Abstract

Pekalongan is an area that has many rivers in the middle of the city. As a city, Pekalongan City still faces problems in the form of waste and garbage pollution. Where Pekalongan is a city of batik and the batik industry is the main supporter of the community's economy. It is known that the government's efforts to overcome these problems have not been able to overcome the problem optimally. For this reason, the existence of the Komunitas Peduli Kali Loji (KPKL) as one of the Non-Governmental Organizations is important. The Komunitas Peduli Kali Loji (KPKL) has an involvement to assist the government in overcoming environmental problems in Pekalongan City, as a result of the very critical condition of the river. Based on this involvement, the researchers wanted to see how the relationship between KPKL and the Government (City, Regency, Province and Central). So this research was conducted to describe and analyze the relationship between KPKL and the Government in the context of handling the problem of batik waste and garbage in the Pekalongan City River. The approach used is descriptive qualitative with data collection techniques in the form of interviews, field observations, documentation and literature study. The results of the study indicate that the relations/relationships between KPKL and the Government include: First, relations/relationships that involve KPKL in Government activities; Second: the relationship/relationship between KPKL and the Government is cooperative in that this relationship is mutually beneficial, a partnership relationship where this relationship is very participatory in the context of development to conflictive relationships, taking distance so as to limit the space for movement; Third: the relationship/relationship of KPKL as a parallel partner of the Government.

Abstract

The existence of women frequently perceived as “second sex” in society. In fact, their voices, ideas, and gender roles are often ignored. Thus, in order to support women’s right the United Nations through CEDAW encourages the achievement of 30% quota of women’s representation in legislative institution as the entrance of women’s interests in the policy-making process. Furthermore, the UN recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive-qualitative method and System Theory basis, the author tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. According to the result, this research finds various hurdles on the policy implementation, including the deep rooted of patriarchy culture, the lack of women’s capability as policy makers, and various political factors.

Abstract

The high number of domestic violence in the city of Semarang is a problem that must be dealt with immediately. This is because domestic violence is the most common type of violence in Semarang from 2016-2020. In order to prevent the increasing number of domestic violence, the role of various government stakeholders, public and private institutions is needed. The implementation of these roles consists of roles as policy creator, coordinator, facilitator, implementor & accelerator. The method in this research is descriptive qualitative with data collection techniques through interviews and documentation. Determination of the subject using purposive sampling, data quality using source triangulation. The results of the research show that the implementation of the role of stakeholders has been running quite well, but it is not optimal, this can be seen from the discovery of problems 1) the high number of domestic violence in Semarang 2) lack of community commitment & DP3A to prevent domestic violence 3) lack of funds in carrying out socialization at below level. The results of the identification of stakeholders are divided into a) government stakeholders who carry out the roles of policy creator, coordinator, facilitator & implementor. In carrying out this role, it was found that the cause of the high number of domestic violence was due to economic factors, patriarchal culture, Semarang City as a complex city. b) community institutional stakeholders as facilitators & implementors found the cause of the high number of domestic violence due to the awareness factor of Semarang City residents to report c) private stakeholders as accelerators have carried out their roles well through CSR. The advice given is to strengthen mutual commitment between stakeholders, APSAI through corporate CSR can channel funds to other stakeholders who lack funds to carry out the program, the still high number of domestic violence can be suppressed by digital economic training, build a gender fair perspective, encourage the community to be brave to report accompanied by fast & appropriate handling, building awareness of Semarang City residents to care about domestic violence issues.

Abstract

The provision of population identity for all Indonesians nationally is an effort that the government makes in order to provide the fulfillment of constitutional rights and protection as citizens, but children do not yet have an official identity such as ID cards owned by adults. The government through the Ministry of Home Affairs of the Republic of Indonesia then issued the Regulation of the Minister of Home Affairs Number 2/2016 concerning Child Identity Cards (KIA) in order to increases population data collection, provide protection and fulfilment of constitutional rights, and increases public services for children under the age of 17 years old which is integrated with the Population Administration Information System (SIAK). It is purposes for the child in getting the services independently and in terms of administrative completeness. This study uses qualitative descriptive methods with documentation techniques, literature, and key informant interviews with snowball sampling and representatives communities with accidental sampling. The use of theory to answer research problems is Duncan's theory with the criteria of effectiveness of achieving goals, integration, and adaptation with the aim of analyzing the effectiveness of the KIA program in the Department of Civil Service and Civil Registration of Semarang City as well as inhibition factors of the implementation of the KIA program. The results showed that the effectiveness of KIA program in achieving goals and integration has not fully run optimally, while adaptation has been able to run well. This is influenced by the inhibiting factors, namely environmental conditions due to the view that children are still dependent on their parents, it is still difficult to reach underprivileged families, the lack of information about the uses and benefits of KIA, and complicated bureaucracy. Recommendations that can be given are to improve all forms of understanding of KIA through socialization, increases promotion and cooperation with the partners in a sustainable manner, as well as adding ease of service with mobile cars to increase KIA's ownership in Semarang City.

Abstract

E-Makaryo is a public service run by the Manpower and Transmigration Department of Central Java which aims to reduce unemployment in Central Java. The purpose of the study was to find out the implementation of the online job fair E-Service (EMakaryo) of the Manpower and Transmigration Department of Central Java and to know the supporting and inhibiting factors. The method of this research is descriptive qualitative. The data collection techniques of this research are observation, interviews, and documentation. The theory used is is E-Service according to the Journal of Andi Muh Fikram et al, reflects 3 main components in E-Service, namely service providers, service recipients and service channels. The results of the study show that E-Service in E-Makaryo is not achieved optimally in terms of the service provider aspect which is still lack of officers so that they are not able to provide the best service to the society. Other aspects, such as service users, lack of encouragement to attract the public, such as socialization that has not been held and service channels still have obstacles in the convenience of use, considering the network sometimes has errors The driving factor is the attitude of leadership to employees, employees are rewarded for the tasks that have been achieved and the convenience in the form of services that can be accessed anywhere, while the inhibiting factor is the lack of human resources in E-Makaryo services and network weaknesses in each region make the inhibiting factors for online services . Based on these problems, the researcher suggests that the implementation of socialization must touch several targets.

Abstract

Abstract: In order to reduce the amount of poverty in Bojonegoro District, the government has implemented Program Keluarga Harapan (PKH) since 2008. PKH is a Conditional Cash Transfers (CCT) program, which is a conditional assistance program given to very poor households (RTSM) by giving obligations to PKH beneficiary families (KPM) to fulfill PKH commitments. This study aims to determine the implementation of PKH in Bojonegoro District. The method used is by conducting purposive sampling interviews with the implementers including the PKH Coordinator for the West and North Regions of Bojonegoro Regency, PKH Coordinator for the East and South Regions of Bojonegoro Regency, Coordinator of PKH Facilitator in Bojonegoro District, PKH Facilitator in Bojonegoro District, KPM PKH in Bojonegoro District and documentation. The research method is descriptive qualitative. The results of this study found the fact that the implementation of PKH in the context of alleviating poverty in Bojonegoro District had been carried out according to the provisions and regulations. However, in practice, there are various problems that affect the quality of PKH implementation, namely the lack of information related to the distribution of aid, the uneven distribution of complementary assistance, the non-fulfillment of the tasks of PKH facilitators to conduct home visits due to the lack of assistants, and the lack of KPM knowledge about the goals of PKH. There are many factors that influence the implementation of PKH in Bojonegoro District, including communication and coordination between PKH implementing officials, human resources, the character of PKH beneficiary families and also the bureaucracy. The recommendations that given are the Bojonegoro Regency PPKH Team needs to improve the coordination and communication with the channeling bank, improve performance to verify the distribution of complementary assistance to KPM, increase the number of PKH facilitators in Bojonegoro District and increase socialization about the goals of PKH to KPM.

Abstract

People with disabilities who are included in the DTKS (Integrated Data on Social Welfare) of Semarang City in 2020 are 3,243 people while the total number of people with disabilities in Semarang City is 5,800 people. This problem certainly requires the role of the Semarang City Social Service to improve the welfare of the disabled community. The purpose of this study is to describe and analyze the role of the Semarang City Social Service in improving the welfare of people with disabilities and their driving and inhibiting factors. This research method is descriptive qualitative. The data collection techniques of this research are observation, interview, documentation and literature study. Determination of the subject in this study was done by purposive sampling method. The theory used is the role theory according to Jam Ife and Frank Tesoriero covering facilitative, educational, representative and technical roles. The results of the research conducted are that the role of the Semarang City Social Service in improving the welfare of the disabled community is quite good. The role that is not well implemented is the four role indicators, namely the facilitative role. The driving factors for the role of the Semarang City Social Service in improving the welfare of the disabled community consist of competence, socialization and role behavior while the inhibiting factors are role transition and role distance.

Abstract

Manpower is everything that is related to labor before, during, and after the working period. In Indonesia, one form of the government's role in the manpower sector is under the auspices of the Ministry of Manpower. As a state apparatus in charge of serving citizens, the Ministry of Manpower is assisted in carrying out its duties by the local government, especially the Manpower Office. The manpower office is a government institution that has functions in fostering, controlling rights & obligations as well as supervision in the manpower sector. Wages are a right that must be fulfilled by job providers to workers after carrying out their obligations as workers. The results of the discussion of the role of the Bekasi City Manpower Office in determining the city minimum wage (UMK) for the city of Bekasi can be categorized as good due to the role given by the Bekasi City Manpower Office. The role played by the Bekasi City Manpower Office is as a facilitator, regulator and catalyst. In addition, the Bekasi City Manpower Office also plays a role in creating a harmonious relationship between workers and employers. Conclusion The Bekasi City Manpower Office has carried out its role well in the process of determining the city minimum wage (UMK) for the city of Bekasi, but it is hoped that the Bekasi City Manpower Office can increase its role again by conducting an evaluation, this is done so that in the future every year it can minimize mistakes that had happened in the previous year.

Abstract

One of the public services that is always attempted to be improved by the government is administration service. Public services are involved in such problems as the duration of the management of documents and infrastructure facilities are not adequate in serving the community. Disdukcapil Kabupaten Pati as one of civil registration provider in Pati regency has many problem accordin to Ombudsman’s Reports. This study aims to discover on how the quality of civil registration service and what factors are supporting and obstructing. The method used in this study is qualitative descriptive method. The data source in this study was obtained from interviews, observations, and documentation. Informant selection techniques are done using purposive sampling and accidental sampling. The quality of service is measured using five dimensions of Zeithaml theory, namely, tangible, reliability, responsiveness, assurance, and empathy. The measurement quality of service is also influenced by the supporting factors / obstructing (Moenir). This study obtained the results, there are four dimensions tangible, reliability, responsiveness, and assurance that have not run well, there is only one dimension of empathy has been run well. The results of the study can be explained that there are four of six factors that initiative the quality civil registration services (awareness, rules / procedures, organization, and income). On the other hand proportional to the factors that become obstacles such as, the ability / appearance factors of officers who are still requiring training, monitoring, and evaluation periodically as well as the factors of supporting service facilities the main support service that is less in terms of quantity and quality.

Abstract

Stunting adalah masalah kesehatan gizi yang masih banyak dijumpai di berbagai daerah. Efek jangka panjang dari stunting dapat mengancam kualitas sumber daya manusia di masa depan. Di Kabupaten Kudus, stunting menjadi salah satu isu prioritas pembangunan kesehatan. Adapun salah satu daerah yang memiliki angka stunting cukup tinggi adalah Desa Medini di Kecamatan Undaan. Desa Medini adalah desa dengan angka stunting tertinggi di Kecamatan Undaan. Langkah yang diambil oleh pemerintah untuk menangani stunting adalah dengan mengoptimalkan peran posyandu. Salah satu peran yang dinilai dapat membantu menangani stunting di Desa Medini adalah peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi yang tujuannya adalah meningkatkan kesadaran dan pengetahuan Ibu balita agar terjadi perubahan perilaku yang lebih baik. Tujuan penelitian ini adalah menganalisis peran posyandu untuk menangani stunting dan faktor-faktor yang mempengaruhinya. Metode yang digunakan adalah deskriptif kualitatif. Menggunakan data primer dari hasil wawancara pada Petugas Gizi UPT Puskesmas Undaan, Pembina Posyandu dan Ibu balita dan observasi. Data sekunder berupa jurnal penelitian, buku, dan dokumen terkait diperoleh dari studi kepustakaan. Ditemukan bahwa peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi lebih bersifat preventif. Peran tersebut dinilai belum maksimal karena kualitas sumber daya yang masih kurang, tingkat pendidikan kader, kemampuan penyampaian materi penyuluhan oleh kader yang belum memadai, penyampaian informasi yang belum menyeluruh dan belum dipahami secara utuh oleh Ibu balita. Adapun beberapa hambatan lainnya adalah seperti anggaran posyandu untuk menangani stunting yang terbatas, masih terdapat sarana prasarana yang belum terpenuhi dan kualitas kader posyandu yang masih membutuhkan pembinaan yang lebih intens. Disarankan bahwa pembinaan kader posyandu harus dilakukan secara konsisten dan berkala dengan fokusnya adalah penyampaian materi penyuluhan dan konseling kesehatan gizi serta pemenuhan sarana prasarana dan anggaran penanganan stunting yang masih kurang
