Abstract

Education is recognized as a fundamental right of citizens in the life of the nation. Every person has the right to receive educational services and guarantee for education of the country. Therefore, the State was required to meet the needs and education for its citizens including those with disabilities and disorders / disabilities. Policy on the Management and Operation of Education is one policy that can guarantee the implementation of special education for the disabled and functional abnormalities that provide educational services for students who have difficulty in following the learning process due to physical, emotional, mental, intellectual, and / or social . The objectives are to develop the potential of learners optimally within its capabilities.This study aims to determine the performance management policy and the implementation of special education for persons with disabilities and abnormalities in Semarang in accordance with Government Regulation no. 17 of 2010 with the wear indicators  of evaluation: Input, Process and Output as well as the use of education as a national standard 8 operationalization of the concept under study. In addition, this study also aimed to describe the obstacles as well as solutions in the management of policy implementation and delivery of special education in the city of Semarang.The results showed that the management and operation of Semarang city still has many shortcomings which can be seen from: Standard contents are less rigid and less accommodating ABK special talents, Standards Educators and education personnel who still have not managed properly related to the existence and adequacy, Standard infrastructure is still below the minimum service standards for the types of special schools. Financing is still lacking in terms of financing physical, educational outcomes assessment standards are still only show the results of the students at this stage of cognition, as well as graduate competencies are still lacking in terms of skill. The jug is affected by the shortage of regulations is still not clear which affect the management and administration in the city of Semarang. Recommendations from this research is that the delegation of authority immediately held a special education management as a whole to the Provincial Government of Central Java, reviewing and preparing content standards are more adaptive and able to accommodate special talents ABK, manage and commercialize infrastructure better, perform mapping needs and shortages of teachers and and spreading, select and define the mechanisms, procedures and assessment instruments are able to describe the knowledge, attitudes and skills, and provide support for public order management and delivery of special education, especially parents of children with special needs such .

Abstract

This research is proposed to analyze and describe the official performance at Sarang Sub district Rembang Regency and what is the performance dimension that support and obstruct official performances of Sarang Subdistrict Rembang Regency. This research is descriptive qualitative research type with interviews, observations, documentation and literary study as the techniques of collecting data. Informants are chosen from the officers at Sarang Sub district Rembang Regency.This research, the researcher uses eight dimension of Faustino Cardoso Gomes. Job knowledge dimension is good enough, officer understand the vision and the mission of their instancy and also understand their job description. Cooperation dimension is good enough; between the leader and officer already have a good kindship. Initiative is good enough, officers are already choose priority that must do it earlier and react about assignment that given by leader. Personal Qualities is good enough, officer often overtime work to finish the job. Quality of work dimension is less because the officer’s readiness and responsiveness is less when they do their main job and function, the less experienced officer and numbers of assignn which are given. Quality of work dimension is not good enough, because it hampered with the differences of work load and less number officer. Creativeness dimension is also not good enough, the officer still not give ideas to finished the work problem. Dependability dimension is not good enough because there is some officer that leave their office when the leader is not in the office.Based on the results of the research, it can be concluded that the official works of Sarang Sub district Rembang Regency office is not good enough or optimal. The not optimal of work officer because there are some less experience officer, less of facilities and infrastructures, less of creativities and no firmness of the leader. So, at Sarang Sub district Rembang Regency office is need for additional computer, providing training, firmness of the leader to their officer.

Abstract

Under UU No. 12 In 1985, PBB is a major source of funds contributed to the development of the country, because the people are required to pay to participate in PBB. Participation in this study is still problematic in stages interpersonal communication still often have mis communication and socio- economic communities is problematic on many dependents. The purpose of this study was to determine the effect of interpersonal communication and socio- economic level of people's participation in the PBB pay. While the theory is used in connection with the factors that affect people's participation raised by Tjokroamidjojo, Santoso Sastropoetro, and Slamet. The number of samples in this study was 96, while data analysis is done with quantitative data analysis using explanative type of research, which tests the hypothesis using Kendall Rank. From the data analysis, there was a positive relationship between interpersonal communication against public participation, in which Kendall Rank correlation coefficient of 5.368 with a coefficient determinant of 13.83% and a positive relationship between socio-economic level of people's participation which Kendallnya Rank correlation coefficient for determinant coefficient of 5.757 with 15.92% and there is a positive relationship between interpersonal communication and socio-economic level of people's participation in PBB where the pay is obtained by calculating the chi-square of 101.224 with a determination coefficient of 27.77%. So that the hypothesis is accepted at the 5% significance level. Recommendations made in this fieldwork is that taxpayers are more aware of the obligation to pay the PBB and sanctions must be confirmed delays.

Abstract

Normalization Banjir Kanal Barat dan Kali Garang is one of three components flood control taken government to flood control annually almost always in some areas in the city of Semarang. The purpose of Normalisasi Banjir Kanal Barat dan Kali Garang itself is to increase the capacity to accommodate so as to discharge of water from the river is three times Kreo, Kripik and Garang. The aim of this research is trying to answer questions about Normalisasi Banjir Kanal Barat dan Kali Garang and analyzes factor supporting and inhibitors. Research methods used in this research using a qualitative research with methods of descriptive qualitative, which aims to describe explained and analyzed The work of normalization work is conducted by Balai Besar Wilayah Sungai Pemali-Juana by the contractor would work, Brantas Abipraya and Wijaya Karya Joint Operation and consultan inspectorship CTIE and associated. And departement. of PSDA an ESDM to creating land project. In construction work normalization begins november 2010 and to be completed in november 2013. After normalization Normalisasi Banjir Kanal Barat dan Kali Garang, so far the flood canal the west has been able to improve the capacity of a discharge of water which had been 300-400 m3/second to 730m3/second, flood control, other than a benefit this normalization of benefits in social sector, economy, the environment and for cultural city people Semarang especially. Supporting factors and inhibitors of the implementation of this protocol identified through five Adil Najam that is, namely content, context, commitment, capacity, and client and coalition of stekeholder involved, namely the government, private and public. Of the net content, Normalisasi Banjir Kanal Barat dan Kali Garang perceived capable of being a response to the issue of floods in society. But normalization this is not the only way to control the flood, there should be support the optimization of the function drainages the city. In context there have been the division of tupoksi clear between implementor, it's just coordination they do sometimes take a long time, and less efficient hence there must be a good time managent. Commitment, of the net private sector (contractors) has been able to reach its commitments to finish the job on time while the government in the provision of compensation tali asih is deficient according to the rules imposed so in the future needed the system controls more restrictive. In capacity, implementor of the policy is, who competent as Balai Besar Wilayah Sungai and great contractors. And to the factors of client and coalitions, actually either the government, private, community support each other, but here, public awareness to maintain clean environment is still less so fore requires explicitness the rules of the government in giving sanctions on those who do not pro-activ in keeping clean environment.

Abstract

This study aims are to determine the relationship of work ability, job satisfaction and job performance discipline of Dinas Pasar Kota Semarang. The method used in this study is a research eksplanatory. Samples are taken at random sampling. Sample in this study of 75 respondents. Data analysis techniques using quantitative data analysis.  The findings of the research results show that  The results of this study indicate that the hypothesis that states there is a positive relationship between the variables work ability, job satisfaction and work discipline against officers acceptable performance significantly with the coefficient of determination of work ability, job satisfaction and job performance of official discipline is at a 85.4% pregnancy meaning that the magnitude of the influence of a given work ability, job satisfaction and work discipline on the performance of officers is at 85.4%. While the remaining 14.6% taker is the influence of other variables work ability, job satisfaction and work discipline.  The results of these studies indicate a positive and significant relationship between the variables work ability, job satisfaction and work discipline on the performance of the officer. This means to improve the performance of Dinas Pasar Kota Semarang can be done by making the procedure or standard of work that can be understood and implemented by all officers, personnel arrangement adapted to the educational background, increased participation in education and training of officers, the need for the provision of benefits are adjusted membership / function, granting performance awards to officers, awarding sanctions for officials who violate discipline, increased surveillance stick (waskat).

Abstract

Achievement of Organization Direction Attainment on Regional Asset and Financial Management Agency (RAFMA) of Semarang City in advertisement tax collection, become the backround of this research. Purpose of this research were giving contribution and increasing Local Revenue. The problem that happen how was work effectiveness on RAFMA in advertisement tax collection on Semarang City? Purpose of this research was to conceiving and analyzing RAFMA effectiveness in advertisement tax collection on Semarang City, based on Factors that affecting the implementation.An attempt to answer the problem and research objectives is done by using the theory of measuring the effectiveness of the Organization as well as the effectiveness of contributor criteria as factors that affect the organization. The object of research is the field of tax areas are located in Regional Asset and Financial Management Agency (RAFMA) of Semarang City.The result showed that RAFMA of Semarang City “is not effective”, in a bid to accomplishment of an objective related to tax collection ads in semarang city. It is affected by factors such as a shortage of employees and equipment, the division of work is too obvious, which has not been service system still complicated, the absence of a valid about the amount of data ads in the city of semarang, and the problem of the low public awareness to pay the tax billboard.Advised to RAFMA of Semarang City acted more innovative and active by sending through the other media, as a magazine, radio, or website belonging to the department. Centralizing budget for facilities and infrastructures are lacking. Cooperate with dinas-dinas related for collecting data reëxamined against ads spread in city semarang.Repair service system using “One Stop Service (OSS) System” system or one roof service system.

Abstract

The organization can be described as an open system, meaning that organization alive and brought to life by their surrounding environment, both external and internal of the organization. Therefore organizations must be able to adapt to their environment by development organization. The Diagnosis of an organization is how to detect and find basic problems faced by the organization. This research aims to know the main problem faced by the PIK R/M in Pati Regency through organizational diagnosis survey method with the Weishbord Model Six Boxes approach. And then determine the pattern of intervention that allows for the development of the Organization are applied in PIK R/M Pati Regency. Six boxes of weishbord was diagnose the organization through six boxes of the variables the purpose, structure, relationships, rewards, leadership, and helpful mechanisms, as well as by observing the influence of external environment to the organization and vice versa. All data presented in this paper was based on interviews, observation, and study the documents. Result of research  indicate that from the six variables in organizational diagnosis process development PIK R/M in Pati Regency just found one of the variables as a whole it has been going well, namely on variable rewards. Five other variables found to have problems, namely the purpose, structure, relationships, leadership and helpful mechanisms. The influence of the external environment of the Organization, and the Organization was also able to influence the external environment. A type of intervention that allows for applied was Human Process Intervension approach, through the Coaching with GROW (Goal, Reality, Options, Warm-Up) as model as created by Graham Alexander dan  Sir John Whitmore. Which these interventions focus on human beings within the Organization, and the process of how they are in achieving the objectives of the organization.

Abstract

Fuel Oil Control Policy refer to Regulation of the Minister of Energy and Mineral Resources No. 1 2013 regarding control of the use of a particular fuel oil. The fuel oil subsidy control program aims to stabilize the fuel oil consumption, fuel oil subsidies are mainly so that in the future can still be consumed. As we know that all our needs there is no escape from a fuel oil, whether it be of processing or use. So with the fuel oil control is expected to continue to meet the needs now and in the future. The process of implementation of the policy of fuel oil control in achieving the goal of factor supporting and inhibitors factors. Based on the theory of George Edward III, factors that support and hinder form of Resources, Bureaucratic Structure, Communication, and Disposition.The factors supporting the implementation of the fuel oil control include:human resources of the actors implementing sufficient resources to FUEL the build-up would be adequate, there is a consistency of information from the Government, the SOP has been understood by the executor, the coordination is going well, behavior implementer policy is according to the role of each in existing regulations. And inhibiting factors are not sufficient budget resources needs of the users of official vehicles, the lack of readiness of the user service vehicles in implementing existing regulations, the sanctions have not been applied strictly.

Abstract

Gerdu Kempling is a poverty reduction program in the Semarang city. Various problems such as lack of assistance on an ongoing basis to the recipient, not arranged organizational structure that handles the Gerdu Kempling program clearly and weak supervision in the implementation of the Gerdu Kempling program into the background in this study. Necessary institutional capacity building to enhance the ability of people, organizations, or systems in achieving the stated goals effectively and efficiently with the look of the variables of leadership, doctrine, programs, resources, and internal structure. This study aims to analyze the institutional of capacity building to program Gerdu Kempling in the Pedurungan district and to investigate the factors that support the institutional of capacity building. This research uses descriptive qualitative method. The results showed that the institutional of capacity building to Gerdu Kempling program in the Pedurungan district not run at max. The availability of resources is not accompanied by maximum utilization, sustainable professionals not accompany the recipient, the procedure does not run as expected, none specifically organizational structure to handle Gerdu Kempling program. Institutional capacity building will work well if done well supporting factors, which include participation, innovation, access to information, and accountability. Based on these conclusions, the researchers recommend the Pedurungan district organization can optimally enhance its ability to be a coordinator, facilitator, and implementing monitoring and evaluation, so as to achieve the set objectives effectively and efficiently.

Abstract

Implementation of Perda No. 9 in 2009 about retribution service markets is an effort from the government to provide services for merchants. Levy retribution charged to merchants used to cost a oprasional market and to increase services for merchants. Talk to rate retribution charged by merchants pre-set by the Regional Secretary is assisted the DPPKAD which is calculated by multiplying the number of traders as the areaof floor with a rate of retribution pre-set at Perda. The market is as a place for conducting trading deals. The market function itself is one of the principal means to drive and improve the economy. Markets need to be managed, organized and arranged so that the wheels of the economy community area can run smoothly. Retribution is charged to every trader who utilize the facilities of the market. Rate retributionare different, determined by class and place the used market. Occupies a place in the trade market, traders must also obtain a trade license issued by the placement department ofindustry and commerce. This type of research used in this study is qualitative research with qualitative descriptive method that aims to describe, explain and analyze. An informantwho concerned in the implementation of perda is nameli disperindag, UPTD Puri market already implementing regulation 9 of 2009 but still appears constraints in the implementation of the levy charges eventually hamper the realization of the income levy income levy charges that are not in accordance with pre-determined targets. Ineffectiveness of socialization has been done by the Disperindag and UPTD market also makes some traders there is no pleasure to pay the levy. An informant who is involved also came out differences of opinion between disperindag with UPTD Puri market,
