Abstract

Pekalongan Mangrove Park (PMP) is an ecotourism destination that functions as a tourist attraction, a mangrove conservation area, and an environmental education platform for coastal erosion mitigation. However, its management still faces various obstacles, such as limited facilities, the need for environmental restoration, and suboptimal educational and conservation functions. This study aims to analyze the implementation of collaborative governance in PMP ecotourism management. This study used a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results indicate that the collaborative process has not been optimal. Dialogue between formal actors has been conducted, but it is not structured and does not involve the community. The trust and commitment that has been formed tend to be dominated by formal actors. There is a shared understanding of the goals of mangrove conservation, but the community has not been substantively involved. Interim results achieved are limited to the sustainability of tourism operations, not to community empowerment. Overall, collaborative governance in the management of Pekalongan Mangrove Park ecotourism does not meet the principles of participatory, inclusive, and equal because the community as a local stakeholder has not been actively involved.

Abstract

Cadre formation is crucial for a political party, as it is the core of the party's future struggle and the very essence of its existence. Partai Kebangkitan Bangsa (PKB) is an Islamic party with a well-established cadre formation pattern. PKB's political recruitment generally prioritizes candidates from Nahdlatul Ulama (NU) cadres who align with the party's ideology, one of which is cadre formation in Islamic boarding schools. The purpose of this study is to identify cadre formation strategies and analyze the impact of cadre formation in the Kebumen Regency PKB DPC on students at the Al Hidayah Wonoyoso Islamic Boarding School in Kebumen. This study uses a descriptive qualitative method, with purposive sampling used to determine research informants. Data collection uses observation, interviews, and documentation. Interviews were conducted with the Kebumen PKB DPC administrators, caretakers, students, and alumni of the Islamic boarding school. The results of the study indicate that the cadre development strategy of the DPC PKB Kebumen at the Al Hidayah Wonoyoso Islamic Boarding School culturally involves the leadership of the Islamic boarding school in the party structure or advisory board/syuro, involves students and alumni in various activities organized by the DPC PKB Kebumen, carries out political education through the instillation of political values formally and informally, talent scouting, and mentoring that focuses on unifying the traditional values of Islamic boarding schools with the needs of modern politics. The cadre development of the DPC PKB Kebumen at the Al Hidayah Wonoyoso Islamic Boarding School has a positive impact in the form of increasing literacy and political awareness of students, producing militant cadres, with integrity, and a national spirit, strengthening the relationship between Islamic boarding schools and national politics, and strengthening moderate ideology (wasathiyyah)

Abstract

The implementation of restrictions on plastic bag usage in Tangerang City has been regulated under Mayor Regulation No. 111 of 2022 concerning the Limitation of Plastic Bag Usage. This study aims to examine how policy implementers carry out the regulation and to analyze the supporting and inhibiting factors in reducing plastic bag usage in Tangerang City. Using a qualitative case study approach with descriptive analysis through interviews and observations, the findings reveal that the implementation of plastic bag restrictions has not been fully effective or optimal. The policy implementation is analyzed using George C. Edward III’s four indicators of policy implementation. Communication emerges as the supporting factor, while resources, disposition, and bureaucratic structure act as inhibiting factors. The study recommends that policy implementers establish a monitoring team, allocate sustainable funding, and intensify public outreach on the use of environmentally friendly shopping bags.

Abstract

The Dieng Plateau area is highly vulnerable to hydrometeorological disasters, particularly flooding, due to its geographical conditions, high rainfall, and land-use changes. In disaster mitigation, the role of local government institutions, especially the Regional Disaster Management Agency (BPBD), along with community participation, is crucial. This study aims to analyze the institutional capacity of BPBD Wonosobo Regency and community participation in flood mitigation using a descriptive qualitative method through interviews, observations, and documentation. The results show that BPBD Wonosobo has an adequate institutional framework, including organizational structure, programs, and procedures. However, its implementation still faces challenges such as limited budget, human resources, and suboptimal cross-sector coordination. Meanwhile, community participation is evident in activities such as mutual cooperation and disaster preparedness, although it remains limited and not yet systematically organized. Therefore, strengthening institutional capacity and enhancing community empowerment are necessary to achieve more effective and sustainable flood mitigation efforts.

Abstract

Voter data updating is a crucial instrument in realizing the principle of universal suffrage in electoral administration. This study aims to analyze the extent to which the implementation of voter data updating in the 2024 DKI Jakarta Regional Election was able to guarantee universal suffrage, identify challenges and alleged procedural violations, and analyze the supervisory strategies developed by the DKI Jakarta Provincial Election Supervisory Board (Bawaslu). This study employs an explanative qualitative method with data collected through in-depth interviews with 10 informants (KPU and Bawaslu of DKI Jakarta Province, Pantarlih officers, and voters of the 2024 DKI Jakarta Regional Election) and documentation techniques. The findings indicate that procedurally, voter data updating has sought to guarantee universal suffrage through a layered mechanism, ranging from door-to-door verification to the safety nets of DPTb and DPK. However, substantively, the application of the de jure principle creates gaps whereby ineligible voters risk remaining on the voter list while eligible citizens may be omitted due to inadequate civil registration document updates. High population mobility is the primary source of voter data volatility, accompanied by alleged procedural violations in the field. Bawaslu responded to personnel limitations by developing direct supervisory monitoring and participatory supervision, though their effectiveness remains constrained by weak cadre commitment and the absence of a post-activity monitoring and evaluation system.

Abstract

The misuse of “pil koplo” has become one of the narcotics-related problems that remains prevalent in the Special Region of Yogyakarta, particularly among adolescents and individuals of productive age. The circulation of these misused pharmaceutical drugs not only affects individual health but also creates broader social problems. Therefore, the active role of authorized institutions is required to supervise and combat the circulation of pil koplo. This study aims to analyze the factors that cause the misuse of pil koplo in Yogyakarta and to examine the role of the National Narcotics Agency of the Special Region of Yogyakarta Province (BNNP DIY) in the prevention and eradication of pil koplo misuse. This research uses a qualitative method with a descriptive approach. Data collection was conducted through in-depth interviews, observations, and documentation studies. The research subjects included officials from BNNP DIY, members of the community, as well as several informants related to the phenomenon of pil koplo misuse. The collected data were then analyzed to identify the causal factors and the forms of roles carried out by BNNP DIY in addressing this issue. The results of the study indicate that the misuse of pil koplo is influenced by several factors, including peer environment, easy access to pharmaceutical drugs, low public awareness of the dangers of drug misuse, and economic factors. In addressing this issue, BNNP DIY plays roles through various programs such as prevention, public socialization, community empowerment, rehabilitation for users, and law enforcement against illegal drug distribution networks. However, the implementation of these roles still faces several obstacles, such as limited resources, lack of inter-agency coordination, and low community participation. The conclusion of this study shows that addressing the misuse of pil koplo requires strong synergy between the government, law enforcement agencies, and the community so that prevention and eradication efforts can be carried out more effectively.

Abstract

Land administration at the village level serves as a vital foundation in ensuring legal certainty of land ownership for the community. However, Kepuh Village faces serious obstacles due to the use of manual Letter C Books that are obsolete, damaged, and difficult to read, which hinders the speed of public services. This study aims to analyze the effectiveness of digitalizing land administration through the implementation of the Protades application in Kepuh Village, Limpung District, Batang Regency. The method used is qualitative descriptive, with data collection techniques including in-depth interviews, observation, and documentation studies involving village officials and the community. The research results indicate that the implementation of Protades has improved internal work efficiency through more secure and systematic digital data restoration. The use of this application significantly accelerates the process of searching for land parcel data compared to conventional methods. Nevertheless, the effectiveness of this digitalization remains partial as it does not yet include the provision of online self-service for residents, meaning that service interactions still fully depend on physical presence at the village office. The primary obstacles identified include the limited digital literacy of the community and the need for continuous technical capacity building for village officials. This study concludes that while Protades is highly effective in securing vital village archives, a comprehensive transformation toward digital public services still requires the development of accessibility for the broader community.

Abstract

Stunting is a chronic nutritional problem that hinders children's physical and cognitive development. Semarang Utara District recorded the highest stunting prevalence in Semarang City, necessitating an evaluation of the effectiveness of the Semua Ikut Bergerak Bersama Menangani Stunting (Si Bening) Program in this area. This study aims to analyze the effectiveness of the Si Bening Program in reducing stunting and to identify the inhibiting factors in Semarang Utara District.This study employed a descriptive qualitative method, with data collection techniques including in-depth interviews, observation, and documentation. The effectiveness analysis was based on Duncan and Steers' theory, which encompasses three dimensions: goal achievement, integration, and adaptation. The results of the study indicate that the implementation of the Si Bening Program in Semarang Utara District has not been fully effective. In the goal achievement dimension, although nutritional interventions have been conducted, stunting rates remain fluctuant due to the emergence of new cases that are not proportional to the recovery rates. In the integration dimension, cross-sector coordination between the government and health workers has functioned very well; however, community participation in nutritional education activities remains low and inconsistent. Meanwhile, in the adaptation dimension, the program faced challenges in adjusting strategies to the characteristics of coastal areas and limited funding at the sub-district level. The conclusion of this study shows that program effectiveness is hindered by economic factors, inconsistent family parenting patterns, and a heavy reliance on community self-help funds. To improve effectiveness, it is recommended to strengthen budget regulations at the sub-district level and transform digital-based communication strategies to encourage active participation and independent community awareness in fulfilling children's nutrition.

Abstract

This study aims to analyze the implementation of Semarang Mayor Regulation Number 83 of 2023 concerning the Establishment of Disability Service Units and Character Education for Students in supporting inclusive education policy in Semarang City. This research employs a qualitative approach with data collection techniques through triangulated interviews, observation, and documentation involving the Semarang City Education Office, Rumah Duta Revolusi Mental (RDRM), schools, parents of students with disabilities, as well as non-disabled students. The analysis applies the policy implementation theory of George C. Edward III, which includes the variables of communication, resources, disposition, and bureaucratic structure. In addition, the study also adopts the Index for Inclusion framework through three dimensions: creating inclusive cultures, producing inclusive policies, and evolving inclusive practices. The results indicate that the indicators of policy implementation have been achieved in the aspects of communication, implementers’ disposition, and bureaucratic structure, as reflected in clear coordination and service mechanisms among schools, the Education Office, and RDRM. Within the Index for Inclusion framework, the indicators of creating inclusive cultures, producing inclusive policies, and evolving inclusive practices have also been achieved through psychological assessments in the affirmative pathway of the New Student Admission System, psychoeducation for teachers, and adjustments to the learning process based on professional recommendations. However, the resource indicator has not been fully achieved due to limited human resources and the high service workload. Supporting factors include a clear regulatory foundation, the commitment of policy implementers, and coordination among stakeholders. Meanwhile, inhibiting factors involve limited human resources and restricted service capacity. This study concludes that policy implementation has been supported by structured coordination mechanisms but still requires strengthening in the resource aspect.

Abstract

The implementation of public services is currently faced with various changes and increasingly dynamic demands of society. One of the government's efforts to improve the quality of public services is through information technology-based innovation. The Population and Civil Registration Office of Kendal Regency, as the implementer of population administration services, has developed a digital-based service through the Pak Dalman application (Population Administration Services in Your Hand). This service aims to provide easier access to faster, more transparent, and free services for the public. The purpose of this study is to analyze the application of the concept of digitalization in population administration services through the Pak Dalman application. As well as to identify the impact of its use on improving the quality of public services in Kendal Regency, including aspects of transparency and accountability. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observation, and documentation. In-depth interviews were conducted with the Head of the Population Administration Information Management Division, Implementers in the Population Administration Information System Section, and community users of the Pak Dalman application. The collected data were analyzed using the theory of E-Government implementation and the theory of the impact of the use of information technology in improving the quality of public services to answer the formulation of the research problem. The results of the study indicate that the support indicator, the implementation of digitalization through the Pak Dalman application is not fully optimal, indicated by the lack of regulatory support for the application's implementation at the regional level and uneven socialization, so that some people still do not understand the mechanism of using the Pak Dalman application. In the capacity indicator, human resource readiness with the presence of competent officers, supported by an adequate budget and technological infrastructure in the form of servers, networks and security systems centralized at the Kendal Regency Communication and Informatics Office. In addition, the implementation of the Information Security Management System (ISMS) and the ISO 27001:2022 Standard, is an effort to maintain the security and protection of public data. In the value indicator, the Pak Dalman application is able to provide services that are easy, fast, free and can be accessed at any time, thereby increasing service efficiency. Overall, the use of the Pak Dalman application has a positive impact on the quality of public services, especially in increasing transparency through information disclosure and accountability through fast, accurate services, and the availability of accountable complaint channels. However, in the aspect of participation, community involvement is needed in the planning stage of digital service development, so that it is necessary to strengthen collaboration between the government and the community.
