Abstract

This study aims to analyze the factors that influenced the victory of the candidate pair Ganjar Pranowo–Mahfud MD at TPS 2 and TPS 6 of Wadas Village, Bener District, Purworejo Regency, in the 2024 Presidential Election. Wadas Village is known as the center of the Bener Dam Conflict that directly involved Ganjar Pranowo in his role as Governor of Central Java, making Ganjar's victory in two of the village's six polling stations an electoral anomaly worth examining. This research employs a descriptive qualitative method with data collection through in-depth interviews with 14 informants who were voters at TPS 2 and TPS 6. Data analysis was conducted using three theoretical frameworks integratedly: the Voter Behavior Theory (Budiarjo, 2001; Nursal, 2004) as the main framework, the Voter Perception Theory (Sumanto, 2014; Kasali, 2017) as an intervening mechanism, and the Theory of Local Factors in Voter Behavior (Nugraha, 2021; Wahid, 2022) as a contextual moderator. The results show that Ganjar–Mahfud's victory at both polling stations was the result of simultaneously interacting factors. First, none of the informants were directly affected by the andesite mining project, thus the Wadas Conflict did not become a determining variable for rejection of Ganjar. Second, rational considerations regarding Ganjar's leadership track record as a two-term Governor of Central Java served as the primary basis for voter trust. Third, a positive perception of Ganjar's image as a populist and responsive leader—formed through social media consumption—reinforced psychological bonds, especially among young voters. Fourth, voters at both polling stations demonstrated high independence from sociological pressures, without significant influence from religious leaders, community figures, or family. These findings indicate that voter behavior cannot be reduced to a single variable, but is rather a product of complex negotiations among rational, psychological, local, and informational factors within a highly specific socio-political context.

Abstract

Program Keluarga Harapan (PKH is one of the Indonesian government's policies aimed at poverty alleviation through conditional social assistance for poor and vulnerable families. However, several challenges remain in its implementation, including inaccuracies in beneficiary data, weak data updating processes, and suboptimal coordination and administrative systems. These issues indicate that the effectiveness of the program is determined not only by the policy itself but also by the role of bureaucracy in its implementation. This study aims to analyze the role of bureaucracy in the implementation of the Family Hope Program (PKH) in Pati Regency. The study employs Max Weber's bureaucratic theory, which consists of hierarchy, formal rules and legality, impersonality, and administration. A qualitative method with a descriptive approach was used. Data were collected through interviews, observation, and documentation and were systematically analyzed based on the indicators of the selected theoretical framework. The findings show that the implementation of PKH in Pati Regency reflects the application of bureaucratic principles, although it has not yet been fully optimal. In terms of hierarchy, the organizational structure and division of responsibilities have functioned well, despite challenges in coordination and reporting. Regarding formal rules and legality, the implementation of the program has been carried out in accordance with applicable regulations and technical guidelines. In terms of impersonality, the implementation of PKH demonstrates the application of objectivity through the use of beneficiary eligibility criteria and the performance of facilitators' duties in accordance with program regulations. In the administrative aspect, data management and reporting systems have been implemented, but data updating and integration remain less than optimal. Therefore, strengthening the administrative system, especially through regular data updating and integration, is necessary. In addition, improving coordination among implementers, strengthening control mechanisms, and optimizing community oversight through routine meetings are essential to support a more effective and well-targeted implementation of the program.

Abstract

Stunting reduction is a national priority agenda based on Presidential Regulation Number 72 of 2021, which demands a responsive commitment from regional governments. Bontang City, as an industrial center with a large fiscal capacity, still faces fluctuations in stunting prevalence, with Loktuan Village consistently recording the highest accumulation of stunted toddler cases, namely 213 toddlers in June 2025. This study aims to analyze in depth the roles of the Bontang City Government and Loktuan Village in overcoming stunting through the dimensions of regulator, dynamizer, and facilitator functions, as well as to identify the supporting and inhibiting factors of its implementation in the field. Using a descriptive qualitative method, data were collected through in-depth interviews with key stakeholders (Health Office, DP3AKB, Village Government, Community Health Center, and Posyandu Cadres) and analyzed using the data reduction, data display, and conclusion drawing (verification) stages of the Miles and Huberman model. The results show that the government's role as a regulator runs optimally through the strengthening of local regulations, while the role as a dynamizer is the most effective dimension through the mobilization of Corporate Social Responsibility (CSR) funds from surrounding industrial companies to overcome local budget constraints. However, the role as a facilitator still faces obstacles in the form of bureaucracy, a lack of permanent posyandu buildings, and supplementary feeding programs that are temporary in nature. Despite these constraints, this collaborative intervention successfully reduced the stunting prevalence rate in Loktuan Village progressively from 24.14% to 15.74%.

Abstract

This study is motivated by the need for fast, accurate, and integrated disaster governance in Bondowoso Regency, an area vulnerable to flash floods, landslides, strong winds, forest and land fires, and other disaster risks. The Regional Disaster Management Agency (BPBD) of Bondowoso Regency developed the SI-GABAN application as an e-government innovation to strengthen disaster reporting, mitigation information, disaster-prone area mapping, and disaster response coordination. This study aims to analyze the implementation of SI-GABAN in supporting disaster management and mitigation and to identify its supporting and inhibiting factors. This research uses a qualitative method with a descriptive approach through interviews, observation, documentation, and literature study. The analysis applies Clay G. Wescott's e-government theory, consisting of operational efficiency, transparency and accountability, service accessibility, and public participation, supported by Nick Carter's disaster management concept. The findings show that SI-GABAN supports the digitalization of disaster public services through real-time reporting, disaster-prone maps, mitigation information, weather and earthquake information, disaster news, and annual data features. The application helps BPBD accelerate coordination, data management, and decision-making while improving public access to disaster information. However, its implementation is not yet optimal due to uneven socialization, low use of reporting features, limited development budget, and unstable internet connectivity in some disaster-prone areas. This study concludes that SI-GABAN is reasonably successful as a disaster e-government instrument, but it requires stronger outreach, digital infrastructure, community participation, and sustainable budget support.

Abstract

The Belitong UNESCO Global Geopark (UGGp) is a geopark recognized by UNESCO for its unique geological, biological, and cultural values. However, during the 2024 UNESCO revalidation process, the Belitong UGGp received a yellow card, indicating several issues in the management of the area, particularly regarding the trade in satam stone, which lacks robust regulations, and the release of turtle hatchlings, which is not yet conducted professionally. These conditions highlight challenges in achieving geopark management aligned with the principles of environmental sustainability. This study aims to analyze the management of the Belitong UGGp area from the perspective of environmental sustainability using Jonathan B. Tourtellot’s geotourism theory, which emphasizes environmental conservation, community participation, and education. This study employs a qualitative research method with a descriptive approach. Data were collected through in-depth interviews, observations, and documentation involving various stakeholders, such as the geopark management body, local government, local communities, and tourism operators. Data analysis was conducted through the stages of data reduction, data presentation, and drawing conclusions. The research focuses on the implementation of geotourism principles in area management, particularly regarding efforts to conserve geodiversity and biodiversity, community involvement in area management, as well as the implementation of environmental education programs for the community and tourists. Research findings indicate that the management of the Belitong UGGp has been guided by the principle of sustainability through various conservation programs, community engagement, and the organization of educational activities. Conservation efforts are carried out through the protection of geosites, mangrove ecosystem rehabilitation, turtle hatchling conservation, and the control of activities that have the potential to damage the environment. Community participation is evident through the involvement of tourism awareness groups, geopark communities, the development of geoproducts, and pentahelix collaboration. Meanwhile, the educational aspect is realized through the provision of interpretive panels, geotrails, digital media, and environmental outreach activities. However, the study found that several challenges remain, such as the lack of optimal regulations for the protection of satam stones, uneven management capacity across geosites, limited evaluation of educational impacts, and the need for strengthened oversight of tourism activities that pose risks to the environment.

Abstract

The state holds a constitutional mandate to care for neglected children, partly through social rehabilitation programs that should move beyond meeting basic needs to empowering children to determine their own futures. This study analyzes how the empowerment of neglected children is realized within the social rehabilitation program at the Rumah Pelayanan Sosial “Mandiri” in Semarang City, while identifying its driving and inhibiting factors. Employing a descriptive qualitative approach, the study uses Edi Suharto’s 5P empowerment framework (Enabling, Empowering, Protecting, Supporting, and Fostering) and viewed from a child rights perspective as its analytical lens. Data were gathered through in-depth interviews with the Head of Social Rehabilitation at the Central Java Provincial Social Service, the institution’s head and functional social workers, and beneficiaries, supplemented by observation and documentation, then validated through source triangulation. The findings reveal that empowerment has occurred but remains suboptimal, constrained by a persistent gap between normative design and field reality. While the institution successfully fosters a safe environment and expands access to formal education, the transformative essence of empowerment is not fully achieved: children tend to be positioned as objects of service rather than as subjects who understand and shape their own choices. The Fostering dimension is the weakest, as post-termination guidance relies solely on personal initiative without institutional support. The most fundamental obstacle is the shortage of social workers, with caseload ratios of 1:12 to 1:13, alongside budget constraints, whereas visionary leadership and personal dedication serve as primary enablers. The study recommends increasing social worker numbers, adopting needs-based budgeting, and institutionalizing aftercare programs.

Abstract

This study aims to analyze the strategy of the Grobogan Regency Investment and One-Stop Integrated Services Agency (DPMPTSP) in realizing a quality Srikandi Public Service Mall (MPP), and to identify supporting and inhibiting factors in its implementation. The research employed a qualitative approach with data collected through interviews, observation, and documentation. The analysis focused on three main stages of Strategic Management: formulation, implementation, and evaluation. The results show that DPMPTSP developed a comprehensive strategy through a demand-driven approach, supported by Public Satisfaction Survey (SKM) data, Focus Group Discussions (FGDs), and priority service analysis. During implementation, the strategy was realized through service integration across 33 agencies, service standard enforcement, and technology utilization such as digital queuing systems and electronic SKM. During evaluation, the 2025 SKM score reached 92.054 (very good category), though service quality gaps were identified among units. Key supporting factors include leadership commitment, modern facilities, and professional staff. Inhibiting factors include technological system instability, cross-agency discipline issues, high queue volumes, and challenges with incomplete public documents.

Abstract

The development of toll road infrastructure under Indonesia's National Strategic Project aims to promote economic growth and public welfare. However, land acquisition frequently generates conflicts, particularly involving waqf land. The dispute over the Sunan Kalijaga waqf land in Kadilangu, Demak Regency, reflects institutional fragmentation, overlapping authority, and alleged maladministration in compensation distribution. This study analyzes the conflict dynamics during the land acquisition process for the Semarang–Demak Toll Road and examines how inter-institutional conflicts of interest contributed to institutional disharmony. This research employs a qualitative case study with socio-legal and historical juridical approaches. Primary data were collected through field observations, while secondary data were obtained from literature, legal documents, and historical archives. Data were analyzed inductively through data reduction, data presentation, and conclusion drawing. The findings reveal that the dispute was primarily driven by institutional fragmentation, overlapping authority, and inconsistent government policies in determining the legitimate foundation and nadzir authorized to manage waqf assets and receive compensation. These conditions transformed the dispute into a structural and administrative conflict. Furthermore, conflicts of interest among institutions created institutional disharmony, reflected in differing interpretations of legal authority, institutional representation, and decision-making. As a result, inter-institutional coordination weakened and hindered the effective resolution of the waqf land dispute.

Abstract

Digital transformation has encouraged the Bekasi City Government to develop the E - Open2.0 application as a web-based innovation for population administration services. This study aims to analyze the effectiveness of E - Open2.0 in facilitating population administration services, identify implementation challenges from technological, organizational, and environmental perspectives, and examine the efforts of the Bekasi City Department of Population and Civil Registration to address these challenges. This study employed a descriptive qualitative approach using interviews, observations, documentation, and literature review as data collection techniques. Data were analyzed using the Miles and Huberman interactive model. The study applied the Technology–Organization–Environment (TOE) framework developed by Tornatzky and Fleischer and Agus Dwiyanto's Public Service Theory. The findings indicate that E - Open2.0 improves service efficiency and accessibility but still faces challenges related to system disruptions, limited institutional capacity, low digital literacy, and inadequate public outreach. Therefore, continuous system improvement, staff capacity building, and broader public education are essential to optimize digital public services.

Abstract

Public open space governance in the Puncak Area of Bogor continues to face various challenges, including the gap between regulatory frameworks and their implementation, weak coordination among government agencies, and limited public participation. This study aims to analyze the actor map and their relationships, as well as to identify the failure of implementing the principles of Interactive Governance in Simpang 4 Ciawi Park, Megamendung District Office Park, and Gunung Mas Rest Area. This research employed a descriptive qualitative approach using in-depth interviews, observations, and literature review, with data analyzed through the Miles and Huberman interactive model. The analytical framework was based on Jan Kooiman’s (2003) Interactive Governance theory, encompassing the dimensions of communication, coordination, negotiation, collaboration, and participation. The findings reveal that although the three public open spaces involve different actor configurations, they share similar governance problems, including hierarchical communication, weak inter-agency coordination, reactive negotiation, and suboptimal collaboration and public participation. The most significant governance failure occurred at Simpang 4 Ciawi Park, where the landowner was excluded from the planning process, resulting in the closure of the park. Meanwhile, the management of Megamendung District Office Park and Gunung Mas Rest Area continues to experience institutional and coordination challenges. The study concludes that the failure to implement the principles of Interactive Governance has prevented public open spaces from functioning optimally. Therefore, a more inclusive governance approach is required through stronger cross-sectoral coordination, meaningful public participation from the planning stage, and the establishment of post-development management standards.
