Abstract

Developing institutional capacity of local Government always contain an understanding of various efforts to improve service to the community. This research aims to find out and analyze developing institutional capacity in staffing agencies, education and training in Semarang. In addition, to know the driving factor and a barrier to developing institutional capacity in staffing agencies, education and training in Semarang. This research is descriptive using the type of qualitative approach. The results showed that lack of support from regulation, make the employees hardship to complete basic tasks and functions, especially in structuring the organization which has not been in accordance with the Government Regulations number 18 in 2016 about forming, and local regulations number 14 in 2016 on the establishment and composition of the regional city of Semarang can make the formation of the Officer has not been in accordance with duties and load. This factor is restricting institutional capacity building in the area of Staffing Agency in Semarang. Based on the results, it is recommended to the regional Staffing Agency in Semarang, associated with the regulations which are fluctuate, it is necessary to clarified about the rules that will be used, to avoid multiple interpretations of all parties, especially the regional Staffing Agency in Semarang.

Abstract

This research aims is to describe the level of service satisfaction forcustomers in the State Highways Animal Sights Mangkang. The study used adescriptive quantitative research or design that is mixed between qualitative withquantitative to measure customer satisfaction in service for Marga Park AnimalSights Mangkang. The sample of this study is 150 respondents. Data analysistechnique uses the Community Satisfaction Index.The findings of the research show that the overall performance quality ofservice to customers in the State Highways Animal Sights Mangkang becategorized either. However, some aspects still need to be repaired, althoughsome other aspects have shown good performance.Some aspects of the performance are good, they are: Disclosure ofinformation about service procedures, clarity of line role in the procedure ofservice, simplicity of procedures, identity assurance, and responsibilities of careworkers, workers in providing service Honesty, Courtesy and friendliness ofservice personnel, Respect and appreciation officer with the public, details ofservice charges Clarity, Clarity service schedule.Then the other aspects that still need to be improved performance include:easy to find / contact the service personnel, certainty responsible of ministryofficials, Reliability schedule service, cleanliness and neatness of theenvironment, availability of service facilities, modern and completeness offacilities and infrastructure, security neighborhood services, security facilitiesand services are used, the security against risks resulting from the implementationof the service.

Abstract

The old area in Semarang is one of assets the city of Semarang and a number of the building worth of the high historical. The condition is currently very poor, so it needs special development and management of governmment in doing conservation and revitalization to revive the area. Revitalization area program the old city Semarang proposed by the government the city of Semarang based on the bylaw year 2003 on spatial planning buildings and environments area the old city Semarang. The local regulations in question is an effort to produce guidelines in developing and managing the old city Semarang be a tourist attraction that can be enjoyed within the city of Semarang. This research should be conducted based on the existing problems in the management and the development of its old city Semarang. Problems arise in the form of what factors be a barrier in development and management of old town area to get into an area of tourism in Semarang city. The purpose of this research is to describe the process of management the development of its old city Semarang as a tourist attraction and analyzing the factors an impediment to the case for the government city of Semarang in the development of tourism old town area Semarang. Efforts to answers questions and the purpose of this research by the use of the theory of public administration, public management, public organization and public policy, management and tourism. The writing of this analysis uses the technique of qualitative data descriptive. Based on the results of this research that there are still several problems that is situated on the weakness of coordination between the relevant SKPD that was one of factors that hampers in development and management of old town area Semarang. In addition there are some forms of market not according to rule areas which have been made municipalities to enhance old town area Semarang.

Abstract

The analysis of management information System Poor Family (SIMGAKIN) is one form of utilization of electronic governance. The application of SIMGAKIN in Local Development Planning Agency (Bappeda) at Semarang city, needed budgets, facilities and infrastructure/availability of technology, human resource management, and integration among other institution. Departement of Education is one user of SIMGAKIN for decision-making process. Research methodology descriptive with a qualitative approach used in this research to identify the development of SIMGAKIN and decision-making process. The result of the research showed that influence the stage of decision making in the implementation of activities by giving SPP facilities to needy students, related to the management of SIMGAKIN, that is oriented to decision, availability of technology, human resource management, communication systems, and integration, while in the decision-making is comprehension, planning or design, and selection. Oriented to decision of the SIMGAKIN, have been applied poor data collection service that's fast and accurate. Availability of technology to apply database, hardware, software, branware is still inadequate. In the implementation of SIMGAKIN Has been applied Training and development in accordance with the main main task and fungtion employees. Comunication system has been well-executed. Integration of BAPPEDA with other institutions, can be seen from the cooperation and planning programmed. Therefore comprehension, planning or design, and selection has been exploit the SIMGAKIN but still uses a long of activities. Based on the result this research recommends, need to be improve of poor data collection. Need to be improved SIMGAKIN application. Improving the quality and quantity of employees. Decision making by the selection new activities to maximize the fungtion and role of SIMGAKIN.

Abstract

The Rejomulyo market revitalization program is an activity to improve the image of the market that previously slum, dirty and muddy for the better. The main reason for revitalizing the Rejomulyo market is the market conditions that are already inadequate and not in accordance with the standards of the public market and healthy markets, as well as the old market land use plans that will be used as the Green Open Space. The new Rejomulyo market is expected to be a clean, orderly, safe and healthy market, so that its existence can compete with the modern market. The implementation of the program was challenged by a number of traders who refused to move, so the program has not been completed to date. The purpose of this study is to Evaluate the Rejomulyo market revitalization program and to identify obstacles to the implementation of the program. This study uses qualitative descriptive method, in order to achieve the research objectives , the CIPP (Context, Input, Process and Product) program evaluation models and the implementation models of George C. Edward III are used. The result of the study found that the Rejomulyo market revitalization program was still not optimal. That is seen from the context of the program that is not optimal, because in the program planning does not involve traders. The context of the program that is not optimal, makes the process and product of the program has not been optimal, even though the program input is good. In addition, it was found that the factors that inhibited the Rejomulyo market revitalization program were, communication of that program was less effective, less optimal resources, poor disposition and inappropriate SOPs(Standard Operating Procedure). For that advice that researcher gives is to reviews the existing SOPs on traditional market development so the involvement of traders becomes clear and it is necessary to immediately move traders who have not yet moved, and hold discussions for future market management

Abstract

The implementation of policies on the management of coastal in the area of general used and conservation at semarang is planning coordination, utilization, monitoring, and control of coastal resources of the Government and Local Government, between sectors, between terrestrial and marine ecosystems, as well as between science and management to improve the welfare of the people. The purpose of this research is to analyze Policy For Coastal Management Policy Implementation in the region common Utilization and Conservation Semarang with 5 indicators that can be used to assess the quality of policy output, namely Access, Coverage, Frequency, Service Delivery and Accountability. Researchers analyzed factors that support and hinder the implementation of coastal zone management policy with 4 factors was found in the field. 4 factors are environmental, Technology, program plan and Socio economic Conditions. The results of this research is that the implementation of policies on the management of coastal in the area of general used and conservation at semarang is good enough but still not optimal, because there are 3 indicators are encountering many obstacles for the Implementation. Still need for improvement in indicators Access, Coverage and Frequency.

Abstract

This research is to identify and describe the implementation of public service innovation in BP3TKI Semarang and the positive and negative factor that influence the implementation of public service in BP3TKI Semarang. This research is a qualitative descriptive study by collecting data through interview, library research, documentation and observation. Informants in this research was BP3TKI Semarang’s staff and Indonesia’s labor that comes from Central Java Province. This research uses the atrributes of innovation theory to identify the implementation of public service innovation in BP3TKI Semarang and the factors that influence the implementation of that public service innovation. The results obtained that the implementation of public service in BP3TKI Semarang can be said quite good. It is known through the results of the implementation of public service in BP3TKI Semarang based on several indicators, pleasure/ satisfaction, important component, balance of the needs, is unsuitable from the innovative’s attribut in a proper way, and there are several problems leave unsolved. Moreover, there also two obstacle that could obstruct the proceeding of innovation from public service in BP3TKI Semarang, such as the lack of management and the lack of Human resources and facilities or infrastructures. According to the result of this research, it can be concluded that the Innovation of public service in BP3TKI went well generally although, some indicators of research have to be fix and some obstacle factors have to be solved. The researcher proposed some suggestion such as recruiting employees, determining the institutional values, improve the management of facilities and infrastructure, providing technologyat Ahmad Yani Airport in Semarang and Soemarmo Adi Airport in Surakarta, and increasing network capacity in BP3TKI Semarang.

Abstract

Management / waste management is not only achieved through decision - making, but by increasing the ability of the apparatus in providing a variety of materials on waste management through education and training - training on various structural performance of public services is not enough to simply done using indicators - indicators attached to it's own waste management as waste management procedures The study was conducted to determine how the waste management Bhakti Wira Tamtama Hospital Semarang city enlisted as measured by several indicators of management / waste management, namely: Planning, Organizing, Leading and Controlling.In addition, this study also conducted to determine the limiting factor of the medical waste management at Army Hospital Bhakti Wira Tamtama. This study used descriptive qualitative approach to data collection obtained from observations and interviews.The studies results showed that the management / waste management in the hospital enlisted Bhakti Wira which still can be seen from the maximum, the lack of quality human resources, facilities and inadequate infrastructure, lack of attention and response to the civil servant leader. Researchers suggested that Wira Bhakti Hospital enlisted improve employee performance by conducting training for employees, adding facilities and infrastructure as well as improving medical waste management procedures.

Abstract

Kebijakan Ijin Mendirikan Bangunan mengacu pada Peraturan Daerah Kota Semarang Nomor 5 tahun 2009 bertujuan agar kegiatan pembangunan di Kota Semarang dapat diselenggarakan secara tertib, terarah, dan selaras dengan tata ruang kota. Setiap bangunan gedung harus memenuhi persyaratan administratif dan persyaratan teknis sesuai dengan fungsi bangunan gedung. IMB akan melegalkan suatu bangunan yang direncanakan sesuai dengan Tata Ruang yang telah ditentukan. Selain itu, adanya IMB menunjukkan bahwa rencana kostruksi bangunan tersebut juga dapat dipertanggungjawabkan dengan maksud untuk kepentingan bersama. Persyaratan administratif yang dimaksud meliputi persyaratan status hak atas tanah, status kepemilikan bangunan gedung, dan izin mendirikan bangunan. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi ijin mendirikan bangunan dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori George C Edward III faktor yang mendukung dan menghambat berupa tujuan dan ukuran dasar/Standar kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana (Disposisi), Struktur Birokrasi. Berdasarkan hambatan yang ada dalam implementasi kebijakan Ijin Mendirikan Bangunan di Kota Semarang, penulis memberikan rekomendasi berupa: (1) penguatan strategi dan komitmen dari pelaksana program agar hasil yang diperoleh bisa mencapai target yang telah ditetapkan dan juga hasil kegiatan mampu mencapai tujuan, (2) melakukan pendekatan baik secara struktural maupun emosional dengan kelompok target, agar dapat merangkul dan menciptakan suasana yang sinergis dalam Implementasi Kebijakan IMB, (3) monitoring secara intensif baik dari dinas maupun pihak lain yang bekerjasama dalam kegiatan tersebut agar kegiatan-kegiatan yang sudah berjalan tidak berhenti begitu saja, (4) Pendampingan kelompok harus benar-benar dilakukan hingga mereka dirasa cukup mampu untuk mengelola kegiatan secara mandiri

Abstract

Tourism development of Taman Kyai Langgeng has a goal to increase the visitor's number which resulted in the increasing of local revenues of Magelang City. Taman Kyai Langgeng itself is the main tourist attraction in the Magelang City. This destination currently facing a serious problem due to decreasing number of visitors. The underlying reason why the number keeps falling is the lack of promotion. The aim of this research is to formulate tourism strategy of Taman Kyai Langgeng. This research was conducted at the Taman Kyai Langgeng’s Regional Company of Tourism Object and using the qualitative-descriptive approach. Since there are a lot of interesting tourism destination being established nowadays, Taman Kyai Langgeng needs to be developed in order to maintain its existence. SWOT analysis and Litmus Test are used to find the appropriate strategy. The result indicates four the strategic issues for which the highest scoring strategy is to innovate the game rides. On how to innovate, the research found that the strategy can be applied by utilizing the land and maximalizing capital supports from the Government of Magelang City and investor as well. In addition, enhancing coordination to promote this destination through digital platform is highly required. According to this research, cooperation with the investors should be increased in order to maintain the investigation in Taman Kyai Langgeng. This step is considered as an important step to upgrade the ability of Taman Kyai Langgeng competing with other competitors. Other recommendations that should be implemented by Taman Kyai Langgeng is to update regularly the website and social media contents of this place with the purpose to provide latest information and promotion for both local and international visitors.
