Abstract

Abstract This research was conducted with government policy background Brebes through livestock services. In an attempt to realize the empowerment of duck breeders in Brebes, then diwujudkanlah policies and efforts of the government for the benefit of duck farmers scattered in Brebes who are members of farmer groups duck. This study focuses on the implementation in agriculture. Researchers used a qualitative research method that refers to the type of descriptive study. These research subjects are related parties and are involved in the implementation of policies to duck farmers who are members of the duck farmer groups including livestock services Brebes. The technique of collecting data through observation, interviews, documentation, literature and then analyzed through data reduction techniques, data presentation and verification / draw conclusions. These results indicate that the implementation of the aid to the farmer groups duck is not maximized in improving agricultural productivity and farm effectively, it is because the lack of technical guidance regarding the development of agriculture and animal husbandry. To fix this policy, of course, the need for improvement of both administrative and technical. Help plus, intensivity guidance from the Department related to the field of animal husbandry farms to the farmers, to maximize control systems, and infrastructure improvements. Abstract

ABSTRACTThis research was conducted to examine the extent of the role of NGOs in the monitoring of the Fitra Budget Central Java in particular social assistance in 2012 and the circumstances of the results of monitoring conducted by FITRA . The purpose of this study is to find out what FITRA as a form of their role in monitoring the budget in Central Java , an approach like what they are doing to oversee ABBD and how the results of the monitoring they do . This study used a qualitative approach using the techniques of interview and documentation . Source of data derived from primary data collected by the data itself comes from an interview researchers who presented to the NGO board FITRA Central Java , Team Budget of the Region. while secondary data is data that is supportive discussion or data obtained from books , magazines and journals . Techniques of data analysis done with interviews and documentation . The survey results revealed that the actual role of FITRA have no proof but not so the maximum is since FITRA standing in Central Java, they do a lot of activities such as collect data relating to the budget then their input and their analysis . Having analyzed FITRA also conduct a public hearing and to disseminate to the public and then make recommendations to the government . However, the monitoring is done by FITRA not seen such a large role . Means especially for social grants in 2012 have not been up evidence FITRA role in channeling aid to the new role do the picking of the CPC test , so according to the researcher 's role will be better when FITRA straight down to the ground . Sehingganya for himself in 2012 when it discovered a new finding about the diversity of misappropriation of social aid funds then this could be one contributing factor is not the role of the NGOs FITRA in overseeing the distribution of social grants . apart because of all the government agencies have not been open to the public . Therefore , FITRA a need to increase the role of the more leverage in controlling the budget especially social assistance . the government should also be more open to the public on information that it should be accessible to the public .

Abstract

AbstractPemilihan Umum Kepala Daerah Walikota Tangerang kembali diselenggarakan pada 31 Agustus 2013. Banyak kandidat baru yang mencalonkan diri sebagai Calon Walikota Tangerang periode 2013-2018. Dalam penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif, yang mana menyajikan data, tulisan, tingkah laku yang dapat diamati.Hasil penelitian ini menghasilkan, bahwa perilaku memilih masyarakat kecamatan Pinang adalah pemilih dengan orientasi sosiologis. Pemilih dengan orientasi sosiologis adalah perilaku yang melihat sosok pemimpin berdasarkan kesamaan agama, suku, ras atau wilayah. Abdul Syukur yang merupakan putra daerah dari wilayah Pinang memenangkan perolehan suara pada Pilkada lalu untuk wilayah kecamatan Pinang.Kata Kunci : Demokrasi, Partisipasi Politik, Perilaku Memilih

Abstract

ABSTRAKSI Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan Kemitraan Pemerintah Kota Semarang dengan PT. Gojek Indonesia sebagai penyedia layanan Go-Pay untuk pembayaran PBB di Kota Semarang dan mengindentifikasi keuntungan yang diterima oleh kedua belah pihak. Teori-teori yang dipakai sebagai landasan penelitian ini menggunakan teori kemitraan, Public Private Partnership, Pelayanan Publi, dan Pajak Bumi dan Bangunan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil dari penelitian ini menjelaskan bahwa pelaksanan kemitraan sudah berjalan dengan baik dengan membentuk suatu kemitraan yang mutualistik dimana kedua belah pihak saling menguntungkan dan merasa penting untuk menjunjung tujuan kemitraan. Kemitraan ini memberikan keuntungan secara langsung dan tidak langsung bagi pihak yang terlibat, seperti peningkatan pendapatan asli daerah dan pelayanan publik bagi Pemerintah Kota Semarang, dan meningkatnya branding serta kepercayaan masyarakat terhadap layanan jasa keuangan bagi PT. Gojek Indonesia. Selama keberjalanan, terdapat pula kendala dan kekurangan dalam kemitraan ini, namun masing-masing pihak dapat menyelesaikannya dengan baik dan terus melakukan inovasi baru untuk meningkatkan pelayanan kepada masyarakat sebagaimana tujuan dari kemitraan ini.

Abstract

Strategi dinas sosial dalam Program Keluarga Harapan (PKH) di Kota Salatiga memiliki tujuan untuk menjelaskan strategi lembaga terkait pelaksanaan PKH dan peran stakeholder dalam meningkatkan kualitas pelayanan sosial di Kota Salatiga. Metode penelitian menggunakan kualitatif deskripstif dimana penulis menggunakan informasi dari instansi Dinas Sosial Kota Salatiga dan pelaksana teknis PKH Kota Salatiga serta pihak luar sebagai penyeimbang data yaitu masyarakat, dan tokoh masyarakat di Kota Salatiga. Hasil penelitian ini menunjukan bahwa keberhasilan implementasi PKH di Kota Salatiga dipengaruhi oleh strategi dinas sosial dan peran stakeholder dalam menjalankan PKH. Strategi Dinas Sosial dalam pelaksana PKH menggunakan strategi kelembagaan, penyampaian informasi dan peningkatan kapasitas SDM. Strategi Dinas Sosial dengan cara pendekatan persuasif yang dapat meningkatkan pelayanan sosial. Hal tersebut berdampak bagi masyarakat penerima PKH sehingga KPM merasa terbantu dengan adanya bantuan sosial dan pemberdayaan bidang ekonomi untuk menciptakan usaha mandiri. Implementasi PKH diperlukan strategi dan komitmen pelaksana PKH untuk mewujudkan kebijakan sosial yang tepat sasaran. Peran stakeholderjuga mendorong pelaksanaan PKH di Kota Salatiga melalui pendampingan, koordinasi antar aktor dan monitoring. Peran stakeholder mendukung adanya pelaksanaan PKH agar berjalan maksimal. Unsur dari stakeloholder tersebut terkait pelaksana PKH baik koordinator maupun pendamping, dinas sosial, pemkot salatiga maupun unsur lainnya. Hal tersebut menjadikan PKH di Kota Salatiga sebagai pelaksana kebijakan sosial dalam meningkatkan kesejahteraan masyarakat kurang mampu dengan menurunnya angka kemiskinan di Kota Salatiga. Perubahan yang terjadi adanya PKH seperti pola pikir KPM, penyaluran bantuan, SDM PKH dan pendampingan KPM melalui KUBE.

Abstract

Application information system based personnel management technology which is then called Simpatik is a program that aims to provide convenience to employees of the Government of Semarang to manage the needs of personnel services. This application is an update of previous personnel service applications that are then synchronized with each other by implementing Single Sign On (SSO) technology so that there is also some new employee service innovations contained within the Simpatik application. The main focus of this research is the context the perception of employees of the Regional Secretariat of Semarang City related to the implementation of Simpatik application as a base of employment services as well as supporting factors and factors inhibiting the formation of employee perception in using Simpatik application. This research approach uses quantitative descriptive with sampling techniques using purposive sampling then obtained by 149 respondents from 237 populations while for data collection techniques using questionnaires, interviews, and documents. From this research, it is explained that the employees of the Regional Secretariat of Semarang City have had a good perception of the application of Simpatik application for employment services. This is supported by the results of research that most employees have a perception in a high category with a percentage of 54,4%. When reviewed from the indicator of employee knowledge fell into a very high category of 73,8%. When reviewed from employee experience while using the Simpatik application, most have a high perception with a percentage of 44,3%. Then, employee perception if reviewed from motivation, entered into the category with a percentage of 33,6%. Then based on the evaluation indicator entered into a very high category of 48,3%. The perception of employees of the Regional Secretariat of Semarang City is formed because of the internal factors of individual employees, namely based on the knowledge, experience, motivation and evaluation that employees have. While external factors are formed due to the influence of the individual external environment.

Abstract

Local Leaders Election or District Head Election is one of the Democracy Feastas a form of people's sovereignty to choose the leaders in an area. The Central JavaProvince in 2018 held the Election of Governor and Deputy Governor as the largestform of political feast in Central Java. The election of the Governor of Central Java in2018 was attended by various groups both from parties and organizations in society.Sapma Pemuda Pancasila is one of the organizations that developed in the communityand participated in Central Java Governor Elections 2018. The level and form ofpolitical participation of the Sapma Pemuda Pancasila organization is interesting toresearch because Sapma Pemuda Pancasila is an organization consisting of youngpeople who are the future successors of the nation specifically in the 2018 Central JavaGovernor election. This study uses a mixed method research to combine descriptivequalitative and quantitative descriptive data with use Huntington and Nelson politicalparticipation theory.The results of this research describe various forms of political participation ofthe Sapma Pemuda Pancasila organization in Central Java Governor Election 2018according to Huntington and Nelson political participation theory. The conclusion ofthis research shows that the level of political participation of Sapma Pemuda Pancasilais quite high, it can be influenced by both internal and external factors.

Abstract

Kelurahan Siaga Bencana (KSB) merupakan sebuah kebijakan pnanggulangan bencana yang dilaksanakan dengan menerapkan konsep pemberdayaan masyarakat dan mulai dikembangkan sejak tahun 2011. Awal mula kebijakan ini diciptakan akibat keterbatasan pemerintah dalam melakukan penanggulangan bencana di daerah yang berlokasi jauh dari pusat pemerintahan. Oleh karena itu, kebijakan dengan pemberdayaan masyarakat ini diterapkan agar penaggulangan bencana dapat dilakukan secara efektif oleh masyarakat daerah setempat secara mandiri. Hingga tahun 2020, Kota Semarang telah memiliki 56 Kelurahan Siaga Bencana dengan berbagai macam karakteristik bencana yang berbeda-beda. Jumlah ini terus bertambah secara akumulatif sesuai dengan RPJMD Kota Semarang sejak tahun 2011. Kelurahan Mangkang Wetan adalah salah satu KSB dengan kerawanan bencana jenis banjir dengan frekuensi kejadian bencana yang tinggi diantara kelurahan lain dengan jenis kerawanan bencana yang sama. Letak Kelurahan Mangkang Wetan yang berada di hilir Daerah Aliran Sungai (DAS) beringin juga merupakan salah satu faktor pemicu tingginya frekuensi banjir di daerah ini. Penelitian ini akan menitikberatkan pada implementasi Kebijakan Kelurahan Siaga Bencana di Kelurahan Mangkang Wetan ditinjau dari perspektif pemangku kebijakan (stakeholders) dan perspektf masyarakat setempat.

Abstract

Decentralization provides broad opportunities for local governments to develop regional potential according to regional needs and priorities. Technological advances have created a model of public services that are carried out through electronic systems, and public monitoring of public policies demands that the government be more transparent and accountable.This study describes implementation of E budgeting in the city government of Surakarta and transparency of government towards the public. This research uses descriptive qualitative research methods with data collection techniques through interviews, documentation and literature review conducted on related informants.The city govenrment of Surakarta utilizes information technology to demonstrate transparency and accountability from the local government to the people of the city of Surakarta. The realization of transparency can be seen from the government’s efforts to publish the implementation of the planning, budgeting and program activities of the city government of Surakarta.Implementation of E budgeting in the city government of Surakarta is quite good. This study describes the implementation of E budgeting and transparency. It is hoped that the next research will further deepen research on E budeting in the city government of Surakarta.

Abstract

To improve the quality of public service. Service innovation is key to the successful implementation of e-government. The innovation that is developing in Indonesia is the application of smartcity. Surakarta became one of the cities that implemented the concept of innovation, one of which is in the field of local tax services, urakarta city innovates by launching eppson feature (Electronic payment of Regional Tax Solo Destination Application) to facilitate the people of Surakarta city get local tax service. This research uses qualitative descriptive methods with data collection techniques in the form of interviews and documentation. Data obtained from Surakarta City Council, especially BPPKAD and eppson application users, then the data obtained is analyzed using theory and data source to answer the formulation of the problem that has been outlined From the results of the research analysis found that the implementation of regional tax service innovation through EPPSON application in Surakarta city managed to increase local tax receipts and also improve taxpayer compliance to pay its obligations. It was also found in the research that taxpayers feel helped by the innovation of local tax services through this EPPSON application, such as the ease of service provided, only through smartphones can be done services anytime and anywhere. But unfortunately the innovation of this local tax service in its management still lacks quality human resources or who do understand about it, so that local government must continue to improve the quality of human resources to develop innovation of local tax services in order to be even better. So it can be concluded that the innovation of this local tax service includes success in improving the quality of service, by making it easier for taxpayers to be able to pay their obligations as a taxpayer, thus the innovation of this local tax service is accepted by the people of Surakarta city and recognized that the innovation of this local tax service makes it easier for its users to pay taxes wherever and whenever. So the government must improve the quality and quantity of human resources in order to develop the innovation of tax servants to be better.
