Abstract

In order to achieve poverty reduction in Indonesia, the government launched programs through PNPM Urban empowerment. PNPM is sustainable poverty alleviation programs. The purpose of this study was to determine the influence of communication relationships (X1) with the successful implementation of the (Y); effect of executing (X2) with the successful implementation of the (Y), and the influence of communication (X1) and executive ability (X2) with the successful implementation of the (Y) PNPM Urban Village in Bandarharjo.  This type of research is explanatory research using the techniques of data collection through questionnaires, interviews, and observations. The research sample of 34 respondents, drawn by simple random sampling method. Analysis of the data using quantitative methods of hypothesis testing using SPSS techniques Kendall Rank Correlation Coefficient, Coefficient Konkordasi Rank Kendall and coefficient of determination (KD).  Based on the research results obtained show that the influence of communication (X1) with the implementation of PNPM (Y) based on the price of the Z count value is greater than the Z table at the significant level of 5% ie 2 ≥ 1.96 and the large influence of KD 5.76%. influence is shown by the ability of implementers (X2) with the implementation of PNPM (Y) with Z count value is greater than the Z table at 5% significance level is 1.96 and ≥ 2.16 large effect of KD 6.76%. The latest results show the influence of communication (x10 and executive ability (X2) with the implementation of PNPM (Y) is greater than 2hitung   2tabel or ≥ 50.72 86.721 KD was 43.2%.   The research found that many people do not understand what Bandarharjo PNPM goal with certainty, the absence of information boards, employees who are not biased computer. In solving these problems BKM have much socialization to the community, as well as providing a means of communication such as bulletin boards or information and conduct computer training at BKM members.

Abstract

The development of Genuk industrial area is the implementation of Semarang City policy aims to enhance the revenue of Semarang City. Genuk industrial area consists of three regions with 458 units companies. The purpose of this research was to evaluate the impact of industrial area development policy to the welfare of people at Genuk Subdistrict. This research use descriptive research design with qualitative approach. Primary data in this research is the result of interviews with Industry and Trade Department of Semarang, Social Department of Semarang, Environmental Agency of Semarang, Genuk Subdistrict Office, and peoples at Genuk Subdistrict. The evaluation was done by looking at the negative and positive impacts of the industrial area. To measure the people welfare, this research use the welfare dimensions such as income level, education level, and health level.The results of this research was every people in Genuk Subdistrict have not feeling the walfare after the industrial area development process, because the impact which more dominant is the negative impacts from the industrial area development policy. The income level of every people can be enhance with the wages according to the regional minimum wages. The industrial area managers dan Semarang City Government can mantain the health level of every people still good by conducting environmental and health remediation activities after the industrial development

Abstract

Transportasi darat adalah sarana angkutan penumpang umum yang memegang peranan penting dalam menunjang aktifitas dan mobilitas masyarakat akibat pertumbuhan jumlah penduduk dan meningkatnya taraf hidup sosial ekonomi, sehingga angkutan penumpang umum ini harus dipertahankan keberadaannya Namun, kondisi pengelolaan angkutan umum jalan raya khususnya bus di Kota Semarang mengalami penurunan jumlah penumpan dikarenakan masyarakat lebih memilih menggunakan kendaraan pribadi, apalagi armada bus banyak yang tidak layak jalan masih beroperasi.Fokus dari penelitian ini adalah untuk merumuskan strategi baru dalam pengelolaan angkutan umum jalan raya di Kota Semarang sehingga pengelolaan angkutan umum jalan raya di Kota Semarang lebih optimal. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dengan menggunakan narasumber dari Dinas Perhubungan Komunikasi dan Informatika Kota Semarang. Analisis SWOT (Strenghts, Weaknesses, Opportunities, Threats) digunakan untuk menentukan isu – isu strategis dalam pengelolaan angkutan umum jalan raya di Kota Semarang. Isu strategis yang ada dievaluasi dengan menggunakan Litmus Test untuk menentukan tingkat kestrategisan dari isu – isu tersebut.Hasil penelitian menunjukkan bahwa isu yang paling strategis adalah peningkatan moda transportasi massal yang terintegrasi dengan pelayanan publik sebagai fokus utama dan dengan dukunga dari stakeholder. Strategi tersebut mendapatkan skor tertinggi yaitu sebesar 34.Peningkatan angkutan umum massal ini perlu ditingkatkan agar mampu mengangkut penumpang dengan jumlah lebih banyak dari satu tempat ke tempat lain disertai pelayanan maksimal dengan mengembangkan angkutan shutle bus atau membuka rute angkutan umum yang menghubungkan Terminal Mangkang, Bandara A. Yani, Pelabuhan Tanjung Emas, Stasiun Tawang sehingga angkutan umum dapat terintegrasi.

Abstract

This study aims to analyze work discipline and inhibiting factors and drivers of work discipline of civil servants in the Regional Civil Service Agency of Central Java Province. Based on the results of the study indicate that the work discipline of civil servants in the Regional Employment Agency of Central Java Province has not been good. This is seen from the presence of employees who are not on time and do not comply with the rules at work. Employee discipline is inseparable from supporting and inhibiting factors. Supporting and inhibiting factors can be seen in terms of leadership and aspects of motivation. The leadership factor in terms of leadership is the absence of strict sanctions regarding disciplinary violations. The inhibiting factor in terms of motivation is the absence of motivation for employees. Based on the obstacles that exist in achieving employee work discipline in the Central Java Regional Personnel Agency, the author provides recommendations in the form of: (1) Leaders to provide more motivation and attention to the discipline of their employees. (2) Leaders make a list of staff work needs to support work which is then seen as useful. (3) The application of rewards to subordinates at least once a year. (4) Enforcement of strict sanctions regarding discipline specifically for employees of the Regional Civil Service Agency of Central Java Province.

Abstract

The purpose of this research is to analyse the implementation of program of green public areas arrangement in Cnadisari Sub District of Semarang and to know the factors that affect this implementation. To solve the the problems and to gain the aims of this research, the researcher used green open space utilization community, compatibility with the planning of program and the control of the implementation program itself. The researcher focused on the subject of the program on how the program is implemented. The researcher also pay attention to some factors that influence this research. The factors are communication, bureaucratic structure, resource and predisposition. This research used qualitative research and descriptive method. The result of this study shows that the implementation program of green open space in Candisari sub district, Semarang have not done well. The minimum percentage of green open space have not achieved yet. Some of causes are the advantages of green open space itself are not used maximally by the public, the lack of public participation to support this program, the lack of human resources who take in charge in this program, the funds which is not provided sufficiently and the lack of control from government.

Abstract

This research aims to find out the correlation between competence and work discipline with the performance of Inspectorate employee of Central Java Province. This research is an associative study using quantitative method. Respondents in this research is 48 employee of Inspectorate Central Java Province who performed the main task of supervision. Based on the result of the study, the Kendall Tau correlation coefficient of competence with employee performance is 0.468 with Z value 5,001 > Z table 1.96, the Kendall Tau correlation coefficient of work discipline and employee performance is 0.417 with Z value 4,373 > Z table 1.96, Kendall concordance correlation 0,851 sig (0,000) < α (0,005) indicate that there is a correlation between competence and work discipline with the performance of inspectorate employee of Central Java province. The determinant coefficient value of competence and work discipline variable simultaneously gives influence to the employee performance variable amounted to 72.4%. The conclusion of the study is there is a correlation between competence and work discipline with the employee performance of Inspectorate Central Java province, so the H1 is accepted and H0 is rejected. The obstacles found in the study are less ability of the employee in applying the benefit of training, the training activity was not conducted regularly, and it was found that the employee presence was not timely. The suggestions can be given by researcher are off-the-job training method should be conducted regularly and Inspector should take corrective disciplinary action.

Abstract

This study aims to assess the employee's performance Integrated Licensing Service Agency of Semarang with the ability to work and work discipline. The problems that exist in this study is still less than optimal employee performance seen from the lack of ability to work and work discipline. This study was conducted to determine how much the relationship between work ability variables (X1) and work discipline (X2) with employee performance (Y). In this study the method used is explanatory, that is the type of research that is used to examine the relationship between the variables studied. The data obtained by questionnaires given to 41 employees as respondents in the Integrated Licensing Service Agency of Semarang.The results of this study indicate that the hypothesis that there is a positive relationship between the variables work ability and work discipline to employee performance Integrated Licensing Service Agency of Semarang acceptable significantly by 82.44% coefficient of determination means the employee's performance changes by 82.44% as a result influence of ability to work and work discipline. While the remaining 17.56% is influenced by other factors such as motivation, leadership and work environment.The results showed a positive and significant relationship between the variables work ability and work discipline on employee performance. This means that in order to improve employee performance Integrated Licensing Service Agency of Semarang can be done by increasing the employability and self-discipline by giving an understanding of the work presented, provide training to employees, adherence to clock in and leave work and sincerity in completing work responsibilty.

Abstract

The research took the title of Quality Analysis Services Manufacturing Building Permit (IMB) in the Integrated Licensing Service Agency of Semarang. During this time in the minds of the public, Building Permit Service ( IMB ) sounds a bit complicated and convoluted, long service process and less than optimal. Therefore, the problem in this research is how the service quality manufacture of building permits , What are the contributing factors in the manufacture of building permits and what should be done to optimize the service manufacture of building permits ( IMB ) in the Integrated Licensing Service Agency ( BPPT ) of Semarang. The focus of this research is the quality of Building Permit licensing services. The purpose of this research is to determine the quality of service the manufacture of building permits in the Integrated Licensing Services Agency of Semarang. This research used a qualitative research with descriptive approach. The techniques of data collection is by interview , observation and documentation , in the form of documents and records that have relation with service quality in the Building Permit Integrated Licensing Service Agency ( BPPT ) of Semarang. The results showed that the Integrated Licensing Service Agency (BPPT ) of Semarang in providing Building Permit Service ( IMB ) is already well although there are still some deficiencies, such as infrastructure and human resources . The conclusion of this research is that Building Permit Service ( IMB ) service in the Integrated Licensing Services Agency ( BPPT ) of Semarang is already well although there are still some things that have not been optimal and needs to be repaired. The researchers suggest that the services from Integrated Licensing Services Agency ( BPPT ) of Semarang should be more professional, effective, efficient, and correct the deficiencies to make it more optimal.

Abstract

The change of life and the quality of human resources that are currently increasing will affect the development of society. This change can encourage the improvement of the performance of employees at Government agencies to give good service. There are two factors that affect employee performance which are work motivation and skill. There are employees who have worked according to the standard so that the work is done on time, but there are also employees whose work does not reach the target. This study aims to determine the relationship between the work motivation and skill towards the performance of employees of the Department of Population and Civil Registration of Blora Regency. This study uses an associative quantitative method involving 40 employees as respondents drawn from 64 employees. The result of Kendall Tau rank correlation coefficient of skill or ability with employee performance of 0.418 z count 3.8> z table 1.96 with the value of the KD of 17.5%, Kendall’s tau rank correlation coefficient of work motivation with employee performance 0.450 z count 4.090> z table 1.96 with the value of KD of 20.25%, Kendall concordance coefficient of 0.994, KD value of variable ability and work motivation simultaneously give effect to performance variable which is equal to 98.8%. The conclusion of this research is that there is correlation between ability and motivation of work with employee performance in Department of Population and Civil Registration of Blora Regency. The obstacles are the achievement of performance that is less than target and the inappropriate background of education. The suggestions given by researchers is providing training to improve the employee skills. The suggestions for further quantitative research are to add variables and for qualitative research that is by adding other factors of employee performance.

Abstract

One of Bureaucracy Reforms coverage is to create quality human resources with high integrity in working with upholding professionalism , thus the need for a planning formationsto meet the quality and quantity of staff required. This study aimed to describe the formation of employee planning and supporting factors and obstacles encountered in planning theformation of an employee at the BPN of Central Java province.This study used a descriptive research with a qualitative approach . The focus of the study include: ( 1 ) formation of the planning process at the district office employees BPNCentral Java province , ( 2 ) the factors supporting and inhibiting the formation employee planning process .The results of the study planning process formation employee still needs to be improved in terms of analysis tools are available , the distribution of the workload of employees , budget efficiency , and analysis of employee turnover . Advice given is the BPN of Central Java province should be more effective in forecasting the division of labor and employees who will be out.
