Abstract

To improve the quality of education, the government formulated a new curriculum policy which is Kurikulum 2013 in order to bring Indonesians become: productive, creative, innovative, affective, through attitude reinforcement, skill and intergrated knowledge. Kurikulum 2013 is the Ministry of Education and Culture Republic of Indonesia’s newest curiculum. Kurikulum 2013 focuses on a comprehension, skill, and charachter building, where students are forced to understand the lesson, to be active in a discussion and a presentation, to have a good attitude and high discipline as well. Kurikulum 2013 legally replaced KTSP that had been applied since 2006. This curiculum has strenght and weakness. Based on the results of research, Kurikulum 2013 is quite right on target. Nevertheless, there are still found some problems associated with the change of KTSP 2006 to Kurikulum 2013 policy in SMA 1 Kesatrian 1 Semarang such as the facilities that are still less in number, the teachers that still use the old method of teaching and there are many classes which teachers are absent yet the students are not given a substitute task. The conclusion of this research is the implementation of Kurikulum 2013 in SMA Kesatrian 1 Semarang is already carried out well but not quite optimum. Apart from a good communication between all parties, they still prefer other occassion beside their priority at school and the internet facility is not quite fast. The advices from this research are school needs to tightnen the rules not only for students but also for teacher and school needs to provide wifi as a facilities.

Abstract

Village consultative body or abbreviated as BPD formed based on the district regulation of Semarang regency No.11 of 2006 concerning guidelines for establishing village consultative bodies. The regulation concerning the establishment of the BPD and the tasks carried out by the village consultative body (BPD). Kecamatan Bandungan is a sub-district in the district of Semarang which in each village has formed a village consultative body (BPD) and has implemented its tasks, principal functions. The purpose of this study was to find out how the implementation of the main task and function of the village consultative bodies (BPD), as well as the factor affecting of the implementation. This research used descriptive method-qualitative approach. The result of this study indicate that village consultative bodies (BPD) in the Kecamatan Bandungan have four functions : legislative function, the supervisory function, the budget function and the aspiration function. Of the four functions carried out by BPD already implemented but for legislatve function and supervisory functions there are still many shortcoming and least maximized. Affecting factor of the implementation are communication, cooperation, activeness and participation of members, facilities and level of education.

Abstract

This study aimed to explore alternative strategies for coaching athletes in Pati regency. The research process begins with identifying and analyzing strategic value, internal and external environment as well as enabling factors and inhibitors. The next process is to establish strategic issues using SWOT analysis and formulate development strategies. This is a descriptive qualitative research. Researchers will describe the situation on the ground and propose a development strategy as a recommendation to the government. Data collection techniques used were interviews and documentation. Determination of informants also obtained by purposive sampling technique, such as interviews with the Head of Department, Head of Section, KONI, coaches and athletes involved. Strategy coaching athletes obtained from the SWOT analysis there are four, Utilizing conformity the vision and mission with fostering the current condition as a foundation in early coaching ages, promote the welfare of athletes by utilizing the commitment of stakeholders, Improving the quality and quantity of human resources by utilizing the methods of competition and a stable political conditions, and Improving the quality of sports facilities and infrastructure in accordance with the standards by working with a third party.

Abstract

This research has a purpose to describe and to analyze both the performance result and the factors of success performance of Environmental Agency of Central Java using a qualitative method with descriptive type. The results showed that the performance of Environmental Agency of Central Java has done well. Nevertheless, there are some obstacles such as the limit of human resources and the change of Local Goverment Regulation. The success performance driven factors is seen from aspects there are personal factor, leadership factor, team factor, system factor, and constextual factor. The result of this research is the performance of Environmental Agency of Central Java has done well. The obstacles inside are the limit of human resources and the determining of Regulation number 23 in 2014. The success performance support factors are personal factor, leadership factor, team factor, and system factor. Based on the result, the author recommend to the Environmental Agency of Central Java to fix the performance of Environmental Agency of Cental Java to be better and optimum.

Abstract

Funds needed to realize the development agenda in the region, its raised from Pendapatan Asli Daerah (PAD). One source of Pendapatan Asli Daerah (PAD) in the city of Semarang is through reclame, carried out by Dinas Penerangan Jalan dan Pengelolaan Reklame Kota SemarangThis study used an advanced management theory by George Terry which is Planning, Organizing, Actuating, and Controlling. Research approach use a type of descriptive research with qualitative methods. Data collection was conducted through in-depth interviews of the informants who have been determinedThe results of the study explained that the management of reclame in Semarang conducted by reclame field at the Dinas Penerangan Jalan dan Pengelolaan Reklame through three sections: structuring section, section arrangement, billing section, and licensing section. Management of billboards in the city of Semarang is not optimal due to weak supervision conducted. This happens because of non-performance on standard measurements and sizes oversight and planning is not conducted in accordance with the existing local regulation. Weak supervision due to a lack of organization and mobilization in the form of motivation given to the employee.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

Special Region of Yogyakarta is one of provinces with high prevalence of active smokers. Cigarettes is one of the addictive substances containing approximately 4,000 chemicals in which 200 are toxic and very harmful to human health, especially passive smokers. Air pollution caused by cigarette smoke affects the quality of polluted clean air. The Provincial Government shall take steps by issuing the Regulation of Governor of Special Region of Yogyakarta Number 42 Year 2009 about No Smoking Area. Yogyakarta Railway Station is one of the no smoking areas listed in this rule. This study aims to measure the extent to which the implementation of established rules and see the inhibiting and supporting factors. This research uses descriptive qualitative method. This research uses the approach of policy accuracy, the accuracy of the implementation, the accuracy of the target, the accuracy of the environment, the accuracy of the process. This research uses the Theory of Implementation George C Edwards III. The results show that this regulation has been implemented in Yogyakarta Great Station. Obstacles are found that in terms of coordination between implementing agencies are still lacking, and the absence of clear legal sanctions. The authors recommend that the Provincial Government make a Regional Regulation governing the area of smoking prohibited with clear implementation standards and contains strict legal sanctions. The authority of Yogyakarta Railway Station needs to increase supervision in the station area. Society must also be aware and always obey this rule.

Abstract

Issues such as the absence of rules governing the coordination of local government implementation of the Pati RTRW implementation only as coordination meeting (coordination meeting of BKPRD), and the level of attendance of participants minimal rakor, as well as the presence of the participants in the replacement which does not have capacity rakor and capabilities into the background of this research. This research aims to analyze the implementation coordination RTRW Pati and do know the factors that hinder coordination. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant. Unfortunately, the use of additional resources have not been used in the coordination of the implementation of RTRW.

Abstract

Parking tax is the implementation of a parking lot otside the road, providing both concerned with a staple effort,including providing daycare motor vehicles. While park is a condition of a car who are not moving and temporary. The tax rate determined is 25% from the base tax. The basis for imposing tax is income from tax payers every month. The methodology is using qualitative approach descriptive to technique data collection the observation, interview and study documents. Informants for the research is the field of local taxes DPKAD of Semarang City. The result showed that the election parking tax of Semarang City using sell assesment and official assesment. Self assesment is a system who to vote tally number of parking tax rates totax payers an official assesment is a system to examination during 3 months. The parking tax rate determined 25% from the base tax. The parking taxdone by meanas of the total revenues tax payesr every month multiplied by 25%. But found obstacles in the system that the DPKAD of Semarang City didn’t know the reality of the total revenues from every tax payers every months. Recommendations can be done to improve the election about the mall parking taxis by tapping box machine, as they installed the box in every parking lot. That is the way if DPKAD want to know in reality the total revunue of tax payers every months.

Abstract

Partisipasi masyarakat memiliki posisi yang sangat penting dalam perencanaan pembangunan, karena pada dasarnya masyarakat adalah pihak yang paling mengetahui masalah dan kebutuhannya sendiri. oleh karena itu perencanaan pembangunan yang partisipatif menjadi amanat undang-undang yang harus di laksanakan oleh pelaku pembangunan. Di Desa Surakarta, perencanaan pembangunan partisipatif tergolong rendah karena aspek-aspek yang mendukung perencanaan pembangunan partisipatif belum terlihat dalam proses perencanaan pembangunan di Desa Surakarta. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses perencanaan pembangunan partisipatif di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon serta mendeskripsikan dan menganalisis faktor-faktor yang mempengaruhi partisipasi masyarakat dalam proses perencanaan pembangunan di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon. Penelitian ini merupakan penelitian kualitatif dengan Teknik pengumpulan data menggunakan wawancara semi terstruktur dan observasi. Analisis data dalam penelitian ini menggunakan interactive model analysis dari Miles dan Huberman yang meliputi tahap Reduksi data, penyajian data dan verifikasi data atau penarikan simpulan. Dari hasil penelitian dapat disimpulkan bahwa : Proses perencanaan pembangunan belum dilaksanakan dengan baik di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon, dimana beberapa tahapan proses perencanaan pembangunan belum dilaksanakan, diantaranya tahapan persiapan yakni Musyawarah pra musrenbang dan tahapan pembahasan kegiatan/penetapan prioritas kegiatan yang akan disampaikan ke tingkat musrenbang Kecamatan. Faktor yang mempengaruhi perencanaan partisipatif di Desa Surakarta Kecamatan Suranenggala Kabupaten Cirebon tidak berjalan dengan baik sebagian besar didominasi oleh pemahaman yang minim dari masyarakat dan pemerintah desa tentang perencanaan pembangunan. Untuk itu perlu penyempurnaam tahapan pelaksanaan perencanaan partisipatif, mengoptimalkan kegiatan identifikasi masalah dan kebutuhan masyarakat, dan perlu peningkatan pemahaman perangkat desa, unsur pembangunan dan unsur masyarakat mengenai perencanaan pembangunan.
