Abstract

(Title: Languages, State, and Power: Political Structures of Indonesian Policy). Language as a discipline has been established by the political preconditions and the re-sult is negotiating the power of the state. Its development is not entirely neutral because the tendency of language as a tool of power has a strong gap to be constructed in such a way. This epistemological reality then strengthens the reciprocal dictum between langua¬ge and power that can be hegemonically practiced as long as the state applies a system of rules in a systemic manner. This paper tries to investigate Indonesian language as a practice of state power, both projected historically, politically, and economically. All of them are covered by cultural narratives that are reinforced through structural patterns to culture.Keywords: language, country, power, policy, Indonesian language

Abstract

Before linguistics began to have its own paradigms, studies on languagehad been made by using paradigms derived from other disciplines. Language wasdescribed from the view points of philosophy, mechanistic physics, and biology.The studies could not answer questions about what language really is. Whenlinguistics finally had its own paradigms and established itself as an autonomousdiscipline, its studies on language could satisfactorily explain the nature oflanguage and answer questions about the ontology of language. Since thatmoment, studies on language have been growing up enormously and their findingsare significantly giving colors to linguistic studies. The development of linguisticstudies has implied and carried out changes in the orientation of language teachingin general and the teaching and learning of Bahasa Indonesia in particular.Keywords: linguistics, standard grammar, language teaching

Abstract

(Title: Adapting Learning Materials To Facilitate A Balanced Acquisition Of Language Skills, Values, And 21st Century Skills). English language teaching in the Indonesian schools aims to develop the students' four language skills (listening, speaking, reading, and writing) in the target language and promote the acquisition of values and 21st century skills (critical thinking, creativity, collaboration, and communication). The learning materials published by the government and publishers available in the market generally focus on the development of the student's language skills and values. Hence, the learning materials should be adapted before being used so that the learning materials do not only promote the acquisition of language skills and values, but also 21st century skills. There are a number of alternatives of that teachers can use in adapting the learning materials to promote the acquisition of 21st century skills. Some of the alternatives include adapting the task input, activity/procedure, setting, and learner role and adding tasks to units and units to the textbook. Abstract

Those putting KBK/KTSP (short for Kurikulum Berdasar Kompetensi/Kurikulum Tingkat Satuan Pendidikan or the Competency-Based Curriculum/theCurriculum at the Level of Educational Unit) of Bahasa Indonesia into practicestill encounter an abundance of problems in the field. The problems involve itsimplementation in relation to the teachers, the students, and the supportingfacilities. The implementation has indicated (a) the teachers' lack of understandingof the curriculum of Bahasa Indonesia in both the addition of basic competenciesand the concepts of learning concerning linguistic aspects; (b) the teachers'apathetic attitude towards the curriculum because of their desire for uniformityand the increasingly heavier load of their duties; and (c) the teachers' lack ofknowledge of efforts for maximum development of the curriculum such aspracticing authentic assessment, selecting suitable lesson books, and runningremedial and enrichment programs. As an impact of the implementation on thestudents, a sufficiently large number of students feel burdened with KBK becausethey already have many assignments in both their regular and remedial classes. Asan impact of the implementation on the support facilities, it has brought to lightthat regional schools lack the facilities that could meet the demands of thecurriculum.Keywords: KBK/KTSP, teachers' attitude, impacts, problemsA. Di Dalam otonomi pendidikan terbukasamping karena adanya fakta hasil pendidikan peluang untuk menciptakan pendidikan diyang tidak merata di setiap daerah, seringkali daerah menjadi lebih berkualitas karena pejabatkebutuhan dan permasalahan pendidikan daerah memiliki wewenang yang luas untukdaerah yang berbeda-beda selalu diatasi dengan melakukan antisipasi dalam rangka meningkatcarayang sama, seragam. Apalagi, kebijakan kan kualitas pendidikan di daerahnyapusat seringkali tidak sesuai dengan kondisi di (Mudjiharto, 2000; Suyanto, 2001). Kegiatanlapangan selain juga datangnya sering terlalu rekrutmen untuk kepala sekolah, guru, danterlambat sampai di tingkat bawah (daerah). siswa; pembinaan profesionalisme guru;Dalam hal yang demikian potensi akademis penentuan sistem evaluasi; dan sebagainyayang ada di daerah tidak bisa dimanfaatkan ditentukan oleh daerah (pemerintah provinsi,secara maksimal (Suryadi, 2001). Akibatnya, sekolah, dan masyarakat) (lihat Stinnett, 1968;kondisi tersebut tidak mampu memacu Dorros, 1978). Dengan demikian, kualitaspersaingan yang sehat untuk meningkatkan hasilnya sangat ditentukan oleh kemampuankualitas pendidikan, kecuali untuk memenuhi dan kemauan daerah (Kompas, 2001).target kebijakan. Abstract

The teaching-learning process of Indonesian involving foreigners as thelearners differs in characteristics from the teaching-learning process of Indonesianin general. The differences are due to the learners' cultural backgrounds. Ananalysis of their learning needs and pedagogical norms of language learning isrequired in the selection of the materials and strategies for the teaching-learningprocess of Indonesian involving them as the learners. Results of analysis on theirentry level, learning style, and learning objective will direct the teachers inselecting the language teaching materials and strategies. Abstract

Good print media are those prioritizing the writing quality. Although theyemphasize more on effectiveness, efficiency, and cost, they should take intoaccount of the writing quality, without violating the Indonesian language rules.Some violations found in journalistic writing include: (1) spelling and punctuationviolations, (2) grammatical violations, consisting of errors in syllable separation,morphological violations, and syntactic errors, (3) semantic violations, and (4)discourse violations. Other problems concern loanwords, namely foreign wordsthat are already popular in the community. The replacement of foreign wordsabsorbed into the Indonesian language with unavailable Indonesian equivalentsresults in difficulty.Keywords: journalistic language, mass media, language maintenance
