Abstract

This study was motivated by the conditions faced by vendors at Tanah Abang Market following the COVID-19 pandemic, including declining trading activities caused by a decrease in visitor numbers, changes in consumer shopping patterns, and the growth of digital commerce. These conditions encouraged the Jakarta Provincial Government, in collaboration with Perumda Pasar Jaya, to implement various empowerment initiatives. This study aims to analyze the government's efforts in empowering vendors at Tanah Abang Market during the 2023-2025 period. The study employs Sumodiningrat's community empowerment theory, which consists of enabling, empowering, and protecting, as well as Mardikanto's theory of empowerment objectives. A qualitative method with a descriptive approach was used through interviews, observations, and documentation. The findings indicate that the government carried out empowerment initiatives through the Jakpreneur Program, digital marketing and e-commerce training, the Yuk Kepasar Program across Jakarta, and facilitation of access to BPJS Ketenagakerjaan. These initiatives reflect the government's efforts to expand business access, strengthen vendors capacities, and support business sustainability in the post-pandemic period. The findings also indicate changes in business conditions, reflected in improved business management knowledge, the growing use of digital technology, improved market conditions, and the maintenance of social relationships among vendors. However, these benefits have not been experienced evenly because participation in empowerment programs remains limited and mentoring has not been conducted sustainably. The study concludes that the government has sought to empower vendors by expanding access, strengthening capacities, and providing support for business sustainability, although program outreach, vendor participation, and the continuity of mentoring remain challenges.

Abstract

Public transportation is a vital element in supporting inclusive and sustainable urban mobility. The transfer of BisKita TransPakuan’s management to the Bogor City Transportation Agency raises fundamental questions about the extent to which this service effectively meets the needs of its users. This study aims to analyze the effectiveness of BisKita TransPakuan’s public transportation management in Bogor City following the management transition, as well as to identify factors influencing user satisfaction and intention to use the service. This study employs a mixed method approach integrating qualitative and quantitative methods, grounded in Public Service Theory and the Citizen-Centric Governance framework. Data were collected through in-depth interviews, field observations, questionnaires distributed to 100 users, and documentation studies. Quantitative 1 analysis was conducted using Partial Least Squares – Structural Equation Modeling (PLS-SEM). Qualitative findings indicate that the dimensions of efficiency and community participation were considered sufficiently effective, whereas equality and accessibility, responsiveness, and technology utilization remained suboptimal. This is reflected in bus stops that are not yet fully disability-friendly, low user awareness of complaint channels—with 33% unaware of their existence and 38% feeling their complaints were not followed up—as well as limited public familiarity with the BisKita application. The customer satisfaction index was recorded at 4.21. PLS-SEM results reveal that equality and accessibility, along with community participation, significantly influence user satisfaction. Technology utilization was found to affect both efficiency perception and user satisfaction, while responsiveness showed no significant influence. The strongest mediation path was identified through technology utilization, which affects user satisfaction and subsequently impacts Intention to Use. The management of BisKita TransPakuan demonstrates meaningful progress, yet remains not fully effective. This study recommends bus stop renovations to improve accessibility, intensified socialization of the BisKita application, strengthened transparent complaint follow-up mechanisms, fleet expansion, and the accelerated activation of Corridors 3 and 4 to realize an inclusive, responsive, and sustainable public transportation system in Bogor City.

Abstract

This study aims to analyze the influence of political education and voter education on voters' democratic competence in the 2024 General Election in Magelang Regency. The study is motivated by the high level of electoral participation at 83 percent, which has yet to be accompanied by adequate quality of voter decision-making — as evidenced by the persistence of vote-buying practices and low political literacy. The study employs an explanatory quantitative method, collecting data through questionnaires distributed to 91 respondents across 21 sub-districts using proportionate stratified random sampling. Data analysis was conducted using multiple linear regression. The results show that: (1) political education has a positive and significant effect on voters' democratic competence (B=0.489; t=6.639; sig.=0.000); (2) voter education has a positive and significant effect (B=0.488; t=4.055; sig.=0.000); and (3) both variables simultaneously have a significant effect (F=68.613; Adjusted R²=0.600), indicating that 60 percent of the variation in democratic competence is explained by both variables. A One-Way ANOVA comparative analysis based on territorial characteristics found no significant difference in democratic competence between urban, semi-urban, and rural areas (p>0.05), indicating that democratic Halaman 1 competence is geographically distributed. These findings affirm that political education and voter education are strategic instruments for promoting more substantive democracy.

Abstract

Political participation is an essential element of democracy as it reflects citizens’ involvement in political and governmental processes. As an ethnic minority group in Indonesia, the Chinese Indonesian community has experienced unique historical dynamics in political life. Amid the broader democratic openness following the Reform Era, it is important to examine how this community participates in local political contests. This study aims to analyze the forms of political participation among the Chinese-Indonesian community in Gang Pinggir during the 2024 Semarang Regional Head Election and to identify the factors influencing such participation. This research employed a descriptive qualitative approach. Data were collected through interviews, documentation, and literature review. The informants consisted of members of the Chinese-Indonesian community in Gang Pinggir, the General Election Commission of Semarang City, and the Election Supervisory Agency of Semarang City. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that political participation among the Chinese-Indonesian community in Gang Pinggir is predominantly electoral, mainly through voting in the 2024 regional election. Participation in more active political activities such as campaigns, political organizations, and political mobilization remains relatively low. Based on Milbrath and Goel’s typology of political participation, the community is categorized as spectators. Factors influencing political participation include political awareness, access to political information, social environment, trust in election organizers, and rational considerations in determining political preferences. The study concludes that the political participation of the Chinese-Indonesian community in Gang Pinggir reflects involvement in local democracy, although it remains moderate and primarily oriented toward electoral activities.

Abstract

The importation of used clothing, widely traded through thrifting activities, has grown rapidly in Jakarta amid increasing public demand for affordable fashion. The widespread circulation of imported used clothing threatens the competitiveness of the domestic textile industry, prompting the government to enact a ban through Minister of Trade Regulation No. 40 of 2022, reinforced by Regulation No. 47 of 2025. This study evaluates the policy banning used clothing imports in Jakarta using William N. Dunn's policy evaluation theory, covering six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A descriptive qualitative method was employed through in-depth interviews, documentation, and literature review. Informants included the Directorate General of Customs and Excise, the Jakarta Provincial Civil Service Police Unit (Satpol PP), the Indonesian Chamber of Commerce and Industry (KADIN), used clothing traders, and consumers. Findings show that enforcement actions rising from 44 cases (2022) to 192 cases (2024) were not accompanied by reduced circulation, as traders adapted to digital platforms that are difficult to monitor. Supervision suffers from structural inefficiency due to its concentration at formal entry points, while informal distribution channels and digital commerce remain inadequately covered. Based on all six of Dunn's indicators, none are fully met. The policy requires comprehensive reform in its design, digital oversight model, public participation mechanisms, and protection programs for directly affected groups.

Abstract

This study analyzes the communication strategy of the Constitutional Court of the Republic of Indonesia in responding to public criticism of Decision Number 90/PUU-XXI/2023 regarding the minimum age requirement for presidential and regional head candidates, a decision that triggered widespread national controversy and a dominance of negative sentiment across digital media concerning the Court's independence and institutional integrity. This study employs a qualitative approach with a case study design, with data collected through in-depth interviews and documentation study, analyzed using three complementary theoretical frameworks: Lasswell's Communication Model to examine the structure of institutional communication, Coombs' Situational Crisis Communication Theory (SCCT) to classify crisis response strategies, and Public Trust Theory to assess the impact of communication on public trust. The findings indicate that the Court's communication strategy is dominated by a diminish strategy in the form of justification, emphasizing the constitutional legitimacy of the decision without acknowledging wrongdoing, complemented by rebuild elements through the formation of the Constitutional Court Honorary Council (MKMK) and subsequent corrective rulings. This strategy proved effective in procedurally restoring general public trust, reflected in a trust score increase from 50.4 percent in December 2023 to 71.2 percent in March 2024, yet insufficient in building substantive legitimacy among civil society and critical, educated groups, whose skepticism persisted as fundamental ethical questions remained unanswered. This duality of effectiveness constitutes the study's main finding, with a theoretical contribution suggesting that for judicial institutions, institutional action itself constitutes the most decisive communicative message.

Abstract

The construction of Tol Tanggul Laut Semarang-Demak (TTLSD) as a National Strategic Project (PSN) valued at Rp15.3 trillion contains tensions between the narrative of rob flood mitigation and larger economic-political interests. This study analyzes the implementation of TTLSD as a political-economic arena, examines policy priorities, and investigates the socio economic impacts on the coastal communities of Desa Bedono and Desa Sriwulan, Sayung Subdistrict, Demak Regency. Employing a qualitative case study approach, data were collected through in-depth interviews with seven purposively selected informants, including government officials, WALHI activists, village heads, and affected residents. The analysis draws on Rachbini’s (1996) political economy theory, Harvey’s (2003) accumulation by dispossession, and Jessop’s (2016) state capitalism. The findings indicate that TTLSD implementation is highly centralized, prioritizing industrial zones and investors through the “vanished land” mechanism and inadequate compensation. Coastal communities experience multilayered marginalization, including livelihood destruction, social fragmentation, and loss of local knowledge. This study recommends more inclusive policy processes, fairer compensation mechanisms, and greater recognition of local ecological knowledge in future PSN projects.

Abstract

The service for issuing new Driving Licenses (SIM) at the Driver License Administration Unit (Satpas) of the Traffic Police Unit (Satlantas) of the Salatiga City Police Department still faces various challenges, as indicated by fluctuations in Community Satisfaction Survey (SKM) scores throughout 2024, as well as public complaints regarding service speed, queue clarity, and information on medical and psychological examination fees. This study aims to analyze the strategy of the Traffic Police Unit of the Salatiga City Police Department in realizing excellent service in the issuance of new Driving Licenses (SIM). This research employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The analysis was conducted using Osborne and Plastrik’s Five Strategies Theory, which consists of core strategy, consequences strategy, customer strategy, control strategy, and culture strategy, while service quality was measured using the nine elements of the Community Satisfaction Survey (SKM) based on the Regulation of the Minister of Administrative and Bureaucratic Reform (PermenPANRB) Number 14 of 2017. The results indicate that the service strategies implemented are fairly comprehensive and have been carried out quite effectively through the hierarchical internalization of vision and mission, the implementation of reward and punishment systems, the provision of complaint channels, the development of service innovations such as Saturday service, afternoon driving test training programs, facilities for vulnerable groups and persons with disabilities, multi-layered supervision of service processes, and the establishment of a work culture oriented toward excellent service. The implementation of these strategies has supported the ease of requirements, clarity of procedures, timeliness of service delivery, staff competence, fee transparency, as well as the availability of adequate facilities and infrastructure. Nevertheless, several challenges remain, including suboptimal coordination with external partners responsible for medical and psychological examinations, insufficient dissemination of complaint procedures to the public, and the need to expand supervision to prevent potential misconduct outside the Satpas area. Therefore, improved coordination, strengthened supervision, and optimized dissemination of service information are necessary to achieve excellent service in the issuance of new Driving Licenses (SIM).

Abstract

This study aims to analyze the organizational capacity of BUMDes Tirta Mandiri in managing Ponggok Tourism Village, Polanharjo District, Klaten Regency. Organizational capacity is examined through four main dimensions based on Horton's (2003) theoretical framework: (1) infrastructure, technology, and financial resources; (2) networks and linkages; (3) program and process management; and (4) strategic leadership. The research employed a descriptive qualitative approach with data collected through in-depth interviews, observation, and documentation. Informants were selected purposively, including the BUMDes Director, marketing management, field staff, the Head of Ponggok Village, the Chair of Umbul Ponggok UMKM, and local business actors. The findings indicate that BUMDes Tirta Mandiri has undergone significant institutional transformation, evolving from managing one tourism unit to a multidimensional business organization overseeing eleven business units with financial independence since 2014. Core strengths lie in the innovative Ponggok Kreatif (PONGKREA) program, optimization of digital platforms for tourism promotion, and strategic partnerships with leading universities and the private sector through Corporate Social Responsibility (CSR) schemes. The study also identified several structural barriers, including: ambiguity in legal entity status limiting access to capital, suboptimal financial reporting transparency, weak inter-unit coordination mechanisms, and tensions between BUMDes' business orientation and local community entrepreneurial independence. The study concludes that BUMDes Tirta Mandiri's success is a manifestation of the collective social capital of all village elements. To sustain and enhance the competitiveness of Ponggok Tourism Village, strengthening financial transparency, reorienting the UMKM empowerment model toward greater participation, improving cross-unit coordination, and pursuing sustainable tourism product innovation are imperative.

Abstract

The state holds a constitutional mandate to care for neglected children, partly through social rehabilitation programs that should move beyond meeting basic needs to empowering children to determine their own futures. This study analyzes how the empowerment of neglected children is realized within the social rehabilitation program at the Rumah Pelayanan Sosial “Mandiri” in Semarang City, while identifying its driving and inhibiting factors. Employing a descriptive qualitative approach, the study uses Edi Suharto’s 5P empowerment framework (Enabling, Empowering, Protecting, Supporting, and Fostering) and viewed from a child rights perspective as its analytical lens. Data were gathered through in-depth interviews with the Head of Social Rehabilitation at the Central Java Provincial Social Service, the institution’s head and functional social workers, and beneficiaries, supplemented by observation and documentation, then validated through source triangulation. The findings reveal that empowerment has occurred but remains suboptimal, constrained by a persistent gap between normative design and field reality. While the institution successfully fosters a safe environment and expands access to formal education, the transformative essence of empowerment is not fully achieved: children tend to be positioned as objects of service rather than as subjects who understand and shape their own choices. The Fostering dimension is the weakest, as post-termination guidance relies solely on personal initiative without institutional support. The most fundamental obstacle is the shortage of social workers, with caseload ratios of 1:12 to 1:13, alongside budget constraints, whereas visionary leadership and personal dedication serve as primary enablers. The study recommends increasing social worker numbers, adopting needs-based budgeting, and institutionalizing aftercare programs.
