Now days, there are still many people complaining about about the lack of transparency between government and community. It can happen because the low public awareness to utilize the progress of technology and the lack of socialization government using technology. The internet be a primary needed to the peoples, not only in urban areas even in the region has been a need of. E government through the public information aims to access and disseminate information in the regions and center so as easy the people to will have all information about bureaucracy in the areas. In this research the writers use qualitative with dishub of communication informatics where website tegal distric as an object . The research results show the low level of awareness the peoples in tegal distric. It seen from the number of visitors website as many as 7000-8000 in 2015. And every year can be fluctuative.When compared with the population of productive age in Tegal district, the percentage is still weak, which is only 11% of the population in productive age, amounting to 889 565.

secara maksimal telah mendorong penulis untuk melakukan penelitian denganjudul “Analisis Penerapan Electronic Government di Kabupaten Pati”.Permasalahan utama di dalam penelitian ini ialah : Bagaimana penerapanelectronic government di Kabupaten Pati? Apakah faktor-faktor yang mendorongdan menghambat pengembangan electronic government di Kabupaten Pati?Tujuan penelitian ini untuk mengetahui bagaimana penerapan electronicgovernment di Kabupaten Pati dan untuk mengetahui faktor-faktor yangmendorong dan menghambat penerapan tersebut. Upaya menjawab permasalahandan tujuan penelitian dilakukan dengan menggunakan elemen suksespengembangan e-Government menurut Harvard JFK School of Governmentantara lain support, capacity, dan value. Selain itu, juga menggunakan elemensukses pengembangan e-Government menurut Moon dalam Sistem InformasiManajemen yang terdiri dari willingness dan local culture. Data di dalampenelitian ini dikumpulkan melalui wawancara mendalam, observasi, dandokumentasi yang berkaitan dengan penerapan electronic government diKabupaten Pati. Hasil penelitian menunjukkan bahwa penerapan e-Government diKabupaten Pati belum dapat berjalan secara maksimal karena terdapat faktorfaktorpenghambat yang mempengaruhi perkembangannya. Belum ada support didalam penerapan e-Government dengan tidak adanya political will daripemerintah. Capacity yang sangat terbatas dengan sumber daya finansial,infrastruktur teknologi informasi dan sumber daya manusia yang kurangmemadai. Tidak adanya willingness masyarakat Kabupaten Pati di dalammemanfaatkan fasilitas e-Gov serta adanya local culture dari masyarakat yanglebih menyukai cara manual daripada menggunakan media elektronik di dalammelakukan berbagai pekerjaan. Saran yang dapat diberikan guna meningkatankualitas pengembangan e-Government di Kabupaten Pati antara lain denganmengadaan sosialisasi pemanfaatan IT di lingkungan pemerintahan secara berkala,mengadakan kerjasama yang lebih luas dengan sektor swasta, peningkatan jumlahsarana prasarana infrastruktur, peningkatan SDM pegawai melalui pelatihan, serta sosialisasi secara kontinyu kepada masyarakat tentang keberadaan e-Governmentdan pemanfaatannya.

City Of Semarang is a capital city of Central Java Province that have 4 bus station in every corner of direction like Mangkang Bus Station in west,Penggaron Bus Station in east,Teroboyo Bus Station in north,and Banyumanik Bus Station in south.Since 1 September 2018, Teroboyo Bus Station was closed due to poor conditions. Therefore, as a researcher interested in seeing the readiness of the Bus Station to face the removal of passengers from the Teroboyo Bus Station in terms of terminal support facilities. One of research is the management of facilities at the Penggaron Bus Station. This research Result is to know how managing facilities at the Penggaron Bus Station The method used here is a qualitative research method. Data collection techniques are questionnaire, observation and documentation techniques in the form of documents or archives from the Ministry of Transportation of the City of Semarang and statistical data on the Penggaron Terminal. The research results at the Penggaron Terminal will show that the facilities at the Penggaron Bus Station have not been maximized, such as seating in the passenger waiting room don’t have a backrest, poor passenger toilet conditions, location of the mosque is not strategic, BRT (Bus Rapid Transit ) Trans Semarang shelter in quite poor condition, and SPBG (Gas Refueling Stations) that have not yet been opened for public.

BOS program is education program from government for poor society to facing the mark-up price of gasoline on 2005. Basically, BOS is non-personal operating fund supplying program from government to access nine years elementary school of national educational system. This research, will observe how far BOS Program that almost ten years works, can give benefit and impact for the targets. Qualitative – descriptive method will used to explain the impact evaluation research by in-depth interview.The results of impact evaluation of School Operational Assistance Program (Program BOS) on junior high school grade in Banyumanik Sub district, Semarang City conclude that the targets give positive effects, despite there are some problems about fund managing. Positive effect not only for the pupils and schools, but also for the parents of pupil in there. Impacts for the pupils are motivation to study, because there isn’t pay to fee and increasing the instruments for study and extracurricular activities. So that, they optimist to steps on next grade after junior high school. Impacts for parents are helping them about school fee, and then parents can fulfilled another requirement that can support their child education. Impacts for the schools are can completely the school requirements for educational activities. The schools applying and managing of the BOS funds following by the BOS rules that regulate about the fee components up to the prohibitions. Over all, BOS program earns good response for decrease the school fees and support school activities. Until now, BOS program can push down the drop out cases in nine years elementary school grade. But, the school has other problems, like the funds was delayed to transfer and limited to accomplish the school requirements.

According to Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District is an effort by the government to overcome HIV and AIDS disease in Kebumen Disrict. Kebumen District has a high number of cases found and has an increasing trend every year. The purpose of this study is to describe how the implementation of Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District and to find out the factors driving and inhibiting Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District. This research uses descriptive qualitative research method. Data collection was done by interview, observation and literature study. The informants in this study were the staff of the Kebumen District AIDS Commission, the Kebumen District Health Office staff, members of the Peer Support Group and the community. The results show that the implementation of the law has not been successful because it is ineffective in solving HIV / AIDS related problems. In this study also found the driving factors of the implementation of local regulations are resources, disposition and bureaucratic structure, while the inhibiting factors is communication. Recommendations that can be given are the selection of appropriate communication methods, conducting regular socialization activities, providing training to cadres in the field and increasing community participation.

Education is very important because it is the primary means in an effort to improve the quality of human resources. In order to improve the quality of Kudus human resources in order to be more competitive, Kudus government regency has launched a Compulsory Education 12 year program. Compulsory Education 12 year program in Kudus Regency organized with the aim to provide quality and affordable education to the community. Implementation of the Compulsory Education 12 year program is regulated in the Regional Policy Kudus Regency Number 2 Year 2010. This study aims to determine how the implementation of the Compulsory Education 12 year program in Kudus Regency and find out the factors that support or hinder the implementation so as to know what needs to be repaired and maintained.This study uses a descriptive qualitative research method, to explain phenomena that affect the implementation of the Compulsory Education 12 year program in Kudus, guided by Regional Policy Kudus Regency No. 2 of 2010 about Compulsory Education 12 (Twelve) years. The data was collected by means of structured interviews with informants and documentation obtained from actual documents relating to the object of research. Analysis data in this qualitative study with data reduction, data presentation, and verification. From the research, found the phenomena that may affect the implementation of compulsory education 12 year program in Kudus, namely communication, environmental conditions, characteristics of the implementing agencies, and resources. It can be concluded that the implementation of the Compulsory Education 12 year program in Kudus Regency factors still exist that hinder implementation. This is because the human and financial resources to support the sustainability of the program has not been available for optimum.

Electricity is one of the basic needs of people in Indonesia. PT. PLN (Persero) is one of the State Owned Enterprises (BUMN), which has the task or function to organize the supply of electricity as the needs of the community. New installation service provided by PT. PLN (Persero) Rayon Semarang Tengah are still many shortcomings that can be said to be less good. This research is compiled to analyze the public community satisfaction on the implementation of the new installation services by PT. PLN (Persero) Rayon Semarang Tengah. This research uses descriptive quantitative approach. The theory used is to look at PERMEN PAN and Reformasi Birokrasi No. 16 Tahun 2014 on Societies Satisfaction Survey Implementation of Public Service by referring to the 9 scope of services. Satisfaction Masyararat views of suitability between the level of service performance and the level of interest/ community expectations. Based on study results, the services provided by PT. PLN (Persero) Rayon Semarang Tengah has been good with the performance levels of 2.99 and 3.40 at the level of interest so that the level of conformity obtained is high at 87.87% so it can be said the community is satisfied with the services provided. From 9 scope of services analyzed, there are 2 criteria/ elements that still does not give satisfaction to the community, the first is service procedures with interest rate of 3.47, while the level of performance is still low at 2.85 so the suitability 82.21 and the second is the handling of complaints, suggestions, and recommendataio the performance level still lower that 2.52 while the interest is as high as 3.51 and a low level of concordance is lowest 71.70%.

E-Government is a new interaction mechanism between the government and public or private sector by involving the use of information technology with the aim of improving the quality of public services. Based on previous research shows that the city of Semarang has not reached the fourth level in the implementation of egovernment as stated in Presidential Instruction No. 3 of 2003. The purpose of this study was to determine and analyze the implementation and development of egovernment in the Semarang City Government so far and the factors influencing it. The method used in this research is qualitative descriptive. The results showed that the implementation of e-government in the city of Semarang in general has gone well. However, from the four levels of e-government implementation contained in Presidential Instruction No. 3 of 2003, the implementation of e-government in the city of Semarang has not yet reached the fourth level in overall because Semarang City doesn’t have an application that emphasizes the integration of G2G, G2B, and G2C services. The factors that influence the implementation of e-government in Semarang City are, lack of regulations for implementating e-government, lack of human resources, budget constraints financed by APBD, lack of attention from other OPD. To overcome the problems, government of Semarang city formulate regulations on the implementation of e-government so that Semarang City has a reference in the implementation, providing outsourcing personnel, making budget priority, and conducting socialization and routine supervision to other OPD.

Achievement of Organization Direction Attainment on Regional Asset and Financial Management Agency (RAFMA) of Semarang City in advertisement tax collection, become the backround of this research. Purpose of this research were giving contribution and increasing Local Revenue. The problem that happen how was work effectiveness on RAFMA in advertisement tax collection on Semarang City? Purpose of this research was to conceiving and analyzing RAFMA effectiveness in advertisement tax collection on Semarang City, based on Factors that affecting the implementation.An attempt to answer the problem and research objectives is done by using the theory of measuring the effectiveness of the Organization as well as the effectiveness of contributor criteria as factors that affect the organization. The object of research is the field of tax areas are located in Regional Asset and Financial Management Agency (RAFMA) of Semarang City.The result showed that RAFMA of Semarang City “is not effectiveâ€, in a bid to accomplishment of an objective related to tax collection ads in semarang city. It is affected by factors such as a shortage of employees and equipment, the division of work is too obvious, which has not been service system still complicated, the absence of a valid about the amount of data ads in the city of semarang, and the problem of the low public awareness to pay the tax billboard.Advised to RAFMA of Semarang City acted more innovative and active by sending through the other media, as a magazine, radio, or website belonging to the department. Centralizing budget for facilities and infrastructures are lacking. Cooperate with dinas-dinas related for collecting data reëxamined against ads spread in city semarang.Repair service system using “One Stop Service (OSS) System†system or one roof service system.

Management of Dengue Hemorrhagic Fever (DHF) is a prevention and mitigation activities to break the chain of infection dengue disease in a way to combat mosquitoes and mosquito larvae of Aedes aegypti and Aedesalbopictus. Dengue is one of endemic disease in Semarang City. District Tembalang, which is one of district in Semarang City, has the highest number of patients with dengue fever within the last five years. Seeing this, Semarang City Government published Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management. This study is aimed to describe how the implementation of Perda No. 5 tahun 2010 about Management of Dengue Hemorrhagic Fever (DHF) Management in district Tembalang and to identify supporting factors and resisting factors of Implementation Perda No. 5 tahun 2010 about Dengue Hemorrhagic Fever (DHF) Management in District Tembalang. This research is a descriptive study using a qualitative approach. The result shows there are phenomenon that considered not good enough such as accuracy of the policy, accuracy of the implementer, accuracy in targeting, precision and accuracy of the process environment. In this study also found that supporting factors of the regulation implementation is bureaucratic structure, whereas the resisting factors founded in the communication factor, resources and disposition. Recommendations can be given by researcher are to increase the intensity of regulation socialization, community empowerment, strengthen of coordination between the implementers, enhance human resources quantity, cooperate with other implementers such as private implementers in order to support the lack of budget.
