Abstract

The issue of urban waste in Indonesia particularly household organic waste continues to escalate alongside population growth, urbanization, and shifting consumption patterns. As a metropolitan city in Central Java, Semarang faces significant waste management challenges; consequently, the Semarang City Government initiated the Gumregah Program (Integrated Community Movement for Waste Management) as a community based effort to reduce waste. This study aims to analyze the effectiveness of the Gumregah Program in curbing the volume of organic waste in Banyumanik District. The research employs public policy effectiveness theory, utilizing the effectiveness indicators proposed by Duncan and Steers: goal attainment, integration, and adaptation. However, the program's effectiveness is hindered by limited facilities, inconsistent community participation, and uneven program support.

Abstract

Political education is one of the strategic functions of political parties mandated by Law Number 2 of 2011, encompassing education for party cadres and members (internal) as well as for the general public (external). In practice, however, its implementation remains varied and has yet to be fully effective. This study aims to analyze the forms of political education programs conducted by Indonesian Democratic Party of Struggle (PDI Perjuangan) and the Prosperous Justice Party (PKS) in Central Java and to evaluate their implementation, by comparing two parties with distinct ideological foundations while simultaneously analyzing both dimensions of political education, namely the internal and external dimensions. This study employs a qualitative comparative-descriptive method, with data collected through in-depth interviews, observation, and documentation, and analyzed using the Miles and Huberman model. The findings indicate that ideological orientation is the determining factor shaping each party's approach to political education. In the internal dimension, PDI Perjuangan implements a three tier cadre system centered on Pancasila, Marhaenism, and the teachings of Bung Karno. PKS conducts weekly cadre development through the Member Development Unit (UPA) using a standardized curriculum that integrates Islamic values and leadership principles. In the external dimension, PDI Perjuangan reaches the public through community-based social activities, while PKS engages society through social services, public seminars, and political outreach. PDI Perjuangan excels in the breadth and inclusivity of its public outreach, while PKS excels in the depth of cadre development. Evaluation reveals that neither party has fully met the three indicators stipulated under Law Number 2 of 2011, namely increasing public awareness of civic rights and obligations, enhancing political participation, and fostering national character and civic independence. Key obstacles include political pragmatism among the public, the prevalence of money politics, and disparities in the distribution of state political funding across regions. This study concludes that party ideology concretely shapes the direction and methods of political education. However, existing regulations have yet to be capable of guaranteeing substantive and equitable political education quality, particularly for the general public as the primary external target.

Abstract

Stunting merupakan salah satu permasalahan kesehatan masyarakat yang berdampak terhadap pertumbuhan fisik, perkembangan kognitif, serta kualitas sumber daya manusia. Sebagai upaya percepatan penurunan stunting, pemerintah mengembangkan Program Dapur Sehat Atasi Stunting (DASHAT) yang berfokus pada pemberdayaan masyarakat melalui edukasi gizi, pemanfaatan pangan lokal, dan pendampingan keluarga berisiko stunting. Penelitian ini bertujuan menganalisis implementasi Program DASHAT di Kota Semarang, khususnya di Kecamatan Tugu dan Kecamatan Semarang Timur, serta mengidentifikasi faktor pendukung dan penghambat pelaksanaannya. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap pegawai BKKBN Provinsi Jawa Tengah, DPPKB Kota Semarang, PLKB, kader Kampung KB, dan keluarga berisiko stunting. Analisis data menggunakan model Miles dan Huberman dengan teori implementasi Charles O. Jones yang meliputi aspek pengorganisasian, interpretasi, dan penerapan. Hasil penelitian menunjukkan bahwa implementasi Program DASHAT telah terlaksana melalui koordinasi antarpelaksana, edukasi gizi, demonstrasi memasak, pemberian bahan pangan bergizi, serta kunjungan rumah kepada keluarga sasaran. Namun, implementasi program pada kedua wilayah menunjukkan variasi yang dipengaruhi oleh karakteristik wilayah, kapasitas kader, dukungan lintas sektor, serta partisipasi masyarakat. Selain itu, masih ditemukan kendala berupa keterbatasan pembekalan kader, perbedaan pemahaman mengenai fokus perubahan perilaku keluarga, dan belum meratanya pelaksanaan kegiatan di seluruh wilayah sasaran. Penelitian ini menyimpulkan bahwa implementasi Program DASHAT di Kota Semarang telah berjalan sesuai aspek pengorganisasian, interpretasi, dan penerapan, tetapi masih memerlukan penguatan kapasitas pelaksana, penyamaan persepsi mengenai tujuan program, serta peningkatan konsistensi pelaksanaan agar tujuan percepatan penurunan stunting dapat dicapai secara optimal.

Abstract

This research is motivated by the digital transformation of population administration services in Bogor Regency through the SILOKA application (Online Population Service System) launched by the Population and Civil Registration Office of Bogor Regency in 2020, although various public complaints regarding technical issues and accessibility are still found, so its effectiveness needs to be assessed. This study aims to analyze the effectiveness of population administration services through the SILOKA application and identify obstacles in its implementation. In evaluating the effectiveness of this digital service, this study employs the E Service Quality theory by Parasuraman, Zeithaml, and Malhotra (2005), which encompasses seven dimensions: efficiency, reliability, fulfillment, privacy, responsiveness, compensation, and contact. The research employs a quantitative approach with 100 respondents from the people of Bogor Regency who have used SILOKA, selected through accidental sampling technique, and analyzed using validity tests, reliability tests, the SERVQUAL method, and Importance Performance Analysis (IPA) with a Cartesian diagram. The results show that The service effectiveness of the Siloka application is asymmetrical regarding Management and Human Resources, as evidenced by the Privacy, Responsiveness, and Compensation indicators, which are consistently situated in Quadrant B (keep up the good work). The personnel have demonstrated a high commitment to service and are proactive in providing information whenever system disruptions occur. Conversely, the primary obstacle lies in the Information Technology Infrastructure aspect, as reflected by the Reliability indicator, which falls into Quadrant A (top priority) with the largest negative Gap value. This infrastructure failure serves as the main barrier, where inadequate server capacity and bandwidth result in the application frequently experiencing errors, network disruptions, and the malfunction of features that are crucial for the public. This study recommends the structuring and maintenance of information technology infrastructure, the provision of an integrated complaint channel, the implementation of system-based technical supervision, and periodic public satisfaction evaluations to the Population and Civil Registration Office of Bogor Regency.

Abstract

E-Auction is a web-based electronic auction system implemented by the State Assets and Auction Service Office (KPKNL) Semarang as part of the e-government transformation in public service delivery. Based on preliminary observations, the implementation still faces various challenges related to technological infrastructure, digital literacy, system security, and integration. This study examines how e-auction implementation operates in state auction services at KPKNL Semarang and identifies the obstacles faced as well as efforts undertaken to optimize its implementation. The research employs a descriptive qualitative method with data collected through in-depth interviews, observation, and documentation involving auction functionaries at KPKNL and service users. Data were analyzed using George C. Edwards III’s policy implementation theory — encompassing communication, resources, disposition, and bureaucratic structure — along with the good governance concept focusing on transparency and accountability. The results show that the implementation of e-auction at KPKNL Semarang has proceeded effectively in line with applicable regulations, particularly PMK No. 213/PMK.06/2020. The system has successfully improved efficiency, transparency, and accessibility of state auction services while increasing public participation nationwide. However, challenges remain, including server instability during peak access periods, uneven levels of digital literacy among the public, and the need for broader socialization. These obstacles are being addressed through periodic system improvements, human resource capacity building, and outreach activities. Overall, e-auction has proven to be a significant public service innovation that supports the realization of good governance principles in state auction administration.

Abstract

Public Green Open Space (RTH) plays an important role in supporting environmental quality and the social needs of urban communities. In Bogor City, the distribution of public RTH still shows inequality among regions, resulting in unequal access to and benefits from green open spaces. This study aims to analyze the management of public RTH in Bogor City from the perspective of Good Environmental Governance (GEG), with a focus on management and equitable access to public RTH. 1Mahasiswa Ilmu Pemerintahan Universitas Diponegoro 2Dosen Ilmu Pemerintahan Universitas Diponegoro 1 This study employed a descriptive qualitative approach using semi-structured interviews and documentation techniques. The informants consisted of Civil Servants (ASN) from the Bogor City Housing and Settlement Agency and members of the community who utilize public RTH. The results show that the management of public RTH already has regulatory foundations, institutional structures, and management mechanisms that support the provision of RTH. However, the implementation of Good Environmental Governance principles has not fully supported equitable access to RTH across regions. The distribution of public RTH remains uneven among districts, and its management is still oriented toward administrative and technical aspects. This study concludes that the management of public RTH in Bogor City has not fully supported equitable access to green open spaces for the community.

Abstract

Digital-based public services have become one of the government strategies to improve effectiveness, efficiency, and transparency in public service delivery, including regional taxation services. One form of this transformation is the implementation of e-service in Duty on Acquisition of Land and Building Rights (BPHTB) payment services at BPPKAD Wonosobo Regency.This study aims to describe the implementation of BPHTB e-service , analyze service quality based on the E-SERVQUAL model, identify supporting and inhibiting factors, and development initiatives at BPPKAD Kabupaten Wonosobo. This study employed a descriptive qualitative approach using a case study design. Data were collected through observation, semi structured interviews, and documentation involving purposively selected informants. Data analysis referred to the Miles and Huberman interactive model.The findings indicate that the implementation of BPHTB e-service has improved public service quality. Based on E SERVQUAL dimensions, efficiency improved service speed and convenience; fulfillment showed that service needs were accommodated; system availability indicated relatively stable service operation; and privacy demonstrated protection of user data. However, challenges remain regarding human resources, budget limitations, and public digital literacy.

Abstract

The implementation of the Standard Inpatient Class (KRIS) is an Indonesian government policy designed to promote equitable healthcare services by replacing the previous BPJS inpatient class system. The effectiveness of this policy should be evaluated from the perspective of service recipients through patient satisfaction assessment. This study aims to analyze the satisfaction level of National Health Insurance (JKN) inpatients toward the implementation of the KRIS program at RSUD dr. Gondo Suwarno, West Ungaran, Semarang Regency, and to examine the findings through the Good Governance perspective. A descriptive quantitative approach with a survey method was employed involving 100 JKN inpatients selected using purposive sampling. Data were collected through structured questionnaires and analyzed using the Community Satisfaction Index (Indeks Kepuasan Masyarakat/IKM) based on the Decree of the Minister for Administrative Reform Number KEP/25/M.PAN/2/2004, consisting of fourteen service elements. The findings indicate an overall IKM score of 86,93, categorized as Grade A (Excellent Service Quality). All service elements achieved mean scores above 3.25. Staff responsibility received the highest score (3.55), while ability of the officer (3.44). The Good Governance analysis demonstrates that the principles of transparency, accountability, effectiveness and efficiency, equity, responsiveness, and participation have been reflected in the implementation of the KRIS program, although several administrative and human resource aspects still require improvement. This study concludes that the implementation of the KRIS program at RSUD dr. Gondo Suwarno has achieved a very high level of patient satisfaction while reflecting the application of Good Governance principles. Continuous improvements in administrative procedures, service schedule certainty, staff discipline, and staff competency remain necessary to sustain healthcare service quality.

Abstract

This study aims to analyze the Desak Anies campaign program strategy in the 2024 Presidential Election. The research is motivated by the emergence of innovative political campaign approaches that utilize dialogue-based communication to strengthen interaction between candidates and the public. The scope of this study focuses on the formulation and implementation of the Desak Anies program as part of the campaign strategy of Anies Baswedan and Muhaimin Iskandar in the 2024 Presidential Election. This research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The analysis is based on Antar Venus's campaign strategy theory. The findings indicate that the Desak Anies campaign program was designed through the development of substantive political messages, audience targeting focused on young voters, the utilization of digital media, and the implementation of an open-dialogue format that enabled direct interaction between candidates and the public. The program served not only as a medium for delivering political visions and missions but also as a platform for public participation in the campaign process. The study concludes that Desak Anies represents a campaign strategy that integrates direct communication and digital media to enhance public engagement in the 2024 Presidential Election.
