Abstract

Nilai Publik (Public Value) mengakui bahwa nilai kepuasan Masyarakat memiliki dimensi penting lainnya.Pernikahan dini sangat penting untuk digali akar permasalahannya agar dapat menemukan solusinya. Dalam kurun waktu empat tahun terakhir, angka pernikahan dini di Jawa Tengah mengalami perkembangan yang tidak stabil. Pernikahan dini terus terjadi dalam setiap tahunnya di berbagai daerah, Kabupaten Rembang salah satu daerah penyumbang kasus pernikahan dini tertinggi di Provinsi Jawa Tengah. Dalam memecahkan masalah seperti pernikahan usia muda, penting untuk menganalisis dan memahami nilai-nilai yang mendasari perilaku masyarakat, sehingga upaya pencegahan dan intervensi yang tepat dapat diimplementasikan. Pendidikan, kesadaran budaya, pemberdayaan ekonomi, dan pengentasan kemiskinan adalah beberapa strategi yang dapat digunakan untuk mengatasi fenomena pernikahan usia muda di Kabupaten Rembang. Tujuan penelitian ini untuk Menganalisis public value dalam pernikahan usia muda di Kabupaten Rembang dan Menganalisis faktor pendorong terbentuknya public value dalam pernikahan usia muda di Kabupaten Rembang. Metode penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa Public Value dalam pernikahan usia muda di kabupaten Rembang belum baik, hal ini disebabkan karena publik value yang masih memerlukan peningkatan untuk mendukung hubungan yang sehat. Saran yang diberikan oleh peneliti, yaitu penguatan program pendidikan seks dan bimbingan perkawinan untuk menyediakan informasi menyeluruh tentang pernikahan usia muda, pelatihan dan dukungan kepada orang tua untuk meningkatkan pemahaman mereka tentang menunda pernikahan usia muda, kampanye media sosial yang edukatif dan menarik untuk meningkatkan kesadaran baik pasangan muda maupun masyarakat tentang dampak negatif pernikahan usia muda.

Abstract

The high incidence of child abuse places the city of Bekasi as the third highest in West Java Province in 2023, with a total of 220 cases. Therefore, the Bekasi City government has taken steps to prevent and reduce child abuse through Bekasi Mayor Regulation Number 01 of 2021 concerning Child Protection in Bekasi City. This study aims to determine the implementation of the Bekasi City Government's policy in protecting children from abuse and to identify the factors influencing its implementation. The method used in this research is descriptive qualitative, with data collection techniques through interviews, observations, and documentation. This study employs Van Meter and Van Horn's policy implementation theory. The results of this study indicate that the implementation of the child protection policy against violence in the field is still not optimal due to several obstacles, namely, the lack of coordination and collaboration between agencies, low community participation in counseling, limited staff in the field of child rights fulfillment and in the field of prevention and handling of violence against women and children, and communication barriers with related agencies. The recommendations provided by the researchers include the need for additional educational and health facilities, regular monitoring, the immediate establishment of the P3A Technical Implementation Unit in Bekasi City, prioritizing the construction of physical child protection homes, and developing clear SOPs for the management of child protection homes.

Abstract

The analysis of community empowerment through the Bamboo and Rattan Craft Village Program is based on developing efforts to improve the community's economy. The problems with this research are that management is not yet fully structured, there is a lack of socialization and training, limited facilities and infrastructure, a lack of interest from the community or young people, and a lack of involvement of interested actors. The aim of this research is to analyze empowerment efforts as well as factors inhibiting the sustainability of empowerment. The effort in question uses the Stages of Community Empowerment theory put forward by Wrihatnolo and Dwidjowijoto using a descriptive research method with a qualitative approach. Data was obtained through interviews, observation, and documentation. The research results show that community empowerment has carried out the stages of empowerment well. It can be seen in three stages, namely the awareness stage in the form of socialization regarding empowerment and community interest in participating. The capacitybuilding stage takes the form of providing training to the community and reducing assistance from the government to support the implementation of empowerment. Empowerment Stage by introducing social media and achieving results and output from community empowerment. The stages of an effort have not been fully achieved due to community involvement and the quality of human resources, the limited role of each interested actor, limited facilities and infrastructure, and minimal communication. It is recommended to increase the role of actors, increase the availability of facilities and infrastructure, utilize existing facilities, establish relationships and cooperation, and conduct training so that it can be implemented optimally.

Abstract

Perkembangan teknologi memunculkan adaptasi cashless society di Indonesia yang didukung oleh program yang dikeluarkan oleh Bank Indonesia pada tahun 2014, yakni Gerakan Nasional Non Tunai (GNNT). Adanya Gerakan Nasional Non Tunai memunculkan inovasi yang bernama elektronifikasi transportasi. Salah satunya diimplementasikan pada BRT Trans Semarang yang nampak pada sistem pembayaran non tunainya. Tujuan penelitian ini adalah untuk menganalisis pengaruh sistem pembayaran non tunai (cashless) terhadap kualitas pelayanan dan kepuasan pengguna layanan BRT Trans Semarang. Metode yang digunakan adalah kuantitatif dengan pengumpulan data menggunakan kuesioner serta sampel penelitian sebanyak 100. Teknik analisis yang digunakan adalah analisis regresi linear sederhana. Hasil penelitian menunjukkan bahwa terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kualitas pelayanan serta terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kepuasan pengguna jasa BRT Trans Semarang. Saran yang diberikan adalah melakukan inovasi dan perbaikan terhadap seluruh instrumen cashless pada BRT Trans Semarang guna meningkatkan kualitas pelayanan dan kepuasan pengguna layanannya.

Abstract

Survei Kepuasan Masyarakat (SKM) Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rembang menunjukkan dari 9 indikator hanya terdapat 3 indikator yang sudah mencapai SKM Nasional. Tujuan dari penelitian ini untuk menganalisis budaya organisasi di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rembang serta mengetahui faktor pendukung dan penghambat dalam pelaksanaan budaya organisasi di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Rembang. Tipe penelitian yang digunakan yaitu penelitian kualitatif menggunakan teknik wawancara, observasi dan dokumentasi. Penelitian ini menggunakan teori Robbins & Judge (2013: 512-513; Robbins & Coulter, 2002:59) dan Luthans (dalam ojo, 2010, h.3). Hasil penelitian menunjukkan bahwa kriteria budaya organisasi sudah dilaksanakan, dilihat dari inovasi dan keberanian risiko yaitu adanya kebebasan berinovasi dan mengikuti sosialisasi inovasi, perhatian terhadap detail yaitu ada pegawai yang sudah bekerja dengan teliti dan ada yang belum. Berorientasi hasil yaitu sudah mengarahkan pegawai sesuai capaian kinerja dari perbup. Berorientasi kepada manusia yaitu adanya pemberian reward dan pengembangan kompetensi yang tidak dirasakan semua pegawai. Berorientasi kepada tim saling membantu, peduli, koordinasi di setiap bidang. Agresifitas yaitu kurang kompetitifnya pegawai, pegawai bekerja dengan cepat. Aturan yaitu kurang disiplin dan kurang ramah pegawai. Faktor pendukung budaya organisasi antara lain seperti acara dan ritual organisasi, kepemimpin. Faktor penghambat budaya organisasi antara lain kepemimpinan, sumber daya manusia dan motivasi. Rekomendasi yang diberikan ialah dapat mengurangi beban kerja, memberikan hak dan kesempatan yang sama, rutin memeriksa sarana dan prasarana, kepala dinas memberikan reward dan punishment

Abstract

The Kota Tanpa Kumuh (KOTAKU) policy was implemented by the Mayor of Semarang with the aim of overcoming problems related to housing and slum areas in Semarang City, especially in the Kampung Pelangi area. The implementation of the KOTAKU policy involves several actors, namely the government, the private sector, and the community with different roles. This research aims to analyze the role of actors as well as supporting factors and inhibiting factors in the role of actors in the development of Pelangi Village tourism in Randusari Village. This research uses qualitative methods through a descriptive approach and is conducted by observation and interviews based on purposive sampling techniques. The results showed that the role of actors in the development of Pelangi Village tourism, namely actors who act as policy makers, has functioned well, but to optimize the policy, the involvement of other actors is needed. Actors who act as coordinators have not run optimally. All government actors act as facilitators, both physical and non-physical. However, private actors as facilitators have not performed their roles optimally. Actors who act as implementers have not been optimal, especially for Pokdarwis and communities who experience obstacles in managing tourist attractions. Supporting actors are tasked with following the direction of the Semarang City Government. Then in developing Kampung Pelangi tourism, there are also several factors that become supporters and obstacles.

Abstract

Early marriage has developed into a multidimensional policy issue. West Lombok Regency is an area that has a high rate of early marriage in West Nusa Tenggara, but also has a commitment to preventing early marriage by issuing several policies. Regional Regulation Number 9 of 2019 concerning the Age of Marriage (PUP) is one of the policies issued early to reduce the rate of early marriage. This research aims to identify stakeholders and their roles, including factors that influence the implementation of stakeholders' roles in implementing policies to prevent early marriage in West Lombok Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The research results show that the identified stakeholders in preventing early marriage in West Lombok Regency consist of the Regent, DPRD, Population Control, Family Planning, Women's Empowerment and Child Protection (DP2KBP3A), Education and Culture Service, Health Service, District Government, Village Government , Religious Affairs Office, NTB Child Protection Agency, SANTAI NGO (Yayasan Tunas Alam Indonesia) and Village Heads to the Community. Based on their influence and interests, these stakeholders are divided into Crowd, Context Setter, Key Players, and Subject. Meanwhile, the classification of stakeholders based on their roles is divided into Policy Creator, Implementor, Coordinator, Facilitator, and Acceletalor. Factors that influence the implementation of the stakeholder role include communication, resources, disposition and bureaucratic structure. The suggestions for this research are optimizing the role of regional governments, encouraging proportional budget allocations to prevent early marriage, and encouraging regional governments to build synergies with other stakeholders such as academics, the business world, and the media.

Abstract

Putri Cempo Landfill is the only final waste processing site in Surakarta City. The current open dumping management system will not solve the increasing waste problem. The Public Private Partnership (PPP) can facilitate sustainable waste management by combining the resources and expertise of both the public and private sectors. This study aims to analyze the implementation of the PPP in the Waste-to-Energy (PSEL) Program at the Putri Cempo Landfill, Jebres District, Surakarta City. The PPP process has taken more than 10 years, resulting in repeated delays in the operational target of PSEL Putri Cempo from the original plan. This study uses a descriptive qualitative method, collecting data through interviews, observations, and documentation. The results are analyzed using Matos & Gonçalves' (2020) theory, focusing on contract provisions, regulations and legislative aspects, organizational factors, stakeholder participation, transparency and accountability, budget affordability, and monitoring systems. Supporting factors in this program align with Xiong et al.'s (2019) theory, which emphasizes cooperation, trust, and good communication between the government, private sector, and community. Matos & Gonçalves' (2020) theory was also used to analyze inhibiting factors, such as early project analysis that did not fully align with field conditions. Additionally, an unbalanced risk allocation between the Government and private sector posed a significant challenge, leading to delays in the PSEL's operation. This study recommends that the Surakarta City Government strengthen its understanding of PPP, establish a clear risk management plan with the private sector, and increase public education on waste sorting and the 3R movement (Reduce, Reuse, Recycle). The private sector is also encouraged to engage in Corporate Social Responsibility (CSR) activities by involving the surrounding community in empowerment programs.

Abstract

Penelitian ini dilatabelakangi oleh pelaksanaan promosi jabatan pada lingkup Pemerintahan Kabupaten Rembang belakangan ini yang mungkin belim dilaksanakan didasarkan profesionalnya serta syarat objektifitas suatu jabatan yang mana terdapat beberapa jabatan yang diberikan tidak sesuai dengan kapasitas pegawai, dari segi prestasi dan kedisipinan. Penelitian ini dilaksanakan guna menjelaskan, menguji, dan menganalisis seberapa jauh pengaruh prestasi kerja pegawai dan disiplin kerja pegawai terhadap promosi jabatan di Dinbudpar Kabupaten Rembang. Penelitian ini menggunakan teknik probabilitas dengan metode random sampling serta instrumen pengambilan data mengimplementasikan angket.yang ditujukan kepada pegawai ASN di Dinbudpar Kabupaten Rembang dan dianalisis menggunakan aplikasi IBM SPSS Versi 25 Yaitu dengan pengolahan analisis deskriptif, uji Penelitian ini menggunakan uji validitas dan reliabilitas, uji korelasi spearman, analisis regresi linear berganda, dan analisis deskriptif tabel tunggal. Sampel berjumlah 26 orang pegawai Dinbudpar Kabupaten Rembang yang ikut serta dalam penelitian. Hasil penelitian menunjukkan adanya dampak positif yang signifikan baik prestasi kerja maupun disiplin kerja dengan kekuatan korelasi sedang, baik secara mandiri maupun kolektif, terhadap promosi jabatan di Dinbudpar Kabupaten Rembang. Penelitian ini diharapkan dapat memberikan sebuah gambaran promosi jabatan yang telah dilaksanakan di Dinbudpar Kabupaten Rembang bahwa instansi tersebut telah melaksanakan promosi jabatan pegawai sesuai dengan tingkat prestasi kerja pegawai yang dianggap mampu menempati suatu jabatan dan hanya pegawai yang memiliki tingkat kedisiplinan tinggi yang akan mendapatkan promosi

Abstract

Gedongsongo Temple is a tourism destination located in Candi Village, Bandungan District, Central Java, Indonesia. The tourism potential involves temple buildings and cultural sustainability which is still very strong. However, during its development, Gedongsongo Temple faced several obstacles, such as limited bathroom facilities, the condition of the path to the temple which was damaged with lots of rocks, steep and uneven roads, as well as limited parking space and management which still needed to be improved. So, this research aims to analyze the potential and attractiveness of the Gedongsongo Temple tourist attraction, as well as formulate strategies for developing this tourist attraction. The research method used is mix methods, with data collection through observation, interviews, questionnaires and literature studies. This research uses strategic planning theory by John M. Bryson, along with SWOT analysis techniques, Internal Factor Analysis Summary (IFAS), and External Factor Analysis Summary (EFAS) used to analyze the data. The results of this research state that the recommended development strategy for Gedongsongo Temple managers is to utilize strengths and opportunities, which are reflected in Quadrant I, supporting the Growth Strategy. This indicates that the management of the Gedongsongo Temple tourist attraction can combine opportunities such as the popularity of the Gedongsongo Temple tourist destination in Semarang Regency, the government's high attention to the development of this tourism, the use of information technology as a promotional medium, contribution to job creation, and increasing the income of the surrounding community. . Apart from that, Gedongsongo Temple has historical value, such as the tradition of temple rehearsals or temple ruatan, especially in Semarang Regency. The suggestions from this research are to increase government attention, especially in developing tourist facilities and infrastructure at Gedongsongo Temple, preparing the temple rehearsal tradition or temple ruatan as a tourist event, and improving the quality of information technology as a medium, especially in providing information on entrance fees for Gedongsongo Temple tourism.
