play a crucial role as both family income providers and cultural preservers, yet their earnings remain low, ranging from IDR 100,000 to IDR 500,000 per month. The main constraints include difficulties in obtaining quality raw materials that must be ordered from villages with a waiting time of up to two months, high operational costs for stall rental and transportation, challenges in attracting stable customers, and a lack of tangible support from the government, the Cooperative and SME Office, mass media, and universities. The craftspeople hope to receive assistance with raw materials, decent selling spaces, participation in festivals, capital support, and greater attention from the government. This study concludes that a comprehensive empowerment strategy is needed through collaboration among craftspeople, the government, the private sector, and the community to increase Indigenous Papuan family income and sustainably preserve the cultural heritage of noken. Abstract

This study aims to analyze the regional typology and measure the level of economic development inequality among districts and cities in West Papua Province. The research period covers 2017 to 2021 for inequality analysis and 2018 to 2021 for typology analysis. The analytical methods used are the Williamson Index to measure the level of development inequality, and the Klassen Typology to classify regions based on patterns and structures of economic growth. Both methods were applied to two scenarios, namely GRDP with the oil and gas sector and GRDP without the oil and gas sector, in order to examine the differential impact of the oil and gas sector on inequality and regional classification. The results show that the level of inequality in West Papua Province is classified as severe for GRDP including oil and gas, with an average Williamson Index of 1.51428, while for GRDP excluding oil and gas, the inequality is classified as moderate, with an average of 0.4327. This inequality is caused by the concentration of economic activities in certain regions such as Teluk Bintuni Regency, Sorong Regency, and Sorong City, as well as differences in natural resources and infrastructure among regions. Based on the Klassen Typology analysis for GRDP including oil and gas, no region falls into quadrant I (advanced and fast-growing regions). Sorong Selatan, Maybrat, and Pegunungan Arfak Regencies are in quadrant II (advanced but depressed regions), Teluk Bintuni and Sorong Regencies are in quadrant III (fast-growing but not advanced regions), and seven other regions are in quadrant IV (relatively lagging regions). Meanwhile, for GRDP excluding oil and gas, Teluk Bintuni and Raja Ampat Regencies fall into quadrant I, seven regions are in quadrant III, and four regions are in quadrant IV. The discussion confirms that the oil and gas sector has a dominant influence on the regional economy, so that good management of this sector can reduce inequality, whereas poor management will widen the gap. This study recommends policy prioritization for lagging regions such as Pegunungan Arfak, Tambrauw, and Maybrat, as well as more equitable distribution of economic concentration and infrastructure development throughout West Papua Province. Abstract

This study investigates the relationship between population growth, economic growth, and unemployment in Papua Province, Indonesia, over the period 2010–2020. Contrary to the predictions of Okun’s Law, economic growth in resource-rich and structurally constrained regions may not necessarily translate into employment generation. Using secondary time-series data from the Central Bureau of Statistics and applying a multiple linear regression model, the results reveal that population growth has a positive and statistically significant effect on unemployment. In contrast, economic growth exhibits a negative but statistically insignificant effect on unemployment . These findings indicate weak employment elasticity of growth and suggest the presence of Jobless Growth. The study highlights structural limitations in Papua’s economy, where growth is dominated by capital-intensive sectors with low labor absorption. Policy implications emphasize the need to promote labor-intensive industries and enhance human capital to achieve inclusive and employment-generating growth. Abstract

This study examines the causal relationship between economic growth and poverty levels in Jayapura City. It focuses on understanding how economic growth affects poverty reduction. Using a linear regression model and statistical tests, such as the t-test and F-test, the research measures economic growth through the Regional Gross Domestic Product (PDRB) and poverty by the number of people living below the poverty line. The findings reveal that economic growth significantly reduces poverty, with a 1% increase in growth leading to a 0.28% decrease in impoverished individuals. Approximately 80.14% of the variation in poverty levels is explained by economic growth. The study recommends that the Jayapura City government implement inclusive growth policies, such as creating quality jobs and promoting micro, small, and medium enterprises (MSMEs), while ensuring that the benefits reach all societal segments, especially vulnerable groups. Further research is suggested to explore additional factors affecting poverty reduction. Key Words : Economic Growth, Poverty, Linear Regression

Abstract

This research aims to analyze the impact of economic growth on the unemployment rate in Jayapura City. The tool used to achieve this objective is regression analysis, which involves the variables of economic growth and unemployment rates over the period from 2013 to 2023. The results of the analysis indicate that the causal relationship between economic growth and unemployment is negative, meaning that an increase in economic growth tends to reduce the unemployment rate. However, this effect is only significant at the 10% significance level. The regression coefficient of -0.1102 suggests that a 1% increase in economic growth can reduce unemployment by 0.11%. Although 32.47% of the variation in unemployment can be explained by economic growth, other factors also play an important role. This study recommends the need for more comprehensive and inclusive policies, such as skills development, infrastructure development, and support for small and medium enterprises (SMEs), to create more effective job opportunities and reduce unemployment in Jayapura City. Abstract

This study aims to analyze the economic valuation and perception of the Holtekam Beach tourist attraction in Jayapura City. Questionnaires and interviews were used to collect information on visitor perceptions and satisfaction with Holtekam Beach. This data included assessments of beach facilities (toilets, trash cans, seating, etc.), local community attitudes, and visitors' general assessments of the beach's comfort and attractiveness. The primary approach used was linear regression analysis, which allowed researchers to identify the relationship between the dependent variable (frequency of visits) and the independent variable (cost of a single visit). The analysis showed that Holtekam Beach has significant economic value, calculated using the consumer surplus method based on tourist expenditure. The average consumer surplus value per individual was Rp. 48,820, indicating the value perceived by Holtekam Beach visitors as an additional benefit to the cost of visiting the beach. This reflects the benefits or satisfaction gained by visitors beyond the costs incurred. This value also indicates that, despite the costs incurred, visitors are still satisfied with their visit. Assuming an average of 125,000 tourists visit Holtekam Beach annually, the total economic value generated by Holtekam Beach tourism is IDR 6,102,573,762.69. Visitors generally have a positive perception of Holtekam Beach's natural beauty, particularly its panoramic views and cleanliness. However, some facilities, such as souvenir shops and rental services, are still considered inadequate by visitors, which impacts their level of satisfaction. Factors such as cleanliness, safety, and comfort of facilities influence overall visitor satisfaction. Key Words : Economic Valuation, Perception, Tourist Attraction

Abstract

This study aims to analyze the sectoral classification in Jayapura City and determine the economic sectors that can become the mainstay sectors in the Jayapura City economy during the period 2011–2023. The analysis is conducted based on Gross Regional Domestic Product (GRDP) data based on sector contributions to growth, the Growth Ratio Model, and overlay analysis. Data are obtained from official sources, such as publications of the Central Statistics Agency and regional economic reports. Based on the Growth Ratio Model (MRP), sectors in Jayapura City can be classified into several categories. Sectors that fall into classification I, or "dominant growth," include electricity and gas procurement, construction, wholesale and retail trade, information and communication, financial services and insurance, real estate, and government administration. Meanwhile, sectors such as agriculture, manufacturing industry, and corporate services are in classification II, showing prominent growth at the provincial level but less developed at the district level. The mining and quarrying sector falls into classification IV, with low growth at both the provincial and district levels. Furthermore, based on the overlay analysis, it was found that the mainstay sectors in the Jayapura City economy are construction and wholesale and retail trade, which show significant contributions to regional economic growth. Other potential sectors include government administration, information and communication, and financial services and healthcare, which have shown stable growth and significant contributions. With policies supporting these sectors, such as infrastructure improvements, service modernization, and strengthening the logistics system, these sectors can serve as key pillars of sustainable economic growth in Jayapura City. Abstract

This study aims to analyze the potential of the creative industry sector in economic development in Papua Province. Through a quantitative approach using secondary data from the Central Statistics Agency (BPS) and literature studies, this study explores the development of the creative industry in Papua Province from 2018 to 2021, including the number of business units, workforce, capital, income, and challenges faced. The analytical methods used are descriptive statistics, panel data regression, R/C Ratio, and 4-quadrant analysis. The results of the analysis show that the creative industries that have developed in Papua Province so far, if detailed according to the KLBI (Indonesian National Economic and Trade Association), are the Ready-to-Wear Industry; Leather, Leather Goods, and Footwear Industry; Wood Processing, Wood and Cork Products, and Woven Products; Printing and Reproduction of Recorded Media; Furniture Industry; and Other Processing Industries. The trend of the creative industry in Papua over the past 10 years has always fluctuated, both in the number of business units, workforce, and income, with a significant increase in 2021, reflecting the optimism of creative industry players amidst challenges in access to capital and infrastructure. The research also found that the number of business units and revenue, both partially and simultaneously, had a very significant influence on employment. The creative apparel industry has the greatest potential in Papua Province. This is evident in its high labor absorption capacity and above-average R/C (Revenue-to-Cost) ratio. This sector is capable of absorbing a significant workforce, creating employment opportunities for many people and supporting the local economy. The policy implications of this research recommend the need for government support in the form of better access to financing, improved infrastructure, and skills training programs to strengthen the competitiveness of the creative industry sector. Thus, the creative sector can not only contribute to the regional economy but also enrich Papua's local culture and heritage.. Key Words : Creative Industry, Leading Sector, Economic Growth

Abstract

Growth (Ln GDRP) in Jayapura Regency during the period 2010–2023. HDI is a human development indicator that reflects quality of life in terms of education, health, and purchasing power, while GRDP is used as an indicator of regional economic growth. The method used in this research is quantitative analysis with a semi-log regression approach in the Log-Lin form. The analysis results show that HDI has a positive and significant effect on economic growth. The regression coefficient for HDI of 0.1651 indicates that every one-point increase in HDI will increase economic growth by 0.1651%. The R-squared value of 0.9765 shows that 97.65% of the variation in economic growth (Ln GRDP) can be explained by variations in HDI, indicating a very high explanatory power of the model. Further statistical tests confirm the significance of these results. The t-statistic value for HDI is 22.3322 with a probability of 0.0000, indicating a highly statistically significant effect. Similarly, the F-statistic test with a value of 498.7262 and a probability of 0.0000 indicates that the model as a whole is significant in explaining the relationship between the variables. The implications of these findings reinforce the crucial role of human development in driving economic growth. Improvements in HDI, which include health, education, and living standards, have proven to significantly contribute to economic growth. These findings provide an empirical basis for policymakers to prioritize programs that enhance the quality of life of the population, as such efforts are not only socially beneficial but also promote economic progress.
