Abstract

Rendahnya kualitas pelayanan pembuatan paspor di Kantor Imigrasi Kelas I Semarang menjadikan ketidakpuasan masyarakat terhadap Kinerja yang diberikan oleh Instansi Pemerintah. Oleh karena itu, penelitian ini dibuat untuk menganalisis dan menilai kualitas pelayanan yang diberikan Kantor Imigrasi Kelas I Semarang termasuk faktor pendukung dan penghambat serta solusi yang telah dan akan dilakukan. Penelitian ini menggunakan jenis penelitian Deskriptif Kualitatif dengan Teknik Pengumpulan Data melalui wawancara (interview) dan Observasi. Informan yang diambil adalah beberapa Pegawai Kantor Imigrasi, Birojasa serta Masyarakat pengguna layanan. Hasil data dan wawancara dianalisis menggunakan literatur yang ada dan sumber pustaka lain sebagai penunjang.Dengan menggunakan Konsep penilaian berdasarkan lima dimensi yaitu Tangibles masih menunjukan kualitas yang kurang baik terutama pada performa SDM dan optimalisasi sarana, Responsibility sudah menunjukan kualitas yang baik karena pengembangan SDM yang ada sudah dilakukan secara optimal, Responsiveness sudah menunjukan kualitas yang baik karena petugas yang da dapat merespon masalah secara cepat, Assurance Belum menunjukan kualitas yang baik karena masih terjadi kesenjangan waktu dan biaya antara masyarakat dan penyedia layanan, dan Empathy sudah menunjukkan kualitas baik karena sikap petugas yang ramah dan sopan.Berdasarkan hasil analisis yang telah dilakukan dapat disimpulkan bahwa Kualitas Pelayanan pembuatan paspor pada Kantor Imigrasi Kelas I Semarang masih belum menunjukkan kualitas yang baik karena masih terjadi kesenjangan antara harapan masyarakat dengan kualitas yang diberikan dalam pembuatan paspor sehingga kepuasan pelanggan belum dapat tercapai. Oleh karena itu diharapkan dapat dilakukan perbaikan dalam beberapa aspek yang belum optimal terutama dalam penambahan loket dan SDM serta pemberantasan Calo.

Abstract

Ngaliyan Sub-district has an emergency handling of Maternal Mortality Rate (MMR), it is also has red zone of MMR in Semarang city for the last 3 years. The problem became background why researcher conducts this research. The aim of this research was analyzing health services quality for pregnant women in Community Health Centers (Puskesmas) Ngaliyan. Not only that, this research also aimed at describing and analyzing obstacle factors of health services quality for pregnant women in Community Health Centers Ngaliyan. This research was using services quality theory by Zeithmal, it uses some criteria such as Tangible, Reliability, Responsiveness, Assurance, and Empathy. Qualitative research was used in this study as well. Interview, observation, and documentation were used to collect the data. The informants were selected purposively. The result of this research shows that Tangible, Reliability, and Empathy criteria have not fully done well. The obstacle factor of health services quality for pregnant women are number crisis and competence of existing human resources, un-efficient services, a passive and undisciplined society. Some recommendations are given as follows; implementation steps of human resource development in effective ways, alignment of relations between the government with UPTD Community Health Centers (Puskesmas) Ngaliyan, and the last socialization and education about the needs to oversee the performance of UPTD to the community.

Abstract

Manajemen Sumber Daya Manusia menjadi salah satu instrumen penting bagi suatu organisasi dalam mencapai berbagai tujuannya dan berperan sebagai pengelola sistem. Dari hasil penelitian yang dilakukan menunjukan bahwa pelaksanaan Manajemen Sumber Daya Manusia PNS Dinas Pendidikan Kota Semarang dalam rangka Reformasi Birokrasi sudah dilaksanakan berdasarkan aspek-aspek yang ada yang meliputi dengan 8 indikator yang meliputi : (1) penataan sistem rekrutmen, dilakukan dengan menggunakan sistem CAT (Computer Asissted Test) yang dilaksanakan dengan transparan dan akuntabel, (2) analisis jabatan, dilakukan oleh pemerintah Kota Semarang, pada tahun 2015 belum dilaksanakan sehingga belum tersedianya dokumen uraian jabatan (3) evaluasi jabatan, dilakukan setelah analisis jabatan dan belum tersedianya job grading (4) penyusunan standar kompetensi jabatan, dilaksanakan oleh tim Baperjakat Kota Semarang, pada tahun 2015 penyusunan standar kompetensi jabatan untuk jabatan fungsional umum belum tersedia (5) assessment individu berdasarkan kompetensi, dilaksanakan setiap tahun dengan menggunakan sasaran kerja pegawai (SKP) (6) penerapan sistem penilaian kinerja individu, pelaksanaannya sama dengan menggunakan SKP (7) pembangunan dan pengembangan database pegawai, dilakukan oleh BKD Kota Semarang (8) pengembangan pendidikan dan pelatihan berbasis kompetensi, telah dilakukannya Analisis Kebutuhan Diklat (AKD).Walaupun masih ada beberapa aspek yang masih terdapat kelemahan seperti analisis jabatan. Penulis merekomendasikan saran sebagai berikut: melakukan upaya assessment center dan development center dengan mengedepankan prinsip kompetensi, pelaksanaan rekrutmen PNS dengan sistem CAT harus disempurnakan dan dilakukan secara transparan dan akuntabel pada keseluruhan proses tahap rekrutmen, pengembangan database kepegawaian atau bank data, menerapkan sistem remunerasi berdasarkan merit system.

Abstract

Research Policy Implementation Village Development Work Plan in District Bandungan a qualitative descriptive study. This study uses the precision of a policy to explain the effectiveness of policy implementation Village Development Work Plan. The focus of this research that the Policy Implementation Village Development Work Plan in Kenteng Village District Bandungan using George Edwards III implementation model to analyze the factors in the implementation of policies that are used to determine the success of the policy implementation process. Informants in this study is from Village Head, LPM (Institute of community empowerment), BPD (Village Deliberation State), Citizens, Executive Boards dan KPM (Community Empowerment Cadres). Research and analysis process begins from the state of development, describe the implementation process by using the appropriateness of the policy to assess the effectiveness and efficiency of policies Village Development Work Plan. Furthermore, analyzing the factors implementations using George Edwards III models to be able to see the success of the implementation of the policy Village Development Work Plan. With so can find out shortcomings in the implementation process so that it can be improved so that the implementation of a policy Village Development Work Plan can run effectively and efficiently.

Abstract

The use of information and communication technologies very important in the globalization area. Based on the presidential intruction No. 3 of 2003 on local governments to take advantage of information technology white the avilable resources with in thegovernmental activities, including the district of jepara. The use of IT will give birth to an electronic-based system of government (e-Government). Thesuccessful implementation of e-Government is very influentialon the efficiency, effectiveness, seen from the successful elements of the Harvard JFK School of Government are Support, Capacity and Value.This research aims to determine the implementation of e-Government of Jepara and determie the factors that drive and inhibit. Attempt to answer the problems and research objective successfully done white parliaments of Harvard JFK School of Government. Methodology used in this research is qualitative diskripsif.Successful of implementation of the elements of e-Government in Jepara, are; website creation www.jeparakab.go.id, the increasing of infrastructure development the private sectors and do learning improvement one-Government. The success rate ofimplementation of e-Government in Jepara regencyin on their level of maturation.In the development of e-Government it is necessary to support program of e- Government, the need for cooperation on increase the budget, the need for socialization of the exstence of e-Government directly from the government and the use of information tecnology.

Abstract

Advertisement tax is a levies that local districts / cities on the implementation of the billboard. Advertising Tax convening aims to help improve the original income in order to carry out the development and care of the household own areas. In fact in the implementation of policy implementation have not been fully able to bring results in line with the target set. The focus of this research is the Implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang as the locus of research. This study uses theory implementation proposed by George Edward III, Meter and Horn theory and the theory of Grindle. This type of research is explanatory research that examines the influence between variables with hypothesis testing. The unit of analysis is the implementing agency personnel policy the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang related (Employee field of local taxes). A representative sample use Proportional Random Sampling technique by taking 30 respondents. Statistical testing to measure the accuracy of instruments questions using validity and reliability test. hypothesis testing using the formula Kendall Rank Correlation Coefficient with Z Significance Tests with SPSS method and coefficient of determination.. The research proves that there is a positive and significant relationship between attitudes to the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 11.4% relationship. There is a positive and significant relationship between communication with the implementation Regulations of Law 6 of 2011 about the advertisement tax in Semarang by 16.4% relationship. These results indicate that the hypothesis proposed in this study received. Based on the research, in order to achieve the successful Implementation Regulation 6 of 2011 about the advertisement tax, DPKAD Semarang need to conduct more intensive training to officers and providing extension or a more intensive socialization to taxpayers.

Abstract

One of the crucial problems in urban areas is the problem of waste. Lots of big cities in Indonesia are overwhelmed with handling waste including the city of Semarang. Along with the increase in population, lifestyles and consumption patterns of community contribute to producing waste in the city of Semarang. The Environmental Services (DLH) is the agency responsible for waste problems that occur in the city of Semarang, in this case carried out by the implementing Technical Service Unit (UPTD) cleanliness of Region I-VIII as implementing operational and technical elements of supporting the Environmental Services in the field.UPTD has the task of carrying out part of the operational technical activities of the Environmental Agency including cleaning services in the area. The purpose of this research was to analyze the supervision carried out by the Environment Services and obstacles faced in monitoring waste management in the city of Semarang. The research method used is descriptive qualitative methods. Data collection techniques are observation, interviews, documentation and data triangulation. The indicator used to assess the activities of supervisory is standard setting, job measurement, comparison, and corrective action. Based on these indicators it can be know what are the obstacles in the process of supervision waste management. The results of the study showed that supervision of the implementation of waste management still has not been optimal because there are still constraints encountered in the supervision process. These constraints are such as the lack of human resources possessed in conducting supervision, lack of facilities and infrastructure, and lack of public awareness in keeping the environment. The advice that researchers gave was to increase the number of human resources in supervision, improve facilities and infrastructure, improve socialization activities to the public on the importance of protecting the environment and and increased synergy with related agency to enforce regulation.

Abstract

Less than optimal performance of employees at Central Agency of Statistics in Batang has prompted the authors to conduct the study, entitled "Relationship Work Ability and Motivation With Employee Performance at Central Agency of Statistics in Batang ". The main problem in this study is less optimal level of work ability and motivation. This study aimed to determine the relationship and determination of each independent variable with the ability to work and motivation of employees in the performance of the Central Agency of Statistics in Batang.This type of research is explanatory research. The data were collected by distributing questionnaires to the respondents and conduct interviews. This study used a sample of 32 respondents to the poll saturated sample technique. Analysis of the data in this study using quantitative methods. Analysis tool used in this research is the analysis of Rank Correlation Coefficient Kendall, Kendall concordance coefficient, and the coefficient of determination by using SPSS version 16.0.The results of this study indicate that there is a positive and significant relationship between the independent variable and motivation with the ability to work performance of employees in BPS, Batang. The magnitude of the relationship of each variable is as follows: the ability to work (0.453) and motivation (0.439). Relations between the two independent variables together to employee performance 0.763 with the influence of 58.21%.

Abstract

The problem in this research is the less optimal of society’s participation in Genting village Semarang regency. This research aims to know the level of society’s participation and the factors which are related to society’s participation in Genting. This research applied explanatory research by using quantitative approach. The result of this research indicated that there is a positive relationship of internal factor of age (r=0,202), education (r=0,203;), occupation (r=0,222), and distance (r=0,204). The external factor of leadership showed the relation with a negative correlation coefficient (r=-0,250) and positive relation of communication (r=0,106). It means that, the more young citizen who participate. Then, the more of high education citizen participate in, the more working citizen who participate. In addition, the distance from citizen’s house to village administration which is more closer, the good leadership in the village, and the use of communication will increase the level of citizen participation. The internal factors of participation are, age, education, occupation, and distance. Therefore to increase the citizen’s participation, it can be done by increasing female participation through Female Welfare Program (PKK), increasing the role of youth through KARANG TARUNA or POKDARWIS, giving training to high school graduation citizen. Besides, increasing the role of working citizen and citizen whose home is near from village administration in tourism village activity is also can be done. On external factors, improving the leadership attitude which can adjust citizens’ need can be done to improve the participation. The improvement of participation also can be done through technology literate and the use of communication media such as social media.

Abstract

Anak Jalanan merupakan fenomena ketidakberdayaan orang tua untuk melindungi mereka sehingga anak dijadikan untuk memenuhi kebutuhan keluaraga atau untuk menjadi pemecahan untuk memenuhi kebutuhannya sendiri dengan lepas dari orang tua dan mencari nafkah dijalanan. Jumlah anak jalanan yang tinggi di Kota Semarang mengharuskan usaha pemberdayaan yang serius dari pemerintah kota semarang untuk menekan jumlah anak jalanan. Stigma negatif yang muncul terhadap anak jalanan terhadap anak jalanan dalam kehidupan masyarakat berdampak pada anak jalanan yang dianggap sebagai pengganggu ketertiban umum. Ditambah lagi dengan belum adanya regulasi lokal yang melindungi hak-hak para anak jalanan. Kondisi tersebut menjadi latar belakang dalam penelitian ini.Tujuan dari penelitian ini untuk mengetahui kondisi pemberdayaan anak jalanan di kota Semarang, faktor apa saja yang mempengaruhi serta untuk mengetahui kendala dan hambatan yang dihadapi. Data yang didapat selanjutnya digunakan untuk merumuskan strategi alternatif yang dapat digunakan dalam upaya pemberdayaan anak jalanan.Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dalam menggungkap permasalahan dan tujuan penelitian dengan menggunakan responden dari Dinas Sosial Pemuda dan Olah Raga Kota Semarang, Rumah Perlindungan Sosial Anak, Anak Jalanan, Masyarakat. Analisis SWOT (Strenghts, Weakneses, Opportunnites, Threats)digunakan untuk menemukan isu-isu strategis dalam pemberdayaan anak jalanan di Kota Semarang. Isu strategis yang ada dievaluasi dengan menggunakan litmus test untuk menentukan tingkat kestrategisan dari isu-isu tersebut.Hasil penelitian dengan uji litmus menunjukkan bahwa isu yang paling strategis dalam pemberdayaan anak jalanan adalah pengusulan pembuatan peraturan daerah yang mengatur tentang teknis pelaksanaan pemberdayaan anak jalanan, penganggaran, monitoring, dan evaluasi serta tanggung jawab keluarga dan masyarakat. Faktor kunci keberhasilan dalam upaya pemberdayaan anak jalanan yang ditawarkan adalah meningkatkan koordinasi, komitmen dari kerjasama pihak-pihak terkait, membuat regulasi atau landasan hukum serta meningkatkan dukungan masyarakat.
