Abstract

This study aims to analyze the level of interregional inequality and the influence of population and per capita income on economic development inequality in Papua Mountains Province during the 2018-2022 period. The research method used is associative research with quantitative secondary data obtained from the Central Bureau of Statistics of Yahukimo Regency. Data analysis was conducted using three descriptive tools, namely the Williamson Index to measure the level of inequality, Klassen Typology to classify regions based on economic growth and per capita income, and Location Quotient to identify basic and non-basic sectors. Furthermore, to test the influence of independent variables on inequality, this study applied panel data regression with the help of Eviews 9 software, through a series of model specification tests, classical assumption tests, as well as partial and simultaneous hypothesis tests. The results show that interregional inequality in Papua Mountains Province is classified as high and continues to increase significantly from year to year, with all Williamson Index values falling into the high category. Based on the Klassen Typology, no regency falls into the fast-growing and advanced region category, while Yahukimo and Tolikara Regencies fall into the lagging region category. The Location Quotient analysis results indicate that the agriculture, construction, and various public service sectors are basic or leading sectors. The hypothesis test results prove that population and per capita income, both partially and simultaneously, have a positive and significant effect on economic development inequality. Thus, inequality in Papua Mountains Province is a serious problem triggered by the high population and unequal per capita income, which requires comprehensive and targeted policy interventions. Abstract

This study aims to examine and analyze the influence of price, total production, coffee processing technology, labor, capital, and land area on the income of Arabica coffee farmers in Welesi District, Jayawijaya Regency. This research employed a quantitative method with a survey approach. The population of this study was all coffee farmers in Welesi District totaling 100 people, and the sample was selected using probability sampling technique. Data were collected through questionnaires measured using a Likert scale and direct interviews. The data analysis methods used were classical assumption tests (normality, multicollinearity, and heteroscedasticity), multiple linear regression analysis, partial t-test, simultaneous F-test, and coefficient of determination R² test. The results showed that partially, price and total production variables had a positive and significant effect on coffee farmers' income at the 95 percent confidence level, while coffee processing technology, labor, and capital variables were only significant at the 90 percent confidence level. The land area variable had no significant effect on coffee farmers' income at both confidence levels. However, simultaneously, all six independent variables had a very significant effect on coffee farmers' income with a coefficient of determination value of 87.9 percent, while the remaining was influenced by other variables outside the research model. Abstract

This study aims to analyze the income level of noken (traditional Papuan woven bag) business actors in Manokwari Regency, identify the inhibiting and supporting factors in the empowerment process of cooperatives and noken business actors, and formulate appropriate strategies to increase the income of noken sellers in Manokwari Regency. The analytical methods used in this research consist of two stages: calculation of total production costs to measure the net income of craftsmen, and SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) to identify internal and external factors affecting the noken handicraft business. Data collection was carried out through observation, interviews, and documentation involving 27 noken craftsman respondents selected through purposive sampling with the criterion of having been in business for at least one year. Based on the results of the discussion, it can be concluded that the average income of noken craftsmen per production cycle is IDR 4,617,308 with a net income after deducting costs of IDR 4,070,769, where the revenue received is the product of the number of noken produced multiplied by the selling price at the time of production. The development strategy for the noken bag handicraft industry is based on two approaches: a strategy based on internal-external matrix analysis and a combination of SWOT matrix strategies, which shows that the priority strategy to be applied is the SO (Strengths-Opportunities) strategy, which utilizes strengths to take advantage of opportunities through three main indicators, namely capital, raw materials, and marketing. Noken sellers have several significant strengths such as easy access to raw materials, high skills, and low production costs, and can take advantage of existing opportunities including supportive government policies and increasing demand for noken bags. However, they also face weaknesses such as a lack of understanding of financial literacy and digital marketing, as well as threats from competition with modern bags and difficulties in obtaining natural raw materials, thus requiring a comprehensive strategy to overcome weaknesses and threats while maximizing existing strengths and opportunities. Abstract

This study aims to analyze the influence of economic growth and employment opportunities on the poverty rate in Jayapura City. Poverty remains a multidimensional challenge continuously faced by Jayapura City, although this region is known as the center of economic growth in Papua Province. Theoretically, economic growth indicated by an increase in Gross Regional Domestic Product and the expansion of employment opportunities is expected to reduce poverty levels; however, preliminary data shows that the relationship between these three variables is not always linear or consistent. The research method employed a quantitative approach using annual time series data from 2002 to 2024 sourced from the Central Bureau of Statistics of Jayapura City. The analysis was conducted using multiple linear regression with the poverty rate as the dependent variable, while Gross Regional Domestic Product at constant prices as an indicator of economic growth and the employment opportunity rate served as independent variables. Prior to regression, the data were tested for classical assumptions including normality, multicollinearity, heteroscedasticity, and autocorrelation to ensure model validity. Hypothesis testing was performed using the t-test to examine partial effects and the F-test to examine simultaneous effects. The results show that partially, both economic growth and employment opportunities have a negative and significant influence on the poverty rate in Jayapura City, meaning that any increase in these two variables will be followed by a decrease in the percentage of poor population. Simultaneously, both variables together also have a significant influence on the poverty rate and are able to explain almost all of the variation occurring in the poverty rate, thus confirming that economic growth and employment opportunities are the main determinants in the dynamics of poverty reduction in this region. Abstract

This study aims to analyze the effect of economic growth on poverty in Nabire Regency with the quality of human development measured by the Human Development Index (HDI) as an intervening variable. Using a quantitative approach with secondary data from the Central Bureau of Statistics (BPS) for the period 2010 to 2023, the analytical methods employed are multiple regression analysis, path analysis, and the Sobel test to examine the significance of HDI's mediating role. The results show that GRP has a positive and significant effect on HDI (0.967), GRP has a negative and significant direct effect on poverty (-0.853), and HDI has a negative and significant effect on poverty (-0.783). The Sobel test proves that HDI acts as a significant intervening variable with a test statistic value of -4.133 and a p-value of 0.000. The indirect effect of GRP on poverty through HDI reaches -0.757, making the total effect of GRP on poverty -1.610. This means that nearly half (approximately 47 percent) of the total effect of economic growth on poverty reduction is channeled through improvements in the quality of human development. Abstract

This study aims to analyze vertical and horizontal fiscal imbalances in Papua Province following the regional expansion (pemekaran) in 2022 across nine regencies and cities during the 2022-2025 period. The research employs a descriptive quantitative approach using data on Total Regional Revenue, Local Own-Source Revenue, and population. Vertical fiscal imbalance is measured using the VFI formula, while horizontal fiscal imbalance is measured using the Coefficient of Variation (CV) and Williamson Index (WI), which considers fiscal capacity and population weights. The results show that vertical fiscal imbalance is extremely severe, with the average VFI of Papua Province reaching 0.9792, while Keerom and Waropen Regencies reach 0.9948 and 0.9946 respectively, indicating almost total dependence on central government transfers. Horizontal fiscal imbalance is also very high, with CV values ranging from 150 percent to 248 percent and WI values ranging from 0.7461 to 0.8118, far exceeding the threshold for extreme inequality. Fiscal capacity of almost all regions is very low, with Jayapura City highest at 19.15 percent and Waropen lowest at 0.54 percent. The implication for the General Allocation Fund (DAU) is that the DAU no longer functions as an equalization tool but has become the main pillar of regional budgets due to extreme dependence, necessitating a reformulation of the DAU formula to be more favorable to low-capacity regions while adding incentive components for regions that successfully increase their Local Own-Source Revenue. Abstract

This study aims to analyze the influence of General Allocation Fund, Special Allocation Fund, and Local Own-Source Revenue on the financial independence of districts and cities in Papua Province for the period 2018-2025. The method used is quantitative with panel data regression, combining 8 years of time series data and cross-section data from 9 districts and cities, resulting in 72 observational units. Model selection through the Chow Test and Hausman Test yielded the Fixed Effect Model as the best model, with hypothesis testing using t-test, F-test, and coefficient of determination. The results show that the average financial independence is only 4.86 percent (very low category). Partially, the General Allocation Fund has a negative and significant effect (prob. 0.0003), consistent with the flypaper effect theory; the Special Allocation Fund has no significant effect (prob. 0.3569); and Local Own-Source Revenue has a positive and significant effect (prob. 0.0000). Simultaneously, all three variables have a significant effect with an R² value of 98.19 percent. Abstract

This study aims to analyze the influence of the number of Tax Due Notification Letters (SPTT), land area, and Gross Regional Domestic Product (GRDP) on the revenue of Rural and Urban Land and Building Tax (PBB-P2) in Jayapura City for the 2014-2023 period. Secondary data were obtained from the Regional Revenue Agency (Bapenda) and Statistics Indonesia (BPS) of Jayapura City. The analytical method used is multiple linear regression preceded by classical assumption tests. The results show that partially, the number of SPTT has a positive and significant effect on PBB-P2 revenue, land area has a negative and significant effect, while GRDP has a positive and significant effect. Simultaneously, all three variables significantly affect PBB-P2 revenue with a coefficient of determination (R²) of 95.5 percent, while the remaining is influenced by other factors outside the model. These findings indicate the importance of strengthening tax object data collection, periodically evaluating the determination of Tax Object Sales Value (NJOP), and implementing policies that encourage regional economic growth to increase PBB-P2 revenue in Jayapura City. Abstract

This study aims to analyze the inflation trend in Papua Province during the 2014-2023 period, explain the development of economic growth, and examine the effect of inflation on regional economic growth in Papua Province. The research method used is a quantitative approach with secondary time series data obtained from the Central Statistics Agency (BPS) of Papua Province and Bank Indonesia. The analysis was conducted through classical assumption tests (normality, multicollinearity, and autocorrelation), Pearson correlation test, and simple regression using the log-log elasticity model to measure the magnitude of inflation's effect on Gross Regional Domestic Product (GRDP) at constant prices. The results show that inflation in Papua Province during the 2014-2023 period experienced fairly high fluctuations, with the highest peak occurring in 2018 at 6.54 percent, while economic growth contracted by minus 1.10 percent in 2020 due to the COVID-19 pandemic before recovering in subsequent years. The regression analysis proves that inflation has a negative and significant effect on economic growth in Papua Province, with a regression coefficient of -1.154 and a significance value of 0.000, meaning that every 1 percent increase in inflation will reduce economic growth by 1.154 percent. The coefficient of determination (R Square) value of 0.284 indicates that inflation explains 28.4 percent of the variation in economic growth, while the remaining is influenced by other variables outside the model. Abstract

This study aims to analyze the development of restaurant tax realization, examine its effect on Local Own-Source Revenue (PAD), and identify supporting and inhibiting factors for optimizing restaurant tax collection in Jayapura City for the 2016-2025 period. The research employed a mixed method, with quantitative analysis using simple linear regression on secondary data of restaurant tax and PAD realizations from BAPENDA Jayapura City, as well as qualitative analysis through interviews with key informants. The results show that restaurant tax realization fluctuated, increasing before the pandemic (2016-2019), drastically declining in 2020 due to COVID-19, recovering strongly in 2021-2022 with a peak of IDR 65.03 billion, then decreasing again in 2023-2025. Restaurant tax has a positive and significant effect on PAD with a correlation coefficient (R) of 0.907 (very strong), a coefficient of determination (R²) of 82.3 percent, and a regression equation of PAD = 13.80 billion + 4.482 (Restaurant Tax), indicating a multiplier effect. Supporting factors include a strong legal foundation, significant economic potential, information technology, and a self-assessment system, while inhibiting factors include fluctuations in the number of taxpayers, data gaps, low compliance, limited human resources, and external factors such as pandemics and inflation.
