Abstract

Social capital closely relates with society and so do it. Its scope is broad and it is flexible cause social capital can enter various aspects in the life of. Concepts about social capital consisting of elements that there are in it such as social participation, social network, social institution, a norm and social value. Research methodology descriptive with a qualitative approach used in this research to identify factors that influence in the formation of social capital at Rusunawa Kaligawe. The result of the research showed factors that influence in the formation of social capital related to the habit of, the status and the role of individual at Rusunawa Kaligawe, education, the social class and economic gap, and the consumption patterns of individual and values personal. The habits of inhabitant’s Rusunawa Kaligawe are throwing trash in any place and delaying the payment of the rent. The inhabitant who as a head of RT or RW so it would affect to their environment intercommunication, prestige and their rights and duties. Education is done by the inhabitant of the Rusunawa Kaligawe are formal and non formal education. The social class and economic gap able to be seen through by education and the income derived the inhabitant of the Rusunawa Kaligawe. In the consumption, the inhabitant of the Rusunawa Kaligawe often put the payment of the rent in the end of expenditure needs of their list. Based on that result, this research recommends the head of RT or RW to apply system fines for inhabitant who littering. Making all the things required are ready to the officers and proactive attitude an inhibitant in the payment of the rent. The socialization regarding Semarang mayor regulation number 7/2009 occupancy and tenancy toward rental house owned by Semarang government to the inhibitant. Wisdom the inhabitant of the Rusunawa Kaligawe in putting expenses as priority is important to the continuity of the payment of rent.

Abstract

HIV disease has complexity and differences in the calculation of the number of findings of cases with other diseases. Supposedly like an iceberg, the task of the government is to find exposure to cases that are not visible from the surface, such as at risk populations. The more cases of findings, the better the performance of the government. This statement is in line with the increasing number of findings and is the proof of the success of Regional Regulation No.4 of 2013 concerning HIV / AIDS Prevention in the City of Semarang in revealing the iceberg tragedy. This research is a descriptive qualitative study that aims to describe and analyze the results of policy achievements and related factors that hinder the achievement of Regional Regulation No.4 of 2013. It is hoped that this policy can be a model for other policies in terms of their effectiveness, efficiency and responsiveness. The results of the study indicate that the level of HIV / AIDS diagnosis, fulfillment of information and health services, and the quality of human resources achieved have been effective. Policy efficiency can be seen from the implementation of KTHIV and ARVs, government cooperation with NGOs, and routine meetings. Responsiveness is reflected in people's participation and enthusiasm, client’s satisfaction of service, and enthusiasm for HR in attending regular meetings. There are several inhibiting factors, namely communication, resources, and disposition. The suggestions in this study are to hold a cooperation contract of Working Group as a form of firmness on absence at coordination meetings; the need to avoid inequal service quality by gathering all health care workers; and the provision of service to address complaints, critics, and suggestions from the community to improve countermeasure services by becoming more responsive to the community needs.

Abstract

At the Budget Year 2013, the Province of Central Java gets budget allocation (DAK) as many of Rp 2.229.164.420.000,- that allocated for 35 district / cities and Provincial Governments of Central Java. District Cilacap is the largest receiver of DAK between 35 district / cities in the province of Central Java as many of Rp. 108.157.350. The result of DAK activities on the field of education in District Cilacap 2013 consist of primary education (Elementary School and Secondary School) and secondary education (High School and Vocational High School). Both of them are regulated by the decision of Regent of District Cilacap number 425 / 428 / 14 / 2013 about the Establishment of Educational Institutions of the Recipient of Special Allocation Funds on the Field of Education in Budget Year 2013 at Department of Education, Youth and Sport District Cilacap.The activities of Special Allocation Funds (DAK) on the field of primary education have given the maximum result as expected. Inhibit factor of activities enforcement of DAK on primary education is related to financial policy, it isn’t technical factor in beneficiary school. Because it is related to another policy, it can’t be said as a problem on DAK activity implementation. The aim of DAK activities on the field of primary education is implemented. The efforts such as input, process, and output indicator are good. The graduation rates are considerably higher and not passing rates are lower.DAK activities on the field of secondary education still not entirely provide expected result. There are inhibit factors on the activity implementation of DAK in secondary education. The aim of DAK activities on secondary education has not maximum implemented. The realization by 50%. It can be seen on input, process, and output of Department of Education and beneficiary school efforts are good. It is profoundly that the graduation rates are 100% or almost 100%. The expected impacts was comparable with the efforts.

Abstract

Empowerment of coastal communities as one solution to increase the welfare of society at this time has not been well established. About 32.4% of coastal communities in Indonesia are still in the poverty line as a result of the management of coastal areas are less precise. This study aims to analyze the implementation of coastal communities empowerment policy in the Villages of Tanjung Mas as well as identify the factor are supporting and inhibiting implementation than to formulate efforts that we need to create for the effectively implementation of coastal communities empowerment policy. The results showed that the implementation of Perda Semarang No. 23 in 2011 about the management of coastal area has not yet reached the goal of empowerment according. This occurs because the existence of NGOS as implementing community empowerment actors not yet seen, community empowerment for individuals not yet implemented, the Government of Semarang City have not compiled technical guidelines at the discretion of coastal communities empowerment, and the distribution of beneficiaries of policies have not been evenly distributed. Based on the shortage of necessary efforts increased participation of NGOS, draw up technical guidelines for coastal community empowerment as a priority, doing mapping of potential inhabitants, and encouraging the public to participate in environmental conservation.

Abstract

The implementation of PNPM-MP is still have lots of weakness, it is proven that the number of poor families target years 2009-2011 and 2011-2013 Kemijen Village Semarang are still same. Based on the observation by researcher, PNPM-MP resistance due to weak human resources; institutional coordination; differences in perceptions and lack of understanding of the guidelines. Based on the description of the background of the problem, can be taken 3 problem, they are: How the role of actors in policy formulation for PNPM-MP on Kemijen Village Semarang City?; What are the obstacles in the implementation of PNPM-MP? And how handling the weakness in the implementation of PNPM-MP? According to James Anderson Charles Lindblom and James P. Lester and Joseph Stewart, Jr. actors or actors participate in policy formation process can be divided into two groups, namely the cast and the cast as well as official and unofficial. Which belongs to the actor and is the official government agency (bureaucracy), the president (executive), legislative and judicial. While belonging to the unofficial role include interest groups, political parties and individual citizens. This research uses the theory of James E. Anderson, the policy is as the behavior of a number of actors (officials, groups, government agencies) or a set of actors in a particular policy area. Talk of the policy cannot get out of the relationship between interest groups, both at the government and society at large. According to Walter J.M. Kickert, Erik-Hans Klijn and Joop F.M. Koppenjan, actors cannot be separated from each other and have connection with each other. According to Sri Suwitri, strong policy networks are the five things they are the interests of network members, membership, interdependence, isolation from other networks, and the distribution of resources among the members. Network integration of high membership, membership has stability, interdependence network members, and isolation from other networks. The larger the policy network will strengthen the pluralistic society. This study uses qualitative research and data collection based on interviews with key informants and direct observation conducted by researchers at Kemijen Village Semarang City.Based on theory, the actor cannot move on their own without collaboration of other actors, so that is needed a network diagram to known the role of each actor. In the implementation of PNPM-MP should refer to the operational guidelines PNPM-MP and develop accessibility advisory assistance from the sub-district or districts. Then, it is necessary establishes public complaints unit to accommodate all the complaints that can be sought alternative solutions. In finding such alternative PNPM-MP need to use incremental models so that any problems that arise can be done rectification and correction to create anew policy. Suggestions in this study are it need a similar view from actors to improve the welfare ofsociety and transparency in the implementation of PNPM-MP.

Abstract

Accounting information system effectiveness in Badan Kesatuan Bangsa dan Politik Kota Semarang is effected by a obligation to be accountable and transparent of state’s finance by a financial statement that was made from acconting information system. The phenomena that affect the effectiveness of accounting information system were data security, time, accurancy, variation of output and relevancy. The affecting factor were human resources, time and completeness of data. The solutions that given are: (1) to increase the soft skill of human resources especially time discipline by giving a strict penalty to employee to discipline them, (2) to increase the ability of accounting information system to overcome system crash that can affected employee performance and (3) from the aspect of completeness of data, employees that are producing the finance data should be moved from manual system to accounting information system so that it will decrease the possibility of uncompleteness data by giving them a training.

Abstract

The most frequent disaster in many city of Indonesia is flood disaster, so disaster management is required to minimize the risks caused by floods. This study focuses on disaster management conducted by the Regional Disaster Management Agency (BPBD) Semarang City, whether it is in accordance with the stages of disaster management that is pre-disaster, during the disaster, and post disaster. So this research is to find out how the disaster management conducted by Regional Disaster Management Agency (BPBD) Semarang City in handling the flood disaster. The research method used in this research is qualitative method of descriptive type, with staff as an informant from Regional Disaster Management Agency (BPBD) Semarang City which has duty to conduct disaster management in Semarang City. This research explains about how disaster management conducted by BPBD in tackling flood disaster in Semarang City is in accordance with disaster management theory or not yet. The results showed that the stages of disaster management carried out BPBD Semarang City is starting from pre-disaster that there are still shortcomings that is not the formation of contingency plans, then in the stage when there is a disaster that is lack of logistics and disaster emergency personnel, and the last stage is post-disaster there are still shortcomings where the form of rehabilitation conducted BPBD there are still less appropriate target.

Abstract

Being green land transfer function to Candi Industrial Area is part of the development. In practice, these activities have impacts on the community and local government. The impact will be discussed here is the social and economic impacts of land transfer function being Candi Industrial Area. The purpose of the study is to identify the factors that affect the social and economic impacts of land use green to Temple Industrial Zone. Describes whether the economic and social impacts of land use green to Temple Industrial Area is in accordance with the desired impact. To evaluate the social and economic impacts of land use green to Temple Industrial Zone. And explain the improvement efforts that have been made. This study used seven socio-economic factors as well as six categories of evaluation such as effectiveness, efficiency, adequacy, equity, responsiveness and accuracy.

Abstract

Pelayanan kesehatan yang baik merupakan suatu kebutuhan masyarakat dan sering kali menjadi ukuran dalam keberhasilan pembangunan. Salah satu program yang diselenggarakan oleh Pemerintah Indonesia adalah penyelenggaraan program JKN yang diselenggarakan oleh Badan Penyelenggara Jaminan Sosial (BPJS) berupa BPJS Kesehatan. Penelitian ini bertujuan untuk mengetahui kualitas pelayanan kesehatan yang dirasakan pasien rawat inap pengguna Kartu BPJS Kesehatan di Puskesmas Tlogosari Kulon Kota Semarang berdasarkan Permenkes RI No. 71 Tahun 2013 tentang Pelayanan Kesehatan pada Jaminan Kesehatan Nasional, serta mengetahui faktor-faktor yang menghambat dan mendukungnya. Tipe penelitian yang digunakan adalah kualitatif dengan teknik pengambilan data tipe non-probabling yaitu accidental sampling pada responden yang kebetulan dijumpai. Teknik pengumpulan data yang digunakan berupa wawancara, obervasi dan dokumentasi. Analisis data yang digunakan berupa penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa secara umum pelayanan yang diberikan belum berlangsung dengan maksimal karena dari lima dimensi yang diteliti masih ada yang hal-hal yang kurang baik dalam pelaksanaanya. Peralatan medis dan non medis dari sisi kuantitas sudah memadai, tetapi dari kualitas peralatan, kondisinya kurang baik karena tidak ada perawatan peralatan secara berkesinambungan. Petugas belum melaksanakan pelayananan sesuai yang dijanjikan, sehingga belum sesuai dengan peraturan yang mendukung pelayanan kesehatan pada masyarakat. Faktor yang menjadi penghambat kualitas pelayanan pada pasien rawat inap Pengguna Kartu BPJS Kesehatan di Puskesmas Tlogosari Kulon Kota Semarang antara lain adalah faktor pelanggan, strategi pelayanan, dan sistem yang ada. Sedangkan faktor pendukungnya adalah faktor sumber daya manusia yang dimiliki.

Abstract

The lateness of Desa Selomarto in sending draft of village regulatio about village revenue adn expenditure budget and the report on the realization of the implementation of the villagerevenue and expenditure budget, are become the background of this study. The purrpose of this study is to describe and analyze the management of village revenue and expenditure budget in Desa Selomarto. In addition, the purpose of this study are to describe, identify and analyze the supplementary and the inhibition factors in managing the village revenue and expenditure budget in Desa Selomarto. This study uses actuating teory according to Syafiie and Hasibuan where variables which taken are communication, supervision, and leadership with a qualitative approach. The technique which uses to collect the data are interview, obersevation, and documentation. The selection of informants usess purposive sampling technique. The result of the study shows that the the principles, functions, structure, implementation, administration, reporting, and accountability of village income and expenditure budgets have not been fully implemented. Futhermore, factors which inhibit the management of village revenue and expenditure budget in Desa Selomarto arethe inaccuracy of supervision, the ineffective leadership style of the Village Head of Selomarto and the low quality of village officials. While the supporting factor is communication within the organization. The recommendation which given by the researcher are the need for changers in the focus of attention in supervision, changes in the leadership style for the Village Head of Desa Selomarto and the more intensense of assistance village official.
