Abstract

This research aims to analyze the Job Safety and Health Programs at PT. PLN (Persero) Area of Semarang and solutions for what has been done and that have not been implemented by the Committee for occupational safety and Health Program organiser Working in pt. PLN (Persero) Area of Semarang is not optimal. Locus were used in this study is in pt. PLN (Persero) Area of Semarang. This research uses qualitative research methods by using a descriptive approach. The subjects in this study consists of four main informant. Based on the results of the study showed that the implementation of the programme of safety and health at work PT. PLN (Persero) Semarang Area seen from such phenomena, non-physical state of the working environment is good, the physical state of a less good work environment, equipment and supplies and employees who have been good, and the physical condition and understanding of employees.Implementation of the programme of safety and health at work PT. PLN (Persero) it can be concluded that the Semarang Area are still less well, it is based on the phenomenonof building equipment and supplies and employees who are good, but in terms of procurement and practice in the field is still less than optimal.Conclusions in this study is the overall Program Workplace Health and Safety in pt. PLN (Persero) Semarang Area less well, and solutions that have not been done by the Committee organizers namely, Socialization of K3, K3 and infrastructure procurement, sanctions and rewards, education training and work tools, the increased budget, oversight and coordination between security officers with the Organizer, theevacuation route improvements and process simulation of evacuation and the solutions that have been implemented:, procurement clerks working tools, structuring the workspace employees, and the making of regulations for the employees. Based on these conclusions, the researchers recommend to PT. PLN (Persero) Area of Semarang to repair or improve the State of the physical work environment and psychological conditions and understanding of employees who were rated less well so that optimal performance can be achieved more.

Abstract

Performance is a parameter by which the extent of implementation of particular activity/program/policy can be achieved in order to obtain particular target, objective, vision, and mission of an organization, which has been predetermined in the organizational planning strategy. Performance can be assessed and measured if individuals or group of individuals have already had criteria or standard by which a successful work can be achieved. Therefore, organizational success cannot be obtained without clear target and objective. This study applied a public administration and five performance indicators, i.e. productivity, service quality, responsiveness, responsibility, and accountability. The study performed a descriptive, qualitative method to expose the findings from the field observation. Data were collected by means of interview, observation, and documentation, involving key informants from the Semarang Municipal Office of the Center for Statistic Bureau as well as concerned stakeholders. The study resulted in as the followings: poor performance of the Center for Statistic Bureau in developing the Gross Regional Income report as it might be evidenced from the Nerwilis survey. There were still lacking productivity, poor data quality, and inadequate human resources. However, the Semarang Municipal Office of the Center for Statistic Bureau had been supported by good organizational vision and mission, staff competency, experience, and technological advance. All of these aspects helped the Center to present the data required by the governmental institutions as well as the stakeholders. In other words, performance transparency had been achieved. This study recommended an incidental field staff recruit and socialization of the importance of the statistics in the modern era.

Abstract

Masalah kependudukan menjadi masalah yang cukup penting karena berkaitan dengan pembangunan berkelanjutan. Pertumbuhan penduduk yang cepat tanpa diimbangi dengan pertumbuhan ekonomi yang memadai akan menyebabkan terjadinya pertambahan angka pengangguran, menurunnya mutu modal manusia dan bahkan akan mengancam ketahanan nasional. Masalah kependudukan ini telah dipikirkan oleh Pemerintah dengan menerapkan kebijakan tentang Keluarga Berencana untuk menekan laju pertumbuhan.Penelitian ini berusaha menjawab bagaimana kualitas pelayanan yang diberikan oleh pemerintah khususnya yang berkaitan dengan pelayanan Keluarga Berencana. Yang menjadi fokus dalam penelitian ini adalah tentang pelayanan karena tugas utama dari negara adalah melayani masyarakatnya.Penelitian ini menggunakan metode penelitian kualitatif, untuk menjelaskan fenomena yang mempengaruhi kualitas pelayanan Program Keluarga Berencana di Kota Semarang, dengan berpedoman pada Keputusan Menteri Pendayagunaan Aparatur Negara Nomor 63 Tahun 2003 tentang Pedoman Pelayanan Publik. Dari hasil penelitian, ditemukan tiga fenomena yang dapat mempengaruhi kualitas pelayanan Program Keluarga Berencana di Kota Semarang. Ketiga fenomena tersebut adalah asas pelayanan, prinsip pelayanan dan standar pelayanan publik.

Abstract

Semarang is included as one of big city in Indonesia with one of its vision is to advance trades and services. Hence, Semarang has developing and its advance establishment grown rapidly through the years. Rapid growth and development in Semarang inflict growing high risk of Fire to happen as well. Populous human population, high building growth, numerous running industry cause fire risk and whenever the fire happened, it requires specific handling process. Semarang Fire Department has its main duty which taking over government issues concerning fire and disaster prevention action in order to the principle of autonomy and assistance duty. This research has been done based on some problem occurred in program execution in the fire department. This research using qualitative descriptive research method with data collection technique by interview, observation, and documentation. The aim of this research is to analyze the performance of Semarang Fire Department and identify factors which support and resist organization’s vision accomplishment. Organization performance appraisal are according to effectivity, service quality, responsiveness, and accountability. Factors that may affect the working performance are seen from human resource, team work, and infrastructure. According to this research, performance of Semarang Fire Department is not on its best track yet, unreached target, worker tardiness in giving service to people, budget allocation within the incorrect target, alongside inadequate infrastructure to support the working performance so it can be concluded that the performance of Semarang Fire Department has not run well yet.

Abstract

Human resources is driving organizations to connect all his energy, mind, talent, creativity and strive for the sake of the survival of the organization. Nowdays, One thing is often still a connection problem in the relationship between people and governments in the region is in the field of public services, especially in terms of quality or service quality of government officials to the public. This study aims to determine the dimensions of what drives performance and hinder the performance of employees in the District Margadana Tegal and to analyze and describe the performance of the Civil Service in the District Margadana Tegal. This study used a qualitative descriptive method Subdistrict Margadana locus and focus research on the performance of staff members. Instruments in this study is the researchers themselves, who act as planners, implementers in collecting data, analyzing, interpreting the data and writing research reports that assisted with the interview, the informant purposive sample selection techniques. Mechanical analysis is done through reduction, data presentation and conclusion by using taxonomic analysis. Based on the survey results revealed that the overall performance of employees is not good, there are still many things that need to be repaired it can be seen from many dimensions that hinder the performance of employees in the District Margadana. The dimensions that support the performance of employees in the District Margadana is the dimension of knowledge work, cooperation dimension, the dimension of personal qualities, while inhibiting dimension is the dimension of the quantity of work, dimensions quality of work, creativeness dimensions, the dimensions of dependability, and the dimensions of the initiative. Suggestions are presented in this study is the leader should implement the target time, and more emphasis to pay more attention to and comply with existing standards work system, the leader must be able to be more open so as to create conditions that can motivate subordinates and provide comfort to employees to submit ideas , there must be strict sanctions so that a deterrent effect, and requires the employee to make the planning work and individual work schedules.

Abstract

Family Planning aims to actualize quality family through promotion, protection, and assistance in establishing reproductive rights. Family Planning also provides services, regulation, and support to form families with ideal age of marriage, regulate the number, distance, and ideal age of children, regulate pregnancy, and foster family’s resilience and welfare. Problems in this research was the the increased number of population in Pati accompanied by the low level of community’s participation in Margoyoso among subdistricts in Pati. The purpose of this research was to know how the real portrait of the level of community’s participation in implementing Family Planning program. This research used quantitative approach with descriptive design. The results showed that the participation of PUS in Margoyoso was still low. Some elements of such participation include information, participation in consultation, participation in decision making, and participation in action. Some of younger PUS had low participation and some had high participation. On the other hand, older PUS mostly had low participation. PUS who had above-senior high school had higher participation than PUS who had under-school education, and PUS who had non-employment job had higher participation than PUS who had employment job. There are some strategies to increase the participation of PUS in implementing Family Planning program, such as increasing the role of Family Planning officer or government of each village to actively invite, support, motivate, and provide socialization, increasing the active participation of older PUS in family planning activities, increasing the role of PUS who have above-senior high school education, and increasing the role of PUS who have job as non-employee.

Abstract

This study aims to determine the correlation between employee capability and employee motivation with the performance of employees in the Department of Population and Civil Registration Jepara. The study was conducted with population totaled 27 people.The method of analysis in this study is quantitative data analysis using the Kendall tau_b formula to test the hypothesis. Analysis shows:1. Correlation between employee capability variables with employee performance variable showed a correlation coefficient of 0.243, which means there is a positive relationship but not significant.2. Correlation between the employee motivation variables with employee performance variable showed a correlation coefficient of 0.467, which means there is a positive and significant the correlation.3. Employee capability variable and employee motivation variable interrelate together with employee performance variables. This is seen from the results of correlation and cross table that shows the results of a positive correlation between the employee capability variables and employee motivation variables with the employee performance variable.

Abstract

The development of minimarkets in Semarang by the end of year have increased. In 2014, Badan Pelayanan Perijinan Terpadu (BPPT) Semarang has delivered 119 Ijin Usaha Toko Modern (IUTM) which the most trade license of minimarket is in Banyumanik. Increasingly the minimarket investment on Peraturan Daerah Kota Semarang Nomor 1 Tahun 2014 tentang Penataan Toko Modern and Peraturan Walikota Semarang Nomor 5 Tahun 2013 tentang Penataan Toko Modern Minimarket Kota Semarang. The purpose of policy is to keep the growth balance between minimarket and the figure of micro trade. While commit, there still have any obstacles such as the regulation of minimarket in Semarang which has to built >500m from tradisional market exactly around of Rasamala market has built some minimarkets less than 200m from traditional market. Besides, the government limits the establishment quota based on the trade license which has been delivered. Minimarket quota restrictions only with IUTM and in fact there are many minimarkets operating without a business license pocketed. Therefore, the government should also coordinate with the sub-district to conduct surveillance to monitoring of the development minimarket

Abstract

This research is arranged to know of quality service for old day guarantee programs social security agency (BPJS) Ketenagakerjaan Ungaran Branch. This research uses the type of quantitative descriptive research. The number of samples is 100 participants old day guarantee programs social security agency (BPJS) Ketenagakerjaan Ungaran Branch. This research uses measurement through 5 dimension of servant that is tangible, reliability, responsiveness, assurance, and empathy by comparing between performance (X) and expectation (Y) that cause satisfaction or dissatisfaction. The results of this study indicate that there are three dimensions that are considered good and two dimensions are considered less good in service. Dimensions are: 1. Tangible, with an average value of performance level of 3,68; 2. Responsiveness, with an average performance level of 3,52; 3. Empathy, the average value of performance level of 3,50. While dimensions are considered less that is 1. Reliability, the average value of performance level of 3,23; 2. Assurance, with an average grade of performance of 3,34. Suggestions in this study should include training activities for officers, career development officers through education, staff development by adding tasks and involving officers for comparative studies.

Abstract

In the measurement of Human Development Index, health is one of the principal component besides education and income. Health is also an investment to support economic development and having an important role in poverty reduction efforts. View the importance of health, The Government is obliged to protect and ensure the citizens from a wide range of problems related to health. This research will analyze the performance conducted by the Dinas Kesehatan Kota Semarang and the aspects that support and hinder the performance of the Dinas Kesehatan Kota Semarang in realizing Semarang Healthy. This research uses the theory of organization and the five dimensions of performance: productivity, quality of service orientation, responsiveness, responsibility and accountability with a descriptive qualitative approach. Data collection techniques used through observation, interviews, documentation and library research with informants employee Dinas Kesehatan Kota Semarang.The result in this research showed that, the performance Dinas Kesehatan Kota Semarang in realizing Semarang Healthy is good, it's just still found problems such as human resource problems, budget funds are limited and minimal public participation. While supporting aspects of the performance Dinas Kesehatan Kota Semarang in realizing Semarang Healthy is clear jobdesk, Discipline and high responsibility owned by employee, conformity between health programs are made with what is required by the public until cooperation and coordination that exists both with the Department, NGO’s and other third parties.  Inside overcome these problems, there are some suggestions that can be done such as make education, training and skills to improve the quality of human resources, increase the number of human resources through recruitment civil servant or temporary employees that public services can be given a maximum, proposed additions of the budget in accordance with the needs required on the budget income and expenditure Semarang City and make efforts socialization to the public until they realize that health is important and expensive.
