Abstract

This research focuses on stakeholder mapping in the efforts to prevent stunting in Bengkulu Selatan Regency. Stunting is a serious global health problem, including in Indonesia, with high prevalence in rural areas. This study aims to identify the stakeholders involved in stunting prevention efforts in Bengkulu Selatan Regency, their respective roles, as well as the driving and inhibiting factors in their involvement. The method used is descriptive qualitative research with relevant supporting data. The results of the study indicate that there are four main groups of stakeholders involved, namely local government (Bappeda, Health Office, Population Control and Family Planning Office, Women's Empowerment and Child Protection Office, and Food Security Office), community (Wahana Visi Indonesia and posyandu cadres), academia (Midwifery Academy of Bengkulu Selatan), and mass media (Radar Selatan). These stakeholders are classified into primary, key, and supporting/secondary stakeholders. The local government plays the role of key player in stunting prevention efforts, while the community and academia act as subjects contributing to program implementation in the field. The mass media plays a supporting role in disseminating information and raising public awareness. The main driving factors for the success of the stunting prevention program include supportive policies and positive values in the community. Conversely, the inhibiting factors identified are the lack of effective communication and low levels of trust among stakeholders. This research provides a better understanding of the importance of cross-sector collaboration in stunting prevention efforts and highlights the need for improved communication and increased trust to achieve more optimal results.

Abstract

One of the principles of sustainable development is the concept of tourism village development. Through the Decree of the Mayor of Semarang Number: 556/819 concerning the Designation of Semarang City Tourist Villages, Jatirejo Tourist Village is one of the tourist villages in Semarang City which has quite promising potential for development. Development certainly involves the contribution of various stakeholders involved. This research aims to identify the role of stakeholders and analyze the inhibiting and driving factors in the development of the Jatirejo Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews and documentation. The research results show that the roles of the stakeholders involved consist of primary stakeholders which include nongovernmental organizations, local residents, and visitors/tourists and secondary stakeholders which consist of the government and academics. Supporting factors consist of values (individuals, organizations, policies and professionalism), communication, trust and policies, while inhibiting factors consist of lack of competence and participation of Pokdarwis members, lack of participation of Pokdarwis members and local residents, less than optimal marketing of tourism products. Recommendations that can be given are to increase the capacity of development and training activities, build accountability regarding the operation of the bureaucracy so that it is easy for local residents to understand, develop infrastructure, and develop communication media for the promotion of tourist villages.

Abstract

This research evaluates the implementation of the Complete Systematic Land Registration (PTSL) policy in Semarang City, designated for the Complete City program in 2024, using the implementation model by Van Meter and Van Horn. The focus is on PTSL activities and the factors affecting its implementation. The findings indicate that the Semarang City Land Office successfully executed the PTSL policy, despite challenges related to human resources and infrastructure. Strategies such as forming special teams (Physical, Legal, and Administrative Task Forces) and empowering local communities as Data Collectors, alongside efficient information systems, were adopted. Stakeholder participation and transparency in the registration process are crucial for effective policy implementation. Regular evaluations, both monthly and annually, are necessary to ensure long-term target achievement and to address emerging issues. The study found that, despite obstacles like insufficient human resources and coordination among stakeholders, the strategies employed yielded positive results with a high success rate in land certification completion. Recommendations include enhancing human resource training to ensure adequate skills and improving coordination by involving community representatives from neighborhood units (RT) and community units (RW) as facilitators.

Abstract

Rumah BUMN SIG (Semen Indonesia Group) terbentuk pada tahun 2020 di Kabupaten Rembang. Pendirian Rumah BUMN SIG merupakan salah satu upaya yang dilakukan untuk membantu mengembangkan UMKM yang ada di Kabupaten Rembang. Penelitian ini bertujuan melakukan analisis stakeholder untuk mengidentifikasi stakeholder dan hubungan antar setiap stakeholder di Rumah BUMN SIG Kabupaten Rembang. Peneliti menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian yang dilakukan dengan menganalisis stakeholder melalui 3 (tiga) tahapan mulai dari identifikasi stakeholder, pengelompokan dan pengkategorian stakeholder, dan analisa hubungan stakeholder. Stakeholder dalam Rumah BUMN SIG Kabupaten Rembang terdiri dari PT. SIG (Semen Indonesia Group), PT. Semen Gresik, Rumah BUMN SIG, UMKM, Komunitas, Milenial, dan Pemkab (Pemerintah Kabupaten) Rembang. Rumah BUMN SIG Kabupaten Rembang didirikan dan dikelola oleh PT. SIG, PT. Semen Gresik, dan Rumah BUMN SIG. Sasaran dalam Rumah BUMN SIG Kabupaten Rembang adalah UMKM, Komunitas, dan Milenial. Pemkab Rembang terlibat dalam Rumah BUMN SIG Kabupaten Rembang, namun diluar ruang lingkup atau naungan program tersebut. Berdasarkan analisa hubungan stakeholder terdapat 11 hubungan di Rumah BUMN SIG Kabupaten Rembang dengan diantaranya terdapat 3 hubungan pertentangan atau konflik, 6 hubungan kerja sama yang saling menguntungkan, dan 2 hubungan koordinasi

Abstract

The development of tourist villages is an effective strategy to improve the welfare of local communities through optimizing local potential. Gogik Tourism Village in Semarang Regency is an example of a village whose potential is being developed. This research aims to analyze the role of various stakeholders in the development process of the tourist village. The methodology used is a qualitative approach with data collection through in-depth interviews, observation and documentation. The stakeholders involved include the Semarang Regency Tourism Office, Gogik Village Government, Village-Owned Enterprises (BUMDes), Tourism Awareness Groups (Pokdarwis), and local communities. The research results show that the role of the Semarang Regency Tourism Office is very vital in providing basic infrastructure and regulations that support the development of tourist villages. The Gogik Village Government has a proactive role in educating the community. BUMDes plays a role in preparing superior programs such as improving tourist areas, improving facilities and improving the quality of tourist villages. Pokdarwis contributes to managing facilities and organizing tourism activities as well as marketing tourist villages. Meanwhile, local communities act as supporters and provide significant contributions. This collaboration between stakeholders produces various positive impacts, such as improving the local economy, preserving culture and the environment, and increasing community capacity. However, the challenges faced include limited resources, inadequate coordination between stakeholders, and the gap between community expectations and reality on the ground. This research recommends increasing communication and cooperation between stakeholders, as well as increasing participation by implementing a comprehensive educational program for the sustainable development of the Gogik Tourist Village.

Abstract

Semarang City's efforts to overcome poverty are by issuing Semarang City Regional Regulation Number 12 of 2016 concerning Poverty Alleviation in Semarang City. One of the innovative efforts made by the Semarang City Government is the establishment of thematic villages. The problems found were lack of use of marketing infrastructure, facilitators shifting responsibilities to each other, poor archivists, lack of active participation and sense of ownership of community programs, lack of facilitator support, community groups not yet integrated, less than optimal income from home industry. This study uses a qualitative method. The technique for determining informants is snowball sampling. Data collection methods through interviews, observation and documentation. The research results show that the socialization stage does not involve an adequate socialization process. In the empowerment process stage, there are obstacles and efforts to resolve problems that have not been carried out. The stage of independence has not been reached because the awareness of taking advantage of opportunities has not been achieved. There are still results and outputs that are not capable of equalizing the welfare of the target community according to the output of Semarang Mayor Regulation Number 22 of 2018 concerning Guidelines for Implementing Thematic Villages. The obstacles found were lack of community participation, limited managerial ability, and lack of ability to manage market opportunities. The advice given is that it is necessary to change the bureaucracy's attitude regarding the nature of empowerment and the nature of its relationship with the target community by changing the perspective of the project and strengthening the potential of the community.

Abstract

Tujuan penelitian ini yaitu untuk menganalisis hubungan antara kompetensi dan motivasi kerja terhadap kinerja pegawai di Kantor Kecamatan Tanjung Kabupaten Brebes. Metode yang digunakan dalam penelitian ini yaitu kuantitatif dengan pendekatan asosiatif. Populasi penelitian ini adalah pegawai Kantor Kecamatan Tanjung Kabupaten brebes dengan menggunakan teknik purposive sampling sebanyak 26 responden. Hasil penelitian menunjukkan bahwa terdapat hubungan yang signifikan antara kompetensi dan kinerja pegawai, serta antara motivasi kerja dan kinerja pegawai. Secara spesifik kinerja pegawai akan meningkat apabila kompetensi dan motivasi meningkat begitu juga sebaliknya. Namun masih terdapat banyak faktor lain yang diindikasikan dapat menjadi pengaruh kinerja pegawai

Abstract

Perkawinan usia anak masih menjadi masalah serius di Kabupaten Lamongan karena cenderung naik dari tahun 2020 hingga tahun 2022, sejak disahkannya Undang-Undang Nomor 16 Tahun 2019 atas Perubahan Undang-Undang Nomor 1 Pasal 1 Tahun 1974 tentang Perkawinan. Berawal dari permasalahan tersebut, Pemerintah Kabupaten Lamongan yang diinisiasi oleh USAID ERAT sebagai Lembaga Swadaya Masyarakat (LSM) bersama DPPPA (Dinas Pemberdayaan Perempuan dan Perlindungan Anak) melakukan upaya pencegahan perkawinan usia anak dengan melibatkan aktor multi sektoral. Proses tersebut melahirkan kondisi yang saling mempengaruhi karena adanya ketergantungan dalam mencapai tujuan bersama yang disebut network governance. Penelitian ini bertujuan menganalisis struktur network governance serta faktor pendorong dan penghambatnya dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan menggunakan teori dari Klijn dan Koppenjan (2016) yang meliputi 4 indikator, yaitu kontak, kepercayaan, berbagi informasi, dan pertukaran sumber daya. Penelitian menggunakan metode kualitatif deskriptif dengan pengambilan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa struktur network governance dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan yang meliputi indikator kontak, kepercayaan, berbagi informasi dan pertukaran sumber daya sudah dilaksanakan secara maksimal oleh aktor-aktor. Koordinasi di dalamnya menggunakan tipe jaringan mutual adjustment. Upaya network tersebut memberikan pengaruh terhadap penurunan angka perkawinan usia anak sebanyak 33%. Beberapa faktor yang masih menjadi penghambat adalah belum adanya keterlibatan dari sektor swasta dan minimnya partisipasi dari pihak akademisi, kurang maksimalnya anggaran, serta minimnya pemahaman masyarakat mengenai dampak negatif dari perkawinan usia anak. Adapun faktor pendorongnya, yaitu adanya tujuan yang sama antar aktor, adanya pemetaan peran aktor, dan keterlibatan organisasi mitra (LSM) yang aktif dalam membantu upaya pencegahan perkawinan usia anak di Kabupaten Lamongan

Abstract

HIV/AIDS cases in Karanganyar Regency increase significantly every year. In 2024 the Health Departement of Karanganyar estimates an increase in cases of 941, but in April 2024 the increase in new cases of transmission is known to be 1315 new cases. The increase in HIV/AIDS transmission cases, needs to be a systematic and integrated attention and handling. The Karanganyar government has issued a policy regarding the handling of HIV/AIDS. The problems that arise are related to the extent of the role and influence of stakeholders in the implementation of HIV/AIDS handling policies in Karanganyar Regency. The purpose of this study is to map the role and influence of stakeholders in the implementation of HIV/AIDS handling policies to identify supporting and inhibiting factors of stakeholders in these policies. This study uses a descriptive qualitative research method. It identifies the roles and influences of key stakeholders involved in HIV/AIDS handling policies. The mapping analysis was carried out using three main attributes, namely power, urgency, and proximity. The results of the study find that coordination and collaboration between stakeholders are very important for the success of HIV/AIDS handling policies. Each stakeholder has its role and influence at different levels. In this study , the most striking stakeholder is the Health Departement as the primary of the policy. Conversely, the community and people living with HIV/AIDS (PLWHA) exhibit relatively lower levels of influence. This policy also involves NGOs engaged in the prevention and care HIV in Karanganyar Regency. Although existing stakeholders have been able to carry out their duties, there are still many obstacles found, including a lack of coordination between stakeholders, as well as stigma and discrimination against ODHA that is still high in the community. In this study, financial issues also arise, particularly delays in funding for the AIDS Control Commission. The delay in funding makes KPAD unable to run programs to support the implementation of this policy. The conclusion of this study is that the role of stakeholders is very crucial in the success of HIV/AIDS handling policies in Karanganyar Regency.

Abstract

Efforts to develop the Betawi Cultural Village Setu Babakan Tourist Area in South Jakarta by implementing the Revitalization Policy. The revitalization policy has been in place for five years and no policy evaluation has been carried out. The aim of this research is to analyze the evaluation of revitalization policies at the Setu Babakan Betawi Cultural Village. With a descriptive qualitative research method tested through policy evaluation theory by W. Dunn including Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness, and Accuracy and data collection through observation, interviews, literature study and documentation. The results of this research found that the implementation of the Setu Babakan Betawi Cultural Village area revitalization policy implemented by the Area Management Unit was going well with the results of the revitalization still being slow in development, the adequacy of facilities being poor, the distribution of information both vertically and horizontally. Based on these six indicators, things are still found that need to be improved in the formulation of the implementation of revitalization policies. The highest result based on the policy evaluation theory test using six indicators is Effectiveness, Responsiveness and Accuracy carried out by the Setu Babakan Betawi Cultural Village Management Unit in South Jakarta, namely "Good". Analysis related to inhibiting factors in managing tourist areas is based on research results, namely communication, resources, community participation and the bureaucratic structure of the Area Management Unit. The development of revitalization results continues and is considered slow by the management. Improvements in communication and management of human resources and costs are needed for the next revitalization policy at the Setu Babakan Betawi Cultural Village.
