Abstract

This study examines the role of customary leaders (pemangku adat) in sustaining communal forest conservation and identifies a participatory conservation model grounded in local wisdom in Gampong Suak Awe, Pante Ceureumen District, West Aceh Regency. The urgency of this study derives from the increasing threat of ecological degradation, economic pressure, modernization, and the declining authority of traditional institutions in forest-dependent communities in Aceh. This research employed a descriptive qualitative approach with an interpretive paradigm. Data were collected through participatory observation, in-depth interviews with ten purposively selected informants consisting of customary leaders, village officials, community figures, and residents directly involved in communal forest management, as well as documentation review. Data validity was ensured through source and methodological triangulation, while data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings show that customary leaders play a central role in communal forest governance through the enforcement of inherited adat norms, the prohibition of indiscriminate logging, a three-zone forest classification system, participatory supervision, customary deliberation, and the application of graduated social sanctions. The dominant conservation model is participatory, adaptive, and rooted in local wisdom, with customary deliberation serving as the main mechanism for collective decision-making. Although this system faces challenges such as economic pressure, modernization, declining youth participation, and limited formal recognition, customary leaders continue to maintain their social legitimacy while adapting to changing social conditions. This study confirms that adat-based forest conservation not only protects ecological balance, but also strengthens cultural identity and social continuity, offering a relevant model for community-based forest management in Aceh.

Abstract

Gender equality has become a central focus in International Relations, with various legal instruments such as the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) urging states to respect, protect, and fulfill individual rights without gender-based discrimination. Amid this global norm, the Bugis society of South Sulawesi recognizes five gender identities — Orowane, Makkunrai, Calabai, Calalai, and Bissu — offering an alternative perspective on gender social construction. This study aims to analyze the gap between international legal norms that recognize gender diversity and their implementation in the Indonesian national legal context, particularly within the Bugis community. The research employs Acharya's Norms Localization theory (2004) to trace how international norms on gender equality and non-binary gender identities are received, adapted, or resisted in the Indonesian local context. Using a qualitative method combining literature review, legal document analysis, and participatory cultural approaches, the findings reveal that although the Bugis community has historically demonstrated inclusivity toward gender diversity, the localization of international norms continues to face obstacles due to the tensions between local traditions, national law, and international standards. The study argues that the Bugis model of gender recognition provides valuable insights for enriching global discourses on inclusivity and human rights, and calls for a dialogical approach between local cultural custodians and contemporary legal frameworks to create more inclusive national policies. Abstrak Isu kesetaraan gender telah menjadi fokus utama dalam kajian Hubungan Internasional, dengan berbagai instrumen hukum seperti Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) yang menuntut negara-negara untuk menghormati, melindungi, dan memenuhi hak individu tanpa diskriminasi berbasis gender.

Abstract

This article examines the role of the Global Peace Foundation (GPF) as an International Non-Governmental Organization (INGO) in constructing a transnational advocacy network through the One Dream One Korea campaign addressing the issue of Korean Peninsula reunification. The study employs a qualitative approach based on document and literature analysis, drawing on the framework of Transnational Advocacy Networks (TAN), which emphasizes four primary tactics: information politics, symbolic politics, leverage politics, and accountability politics. The findings indicate that GPF has actively developed cross-border networks through international forums, cultural campaigns, and the production of symbolic narratives emphasizing shared identity and peace. Information and symbolic politics play a significant role in expanding the discourse of reunification within global civil society networks. Meanwhile, leverage and accountability politics are manifested primarily in the strengthening of normative commitments and relational ties among non-state actors. These findings suggest that GPF’s transnational advocacy contributes to reinforcing the cultural and normative dimensions of reunification discourse, while its translation into formal state policy processes evolves gradually within broader domestic political and regional geopolitical dynamics.

Abstract

This study examines community participation in the management of mangrove forest ecotourism in Langsa City, Aceh, through the lens of Arnstein’s Ladder of Citizen Participation. A qualitative approach was employed, with data collected through observation, in-depth interviews with ten key informants, and documentation. The results indicate that community participation currently oscillates between the placation and partnership levels. Local communities and traditional institutions (Lembaga Adat) are actively involved, particularly in the downstreaming of Micro, Small, and Medium Enterprise (MSME) products, environmental supervision, and community education in collaboration with PT. PEKOLA Langsa. Furthermore, the community maintains institutional relationships with the Langsa City Government via the Youth, Sports, and Tourism Office. These findings demonstrate that the community functions not merely as an object of development but as a subject in ecotourism management. The study implies that strengthening this partnership is vital for the ecological and economic sustainability of mangrove ecosystems.

Abstract

Mountain climbing has long been socially constructed as a masculine activity associated with physical strength, courage, endurance, and leadership. Consequently, female hikers frequently encounter gender stereotypes that question their physical capabilities, technical competence, and leadership capacity in outdoor activities. This study aims to analyze the role of the Lagidigunung community in challenging gender stereotypes toward female hikers in Malang City, Indonesia. The study employed a qualitative approach using a case study method. Data were collected through participant observation during community activities in the Greater Malang area between 2024 and 2025, in-depth interviews with the founder, community leaders, and members, as well as documentation of community activities. Data were analyzed using the Miles and Huberman interactive model, supported by the perspectives of intersectional feminism and Social Identity Theory. The findings reveal that Lagidigunung functions as a social space that promotes women's empowerment by providing equal opportunities in leadership, decision-making, route navigation, trail opening, and educational activities within the community. These practices represent a form of resistance to patriarchal constructions that traditionally associate mountain climbing with masculine identities. Furthermore, social solidarity among members and the representation of women through the community’s social media platforms contribute to the formation of a collective identity characterized by confidence, independence, competence, and resilience among female hikers. The study demonstrates that the process of challenging gender stereotypes is not merely reflected in the increasing participation of women in mountain climbing activities, but also in the community's active efforts to create inclusive spaces for leadership, social support, and positive representation. The novelty of this research lies in its examination of a local hiking community as an agent of social transformation that not only deconstructs gender stereotypes but also facilitates the construction of a collective social identity among female hikers. This study contributes to the development of gender and community sociology by highlighting how recreational communities can serve as strategic arenas for promoting gender equality in public spaces.

Abstract

This study examines how local community empowerment contributes to collective economic welfare in Sungsang IV Tourism Village, Banyuasin Regency, South Sumatra. The study responds to the growing importance of community-based tourism in Indonesia, while also addressing the persistent problem of uneven economic benefits, limited managerial capacity, and weak institutional integration in developing tourism villages. Using a qualitative descriptive approach, data were collected through in-depth interviews, participatory observation, and documentation involving village officials, community leaders, Tourism Awareness Group members, Village Forest Management Institution actors, and seafood-based MSME groups. The analysis draws on Putnam’s social capital framework, particularly bonding, bridging, and linking social capital. The findings show that empowerment in Sungsang IV operates through three main strategies: strengthening local capacity, enhancing community-based institutions, and expanding cross-sector collaboration. Bonding social capital is reflected in solidarity, mutual cooperation, and group-based production among women, youth, and MSME actors. Bridging social capital appears through collaboration with other community groups, private partners, and external support networks, while linking social capital is visible in the village’s access to government programs, tourism training, and the Indonesian Tourism Village Award network. These forms of social capital have supported product innovation, tourism promotion, women’s and youth participation, and broader community involvement in local economic activities. However, empowerment remains constrained by limited digital literacy, inadequate production facilities, weak product legality, uneven participation, and insufficient marketing capacity. The study concludes that collective economic welfare in developing coastal tourism villages depends not only on tourism potential, but also on the community’s ability to transform social cohesion, external networks, and institutional access into inclusive and sustainable economic governance.

Abstract

This article examines the hijab ban in Tajikistan between 2018 and 2025 as part of a broader state project to regulate religious expression, construct national identity, and preserve a Soviet-influenced model of secular governance. Although Tajikistan is a Muslim-majority country, the government has consistently restricted public expressions of Islam through policies that associate certain religious symbols, including the hijab, with foreign influence, extremism, and threats to national culture. Using a qualitative descriptive approach based on literature and document analysis, this study draws on academic publications, government regulations, international human rights reports, and media sources to analyze the political rationale, implementation, and consequences of the hijab ban. The findings show that the ban cannot be understood merely as a dress regulation. Rather, it functions as an instrument of state control over Muslim women’s bodies, religious identity, and access to public life. The policy is legitimized through narratives of anti-extremism, national cultural preservation, and social order, while its effects include restrictions on women’s freedom of religion, discrimination in education and employment, social intimidation, and intensified state surveillance. International responses from human rights organizations and foreign governments further indicate that the policy is widely viewed as a violation of religious freedom and women’s rights. The study concludes that Tajikistan’s hijab ban reflects the tension between authoritarian secularism and religious freedom in a Muslim-majority post-Soviet society.

Abstract

Banda Aceh, Indonesia, remains highly exposed to tsunami risk because of its coastal location, dense settlements, and limited evacuation routes. During a tsunami warning, many residents are likely to depend on private cars and motorcycles, which may increase congestion and limit access to evacuation for people without vehicles. Ride-sharing has been proposed as a practical way to use existing vehicle capacity more efficiently, but its feasibility depends on whether residents are willing to offer or accept shared rides under emergency conditions. This study examines residents’ willingness to share rides during a hypothetical tsunami evacuation in five tsunami-prone subdistricts of Banda Aceh. Using an online stated preference survey, data were collected from 400 adults who live or work in Jaya Baru, Kuta Alam, Kuta Raja, Meuraxa, and Syiah Kuala. Respondents were randomly assigned to a driver or passenger role and to either a control group or a treatment group that received a short ride-sharing promotion prompt. The analysis is descriptive and summarizes the percentage of respondents who reported willingness or unwillingness to share rides by role and by group. The findings show a clear role-based difference. Around 61% of respondents in the driver role were willing to take other people in their vehicle, while only about 28% of respondents in the passenger role were willing to join a shared ride. The share-yes rate also increased from about 37% in the control group to about 53% in the treatment group. These findings suggest that evacuation ride-sharing has practical potential in Banda Aceh, but its success depends not only on available vehicle capacity, but also on passenger trust, perceived safety, and clear communication before emergencies occur.

Abstract

Tourism village development is often promoted as a rural economic strategy that can create local employment, diversify livelihoods, and strengthen community-based economic activities. However, the relationship between tourism business growth and labor absorption is not always automatic, particularly in emerging tourism villages where most enterprises remain small-scale, family-based, and informal. This study aims to analyze tourism business growth, local labor absorption, and village government policy in Rahtawu Tourism Village, Kudus Regency, Central Java, Indonesia. This research used a descriptive qualitative approach. Data were collected through observation, interviews, questionnaires, and documentation involving village government officials, BUMDes managers, tourism business owners, and tourism workers. The findings show that tourism businesses in Rahtawu have grown in culinary services, tourism area management, accommodation, local transportation, and recreation facilities. Nevertheless, the sector absorbed only approximately 94 workers, including 7 workers in BUMDes-managed tourism business, 62 workers in individually owned tourism businesses, and 25 workers in the local motorcycle taxi association. Compared with 1,453 unemployed residents in the village, tourism-related employment remains limited. The limited impact is caused by the dominance of micro and family-based businesses, fluctuating tourist visits, informal work arrangements, and the absence of specific village policies for tourism workforce development. This study concludes that tourism business growth alone is insufficient to generate significant employment unless supported by stronger institutional coordination, business upgrading, human resource development, and community-based tourism governance.

Abstract

Indonesia  taken various efforts to achieve gender equality. One of them is in the political area, with an affirmative action policy related to the representation of women as members of legislature. It is to increase women's representation in decision-making institutions which will have an effective impact on solving women's problems in Indonesia. This research was conducted by literature review method with qualitative descriptive analysis. The studies conducted that there are two main approaches to create gender equality, namely the pragmatic approach and strategic approach. Pragmatic approach related to solving various cases of gender injustice and making legal policies. While the strategic approach as an effort to raise awareness and educate on gender equality and change the cultural structure for all levels of society. An affirmative action was just making policies and not completely solving the problem of gender inequality in Indonesia strategically and not effective enough in creating gender equality in Indonesia.
