Public service is an activity that must be done by any government agency as a publik servant. Any effort were made toimprove the quality of service. One of wich in land affairs ministry in Semarang city. Increase claims to ground handling services, make lands service agency in Semarang City, the effort to improve the quality of service. One of which is implement a service that based on web or PERMATA (independent registration of land deed), with the hope can improving quality of service in Land Ofice of Semarang. This study aimed to analyze the influence of the effective application of PERMATA on the quality of services in the Land Office of Semarang. Assessment of each variable is done by PPAT (Land Deed Officer) as the use of PERMATA. This study uses a quantitative method to determine the effectiveness of PERMATA effect on the quality of public services, which involves 27 PPAT in the District of South Semarang. Based on the results of research show that, there is influence between the effectiveness of PERMATA on the quality of public services in the Land Office of Semarang, where the degree of influence that is calculated by the formula shown Kendall Tau Z count> Z table, that is 4.257> 1.96. In addition, test results of the coefficient of determination (KD) shows that the effectiveness of PERMATA effect of 21.3% on the quality of public services in the Land Office of Semarang. Based on these results the researchers concluded, that there is a positive influence between significan and effectiveness of PERMATA Implementation of the quality of public services. The recommendations given by the author that, should be increased maintenance of application, to reduce interference when the application is used, and need for training for officer to improve skill from the officer, when they use modern technologies.

The back ground of this research caused several complains about the less ofbirth certificate service and less of the ownership birth certificate in epartment of population and civil registration Batang. Actually each a birth must be reported depend on the UU number 23 2006 about administration inhabitant. In this research the researcher used descriptive qualitative method. The location of this research focused in department of population and civil registration Batang. The sampling of this research used purposive sampling. To analyze the data qualification the researcher used triangulasi technique. Phenomenon that influences the service quality of birth certificate measured from the dimensions of service quality according Zeithaml, Parasuraman, and Berry in applying diminutions of tangible, responsiveness, reliability, assurance, and empathy (Tjiptono: 2011). Meanwhile, the improvement of service quality according to State Administration Intuition measuring from the leadership factor, empowerment of employees and the change management.Service quality of birth certificate in department of population and civil registration Batang didn’t well caused the dimensions of tangible, responsive and reliability didn’t applied optimally. The improvement efforts of population and civil registration department still have some problems, there are; less of commitment of the employees, less of the inhabitant participation in completing the data of population administration.There are some recommendations that provided (1) creates an strongorganization image, consistent, and responsive to changes and cares about the environment; (2) conducts staffing training about discipline work to all of the employees; (3) enhancing the environment security systems and data security services; (4) the leader give motivation and attention to the employees; (5) building the system of reward and punishment; and (6) Conducted the socialization about the importance of the administrative completeness of population.

Bureaucratic reform is basically an effort to perform renewing and fundamental changes, systematic and thorough in system of government. This research aims to understand the implementation of bureaucratic reform public services in achieving excellent service and know aspects that inhibits in the implementation of bureaucracy reform in BPPT Semarang. This research uses method qualitative study. The result of this research is implementation of the bureaucracy reform in BPPT has shown excellent service and service provided by BPPT had already demonstrated excellent service, there are still some aspects need to be improved. Aspects that needs to be repaired it can be seen of the dimensions of prime service consisting of simplicity; clearness; certainty time; accuracy; security; responsibility; completeness facilities and infrastructure, accessibility; discipline, civility and cordiality; and comfort. Aspects that needs to be repaired among others certainty time, completeness facilities and infrastructure, accessibility, and discipline. BPPT Semarang must always seeks to provide excellent services according to the development of technology and society`s need, providing a means of infrastructures supporting for services, and socialization information to the community through use of portal website

SIMPEG according to the decision of the Minister of the Interior No. 17 year 2000 is a management information system which functions to manipulate the data, management and administrative personnel in local government environment. SIMPEG is very important in providing services to all personnel, because the employees are an important asset in the conduct of the organization that must be well managed. Problems occurred in the input has not been able to manage the SIMPEG well, in operation less complete data to be processed, and the output data discrepancies in employees with facts. That assumption is caused by not effectively managing input and output operations. The purpose of this research is to know the effectiveness of the implementation of SIMPEG in BKD Central Java, as well as the factors that influence the effectiveness of the implementation of SIMPEG in BKD Central Java. A descriptive qualitative research methods, data analysis methods with domain according to Spradley. The results showed that the implementation of SIMPEG in BKD Central Java have not run effectively, viewed using the input indicator, operation and output. Factors that hinder the provision of SIMPEG, namely, human resources are limited, not all employees can operate the computer and the delay in the update of the data. The results of this research are recommended to provide the motivation of employees by means of enhancing training about SIMPEG so there is an increase in the employee master information technology

Advertisement tax is one of the Regencial / Municipal tax. to help in increasing enabel the goverment tax manage earning to execute development and enable the goverment tax manage its own area. However, in reality implementation of this policy implementation has not brought yet resulted well enaugh.The results of this research proved that There is a significant relationship between attitude and communication forward policy implementation as evidenced from the results Concordance Kendall Coefficient (W) which shows the rate of 0,893 W and ð‘‹2 test of significance produce ð‘‹2 value of 85.72. This then consulted with ð‘‹2 tables with significance level of 5% = 55.75 indicates that the observation ð‘‹2 = 85.72 > ð‘‹2 = 55.75% Table 5 so that it can be concluded that the hypothesis can be accepted.

This study aims to evaluate of the implementation of the Keputusan Menteri Dalam Negeri Number.17 of 2000 about Human Resources Management Information System which is applied in the Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Pemalang Regional and describe the factors that support and obstruct the implementation of the policy. This study uses three main aspects, namely the system and the four factors that affect by qualitative descriptive approach. Data collection techniques were used observation, interviews, documentation and literature study with the informant of employees Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Kabupaten Pemalang. Based on the results of the study, researchers concluded that the results of the evaluation of the implementation of Keputusan Menteri Dalam Negeri Number.17 of 2000 on Human Resources Management Information System applied in the Badan Kepegawaian Daerah Pemalang Regional has been well. This is indicated by the clarity of access, timetables and mechanisms of the program activities and services that systematic implementation of the tasks according to the procedure, successfully serving the SIMPEG data process consideration decision making, evaluation of e-file is routinely conducted, applying the principle of transparency of information and have a proactive attitude in refining the program to successfully develop online SIMPEG, Management Information System performance Analysis and Mapping Management Information Systems Master. It's only that they found several inhibitors that cause results still not maximized, such as the limited number of executive staff, executive staff competence is still not evenly distributed, using the old SOPs and the lack of participation of civil servants to actively evaluate their own data. To overcome these problems, there are some suggestions that can be done such as system development should be supported by education and training as increased capacity and competence of staff implementing evenly, fix the coordination to support the data updating, create SOPs / guidelines contain standards to assess whether it is appropriate with the purpose or not, and disseminate to all civil servants to actively evaluate the data itself through the access rights granted.

Pemenuhan kebutuhan merupakan salah satu indikator pencapaiankesejahteraan penduduk, namun peningkatan jumlah penduduk yang tinggitidak diiringi dengan peningkatan sumberdaya manusia sehingga menimbulkanpeningkatan angka pengangguran, atau dengan kata lain di tempat yang jumlahpenduduknya tinggi akan lebih sulit untuk mendapatkan pekerjaan. Salah satuprogram yang dapat dilakukan untuk memecahkan masalah tersebut adalahTransmigrasi. Adanya Transmigrasi masyarakat diharapkan lebih mandiri untukmeningkatkan kesejahteraan hidupnya. Berdasarkan Undang-Undang Nomor 15Tahun 1997 tentang Ketransmigrasian, bahwa penyelenggaraan transmigrasidilaksanakan sebagai upaya untuk lebih meningkatkan kesejahteraan dan peranserta masyarakat, pemerataan pembangunan daerah, serta memperkukuhpersatuan dan kesatuan bangsa melalui persebaran penduduk yang seimbangdengan daya dukung alam dan daya tampung lingkungan serta nilai budaya danadat istiadat masyarakat.Tujuan penelitian ini adalah untuk mengetahui hubungan kondisi sosialekonomi dan kemampuan implementor dengan implementasi kebijakantransmigrasi umum di Kota Semarang. Penelitian menggunakan teoriimplementasi kebijakan dari Van Meter dan Van Horn, serta Weimer danVinning. Tipe penelitian eksplanatori dengan sampel 48 responden, pengujianhipotesis menggunakan rumus Koefisien Korelasi Rank Kendall, KoefisienKonkordasi Kendall dan Koefisien Determinasi.Hasil penelitian menunjukan adanya hubungan yang positif dansignifikan antara kondisi sosial ekonomi dengan implementasi kebijakan yangdiperoleh dari perhitungan Zhitung (5,11) > Ztabel (1,96) pada taraf signifikan5%. Hubungan yang positif dan signifikan antara kemampuan implementordengan implementasi kebijakan yang diperoleh dari perhitungan Zhitung (4,57)> Ztabel (1,96) pada taraf signifikan 5%. Hubungan yang positif dan signifikanantara kondisi sosial ekonomi dan kemampuan implementor denganimplementasi kebijakan yang diperoleh dari perhitungan ƒÓ2hitung (78,817) >ƒÓ2tabel (5,99) pada taraf signifikan 5%.

Pemerintah Indonesia telah mengeluarkan berbagai kebijakan di tingkat nasional dan regional untuk turut menyokong praktik ASI eksklusif di kalangan para ibu. Namun, implementasi kebijakan ASI Eksklusif di Kota semarang belum mampu mencapai tujuan kebijakan karena masih ditemukan daerah yang memiliki tingkat cakupan yang sangat rendah, salah satunya adalah di Puskesmas Genuk Kota Semarang. Penelitian ini bertujuan untuk melakukan investigasi perilaku sasaran kebijakan, yaitu para ibu menyusui terhadap Peraturan Walikota Semarang No. 07 Tahun 2013 tentang Pemberian ASI Eksklusif. Analisis terhadap perilaku tersebut menggunakan teori perubahan perilaku Lawrence Green dengan berfokus pada faktor predisposisi (pengaruh internal). Penelitian ini dilakukan di Puskesmas Genuk Kota Semarang menggunakan metode qualitative descriptive approach melalui interview dan observasi serta berbagai literature, baik dokumen pemerintah dan jurnal terkait. Hasil penelitian menunjukan bahwa diantara pengetahun, sikap, dan self-efficacy, self-efficacy atau kepercayaan diri ibu terhadap kemampuannya dalam memberikan ASI menjadi faktor utama penyebab rendahnya motivasi ibu dalam melakukan praktik ASI eksklusif. Ibu yang tidak melakukan ASI eksklusif memiliki kepercayaan diri yang rendah. Rendahnya kepercayaan diri tersebut diakibatkan karena beberapa hal, yaitu pengalaman masa lalu, pengalaman orang lain, dukungan verbal dari keluarga dan petugas kesehatan, kondisi fisik dan psikologis. Rekomendasi dalam penelitian ini adalah perlu dilakukan advokasi kebijakan ASI eksklusif melalui penerapan collaborative governance dengan melibatkan pihak terkait guna meningkatkan cakupan ASI eksklusif di Kota Semarang.

Advertisement tax policy is a policy that is set forth in UU nomor 28 Tahun 2009 on Regional Taxes and Regional Retribution which has the purpose, are to organize the implementation of Local Tax andRetribution give greater authority to the regions to managed and regulated the management of taxes and charges in their area. In line with big of responsibility in the area of governance and service to the community in Semarang, advertisement tax policy implementation be regulated in the regulations of the Mayor No. 973/89 of 2012 On Establishment of Regional and advertisement Class Road in Semarang city, where the presence of the Mayor of this Regulation is expected to overcome billboard problems on local taxes all this time, the problem are: the taxpayer who does not timely pay taxes, for the installation of forbidden billboards and installation of billboards do not pay attention to the aesthetics of the city. These objectives can be achieved through the implementation of effective policies that can be seen from the appropriateness of the policy, implementing accuracy, precision of the target, accuracy and precision of the process environment. Advertisement tax policy implementation in achieving its objectives can not be released from the factors that support and obstacle. Based on the theory of Van Meter and Van Horn, supporting and inhibiting factors, are Resources Policy, Communication and Implementation Activities. Characteristics Implementation Agency, Socio-Economic and Political Conditions and Disposition Implementor. 2 Based on the existing obstacles in the implementation of the advertisement tax policy in Semarang writer give some advice are : (1) giving purpose socialization and advertisement tax policy legal basis to taxpayers, so taxpayers clearly understand the rules regarding advertising tax policy. (2) firmness in giving punishment to be imposed on the taxpayer when there is infraction, whether the fraction of the taxpayer in the form of delay in paying taxes advertisement or implementation of billboards without permission. (3) conduct data collection and monitoring on a regular basis, in order to minimize the problem of illegal billboards that are not recorded in the field. (4) increasing the number of staff and staff who handle the advertisement tax policy at the Department and in the field, also increase supporting tools such as computer.

Blora is one of the areas in Central Java which is prone to disaster area. Potential disasters that may occur in Blora are drought, floods, landslides, whirlwinds and fires. This study aims to describe how the capacity of The Regional Disaster Relief Agency (BPBD) of Blora in regional disaster management area and know the constraints that exist in BPBD Blora in disaster management. This research use qualitative method, data source used is primary data and secondary data. The data will be analyzed by descriptive analysis method. The theoretical basis used is the theory of capacity assessment by Patton & Sawicky. Based on the analysis, it was found that The Regional Disaster Relief Agency (BPBD) of Blora deficient in terms of supporting infrastructure for disaster relief and infrastructure that is already available is need for rejuvenation, there is no human resources qualified in the field of disaster, there is no early warning system or often called the early warning system (EWS), which serves to provide warning of the hazard.
