Abstract

Performance is the result of work that had attained by a person in a group or organization in accordance with the authority and responsibilities. Organizational performance is the achievement of results at the organizational level or unit of analysis. Performance on the level of the Organization related the objectives of the Organization, design, organization, and management of the organization. Dinas Pasar Kota Semarang which has a role as a provider of public services, especially in the field of the Stup and management of Traditional markets, serve the community by providing a safe market, comfortable, orderly, clean and healthy. Dinas Pasar Kota Semarang carrying out the Affair of local government in the field of management of traditional markets and street vendors based on the principle of autonomy and pembantuan tasks. The city of Semarang had the vision that embodies the modern traditional markets towards a prosperous society.The purpose of the research was to analyze the performance of the Dinas Pasar Kota Semarang. Analyzing the factors that support and hinder the performance of Dinas Pasar Kota Semarang. Organizational performance assessment of public views of 5 dimensions such as productivity, responsivity, responsibility, accountability and quality of service; and 3 factors that influence the organizational performance of Dinas Pasar Kota Semarang such as organizational structure, leadership and team work. This results of the study as a whole, the performance of the Organization could not be said to be optimal if seen from the 5 dimension of performance assessment organizations and 3 factors that influence organizational performance of Dinas Pasar Kota Semarang. On dimension of productivity and accountability proved still need any improvement.

Abstract

The number of corruption cases in the procurement of goods / services of the Government raises the demand for the Government to innovate suppress the crime rate speed. One of the innovations undertaken by the Government is to develop their electronic-procurement services. However, the development of electronic-procurement services in several agencies are still not able to provide services to the maximum. The focus of this research is Quality Service-Procurement electronic Purbalingga. The purpose of this study to determine the quality of electronic-procurement services in Purbalingga and any aspects of the inhibitors. This research uses descriptive qualitative research. Data collection techniques using observation, interviews and documents related to the quality of electronic-procurement services in Purbalingga. The results showed that the quality of electronic-procurement services in Purbalingga has been good, although still hampered in some aspects, ease of access, control and affordability. Therefore, in this case need a strong effort from all stakeholders in improving the quality of service.

Abstract

Tingginya jumlah penduduk di pusat kota mengharuskan terpenuhinya kebutuhan akan permukiman yang layak huni, khususnya untuk menampung kaum urbanis yang pekerjaannya terkonsentrasi pada sektor perdagangan dan jasa di kawasan komersial yang ada di pusat kota. Ketersediaan sarana dan prasarana yang lengkap di pusat kota ini menimbulkan daya tarik bagi masyarakat untuk bermukim di kawasan tersebut. Mereka membutuhkan tempat hunian lebih banyak berada di sekitar kawasan komersial kota, hal ini dimungkinkan juga karena mereka mendekati pusat perdagangan untuk membuka usaha dengan memanfaatkan keramaian dan padatnya pengunjung yang berdatangan ke pusat-pusat perbelanjaan di kota. Selain itu alasan lain bagi masyarakat tertarik untuk bertempat tinggal di sekitar kawasan pusat kota karena lebih memudahkan jangkauan tempat kerja bagi mereka yang bekerja di pusat kota, serta memenuhi kebutuhan tempat tinggal masyarakat yang banyak bekerja di kawasan Central Bussiness District (CBD) kota. Ketersediaan sarana dan prasarana yang lengkap di pusat kota juga menjadi daya tarik masyarakat untuk tinggal di kawasan tersebut. Dengan tingkat pendapatan dan perekonomian masyarakat yang kurang begitu tinggi, tanpa disadari kebutuhan akan permukiman yang layak huni sulit terakomodir. Hal tersebut terjadi pada kota- kota besar di Indonesia seperti halnya di Semarang.Hasil penelitian Universitas Islam Sultan Agung Semarang (Unissula) menunjukkan 42 titik lokasi permukiman kumuh berada di Kecamatan Semarang Utara, diantaranya. Titik-titik permukiman kumuh, antara lain berada di daerah Krakasan, Makam Kobong, Stasiun Tawang, Bandarharjo, Kebonharjo, Kampung Melayu, Tanjung Mas, Dadapsari, Purwosari, Plombokan, dan Panggung. Berdasarkan hasil studi yang sama, sejumlah kawasan di Kecamatan Tugu juga dihuni oleh kaum suburban, diantaranya permukiman kumuh di Mangkang Kulon, Mangkang Wetan, Mangunharjo, Randugarut, Karanganyar, Tugurejo, dan Jrakah. Daerah Semarang bagian utara menjadi daya tarik tersendiri bagi para pendatang. Kawasan dekat pantai seperti Bandarharjo dan Mangunharjo menjadi pusat perdagangan dan industri yang menarik orang untuk datang dan bekerja.Proses terbentuknya permukiman kumuh, terjadi karena para pekerja memilih tinggal di dekat tempat kerja. Perkembangan Kota Semarang bermula dari sekitar pelabuhan yang diikuti pertumbuhan industri di sekitar Genuk dan Kaligawe. Sementara perdagangan dan jasa berada di sekitar Johar. Perkembangan yang begitu pesat di pusat perdagangan, industri, dan jasa mengakibatkan kebutuhan akan lahan semakin meningkat. Sementara pada bagian lain, para pendatang seringkali tidak memiliki keterampilan dan bekal yang cukup dari kampung halaman. Mereka kemudian mencari tempat tinggal seadanya di dekat pabrik atau pantai. Sedikit demi sedikit permukiman kumuh pun terbentuk. Adapun kebutuhan rumah tidak sebanding dengan jumlah penduduk yang kian meningkat pertumbuhannya.

Abstract

Community Based Forest Management (CBFM) is a cooperative forest management system between the State-Owned Forestry Company (Perum Perhutani) and forest village communities to bring optimal forest resource sustainability. The application of the CBFM program in Central Java is based on the Governor's Decree Number 24 of 2001 concerning Management of Forest Resources among Communities in Central Java and the Perhutani Director’s Decree Number: 682 / Kpts / Dir / 2009 concerning Guidelines for Community Based Forest Management (CBFM). Sambak Village is one of the villages that implemented the CBFM program that is realized through the Wana Hijau Lestari forest village community work program. The aim of this study is to look further at the implementation of the CBFM program in Sambak Village and the factors that affects the implementation of the CBFM in Sambak Village. This study uses a qualitative-descriptive approach with observation, interviews, and documentation as the data collection techniques. The results of this study indicate that the implementation of the CBFM in Sambak Village which is based on the scope of the forest area and the outer forest area, still has several problems. This study found several factors that influence the implementation of the Sambak CBFM associated with human resources such as people who are still not open and the Forest Village Community administrators who are less active, coordination between several parties in CBFM activities still leads to misscommunication, unclear source of funds for implementing CBFM activity and the community environment that are still traditional which create stigma that affects the CBFM implementation. In this study, the author's suggestion is to improve the coordination between the parties involved in CBFM to avoid misscommunication, an integrated marketing system for Wana Hijau Lestari Forest Village Community, Establishment of Village Forest Cooperative (Union), and an expansion in the tourism field.

Abstract

This research describes and then to analyze how the development of E-Government program in Tamgerang of city government . This research uses descriptive qualitative research method. Based on the results of research, the development of E-Government program has not been well, because in the elements successful E-Government on capacity, where capacity it consists of the resources , human resources and technology .Three point that is still lacking if you really want to make E-Government in Tangerang be successful. Conclusion in this research is the lack of human resources so that the government Tangerang still need third party services. In addition, in gap also is weak, so that the availability of adequate technology could not yet be in achieving well. Based on conclusions, researchers recommended the government tangerang to do training to employees who handles E-Government program so that it creates employees are reliable.

Abstract

This research is based on fact that Implementation of Indonesian labor protection is still notoptimum as there is a labor of Indonesia in Brebes Regency who cannot return to areas of origin, suffered acts of violence and the wages are not paid. The purpose of this research is to know the influence of the Controlling of local governments to the implementation of Indonesia Labor Protection in Social Service, Labor and transmigration Brebes Regency. This research methodology uses a quantitative approach. The sample in this research amount 27 respondents randomly. Method of collecting data by using the questionnaire given to the entire sample in this research. The research questionnaire using likert scale type and through the stages of test validity, reability, cross-tabulations, correlation rank kendall, analysis of correlation coefficient determination test, and kendall Concordance test as a method of data processing research.Based on The results of research showed that, there is influences between controlling of local government on the implementation of Indonesian Labor Protection where the results of the calculation of correlation rank kendall tau shows Z-count (2.97) ˃ Z tables (1.96). Based on this research, Controlling influential to the implementation of labor protection in Social Service, Labor and transmigration Brebes Regency. Those results proved by a test of of the coeffisien of determination (KD) shows that Controlling influential of 19.27% to the implementation of Indonesian labor protection. The recommendations given by the author that should be improved communication between employees and PPTKIS to reduce misinformation that Indonesian Labor who are abroadand need for education and training related to the Procedure of Placement and Protection of Indonesian Labor for employees and PPTKIS.

To achieved development result could sustainable, much said that a participatory approach neede to explained the its logic and strategic. The problem that often arises is there are some people who wouldn’t participate by making IMB, it’d showed by how much people didn’t have IMB. The research methods used was quantitative with descriptive correlative approach. The elements to form behaviour has positive and significant relation to participation in making IMB. It could be seen by the result from Kendall analytic where there was sig 0,000 which is smaller than 0,01; coefficient 0,151 when it meant the elements to form behaviour with participation in making IMB move in same motion. There was determination coefficient 2% between elements to form behaviour with participation in making IMB which showed how much effect between those two. So it meant that there was effects elements to form behaviour for the participation in making IMB in Ungaran Barat especially Bandarjo.

Abstract

Poverty is a problem in Indonesia, which until now hasn’t been resolved. Semarang is a city with the highest poverty rates in Central Java. . To tackle poverty in Semarang city, the government issued Regional Regulation No. 4 Year 2008 on poverty reduction in Semarang city with the aim of reducing the number of poor people. This research using type descriptive with a qualitative approach. Technique data collection used the interview, observation, documentation and literature study. The result of this research show that policy implementation of poverty reduction in Semarang can still be said to be less effective because of assistance from the government is still a lot that can not be perceived by the public. The aspects that became an obstacle in the implementation of this policy is the aspects communication, resources, standard and objectives and attitude. It needs a review routinely in the implementation not only at the beginning of its formation, and the increase in socialization on the aid in poverty reduction policies .

Abstract

E-government is the use of information and communication technology to support government activities. In this context, the existence of e-government is needed to meet the demands of society to create clean, transparent government, and able to answer the demands of society quickly, accurately, effectively and efficiently. The e-Government development in Kendal District is a government program to increase transparency, accountability and public services. The low quality of e-government results in Kendal Regency is one of the main issues that will be solved by researchers using qualitative research methods, with emphasis on qualitative-verification design. The purpose of this study is to analyze the development of e-government and the factors inhibiting e-government in Kendal District. To find out how far the development of e-government in Kendal District in this study using the results of research and research from Hardvard JFK School of Government yaiu successful elements that include support, capacity, and value. The results of observations and interviews with some informants indicate that the development of e-government in Kendal Regency has been running well. The development of e-government in Kendal is also hampered by several factors such as human resources and infrastructure so that Kendal regency government needs to improve human resources and infrastructure infrastructure to support the success of e-government development in Kendal Regency.

Abstract

This research aimed to analyzed the implementation of program visit Central Java 2013 which can be seen through the phenomena that was occurring in the implementation of this program, and the factors that affect the implementation of this program.The result of this research show the implementation of program about visit central java 2013 not exactly because based on the 5 accuracy aspects, there are four aspects not exactly. Moreover, based on 4 determinant factors in the implementation of this program considered are caused by 4 factors i.e. information is transmitted not good and not clear to the public, still less resources especially finances, and discrepancies in the bureaucratic structure, although disposition has been running well.Based on these conclusions, the researchers recommended to the Central Java Provincial Culture and Tourism to improve the indicators assessed less successful so the program in Central Java tourist visits next year can be achieved more optimal.
