Abstract

Community empowerment through the Resik Apik Waste Bank is an effort made by the people of Brigif, Srondol Kulon Village, Banyumanik District to utilize household waste into useful items that can increase people's income and keep the environment clean and healthy. This research aims to analyze community empowerment through the Resik Apik Waste Bank in Srondol Kulon Village as well as the inhibiting and supporting factors. The data sources in this research were obtained from interviews, observations and documentation. The informant selection technique was carried out using purposive sampling and accidental sampling. The data sources in this research were obtained from interviews, observations and documentation. The informant selection technique was carried out using purposive sampling and accidental sampling. This research uses the dimensions of empowerment success theory. The results obtained, aspects of access and participation have been fulfilled and support the implementation of empowerment. Dimensions that do not support empowerment, control and well-being. Control in the form of monitoring and assistance is not carried out by the supervisory team, which in this case is the sub-district office. In the welfare dimension, the people of Brigif, Srondol Kulon Village, Banyumanik District still have not experienced a significant increase in income and have not experienced easy access to education and health facilities. Factors inhibiting empowerment are limited managerial abilities and the absence of the ability to manage the market. The driving factor for empowerment is natural resources. Suggestions that can be given are the need for an approach between management and the community, control from the government is needed, increasing the intensity of Resik Apik Waste Bank activities more intensely, program innovation that improves community welfare, internal coordination to create clear communication, identifying opportunities and conducting research on competitors so that consumers can be interested in the products being sold.

Abstract

Depok Single Window application was developed by Diskominfo Kota Depok as an effort to implement smart governance in smart city concept in Depok City. This application offers 145 types of services within a single window, but there are still several challenges in implementation, such as frequent errors, a high number of negative reviews, and an insufficient workforce in the implementing unit. This research aims to analyze the evaluation results and the inhibiting factors affecting Depok Single Window application in the smart city implementation in Depok City. This research used descriptive qualitative method, with data collected through non-participatory observation, interviews, and documentation to present the phenomenon factually and in-depth in 2024. Informants were selected by purposive sampling, and application users were chosen through incidental sampling. The theory used in this research is William Dunn's evaluation theory, with the addition of four criteria to analyze the inhibiting factors. The results of the study show that indicators of efficiency, adequacy, equity, and accuracy still need to be addressed for the application to function effectively. The inhibiting factors affecting the effectiveness of the Depok Single Window application include resource factors, communication, and bureaucratic structure. Based on the research findings, the recommendations provided to address the identified problems include the establishment of technical work guidelines and proper division of tasks within the implementing unit, the development of a regular application maintenance schedule, periodic dissemination of information related to the application, and coordination of all relevant regional apparatus to help ensure the success of the application.

Abstract

Waste management is a series of activities to manage waste effectively, efficiently and sustainably. The waste management carried out by the Putri Cempo TPA is the process of collection, transportation and final processing at the Putri Cempo TPA by producing environmentally friendly renewable energy. This research aims to analyze good waste management to reduce waste generation at the Putri Cempo TPA in the process of implementing waste management and describe the supporting and inhibiting factors for waste management at the Putri Cempo TPA, Surakarta City. This research uses a qualitative descriptive method with data source retrieval techniques through interviews, observation and documentation methods. The results of this research reveal that the Surakarta City Environmental Service has demonstrated its role in managing waste so that it can be processed further so as to provide benefits to the environment by using management functions according to G.R Terry, namely planning, organizing, actuating and controlling. Efforts made to reduce waste generation require a good waste management program by utilizing waste that has value which has been implemented by the Putri Cempo TPA, namely managing waste into renewable energy, namely producing electrical energy. Waste management still needs to be improved by providing outreach to the community by implementing waste recycling methods to reduce waste generation.

Abstract

Berbagai kebijakan yang telah dicanangkan oleh Pemerintah Indonesia dalam rangka menanggulangi kemiskinan salah satunya, yaitu Program Keluarga Harapan (PKH). Kebijakan PKH telah dilaksanakan di Indonesia sejak tahun 2007 dengan payung hukum Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. PKH merupakan suatu program kebijakan penanggulangan kemiskinan yang memberikan akses di bidang pendidikan, kesehatan dan kesejahteraan sosial termasuk di Kelurahan Rejosari sebagai salah satu wilayah yang dipilih oleh Pemerintah Kota Semarang sebagai wilayah prioritas penanggulangan kemiskinan. Penelitian ini bertujuan mengevaluasi pelaksanaan PKH serta mengidentifikasi hambatan yang terjadi pada saat pelaksanaan PKH di Kelurahan Rejosari. Menggunakan metode kualitatif deskriptif dengan pengumpulan data menggunakan wawancara dan studi kepustakaan. Hasil penelitian menunjukkan bahwa evaluasi pelaksanaan PKH di Kelurahan Rejosari berdasarkan kriteria indikator evaluasi Bridgman & Davis, yaitu input dalam pelaksanaannya sudah baik dari segi SDM maupun sarana prasarana. Kedua, process pelaksanaan sudah sesuai dengan pedoman pelaksanaan PKH mulai dari perencanaan hingga pendampingan tetapi terdapat kendala pada saat kegiatan validasi data. Ketiga, output sudah memberikan hasil yang diharapkan sesuai dengan tujuan program. Keempat, outcome yang dihasilkan belum maksimal. Rekomendasi yang dihasilkan dalam penelitian ini adalah peningkatan spesifikasi server pada aplikasi e-PKH, pelaksanaan kegiatan jemput bola guna membantu masyarakat lansia dalam mendapatkan dokumen kependudukan, Dinas Sosial Kota Semarang dapat menjalin kerjasama dengan LPMK guna menciptakan suatu inovasi dalam bentuk pemberdayaan kepada KPM PKH dan Pendamping Sosial PKH dapat berkoordinasi dengan tokoh masyarakat untuk melakukan sosialisasi secara masif terkait dengan bantuan PKH

Abstract

Kemiskinan dan ketidaksetaraan selalu menjadi topik masalah sosial aktual yang terjadi di tengah masyarakat Indonesia. Upaya pemerintah dalam rangka memutus rantai kemiskinan dan memperkuat perlindungan sosial berdasarkan Peraturan Menteri Sosial Republik Indonesia Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. Penelitian ini bertujuan untuk menganalisis efektivitas Program Keluarga Harapan (PKH) di Kelurahan Cipinang Besar Selatan Kecamatan Jatinegara Jakarta Timur. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data melalui kegiatan wawancara, observasi, dan dokumentasi. Penelitian ini menggunakan teori pengukuran efektivitas program oleh Edy Sutrisno, yakni pemahaman program, tepat sasaran, tepat tujuan, tepat waktu, dan perubahan nyata. Hasil penelitian menunjukkan bahwa pada indikator tepat sasaran, tercapainya tujuan, dan perubahan nyata belum efektif, karena masih ditemukannya kendala dalam pelaksanaannya, sedangkan pada indikator pemahaman program dan ketepatan waktu sudah berjalan dengan baik. Saran dari penelitian ini adalah membentuk Kelompok Usaha Bersama, meningkatkan pengetahuan dan keterampilan pendamping PKH, dan pemerintah harus lebih selektif saat melakukan validasi data calon KPM dengan pendamping PKH

Abstract

This study aims to analyze the effect of system quality and information quality on the success of the Gelang Anting System at Puskesmas Losari Pemalang. With the background of high stunting cases in Indonesia and Pemalang Regency, as well as the Losari Health Center's efforts to develop technology-based innovations for stunting prevention. The research method used in this study is a quantitative approach with a sample of 78 respondents, using proportional random sampling technique and Likert scale for data collection. Hypothesis testing is done with Kendall's Tau-b correlation test to determine the effect partially, Kendall's W concordance to determine the effect simultaneously or together, and the coefficient of determination test to determine how strong the influence between variables. The results showed a positive and significant influence between system quality on system success, information quality on system success, and system quality and information quality together on system success with a significance of 0.000 <0.05. Based on the results of the study, it is recommended to improve the indicators of system quality and information quality to support the successful implementation of the Gelang Anting application.

Abstract

Mal Pelayanan Publik merupakan penyelenggaraan layanan yang menyediakan berbagai jenis layanan publik dalam satu lokasi. MPP memiliki tujuan untuk memberikan kemudahan, kecepatan, keterjangkauan, keamanan, dan kenyamanan kepada masyarakat dalam menerima pelayanan publik, namun dalam penyelenggaraan MPP Kabupaten Jepara masih terdapat beberapa permasalahan yang mengindikasikan kurang efektifnya MPP Kabupaten Jepara dalam penyelenggaraan pelayanan perizinan dan non perizinan di Kabupaten Jepara. Penelitian ini bertujuan untuk menganalisis efektivitas MPP dalam melaksanakan pola pelayanan terpadu di Kabupaten Jepara serta faktor pendorong dan faktor penghambat efektivitas tersebut. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, serta menggunakan analisis model Miles and Huberman. Hasil penelitian menunjukkan bahwa MPP Kabupaten Jepara dalam penyelenggaraan pelayanan perizinan dan non perizinan terdapat indikator yang telah tercapai dan terdapat indikator yang masih terdapat permasalahan. Hal ini berdasarkan indikator efektivitas organisasi menurut Duncan yaitu pencapaian tujuan, integrasi, dan adaptasi. Sedangkan faktor pendorong dan penghambat efektivitas tersebut dianalisis berdasarkan karakteristik yang menentukan efektivitas organisasi menurut Steers yaitu karakteristik organisasi, lingkungan, dan pegawai, serta kebijakan dan praktek manajemen. Saran yang diberikan adalah menentukan waktu yang tepat untuk memperbaiki sistem pelayanan, penyesuaian regulasi SOP yang mengatur terkait waktu perizinan dan non perizinan, melakukan sosialisasi tentang keberadaan MPP secara masif baik langsung maupun melalui sosial media, memberikan identitas bangunan MPP, lebih memanfaatkan sarana dan prasarana yang ada seperti mesin antrian, serta menegaskan regulasi khususnya kepada OPD-OPD teknis agar terwujud keterpaduan terkait penyelenggaraan MPP Kabupaten Jepara.

Abstract

The public complaint service is a form of government policy to increase agency accountability in providing service to the community. One of the agencies that has implemented an online-based public complaint service is the Rembang Regency Inspectorate in the form of a Whistleblowing system. This research aims to analyze the implementation of Whistleblowing system services, as well as the elements that support or hinder its implementation. This research uses a descriptive approach using qualitative strategies. This research result show that implementation of the Whistleblowing system is not optimal due to the lack of complaint reports from the public. The driving factors in implementing the Whistleblowing system service at the Rembang Regency Inspectorate are the quality of the implementers and the bureaucratic structure. The obstacles faced include communication, authority, financial and human resource constraints. It can be concluded that the implementation of the Whistleblowing system service at the Rembang Regency Inspectorate as a whole has gone well, but several inhibiting factors have caused the implementation of the program to be less than optimal. Suggestions from researchers are implementing a special forum to introduce complaint services, shifting the previously conventional complaint system to now using Whistleblowing system services, adding employees in other work units, using outsourching services for updates, optimizing employees to update the Whistleblowing system, lobbying with BKD employee considerations.

Abstract

Temurejo landfill in Blora Regency conducts waste management through a partnership with BSI Berkah Mustika Poring. Waste management has been implemented well so that not all waste is put into the landfill zone. Blora district won the Adipura award 5 times in the cleanest small city category. The achievement of waste management performance shows good results with almost 100% managed waste, namely 99.97%. The purpose of the study was to analyze the partnership of plastic waste management in Temurejo landfill and analyze the success factors and inhibiting factors of the partnership. This research uses a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The research data comes from primary data obtained through interviews while secondary data is obtained through journals and the internet. The results showed that the intertwined partnership model was a collaborative Linear partnership model of partners because there was no legality proving that in the intertwined partnership the status of legality was not too considered so that the collaborative Linear partnership model of partners was appropriate. The established partnership also has a complementary vision and mission. Success factors show 3 indicators that have been met, namely input, process, and output, while the outcome indicator is still less than optimal. Factors inhibiting the partnership, namely 1) Ignorance of some members involved in the partnership regarding the legality of the partnership, 2) The absence of written legality status as evidence of the partnership implementation agreement, 3) Lack of funds for partnership operational needs. Suggestions offered, namely 1) It is necessary to make a legality document in the form of an MoU to clarify the status of the partnership. 2) Expanding the sales market for plastic seed products. 3) Looking for investors to help fund the waste management partnership operations.

Abstract

Command Center 112 is well known as an emergency service program in Surabaya City with an effective and efficient system that has won several awards. This achievement prompted this research to obtain adequate information about the street level bureaucrats of Command Center 112. The purpose of this research is to describe the portrait of accountability through the meaning of roles to the orientation of street level bureaucrat accountability involved in the 112 Command Center service of Surabaya City. The researcher attempted to solve the problem with a descriptive qualitative research method using interview, observation, and literature study techniques. The results of this research showed that street level bureaucrats carry out their accountability through two types of accountability, namely Public-Administrative Accountability and Participatory Accountability, thus increasing job pressure and encouraging the occurrence of role conflict dilemmas. The conflict experienced by street level bureaucrats in this research is a policy vs societal conflict. Furthermore, accountability orientation can be reviewed through its actions in overcoming dilemmas that lead to centrist policies. Centric policies are also referred to as center-based policies which uphold applicable service operational standards. This can be observed through the actions of emergency telephone receivers in carrying out their duties to prioritize compliance with the tasks contained in policy rules rather than the wishes of the community. Recommendations that can be given include affirming the SOP for the community as a reporter, providing measures and understanding of emergencies, adding service infrastructure, and updating data every month.
