Abstract

The research is going to describe and to analyze the performance department social, youths and sports in Semarang and factors that support or detain their performances. Theory that will be used in reasearch are public administration and five dimensions of performance which are productivity, service quality, responsivity, responsibility and accountability with descriptive qualitative study. This research using interview, observation, documentation as method to get information from social services, youth and sports in Semarang and the caretaker of anak emas foundation as the extension hand of the goverment to take care of homeless kids. The result of research is showed that performance of social services, youth and sports in their role to make a better social life for homeless kid is not quite optimal specially in productivity, service quality, and accountability, we see there are some problems in human resources, budgets and lack of information in website also lack of support to another foundation as the extension hand of goverment. However, the performance of department of social, youths and sports had been supported by their ability to discover the street kid’s needs through some programs which are better than the previous year and their obedience to rules and SOP also stick to the principles of administrative as they did their job There are some ideas to counter the problem ,for example, raise the budget, add human resources, more concern about another institution and smoother the services.

Abstract

Masih rendahnya perhatian pemerintah daerah baik lingkungan internalmaupun lingkungan eksternal organisasi dalam rangka pengembangankepariwisataan menjadi latar belakang penelitian ini. Masalah yang muncul:Bagaimana strategi pengembangan kepariwisataan di Dinas Kebudayaan danPariwisata Kabupaten Boyolali?Tujuan penelitian ini adalah melakukan analisis kondisi kepariwisataan diDinas Kebudayaan dan Pariwisata Kabupaten Boyolali dengan menggunakananalisis lingkungan internal dan eksternal organisasi. Analisis lingkungan internaldan eksternal organisasi bertujuan untuk mengetahui faktor penghambat danpendukung pengembangan kepariwisataan. Dalam melakukan analisis kondisikepariwisataan ini, peneliti menggunakan alat analisis SWOT (Strenghts,Weaknes, Opportunities, Threats). Penelitian ini menggunakan metode penelitiankualitatif deskriptif dengan menggunakan informan dari Dinas Kebudayaan danPariwisata Kabupaten Boyolali, serta masyarakat dan pengunjung obyek wisataTlatar, Umbul Pengging, dan Arga Merapi Merbabu.Hasil penelitian berupa strategi pengembangan kepariwisataan di DinasKebudayaan dan Pariwisata Kabupaten Boyolali menunjukkan kondisikepariwisataan yang berkaitan dengan kondisi lingkungan internal dan eksternaldi dinas sudah cukup baik namun masih terdapat beberapa kekurangan. Denganmelakukan analisis lingkungan internal dan eksternal ini, maka akan didapatkanadanya faktor penghambat dan pendukung yang mempengaruhi perumusanstrategi yang kemudian akan di tes menggunakan test litmus guna mengukurkestrategisan program yang ada.Dari hasil penelitian tersebut, disarankan agar program-program strategisyang telah dirumuskan dilaksanakan secara konsisten, dan berkelanjutan agarsasaran yang dikehandaki oleh Dinas Kebudayaan dan Pariwisata tercapai.

Abstract

The stunting rate in Blora Regency is one of the relatively high because it has passed the maximum limit set by WHO, which is 20%, therefore several efforts have been made to overcome this problem by implementing a nutrition-sensitive interventions policy to decreased stunting. The purpose of this research is to describe how the implementation of nutrition-sensitive interventions policy for decreasing stunting in Blora Regency and to identify inhibiting factors of the policy implementation. This research uses a qualitative method with a descriptive approach. The results showed that not all of the implementation of the nutrition-sensitive interventions decreased stunting in Blora Regency has run optimally. It can be seen from programs that include, 1) increasing drinking water supply and sanitation; 2) increasing access and quality of nutrition and health services; 3) increasing awareness, commitment, parenting practices, and nutrition for mothers and children; 4) increasing access to nutritious food. In every effort to increase, there are programs that have not been able to have a maximium impacton reducing stunting. This is because there are a lack of human resources and budgets, the dissemination of information has not maximized, lack of society support and awareness, as well as invalid data. Suggestions that can be given are allocation of village funds for community nutrition development, strengthening the role of cadres in disseminating information and public nutrition detection, and providing marriage preparation courses by providing related to household life, especially health and nutrition issues so one day they will not give birth to stunting children.

Abstract

Population growth and Semarang’s development which outspread into urban area cause increasing of land requirement in urban area. Gunungpati District, one of urban areas around Semarang, becomes the area of Semarang’s development. How the land conversion in Gunungpati District occurs is because city development outspreads into urban area as well assupported by some facilities such as education and settlements. Hence, many agricultural lands convert for nonagricultural activity in Gunungpati District. Land conversion, mainly agricultural land conversion, causes the change of social and economic condition as well as the change of livelihood or employment of population. The purposes of this research are to discover the impact of land conversion from agricultural land into developed land, to know the change of social and economic condition of community, and also to know the available employment opportunity after land conversion occurs in Gunungpati. The research approach used is qualitative approach and method used is matrix Leopold. Designed to determine the impact on the region's natural environment. So that can know the value impact of the conversion of agricultural land to non-agricultural in District Gunungpati Semarang. The result of this research shows that agricultural land conversion into developed land in Gunungpati District has positive effect towards social and economic condition of society and has negative effect towards natural environment surround. According to Leopold matrix, the positive effects has values 25 are good value shown by improving quality of life and increasing the varieties of livelihood or employment, whereas the negative effects has values -13 are bad value shown by decreasing the amount of agricultural land and damaging the sanitation or water infiltration in Gunungpati District. The agricultural land conversion is suggested to divert less productive agricultural land so that it would not damage ecological function of Gunungpati District as infiltration water area.

Abstract

Education is one of the most important aspect in human lives that helps making and improving a better life as a nation. Education is also a way to prepared students for their role in the future through guidance, teaching and training. The government has he main role in fulfilling the needs of education in society. The government has made a policy in educational field that is School Operational Assistance program. School Operational Assistance program has made to support 9- year compulsory education program. The government provides funds to schools so that students are exempt from all tuition fees. This program was started in July 2005 along with the beginning of 2005/2006 academic year. This research was conducted in SMP N 3 Semarang which is one of the best school in Semarang. This research is based on the reality of the implementation that there are several problems such as the limited use of School Operational assistance funds for schools as implementers. Based on the research, the implementation of School Operational Assistance program in SMP N 3 Semarang is still not optimal. Therefore the recommendation is by not limiting the use of School Operational Assistance funds for every schools, funding school based on the needs of each schools, and understanding the use of School Operational Assistance funds to avoid misperception in the implementation

Abstract

Economic development for business growth based on local potential must supported by legality. SIUP as a legal instrument are expected to provide certainty and trade orderliness so efforts to controlled trading activity can be optimized.This studies measures the impact of SIUP to business growth the batik producers in Semarang City. Using descriptive qualitative method single program after – only, tried to explain that SIUP have positive impact for business growth especially in batik producers in Semarang City. Business growth increase resource productivity and increase the efficiency of trade.

Abstract

Pariwisata saat ini menjadi kebutuhan masyarakat dan juga menjadi andalan pemerintah Indonesia untuk memperoleh devisa non migas. Salah satu pariwisata di daerah Jawa Tengah adalah di Kabupaten Semarang. Penelitian ini bertujuan untuk mengetahui bagaimana strategi yang telah dilakukan oleh Dinas Pemuda, Olah Raga, dan Pariwisata Kabupaten Semarang untuk mengembangkan pariwisata dan untuk mengetahui strategi apa yang dapat digunakan untuk mengembangkan pariwisata Kabupaten Semarang. Di dalam penelitian ini akan dilakukan analisis lingkungan internal dan eksternal . Hasil analisis bertujuan untuk menemukan faktor-faktor pendukung dan penghambat yang dihadapi oleh Disporapar dalam mengembangkan pariwisata Kabupaten Semarang. Penelitian ini menggunakan pendekatan deskriptif kualitatif untuk mengumpulkan informasi dari narasumber yang terkait pengembangan pariwisata Kabupaten Semarang. Hasil penelitian ini menunjukkan bahwa pariwisata Kabupaten Semarang memiliki beberapa faktor pendukung misalnya obyek wisata yang beragam dan terus bertambah, lingkungan ekonomi, politik dan sosial budaya yang kondusif, kemampuan SDM yang mumpuni dan lain-lain. Di sisi lain pengembangan pariwisata Kabupaten Semarang juga mempunyai faktor yang menjadi penghambat diantaranya adalah sektor industri yang belum mendukung pariwisata, penyediaan informasi yang belum maksimal, penggunaan teknologi yang belum maksimal, kurangnya anggaran, kurangnya jumlah SDM, dan lain-lain. Menganalisis strategi yang telah dilakukan dan merumuskan beberapa strategi yang dapat direkomendasikan dengan menganalisis lingkungan internal dan ekstenal sangat penting untuk mengembangkan pariwisata Kabupaten Semarang. Strategi yang direkomendasikan diharapkan dapat membantu pemerintah daerah khususnya Disporapar untuk mengembangkan pariwisata Kabupaten Semarang.

Abstract

The city is an area that has various problems if doesn’t not managed properly. Along the time and the development of technology, Smart City comes to offer improvements to urban problems. Not only big cities in the world, Semarang as one of the big cities in Indonesia also enlivened the existence of Smart City in Indonesia. The implementation of Smart City which has high complexity must be supported by a strong regulation. Based on those needs, the Government of Semarang City formulated a Semarang Smart City policy. The problem that arises is what is the role of the actor in policy formulation of Semarang Smart City? The purpose of this study was to determine the role of actors in the Semarang Smart City policy formulation. This study uses a qualitative approach, a type of descriptive research. The results showed that there were 28 actors involved which consisted of three elements, state, private, and society. There 24 state actors, 4 private actors, and no society actor were involved. The three actors (state, private, and society) have different roles, causing a relationship between the three policy actors. The relationship between policy actors has an impact on the emergence of power and interest among policy actors and the value orientation adopted by each policy actor. Policy formulation encountered obstacles, like a lack of private and society participation which create an impression of the dominance of the role of the state. Researchers recommend the Semarang City’s Government to increase the involvement of private and society elements. In addition, a synergistic strategy between policy actors is needed so that policy formulation takes place properly.

Abstract

Kinerja organisasi atau kinerja instansi merupakan indikator tingkatan prestasi yang dapat dicapai dan mencerminkan keberhasilan dari organisasi. Oleh karena itu individu harus diarahkan serta didayagunakan semaksimal mungkin agar nantinya dapat bekerja dengan baik dan mempunyai produktivitas yang tinggi. Dalam hal ini pimpinan peran pimpinan sangat dibutuhkan sebagai pihak yang dapat mempengaruhi aktivitas individu atau kelompok untuk mencapai tujuan tentunya disertai dengan kesadaran dan kesediaan individu atau kelompok untuk mentaati peraturan dan norma sosial yang berlaku. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh perilaku kepemimpinan dan displin kerja terhadap kinerja pegawai baik secara parsial maupun simultan yang diuji dengan menggunakan analisis data rank kendall dan kondordansi kendall. Adapun sampel yang digunakan adalah pegawai Dinas Pekerjaan Umum di Kantor Kabupaten Tegal dengan jumlah 80 orang yang dihitung dengan menggunakan rumus slovin Hasil penelitian menunjukkan bahwa ada pengaruh antara perilaku kepemimpinan dengan kinerja pegawai dimana harga Z-hitung (7,415) > Zt5% (1,96), demikian halnya dengan displin kerja yang berpengaruh terhadap kinerja pegawai hal ini ditunjukkan dengan harga Z-hitung (5,485) > Zt5% (1,96). Gaya kepemimpinna dan displin kerja juga berpegaruh secara bersama-sama terhadap kinerja pegawai yang ditunjukkan dengan harga  2h sebesar 156,104 >  2 t5% (101,879). Berdasarkan hasil rekapitulasi data diketahui bahwa sebagian besar responden menyatakan perilaku kepemimpinan, disiplin pegawai dan kinerja pegawai di Dinas Pekerjaan Umum Kabupaten Tegal sudah baik . Adapun saran yang disampaikan dalam penelitian ini adalah perlu dilakukan pengawasan baik secara langsung maupun tidak langsung, menempatkan pegawai sesuai dengan job description nya dengan mempertimbangkan latar belakang pendidikan atau prestasi akademis, pimpinan perlu lebih meningkatkan komunikasi dengan pegawai, perlu ada sanksi yang tegas dan shock terapi, sehingga pegawai lebih disiplin, perlu adanya finger print sehingga pegawai tidak lagi memanipulasi data kehadiran.

Abstract

Village Disaster Preparedness (Kelurahan Siaga Bencana) is a village that has ability to recognize threats in their area. It is also able to organize community resources to reduce vulnerability and to increase capacity of their community in order to reduce disaster risk. This ability is embodied in planning the efforts of prevention, preparedness, disaster risk reduction and increased capacity for post-emergency recovery. The purpose of this study is to describe how the implementation of the Village Disaster Preparedness Program in Ngaliyan, Semarang and to determine the supporting and resisting factors of Village Disaster Preparedness Program in Ngaliyan, Semarang. This research is a descriptive study by using a qualitative approach.The result shows that in its practical, there are some situations that resisting the implementation of program. This is caused by the weakness of the human resources, funds resource and facilities resources factors. The recommendations which can be given is related to human resources that can be improved in quantity and quality, financial resources in order to provide a special estimation to the implementation and improvement of the quality in facilities and infrastructure on the implementation of the program.
