Abstract

This research aims to determine the relationship between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. This research is an explanation study using quantitative method. The respondents are 39 employees of City Population and Civil Registry Office in Batam. The research results is the correlation coefficient value of work motivation on employee’s performance using Kendall Tau rank is 0.634 with coefficient of determination value is 40.2%. The correlation coefficient value of employee’s ability on employee’s performance using Kendall Tau rank is 0.580 with coefficient of determination value is 33.64%. The concordance coefficient of work motivation and employee’s ability on employee’s performance is 0.994 sig (0.000) < α (0.005). The coefficient determination value of work motivation and employee’s ability on employee’s performance is 98,8%. The conclusion of this research is there is a positive and significant correlation between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. The obstacles found in this research are inadequate office facilities, and poor relations between fellow employees. The suggestions given by researcher are make the rules work in writing and clear and strengthen relationship between employees.

Abstract

Semarang regency has a high population. This increase in population influences the high demand for population administration services, one of which is birth certificates. The length of the process of issuing birth certificates resulted in people being lazy to take care of themselves and preferring touts. This resulted in many people who do not have a birth certificate. Aji Welas innovation was created to complement previous innovations with a faster birth certificate issuance service which is one anniversary and expand the scope of birth certificate ownership in Semarang Regency. The purpose of this study is to analyze the attribute innovation and the factors that become the drivers and inhibitions of innovation. This study uses a qualitative method with a descriptive approach. The theory in this study uses the theory of Rogers, while the driving and inhibitory factors of Albury to know the characteristics and implementation of aji welas innovation. The results showed that Aji Welas innovation has 1) relative advantage, 2) conformity, 3) possibility of trying, 4) ease of observing, 5) complexity. In the implementation of innovation, Aji Welas has supporting factors, namely adequate human resources, and also supporting infrastructure facilities. In addition, in the implementation, there are also inhibitory factors, namely not budgeted for the implementation of socialization, constrained networks that often error or trouble, there are still many people who do not complete the document requirements when applying, and some innovation implementing officers Aji Welas who concurrently task. The advice given by researchers is that it is necessary to submit a budget for socialization, increase the strength of the network or wifi, encourage creative innovation publications, and recruit PPPK (Government Employees with Employment Agreements).

Abstract

The background of this research is the many complaints of the public in using Bus Rapid Transit (BRT) Semarang. The purpose of this study is to determine and examine the effect of service quality on community satisfaction using Bus Rapid Transit (BRT) in Semarang City. The research method used is quantitative explanatory, with a research sample of 100. Sampling techniques using Probability Sampling techniques, especially using Simple Random Sampling techniques. The analysis techniques in this study are Validity test, Reliability test, Kendall Tau Correlation, and Determination Coefficient. The results showed that the quality of service to community satisfaction had a correlation of 0,316, with a significance level of 0.01. The value of the contribution of service quality to community satisfaction is 9.98%, so there are 90.02% of other variables that affect the variable of community satisfaction outside of the service quality variable. Based on these results, it can be concluded that there is an influence between the quality of service to community satisfaction of the community of Bus Rapid Transit (BRT) users in Semarang City. The advice given is to provide education or supply to each employee and continue to develop the facilities and infrastructure of BRT Trans Semarang

Abstract

Program Keluarga Harapan (PKH) is a program of providing conditional social assistance to poor families (KM) who are designated as beneficiary families with purpose to improve the standard of living of Beneficiary Families (KPM) through access to education, health and social welfare services.In policy implementation, there are factors that determine the success of a policy implementation. The purpose of this research is to know magnitude the correlation between resources and the compliance of target groups in the implementation of Program Keluarga Harapan (PKH). The method used is a quantitative method with a questionnaire. The results showed that there was a positive and significant correlation between resource variables and target group compliance with PKH implementation. Resources have a positive correlation with PKH implementation of 38.2%. The compliance of the target group has a positive correlation with PKH implementation of 11.8%. Resources and target group compliance together have a significant correlation with PKH implementation of 37.6% while the remaining 62.4% is explained by other variables not in this research. Therefore, further research is needed by using variable communication and disposition of program implementers.

Abstract

Kabupaten Rembang is a district in Central Java Province that has a positive impact through the development of the tourism sector so as to produce Karang Jahe Beach attractions which are included in the top ten tours of interest by tourists in Central Java Province in 2018 and the following year Karang Jahe Beach experienced a decline ranking due to a decrease in the number of tourists. Karang Jahe Beach also has various problems in the function of implementing tourism object management such as cleanliness of facilities, availability of trash cans and parking spaces that are not wide. This study aims to determine how the implementation function of the management of Karang Jahe Beach tourism object in Kabupaten Rembang. This study uses descriptive qualitative research methods with observation, interviews and documentation techniques to obtain research results. The results of the study indicate that the implementation function has not run well. Problems in the implementation function, namely cleanliness in the place of business, obstacles in managing gazebo facilities, and providing uneven training to management members. The quality of tourism object management resources and budget is an inhibiting factor in the implementation of tourism object management. It is recommended that all parties involved must comply with the regulations that have been made.

Abstract

The COVID-19 pandemic needs to be overcome with the government's firmness in reducing the number of cases and reducing the expansion of the impact. Semarang in handling this outbreak implement the Restrictions on Community Activities through Semarang Mayor Regulation Number 28 of 2020. This policy limits people's activities outside the home, including in traditional markets. Close interactions between traders and buyers in traditional markets makes the transmission of COVID-19 cannot be avoided. A poor compliance with health protocol makes traditional markets need special attention in this policy implementation. This research aims to determine the level of target compliance and to figure factors that affect the target compliance with Semarang Mayor Regulation Number 28 of 2020 in Karangayu market. This study used a descriptive research method with a qualitative approach. The result showed that both Karangayu market’s traders and buyers are quiet comply with the policy. Furthermore, through the analysis of target compliance factors suggested by Weaver, this study indicates six factors of target compliance such as (1) lack of information, (2) the absence of insentives and insufficient sanction, (3) problem of monitoring, (4) the ability to fulfill resources, (5) the lack of autonomy, and (6) attitude and beliefs.

Abstract

The role of stakeholders is very decisive for implementing a policy, including the policy of granting permits to build houses of worship. Although in practice, in some cases, there are often conflicts between stakeholders. The Bekasi City Government has compiled Bekasi Mayor Regulation No. 107 of 2019 concerning Procedures for Granting Permits for the Construction of Houses of Worship. However, each stakeholder has not implemented these regulations properly, as evidenced by the frequent occurrence of conflicts. This study aims to analyze the role of stakeholders and identify the actors' understanding of the roles they carry out. This study uses the Theory of Power versus Interest from Bryson as the theoretical basis for this research. The methodology used in this research is descriptive qualitative, using secondary and primary data. The results showed that the Kesbangpol Agency was a Context Setter with the roles of Policy Creator, Facilitator, and Coordinator. Bekasi City FKUB is Key Player who have the roles of coordinator, Facilitator, and implementer. The Regional Office of the Ministry of Religion of Bekasi City is a key player who has the Policy Creator, Facilitator, and Implementer role. The Social Welfare Agency for the Regional Secretariat of the city of Bekasi is a Context Setter with the roles of Facilitator and Implementer. Sub-Districts is a Crowd with the role of Facilitator. Urban Village is a Crowd with the role of Facilitator. Regarding understanding, there are two supporting factors in granting permits to build houses of worship in Bekasi City, namely value and communication. Meanwhile, two other inhibiting factors are communication and policy sources.

Abstract

According to UU 26/2007 of Spatial Planning, the percentage of green open space in the city area is at least 30% of the total area of the city consisting of 20% public green open space and 10% private green open space. Until early 2021, the percentage of public green open space in Magelang City has only reached 16% of total area of Magelang City. This is because there are still limited human resources and finances. The government of Magelang City still dominates in the management of public green open space and doesn’ t empower other stakeholders. To accelerate the achievement of the target of public green open space in Magelang City need collaboration between government with private and civil society. The collaboration of them in the process of formulating, implementing, and evaluating public policies is known as collaborative governance. The objectives of this study are (1) to identify the stakeholders in the Public Green Open Space Policy in Magelang City, (2) to analyse the role of each stakeholders in the Public Green Open Space Policy in Magelang City, (3) to analyse Collaborative Governance in the Public Green Open Space Policy in Magelang City. In this study, the researcher used a qualitative descriptive approach with Collaborative Governance theory by Ansell and Gash. The result of this study indicate that (1) the stakeholders of Public Green Open Space in Magelang City are DPUPR, DLH, Bank Jateng, Bank Magelang, HK Mustika Gold, and civil society, (2) DPUPR has role as a policy maker and coordinator; DLH acts as implementer; private as facilitator; and civil society as users of Public Green Open Space, (3) collaborative governance in the Public Green Open Space in Magelang City has not gone well, collaboration between the government and the private is only carried out for a certain period of time and there is not sustainable collaboration.

Abstract

The inclusive education system is very wide open for children with special needs to be able to attend school and be in the same class with other children in the same school. This spirit is contained in The Act Number 20 of 2003 concerning the National Education System which ensures that children with special needs have access to education similar to other students. This study aims to analyze the management of inclusive education at SMPN 4 Mojosongo Boyolali using the management process according to Mee, namely planning, organizing, actuating, and controlling. The method used in this study is a descriptive qualitative method using informants from teachers or educators at SMPN 4 Mojosongo Boyolali. The results obtained indicate that the implementation of inclusive education has not yet been fully implemented, in the form of curriculum and teaching materials that are still equated with other students, the absence of special facilities and infrastructure for inclusive students, and the absence of a special supervisor teacher

Abstract

The purpose of this study was to determine: (1) results that cause the service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda to be less than optimal; (2) what factors influence the less than optimal service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda. This study uses a quantitative approach with an associative type of research. The population in this study were visitors to the BPJS Ketenagakerjaan subdivision Semarang Pemuda, with a total sample of 50 visitors. Data analysis techniques to determine respondents' perceptions of communication, competence, and service quality use frequency distribution tables, while to determine the magnitude of the influence of communication and competence on service quality using crosstab analysis, Kendall tau rank correlation coefficient, Kendall concordation coefficient, and determination coefficient with assistance SPSS IBM 25. The results of this study indicate the following: (1) there is a significant and positive relationship and influence between communication variables and service quality with a significance value of 0.000 (0.000 5.99). Communication and competence also have a positive influence on service quality by 0.720 or 72%.
